Das Flüchtlingscamp Moria existiert nach einem Brand nicht mehr. Mehr als 12.000 Menschen waren dort 176 Tage wegen der Coronapandemie eingesperrt.

Sie kamen am Abend des 176. Tags der Ausgangssperre. Es dämmerte, aber die Sonne war noch nicht untergegangen über Moria, Europas größtem Flüchtlingslager auf der Ägäis-Insel Lesbos. 35 Coronafälle hatten die Behörden bis zum Dienstagabend in dem Lager identifiziert, rund 100 Kontaktpersonen ausgemacht. Mitarbeiter einer NGO sollten diese nun in ein Isolationszentrum in einer Fabrikhalle einige Kilometer weiter östlich bringen. „Sie sind in die Zelte gegangen und wollten Einzelne herausholen, mit Gewalt“, berichtet Mohammad Alizadah, 30 Jahre, Flüchtling aus Kabul, über die Nacht, in der das Lager abbrannte.
Doch die Menschen hatten Angst, einige hätten sich geweigert, mitzukommen. „Einige wurden wütend, versuchten, den Abtransport zu stoppen“, sagt Alizadah am Mittwochvormittag am Telefon. Polizei und Krankenwagen seien mit Steinen beworfen worden. „Es gab eine Rebellion.“ Alizadahs Schilderungen decken sich mit den Berichten der Inselzeitung Sto Nisi vom Mittwoch. Der griechische Zivilschutz vermutet Brandstiftungen.

„Es wurde dunkel, zuerst brannte ein kleines Feuer, dann noch eins, gegen 0.30 Uhr wurde es sehr schnell sehr groß“, sagt Alizadah. „Polizisten schrien die Menschen an, alle sollten das Lager verlassen, zur Straße gehen, sie mussten ihr Hab und Gut zurücklassen.“ Doch schon bald schnitten die Flammen einem Teil von ihnen den Weg ab. „Viele sind daraufhin in die Olivenhaine hinter dem Lager geflüchtet“, sagt Alizadah. Andere machten sich zu Fuß auf in Richtung Inselhauptstadt. Auf halber Strecke errichtete die Polizei in der Nacht eine Straßensperre. „Da sitzen jetzt Tausende“, sagt Alizadah. Eine Versorgung gebe es bislang nicht.
Vom Lager blieb nach dem Brand kaum etwas übrig. Am Morgen erklärt die Regierung den Ausnahmezustand, schickt Flugzeuge mit Sondereinheiten der Polizei. Wie die Menschen in dem Chaos versorgt werden können, ist bis zum Mittag völlig unklar.
Dass ein Corona-Ausbruch und seine Folgen in dem Lager zu einer Katastrophe führen könnte, war seit Monaten bekannt. Schon am 17. März hatte das griechische Migrationsministerium eine Ausgangssperre über Moria verhängt, aus Furcht vor einer Ausbreitung des Virus.
Im April, am 31. Tag dieser Ausgangssperre, schrieben die Insassen einen Brief und fordern eine Evakuierung. „Das Virus im Lager wäre wie ein Todesurteil für Alte und Kranke.“ Am 55. Tag der zweite Brief: „Sind wir es nicht wert, eine Antwort zu erhalten, während so viele Leute über Moria sprechen, das sogar ein deutscher Minister als ‚Europas Schande‘ bezeichnet?“, steht darin.
<h3>Das Leben in Moria besteht aus Anstehen</h3>
Einer der Initiatoren dieses Briefs ist Mohammad Alizadah. An einem Mittwoch Ende August, es ist der 163. Tag der Ausgangssperre, kommt er vor das Tor des Lagers, um die Situation im Innern zu schildern. Er trägt er trotz der Hitze ein blaues Hemd mit langen Ärmeln, seine welligen Haare sind seitlich gescheitelt. 2018 kam er auf der Insel an, mit seiner heute 24-jährigen Frau und ihrem vier Jahre alten Sohn. Zu seinem Asylantrag sei er bis heute nicht angehört worden. In Kabul habe er Pharmazie studiert, vier Jahre in einer Apotheke gearbeitet. „Deswegen wusste ich einiges über Hygiene“, sagt er. Mit anderen Insassen betreibt er Gesundheitsaufklärung im Lager.
Das Leben in Moria, es bestehe vor allem im Anstehen, sagt Alizadah: für Essen, Wasser, Toiletten; im Sommer bei über 30 Grad, ohne Schatten. „Abstand halten ist unmöglich“, sagt er. Wenn Insassen sich zusammentun, um sich abwechselnd einen Platz freizuhalten „dann gibt es Kämpfe“.
Die Mischung aus Traumatisierung, Stress, Ungewissheit und Verelendung hat immer wieder zu Aggressionen und Gewalt im Camp geführt, auch zu Brandstiftungen. Was in der Nacht zum Mittwoch geschah, ist das Ergebnis der jahrelangen Entrechtung der Menschen in dem Lager.
An diesem Morgen, zwei Wochen vor dem Feuer, laufen Menschen vor dem Eingang heraus und herein, sie tragen Säcke oder Kisten auf den Schultern. Es stinkt nach Müll und Exkrementen. Manche Frauen fahren Kinderwagen auf und ab. Als ein Bus hält, drängen sich Dutzende Menschen, holen weiße Zettel aus ihren Taschen. Es sind Passierscheine, nur heute gültig. An maximal 120 Menschen werden sie täglich ausgegeben, aus „dringenden Gründen“ dürfen nur sie das Lager verlassen. Der Busfahrer lässt nur einsteigen, wer das Papier vorweist. Die Ausgangssperre wird von zwei Streifenwagen kontrolliert. Sie stehen in beiden Richtungen an der Straße, die am Lager vorbeiführt.
Bis zum Brand war das eigentliche Lager in Moria von Zäunen mit Stacheldraht umgeben. 2014 wurde es als Internierungslager mit 3.000 Plätzen eröffnet. Irgendwann war es derartig überfüllt, dass die Insassen in Hütten im umgebenden Buschland gehen mussten. Dort lebte bis Dienstagabend das Gros der Insassen. Es gab dort keine Toiletten, das Areal war voller Fäkalien und Ratten.
Kein Land der Welt hat proportional mehr Geld für die Flüchtlingsversorgung bekommen als Griechenland. Zwischen 2015 und Januar 2020 flossen dafür 2,23 Milliarden Euro aus Brüssel nach Athen. Zwar kamen in diesem Zeitraum rund 1 Million Flüchtlinge in das Land, die meisten aber reisten schnell wieder aus oder wurden von den Behörden in die Türkei zurückgeschleppt. Tatsächlich aufgenommen, und sei es nur für ein Asylverfahren, wurden in Griechenland seit 2015 weniger als 150.000 Menschen. Zum Vergleich: Der Türkei stellte die EU 6 Milliarden Euro für fast 4 Millionen Flüchtlinge in Aussicht. Griechenland hätte Ressourcen, um die Menschen würdig unterzubringen. Doch das Elend soll weitere Flüchtlinge abschrecken.
<h3>Die Gewalt nimmt zu</h3>
„Vor dem Lockdown wollten die meisten immer raus aus den Zelten, denn darin wird es doppelt so heiß wie draußen“, sagt Alizadah beim Besuch im August. „Doch jetzt, wo Angst vor dem Virus herrscht, bleiben viele lieber drinnen, um anderen aus dem Weg zu gehen.“ Am schlimmsten sei es nachts. „Da werden Menschen überfallen, vor allem Frauen. Viele trauen sich nicht, ihre Zelte nicht zu verlassen.“ 13 Schwerverletzte und 6 Tote durch Messerstechereien zählte das UN-Flüchtlingswerk UNHCR in Moria in den vergangenen Monaten.
Vor dem Eingang stehen gelbe Taxen, ihre Fahrer warten im Schatten der Olivenbäume. 10 Euro kostet die acht Kilometer weite Strecke nach Mytilini, der Inselhauptstadt. Die Taxen hält die Polizei nicht an. Wer Geld hat, kann die Ausgangssperre so umgehen, einkaufen, Geld von Verwandten im Money-Gram-Büro abholen. Wer erwischt wird, muss 150 Euro Bußgeld bezahlen.
Vom Staat bekamen die Insassen von Moria bislang 90 Euro im Monat, Kinder und Ehepartner etwas mehr als die Hälfte. Zum 1. September hat die Regierung die Leistungen auf 75 Euro gekürzt. Auch das Schlangestehen ist eine Klassenfrage. Jeden Morgen kamen lokale Händler an das Lagertor und lieferten säckeweise Obst und Gemüse. Einige Flüchtlinge verkauften diese Waren drinnen. Die Insassen, die es sich leisten konnten, kauften im Lager ein, kochten selber und mussten weniger anstehen.
Jetzt, am Ende des Sommers, hat das Gras die Farbe von Sand angenommen. Es ist die Hochsaison für Waldbrände. An der Küstenstraße, auf halber Strecke zwischen Moria und Mytilini, hat die Inselfeuerwehr ihr Hauptquartier. Das Büro des Kommandanten ist abgedunkelt und heruntergekühlt, in einer Anrichte aus dunkelrotem Holz stehen eine Flasche Rum und Gläser für Gäste. „Die Lage ist nicht normal“, sagt Konstantinous Theophilous, zwei Wochen, bevor die Flammen das gesamte Lager zerstören.
<h3>200 Brände seit Jahresbeginn, sagt der Feuerwehrchef</h3>
Seit Jahresbeginn gab es im Lager Moria oder dessen unmittelbarer Umgebung bereits 200 Brände, im Juli waren es teils drei am Tag. „Wir mussten zwei Löschzüge abstellen, die jetzt rund um die Uhr am Lager Wache halten“, sagt Theophilous. Natürlich sei das eine enorme Zusatzbelastung, aber Menschenleben zu schützen habe „für uns die höchste Priorität“. Viele Brände entstünden, weil im Lager gekocht werde, mehr will Theophilous zu den Brandursachen nicht sagen.
Hilfsorganisationen auf der Insel glauben, dass manche Brände von Rechtsextremisten gelegt wurden. Denn die Stimmung auf Lesbos, dessen BewohnerInnen lange Zeit enorme Solidarität mit den Flüchtlingen zeigten, war gekippt.
Im Februar hatte der türkische Präsident Erdoğan getönt, die Grenzen seines Landes seien nunmehr für Flüchtlinge offen. Rund 30.000 Menschen zogen daraufhin nach Griechenland, ein Teil über Lesbos. Die griechische Regierung geriet in Panik. Sie riegelte die Grenze ab, setzte das Asylrecht aus. Auf Lesbos herrschte damals Pogromstimmung. Rechtsextremisten aus ganz Europa kamen, griffen Flüchtlinge und HelferInnen an.
„Wir mussten Sicherheitsmaßnahmen ergreifen wie normalerweise in Kriegsgebieten“, sagt Marco Sandrone. Der junge Italiener leitet die Ärzte-ohne-Grenzen-Kinderklinik vor dem Lager­eingang. Die Regierung kündigte damals an, ein neues geschlossenes Lager im Norden von Lesbos zu errichten. Die Proteste dagegen waren so heftig, dass Athen 200 Polizisten auf die Insel schickte. Doch auch sie konnten die Lage nicht beruhigen. Die Regierung sagte den Bau des neuen Lagers ab, die Polizisten zogen sich zurück. „Danach hatte der Staat keine Kontrolle mehr“, sagt Sandrone über diese Zeit. Die Wut der Menschen richtete sich nun gegen die Hilfsorganisationen. „Wir wurden plötzlich als Grund dafür gesehen, dass die Flüchtlinge überhaupt auf die Insel kommen.“
Rechte Gruppen errichteten Straßensperren, griffen die Einrichtungen und Häuser der Helfer an. „Es war extrem chaotisch und sehr beängstigend“, sagt Sandrone. „Das kann man sich in einem europäischen Land nicht vorstellen.“ Viele Hilfsgruppen zogen ihre Freiwilligen ab.
Für die Flüchtlinge hieß das, dass die schon vorher völlig unzureichende Versorgung noch weiter ausgedünnt wurde. „Im Lager leben viele Kinder mit chronischen Krankheiten, sie haben nicht einmal ausreichenden Zugang zu sanitären Anlagen“, sagt Sandrone. Es gebe internationale Mindeststandards dafür, wie Flüchtlinge in Kriegsgebieten untergebracht und versorgt werden müssen. „In Moria werden nicht einmal die eingehalten.“
<h3>Konfrontation mit der Inselbevölkerung</h3>
Die Stimmung blieb explosiv. Am 23. April demonstrierten Flüchtlinge gegen die Ausgangssperre. Ein Zimmermann aus dem Dorf Afalonas, nördlich des Lagers, schoss mit einem Jagdgewehr auf die Gruppe. Zwei Flüchtlinge mussten im Krankenhaus behandelt werden. Als die Polizei den Mann festnahm, demonstrierten Anwohner für seine Freilassung, ebenso, als er sich vor Gericht verantworten musste.
Am 20. August kam Staatspräsidentin Katerina Sakellaropoulou nach Moria. Knapp 100 Rechtsradikale nutzten den Besuch für eine Demons­tration. Sie bewarfen die Polizei mit Steinen, die antwortete mit Tränengas. „Dann haben die Demonstranten unsere Klinik angegriffen“, sagt Sandrone. Hunderte PatientInnen waren zu dem Zeitpunkt im Innern der Station. „Erst haben sie meine KollegInnen beleidigt und mit Steinen beworfen. Dann brannte es, wir mussten selber löschen.“ Vier Stunden ging das so, erst am frühen Nachmittag zogen sich die Angreifer zurück.
Nicht nur die Rechten setzen Gewalt ein, auch der Staat tut es. Schon lange schickt Griechenland Ankommende massenhaft, illegal und oft unter Schlägen in die Türkei zurück. Lange geschah dies im Verborgenen. Doch nach Erdoğans Offensive im Februar sah die griechische Regierung offenbar keinen Anlass mehr, dies zu kaschieren.
Seit März sind offiziell nur noch rund 600 Flüchtlinge auf den griechischen Inseln angekommen, derzeit sind es fast gar keine mehr. Die New York Times hat Beobachtungen von Menschenrechtsgruppen, Wissenschaftlern und der türkischen Küstenwache ausgewertet. Demnach hat die griechische Küstenwache von Mitte März bis Mitte August bei 31 Einsätzen insgesamt 1.072 Flüchtlinge auf See abgefangen und auf dem offenen Meer ausgesetzt, teils auf Rettungsinseln, teils in Booten ohne Motor. Sie setzt darauf, dass die Menschen von der Drift zurück in die türkischen Gewässer getrieben werden. Videos dieser Aktionen wurden öffentlich, weil die Küstenwächter bei der Durchsuchung der Flüchtlinge Handys übersehen hatten.
<h3>Auf dem Friedhof der Flüchtlinge</h3>
Der St.-Panteleimon-Friedhof liegt auf einem Berghang, hoch über dem Hafen von Mytilini. Hinter dem Eingang wachsen Pinien, in ihrem Schatten stehen prächtige Grabsteine. Witwen trauern still, andere legen Blumen nieder oder sitzen in der Nachmittagssonne neben den Gräbern und plauschen, als sei der Friedhof ihr Garten.
Ganz hinten, wo der Abfall gesammelt wird, liegen die Toten, die nicht zur griechisch-orthodoxen Kirche gehörten. Viele Gräber hier sind mit nacktem Beton umfriedet, Grabsteine haben sie nicht, Namen stehen keine darauf. Hinter der kleinen Mauer leuchtet das Blau der Ägäis, aus der am Horizont die Berge der türkischen Küste ragen. Wer auf diesem Teil des Friedhofs liegt, kam von dort: Eine Weile lang ließ die Stadtverwaltung von Mytilini hier alle toten Flüchtlinge begraben. Zuerst jene, die in der Ägäis ertrunken waren. Später auch die ersten Toten aus Moria. Dann wurde der Platz knapp. Und der Gemeindeetat für die Bestattungen Mittelloser war ausgeschöpft.
Die muslimischen Toten, die das Gros unter den Flüchtlingen ausmachen, kommen seither auf einen Behelfsfriedhof außerhalb der Stadt unter. Um die Übrigen kümmert sich Len Meachim. Der 65-jährige Ire gehört zur winzigen katholischen Gemeinde von Lesbos. Seit Januar 2019 hat er etwa ein Dutzend Begräbnisse für Menschen organisiert, die ihre letzten Tage im Lager Moria verbringen mussten: ein Baby, das an Dehydrierung starb; eine Frau aus dem Kongo, ein Mann aus Südsudan, die Krankheiten erlagen; Opfer von Messerstechereien.
Meachim sucht Verwandte, holt einen Priester auf die Insel, treibt die 500 Euro auf, die ein Begräbnis kostet. „Viele Familien würden ihre Angehörigen gern in der Heimat bestatten“, sagt Mea­chim, der vor 35 Jahren nach Lesbos kam und hier als Lehrer arbeitet. Aber die Überführung eines Leichnams kostet bis zu 7.000 Euro. Meist schaffen es die Verwandten nicht einmal, zur Beerdigung nach Lesbos zu kommen.
Es ist nicht mehr viel Platz auf diesem Teil des Friedhofs. In Griechenland sei es nicht unüblich, dass Tote nach zwei Jahren exhumiert, ihre Überreste in einer Urne eine kleinere Grabstätte bekämen, sagt Meachim. „Die Urnen zu den Familien nach Afrika zu schicken kostet nicht die Welt.“ Vielleicht könne er so etwas Platz auf dem Friedhof schaffen.
<h3>Der Ausbruch der Pandemie</h3>
Am 149. Tag der Ausgangssperre, es ist der 12. August, mitten in der Tourismussaison, bricht Covid-19 auf Lesbos aus: 112 Fälle registrierten die Behörden bis zum 1. September, auf einer Insel mit nur etwa 100.000 Menschen. Proportional sind das mehr als fast überall in Griechenland. Seither sind acht Menschen auf der Insel an Covid-19 gestorben. Die Pathologie des kleinen Inselkrankenhauses wurde in eine Corona-Abteilung umgewandelt, die Anfang September rund zwei Dutzend Patienten behandelt, drei weitere liegen auf der Intensivstation. Die Kapazität ist ausgeschöpft, schwere Fälle werden nach Athen geflogen.
Am 169. Tag der Ausgangssperre meldet sich ein 40-jähriger Somali mit Fieber bei den Ärzten in Moria. Er wird positiv auf Corona getestet. Es ist der erste Fall im Lager. Seit Monaten ist klar, dass ein Corona-Ausbruch im Camp eine humanitäre Katastrophe auslösen kann. Im Mai hatte Ärzte ohne Grenzen deshalb neben dem Lager ein Isolationszentrum für Covid-19-Verdachtspatienten eröffnet. Die Behörden duldeten es nicht. Sie verhängten Bußgelder, wegen angeblicher Verstöße gegen die Stadtplanungsverordnung. Ende Juli schlossen die Ärzte deshalb das Zentrum.
Stattdessen sollen jetzt Gesunde und Kranke gemeinsam isoliert werde: Die Regierung lässt den gesamten Lagerkomplex abriegeln. Keiner soll mehr hinaus, kaum noch jemand hinein. Die Versorgung ist eingeschränkt. Die Transporte von Flüchtlingen auf das Festland sind gestoppt.
„Hier ist keiner mehr sicher“, sagt Mohammad Alizadah am 175. Tag der Ausgangssperre am Telefon. „Das Virus kommt ins Camp, es werden bald Hunderte Fälle sein. Die Menschen haben Angst, sie spüren, dass sich etwas ändert. Alle wissen, dass die Regierung einen Vertrag mit einer Baufirma unterzeichnet hat, die alles umzäunen wird.“
Am 177. Tag gibt es das Lager Moria nicht mehr.

Die letzten Tage von Moria

After a fire, the refugee camp Moria no longer exists. More than 12,000 people were confined there for 176 days because of the corona pandemic

They arrived on the evening of the 176th day of curfew. It was dawning, but the sun had not yet set over Moria, Europe's largest refugee camp on the Aegean island of Lesbos. By Tuesday evening, the authorities had identified 35 coronavirus cases in the camp and about 100 persons who were in contact. Employees of an NGO were now to take them to an isolation centre in a factory building a few kilometres further east. "They went into the tents and tried to get individuals out, by force," Mohammad Alizadah, 30, a refugee from Kabul, reported on the night the camp burned down.
But the people were afraid, some of them would have refused to come. "Some became angry, tried to stop the evacuation," Alizadah said on the phone on Wednesday morning. Stones were thrown at the police and the ambulance. "There was a rebellion." Alizadah's description coincides with the reports in the island newspaper Sto Nisi on Wednesday. The Greek Civil Defence suspects arson.

"It was getting dark, then a small fire was burning, then another one, around 00:30 it became very big very quickly," Alizadah said. "Policemen were shouting &nbsp;at the people that everybody should leave the camp, go to the street, they had to leave their belongings behind." But soon the flames cut some of them off. "Many fled to the olive groves behind the camp," said Alizadah. Others set off on foot towards the island's capital. Halfway through the night, the police set up a roadblock. "There are thousands of people there now," says Alizadah. So far, there are no provisions.
There was hardly anything left of the camp after the fire. In the morning, the government declared a state of emergency and sent planes with special police units. Until midday, it was completely unclear how the people in the chaos could be supplied.
For months, it has been known that a coronavirus outbreak and its consequences could lead to a catastrophe in the camp. As early as 17 March, the Greek Ministry of Migration had imposed a curfew on Moria as it was feared that the virus could spread.
In April, on the 31st day of the curfew, the inmates wrote a letter calling for an evacuation. "The virus in the camp would be like a death sentence for the old and sick." On the 55th day, the second letter: "aren't we worthy of an answer, when so many people talk about Moria, which even a German minister calls 'Europe's shame'?", it said.
<h3>Life in Moria consists of queuing</h3>
One of the initiators of this letter is Mohammad Alizadah. On a Wednesday at the end of August, the 163rd day of curfew, he came to the gate of the camp to describe the situation inside. Despite the heat, he wore a blue shirt with long sleeves, his wavy hair parted at the sides. He arrived at the island in 2018, with his wife, now 24 years old, and their four-year-old son. He had not been heard on his asylum application until today. Alizadah studied pharmacy in Kabul and worked in a pharmacy for four years. "That's why I know a lot about hygiene", he says. Together with other inmates, he conducts health education in the camp.
Life in Moria, Alizadah says, it consists mainly of queuing: for food, water, toilets; in summer at over 30 degrees, without shade. "Keeping a distance is impossible", he says. When inmates get together to take turns to reserve a seat "then there are fights".
The mixture of traumatisation, stress, uncertainty and impoverishment has repeatedly led to aggression and violence in the camp, including arson. What happened on the night of Wednesday is the result of years of disenfranchisement of the people in the camp.
That morning, two weeks before the fire, people ran in and out of the entrance, carrying sacks or boxes on their shoulders. It stank of rubbish and excrement. Some women drove baby carriages up and down. When a bus stops, dozens of people crowd in, taking white pieces of paper from their pockets. They were passes, valid for one day only. They were issued daily to a maximum of 120 people. Only for "urgent reasons" were they allowed to leave the camp. The bus driver only allowed people on the bus who were able to show the paper. The curfew was controlled by two patrol cars. They stood in both directions along the road that passes the camp.
Until the fire, the actual camp in Moria was surrounded by fences with barbed wire. In 2014, it was opened as an internment camp with a capacity of 3,000. At some point, however, it was so overcrowded that the inmates had to move to huts in the surrounding bushland. The majority of the inmates lived there until Tuesday evening. There were no toilets, the area was full of faeces and rats.
No country in the world has received proportionally more money for refugee care than Greece. Between 2015 and January 2020, 2.23 billion euros flowed from Brussels to Athens. Although around one million refugees entered the country during this period, most of them left quickly or were dragged back to Turkey by the authorities. In fact, less than 150,000 people have been admitted to Greece since 2015, even if only for asylum purposes. By way of comparison, the EU offered Turkey six billion euros for almost four million refugees. Greece should have resources to accommodate the people in a dignified manner. But the misery is designed to deter further refugees.
<h3>Violence on the rise</h3>
"Before the lockdown, most people always wanted to get out of the tents, because it was twice as hot inside as outside," said Alizadah during my August visit. "With the fear of the virus, many prefer to stay inside to avoid others." The worst time was at night. "That's when people get attacked, especially women. Many don't dare to leave their tents." 13 seriously injured and six dead from stabbings have been counted by the UN refugee agency UNHCR in Moria in the past few months.
Yellow taxis were parked in front of the entrance, their drivers waiting in the shade of the olive trees. The eight-kilometre journey to Mytilini, the island capital, costs 10 euros. The police do not stop the taxis. If you have money, you can avoid the curfew, go shopping, pick up money from relatives at the MoneyGram office. Those who get caught have to pay a fine of 150 euros.
So far, Moria's inmates have been paid 90 euros a month by the state, with children and spouses getting just over half that amount. As of 1 September, the government reduced the benefits to 75 euros. Queuing is also a class issue. Every morning, local traders came to the camp gate and delivered bags of fruit and vegetables. Some refugees sold these goods inside. Those inmates who could afford it bought groceries in the camp, cooked for themselves and had to queue less.
Now, at the end of the summer, the grass has taken on the colour of sand. It is the peak season for forest fires. On the coastal road, halfway between Moria and Mytilini, the island fire brigade has its headquarters. The commander's office is darkened and cooled down. In a sideboard made of dark redwood there is a bottle of rum and glasses for guests. "The situation is not normal," said Konstantinous Theophilous, two weeks before the flames destroyed the entire camp.
<h3>200 fires since the beginning of the year, says the fire chief</h3>
Since the beginning of the year, there have already been 200 fires in the Moria camp or its immediate surroundings, in July there were sometimes three fires a day. "We had to shut down two fire engines, which are now keeping watch at the camp around the clock," said Theophilous. Of course, this is an enormous additional burden, but protecting human lives is "our top priority". Many fires started because people are cooking in the camp. That is all Theophilous wanted to say about the causes of the fires.
Aid organisations on the island believe that some fires were set by right-wing extremists. The inhabitants of the island have shown enormous solidarity with the refugees for a long time. However, the mood on Lesbos has shifted.
In February, the Turkish president Erdoğan had proclaimed that the borders of his country were now open to refugees. About 30,000 people then moved to Greece, part of them via Lesbos. The Greek government panicked. It sealed off the border and suspended the right to asylum. The atmosphere on Lesbos was pogrom-like: right-wing extremists from all over Europe came to Greece and attacked refugees and aid workers.
"We had to take security measures of the kind normally taken in war zones", says Marco Sandrone. The young Italian runs the Doctors Without Borders Children's Hospital in front of the camp entrance. The government announced at that time that it would set up a new closed camp in the north of Lesbos. The protests against this were so fierce that Athens sent 200 police officers to the island. But even they could not calm the situation down. The government cancelled the construction of the new camp and the police withdrew. "After that, the state had no more control", Sandrone said about that time. The anger of the people was now directed against the aid agencies. "We were suddenly seen as the reason the refugees came to the island in the first place."
Right-wing groups set up roadblocks, attacked the aid workers' facilities and houses. "It was extremely chaotic and very frightening", Sandrone said. "You wouldn't imagine this happening in a European country." Many relief groups withdrew their volunteers.
For the refugees, this meant that the already totally inadequate supplies were further thinned out. "Many children with chronic illnesses live in the camp, they don't even have adequate access to sanitation," Sandrone explained. There were international minimum standards for how refugees in war zones must be accommodated and cared for. "In Moria, not even those are observed."
<h3>Confrontation with the islanders</h3>
The atmosphere remained explosive. On 23 April, refugees protested against the curfew. A carpenter from the village of Afalonas, north of the camp, fired on the group with a hunting rifle. Two refugees had to be treated in hospital. When the police arrested the man, local residents demonstrated for his release, as well as demonstrating at his trial.
On 20 August, President Katerina Sakellaropoulou arrived in Moria. Almost 100 right-wing radicals used the visit for a demonstration. They threw stones at the police, who responded with tear gas. "Then the demonstrators attacked our clinic", says Sandrone. Hundreds of patients were inside the ward at the time. "First they insulted my colleagues and threw stones at them. Then there was a fire, we had to put it out ourselves." This went on for four hours, but it wasn't until early afternoon that the attackers withdrew.
It's not only the right that uses violence, the state does too. For a long time, Greece has been sending people who are arriving back to Turkey, en masse, illegally, and often with force. For a long time, this has been carried out secretly. &nbsp;However, after Erdoğan's campaign in February, the Greek government apparently saw no reason to conceal it.
Since March, only about 600 refugees had officially arrived at the Greek islands, at present, there are almost none at all. The New York Times has evaluated observations by human rights groups, scientists and the Turkish coast guard. According to them, the Greek coast guard intercepted a total of 1,072 refugees on 31 missions at sea from mid-March to mid-August and released them in the open sea, partly on life rafts, partly in boats without engines. The coast guard is counting on the people being driven back into Turkish waters by the drift. Videos of these actions became public because the coast guards had overlooked mobile phones when searching the refugees.
<h3>The cemetery of refugees</h3>
The St. Panteleimon cemetery is located on a hillside, high above the port of Mytilini. Behind the entrance there are pine trees, in their shade are magnificent tombstones. Widows mourn there silently, others lay flowers or sit next to the graves in the afternoon sun and chat as if the cemetery were their garden.
At the very back, where the rubbish is collected, lie the dead who did not belong to the Greek Orthodox Church. Many graves here are fenced in with bare concrete, they have no gravestones, there are no names on them. Behind the small wall, the blue of the Aegean Sea shines out, with the mountains of the Turkish coast rising up on the horizon. Anyone who lies in this part of the cemetery came from there: for a while, the Mytilini town council had all dead refugees buried here. First, those who had drowned in the Aegean Sea. Later, the first dead from Moria were buried there. Then, the space became scarce. And the municipal budget for the burial of the destitute was exhausted.
The Muslim dead, who make up the majority of the refugees, have since been buried in a makeshift cemetery outside the city. The rest are taken care of by Len Meachim. The 65-year-old Irishman belongs to the tiny Catholic community of Lesbos. Since January 2019, he has organised about a dozen funerals for people who had to spend their last days in the Moria camp: a baby who died of dehydration; a woman from Congo; a man from southern Sudan who succumbed to disease; victims of stabbings.
Meachim is looking for relatives, he brings a priest to the island, finds the 500 euros that a funeral costs. "Many families would like to bury their relatives in their homeland," Meachim said, who came to Lesbos 35 years ago and works here as a teacher. But transferring a body costs up to 7,000 euros. In most cases, the relatives do not even manage to come to Lesbos for the funeral.
There is not much space left in this part of the cemetery. In Greece, it is not unusual for the dead to be exhumed after two years. Their remains are put in an urn to be given a smaller burial place, Meachim explained. "Sending the urns to the families in Africa doesn't cost a fortune." Maybe this could help make some space in the cemetery.
<h3>The outbreak of the pandemic...</h3>
On the 149th day of curfew, on 12 August and in the middle of the tourist season, Covid-19 broke out on Lesbos: 112 cases were registered by the authorities by 1 September, on an island with only about 100,000 people. Proportionally, this was more than almost anywhere else in Greece. Since then, eight people have died of Covid-19 on the island. The pathology department of the small island hospital has been transformed into a corona department, which is treating about two dozen patients at the beginning of September, three more are in the intensive care unit. The capacity is exhausted, and severe cases are flown to Athens.
On the 169th day of the curfew, a 40-year-old Somali with fever reported to the doctors in Moria. He tested positive for Covid-19. It was the first case in the camp. For months, it had been clear that a coronavirus outbreak in the camp could trigger a humanitarian disaster. In May, MSF had therefore opened an isolation centre for suspected Covid-19 patients next to the camp. The authorities did not tolerate this. They imposed fines for alleged violations of the city planning ordinance. At the end of July, the doctors, therefore, closed the centre.
Instead, healthy and sick people were to be isolated together: the government had sealed off the entire camp complex. No one was to go out, hardly anyone was to go in. Supplies were limited. The transport of refugees to the mainland had been stopped.
"Nobody is safe here anymore", Mohammad Alizadah said on the phone on the 175th day of the curfew. "The virus is coming into the camp, soon there will be hundreds of cases. People are afraid, they sense that something is changing. Everyone knows the government has signed a contract with a construction company that will fence everything."
On the 177th day, Camp Moria ceased to exist.

Llegaron la tarde del día 176 de toque de queda. Amanecía, pero el sol aún no se había puesto sobre Moria, el campo de refugiados más grande de Europa en la isla griega de Lesbos. El martes por la noche las autoridades habían identificado 35 casos de coronavirus en el campamento y unas 100 personas que estuvieron en contacto con los contagiados. Los empleados de una ONG debían llevarlos ahora a un centro de aislamiento en un edificio de una fábrica unos kilómetros más al este. "Entraron en las tiendas e intentaron sacar a la gente a la fuerza", informa Mohammad Alizadah, de 30 años, refugiado de Kabul, la noche en que se incendió el campamento.
Pero había muchas personas asustadas, algunos de ellos se habrían negado a venir. "Algunos se enfadaron, trataron de frenar la evacuación", comenta Alizadah por teléfono el miércoles por la mañana. Lanzaron piedras a la policía y a la ambulancia. "Hubo una rebelión". La descripción de Alizadah coincide con los informes publicados por el periódico local Sto Nisi el miércoles. Protección Civil sospecha que el incendio fue provocado.

"Estaba oscureciendo, entonces vi un incendio pequeño, luego otro, y alrededor de las 00:30, este se extendió con rapidez", explica Alizadah. "Los policías le gritaban a la gente que debía salir del campamento, ir a la calle, que debía dejar sus pertenencias". Pero pronto fueron frenados por las llamas. "Muchos huyeron a los olivares detrás del campamento", dice Alizadah. Otros se dirigieron a pie hacia la capital de la isla. En medio de la noche, la policía puso un control de carretera. "Ahora hay miles de personas allí", señala Alizadah. Pero de momento no hay provisiones.
No ha quedado casi nada del campamento después del incendio. Por la mañana, el Gobierno declaró el estado de emergencia y envió aviones con unidades especiales de policía. Hasta el mediodía, no estaba claro cómo se iba a abastecer a la gente en el caos.
Durante meses se ha sabido que de darse un brote de coronavirus, sus consecuencias podrían llevar a una catástrofe en el campamento. Ya el 17 de marzo, el ministerio de Migración griego había impuesto un toque de queda en Moria, ya que se temía que la enfermedad pudiera propagarse.
En abril, en el día 31 del toque de queda, los internos escribieron una carta pidiendo la evacuación. "El virus en el campo sería como una sentencia de muerte para los ancianos y los enfermos". El día 55, llegó la segunda carta: "¿No somos dignos de una respuesta, cuando tanta gente habla de Moria, que incluso un ministro alemán llama 'la vergüenza de Europa'?", explicaba la misiva.
<h3>La vida en Moria consiste en hacer cola</h3>
Uno de los promotores de esta carta es Mohammad Alizadah. Un miércoles a finales de agosto, el día 163 del toque de queda, vino a la puerta del campo para describir la situación en el interior. A pesar del calor, lleva una camisa azul de manga larga, con el pelo rizado a los lados. Llegó a la isla en 2018, con su esposa, que ahora tiene 24 años, y su hijo de cuatro años. No se le había escuchado en su petición de asilo hasta hoy. Alizadah estudió farmacia en Kabul y trabajó en una farmacia durante cuatro años. "Por eso sé mucho sobre higiene", apunta. Junto con otros reclusos, imparte educación sanitaria en el campo.
La vida en Moria, dice Alizadah, consiste principalmente en hacer colas: para conseguir comida, agua, ir al baño. En verano están a más de 30 grados, sin sombra. "Mantener la distancia es imposible", lamenta. Cuando los reclusos se juntan para turnarse para reservar un hueco "ocurren peleas", explica.
La mezcla de trauma, estrés, incertidumbre y empobrecimiento han derivado en agresiones repetidas y violencia en el campo, incluyendo incendios provocados. Lo que sucedió en la noche del miércoles es el resultado de años de privación de derechos de las personas en el campo.
Esa mañana, dos semanas antes del incendio, la gente entró y salió corriendo de la entrada, llevando sacos o cajas sobre sus hombros. Apestaba a basura y excrementos. Algunas mujeres iban de aquí para allá con sus carritos de bebé. Cuando se para el autobús, hay decenas de personas que se amontonan mientras sacan trozos de papel blanco de sus bolsillos. Eran pases, válidos solo para un día. Se entregaban diariamente a un máximo de 120 personas. Se les permitía salir del campamento solo por "razones urgentes" pero en el bus solo podrían subir quienes mostraran papel. El toque de queda estaba controlado por dos coches patrulla. Se paraban en ambas direcciones a lo largo de la carretera que pasa por el campamento.
Hasta el incendio, el verdadero campo de Moria estaba rodeado por vallas con alambre de púas. En 2014, se abrió como un campo de internamiento con una capacidad de 3.000 personas. No obstante, llegó a estar tan abarrotado que los internos tuvieron que mudarse a chozas en los matorrales circundantes. La mayoría de los internos vivió allí hasta el martes por la noche. No había baños, el área estaba llena de heces y ratas.
Ningún país del mundo ha recibido proporcionalmente más dinero para el cuidado de los refugiados que Grecia. Entre 2015 y enero de 2020, Bruselas destinó 2.230 millones de euros a Atenas. Aunque alrededor de un millón de refugiados entraron en el país durante este período, la mayoría de ellos se fueron rápidamente o fueron arrastrados de vuelta a Turquía por las autoridades. De hecho, menos de 150.000 personas han sido admitidas en Grecia desde 2015, aunque solo sea por motivos de asilo. A modo de comparación, la UE ofreció a Turquía 6.000 millones de euros por casi cuatro millones de refugiados. Grecia debería tener recursos para alojar a la gente de manera digna. Pero la miseria está diseñada para disuadir a más refugiados.
<h3>La violencia en aumento</h3>
"Antes del encierro, la mayoría de la gente quería salir de las tiendas de campaña, porque hacía el doble de calor dentro que fuera", me confesó Alizadah durante mi visita de agosto. "Con el miedo al virus, muchos prefieren quedarse dentro para evitar a los demás". La peor época era la noche. "Es cuando atacan a la gente, especialmente las mujeres. Muchos no se atreven a salir de sus tiendas". La Agencia de la ONU para los Refugiados (ACNUR) ha hecho un conteo de trece heridos graves y seis homicidios por apuñalamiento en Moria en los últimos meses.
Unos taxis amarillos aparcaron en la entrada mientras los conductores esperaban a la sombra de los olivos. El viaje de ocho kilómetros a Mitilene, la capital de la isla, cuesta 10 euros. La policía no para los taxis. Si tienes dinero, puedes evitar el toque de queda, ir de compras, recoger el dinero de los parientes en la oficina de MoneyGram. Pero si la policía te detiene, tienes que pagar una multa de 150 euros.
Hasta ahora, los reclusos de Moria han recibido 90 euros al mes del Estado, y sus mujeres e hijos reciben un poco más de la mitad de esa cantidad. A partir del 1 de septiembre, el gobierno redujo las ayudas a 75 euros. Las colas son también un asunto de clase. Todas las mañanas, los comerciantes locales venían a la puerta del campo y entregaban bolsas de frutas y verduras. Algunos refugiados vendían estas mercancías dentro. Los internos que podían permitírselo compraban alimentos en el campo, cocinaban para sí mismos y tenían que hacer menos colas.
Ahora, al final del verano, la hierba ha tomado el color de la arena. Es la temporada alta de incendios forestales. En la carretera de la costa, a medio camino entre Moria y Mitilene, el cuerpo de bomberos de la isla tiene su cuartel general. La oficina del comandante está fresca y a oscuras. En un aparador de madera roja oscura hay una botella de ron y vasos para los invitados. "La situación no es normal", dijo Konstantinoso Teófilo, dos semanas antes de que las llamas destruyeran todo el campamento.
<h3>200 incendios desde principios de año, dice el jefe de bomberos</h3>
Desde principios de año ha habido 200 incendios en el campo de Moria o en sus alrededores y en julio hubo hasta tres incendios al día. "Tuvimos que apagar dos camiones de bomberos, que ahora vigilan el campamento las veinticuatro horas del día", señala Teófilo. Por supuesto, esto implica una carga adicional, pero la protección de las vidas humanas es "nuestra principal prioridad". Muchos incendios empezaron porque la gente cocina en el campamento. Eso es todo lo que dijo el jefe de bomberos sobre el motivo de los incendios.
Las ONG de la isla creen que algunos incendios fueron provocados por personas de extrema derecha. Los habitantes de la isla han mostrado una enorme solidaridad con los refugiados durante mucho tiempo. Sin embargo, el estado de ánimo en Lesbos ha cambiado.
En febrero, el presidente turco Recep Tayip Erdogan había proclamado que las fronteras de su país estaban abiertas a los refugiados. Alrededor de 30.000 personas se trasladaron a Grecia, parte de ellas a través de Lesbos. El gobierno griego entró en pánico. Sellaron la frontera y suspendieron el derecho de asilo. La atmósfera en Lesbos era como un pogromo: extremistas de derecha de toda Europa vinieron a Grecia y atacaron a los refugiados y a los cooperantes.
"Tuvimos que tomar medidas de seguridad como las que se toman normalmente en las zonas de guerra", dice Marco Sandrone. El joven italiano dirige el Hospital Infantil de Médicos sin Fronteras frente a la entrada del campo. El Gobierno anunció entonces que crearía un nuevo campamento cerrado en el norte de Lesbos. Las protestas contra esto fueron tan feroces que Atenas envió 200 policías a la isla. Pero ni siquiera ellos pudieron calmar la situación, se acabó cancelando la construcción del nuevo campamento y la policía se retiró. "Después de eso, el estado había perdido el control", comenta Sandrone sobre esa época. La ira del pueblo se dirigía ahora contra las ONG. "De repente se nos vio como la razón por la que los refugiados vinieron a la isla".&nbsp;
La ultraderecha bloqueó las carreteras y atacó las instalaciones y casas de los cooperantes. "Fue extremadamente caótico y muy aterrador, no te imaginarías que esto ocurriera en un país europeo", expresa Sandrone. Esto hizo que muchas organizaciones retiraran a sus voluntarios.
Para los refugiados, esto significó que los ya totalmente inadecuados suministros se redujeron aún más. "Muchos niños con enfermedades crónicas viven en el campamento, ni siquiera tienen acceso adecuado a la sanidad", explica Sandrone. Existían normas mínimas internacionales sobre la forma en que los refugiados en zonas de guerra deben ser alojados y cuidados. "En Moria, ni siquiera esas se cumplen".
<h3>Enfrentamiento con los isleños</h3>
La atmósfera siguió siendo explosiva. El 23 de abril, los refugiados protestaron contra el toque de queda. Un carpintero de la aldea de Afalonas, al norte del campo, disparó al grupo con un rifle de caza. Dos refugiados tuvieron que ser tratados en el hospital. Cuando la policía arrestó al hombre y en el posterior juicio, los residentes locales se manifestaron por su liberación.
La presidenta de la república Katerina Sakellaropoulou llegó a Moria el 20 de agosto. Unos 100 extremistas aprovecharon su visita para manifestarse. Lanzaron piedras a la policía, que respondió con gas lacrimógeno. "Entonces los manifestantes atacaron nuestra clínica", dice Sandrone. Cientos de pacientes estaban dentro de la sala en ese momento. "Primero insultaron a mis colegas y les tiraron piedras. Luego hubo un incendio, tuvimos que apagarlo nosotros mismos". Los disturbios duraron cuatro horas pero los atacantes no se retiraron hasta bien pasada la tarde.&nbsp;
No solo la derecha recurre a las acciones violentas, el Estado también lo hace. Durante mucho tiempo, Grecia ha estado devolviendo migrantes en masa y de forma ilegal, y, a menudo a la fuerza, a Turquía. Durante mucho tiempo, esto se ha llevado a cabo en secreto.Pero después de la campaña de Erdogan en febrero, parece que el Gobierno heleno no encontró ninguna razón para seguir escondiéndose.&nbsp;
Desde marzo, solo unos 600 refugiados habían llegado oficialmente a las islas griegas. En la actualidad, no hay casi ninguno. El New York Times ha evaluado los informes de los grupos de derechos humanos, científicos y la guardia costera turca. Según ellos, la guardia costera griega interceptó un total de 1.072 refugiados en 31 misiones en el mar desde mediados de marzo hasta mediados de agosto y los liberó en pleno mar abierto, algunos en botes salvavidas y a otros en barcos sin motor. La guardia costera cuenta con que la gente llegue a las aguas turcas gracias a la deriva. Los vídeos de estas acciones se hicieron públicos porque los guardacostas habían pasado por alto los teléfonos móviles al registrar a los refugiados.
<h3>El cementerio de refugiados</h3>
El cementerio de San Panteleimon está situado en una ladera, en lo alto del puerto. Detrás de la entrada hay pinos, a su sombra hay magníficas lápidas. Las viudas lloran allí en silencio, otras ponen flores o se sientan junto a las tumbas al sol de la tarde y charlan como si el cementerio fuera su jardín.
En la parte de atrás, donde se recoge la basura, yacen los muertos que no pertenecen a la Iglesia Ortodoxa Griega. Muchas de las tumbas aquí están cercadas con concreto desnudo, no tienen lápidas, no hay nombres en ellas. Detrás del pequeño muro, brilla el azul del Egeo, con las montañas de la costa turca elevándose en el horizonte. Todo el que se encuentra en esta parte del cementerio viene de allí: durante un tiempo, el Ayuntamiento de Mitilene enterró aquí a todos los refugiados muertos. Primero, a los que se habían ahogado en el mar Egeo. Después a los primeros muertos de Moria. Pero el espacio se les quedó corto, igual que el presupuesto.&nbsp;
Los muertos musulmanes, que constituyen la mayoría de los refugiados, han sido enterrados en un cementerio improvisado fuera de la ciudad. El resto son atendidos por Len Meachim. El irlandés de 65 años pertenece a la pequeña comunidad católica de Lesbos. Desde enero de 2019, ha organizado una docena de funerales para las personas que tuvieron que pasar sus últimos días en el campamento de Moria: un bebé que murió de deshidratación, una mujer del Congo, un hombre de Sudán del Sur que cayó enfermo, víctimas de apuñalamientos...
Meachim busca familiares, trae un sacerdote a la isla, encuentra los 500 euros que cuesta un funeral. "A muchas familias les gustaría enterrar a sus parientes en su tierra natal", relata Meachim, que vino a Lesbos hace 35 años y trabaja aquí como profesor. Pero repatriar un cuerpo cuesta hasta 7.000 euros. En la mayoría de los casos, los parientes ni siquiera logran venir a Lesbos para el funeral.
No queda mucho espacio en esta parte del cementerio. En Grecia, no es raro que los muertos sean exhumados después de dos años. Sus restos son puestos en una urna para enterrarlos en un sitio más pequeño. "Enviar las urnas a las familias en África no cuesta una fortuna". Tal vez esto podría ayudar a hacer un poco de espacio en el cementerio.
<h3>El brote de la pandemia...</h3>
Es el día 149 del toque de queda. Un 12 de agosto y en plena temporada turística, el covid-19 estalló en Lesbos: Las autoridades registraron 112 casos antes del 1 de septiembre, en una isla con solo unas 100.000 personas. Proporcionalmente, esta cantidad es casi mayor que la de cualquier otro lugar de Grecia. Desde entonces, ocho personas han muerto de Covid-19 en la isla. El pequeño hospital de la isla se ha transformado en un departamento de coronavirus, que está tratando a unas dos docenas de pacientes desde principios de septiembre, y otros tres están en la unidad de cuidados intensivos. Se ha agotado la capacidad, y los casos graves son trasladados por avión a Atenas.
El día 169 del toque de queda, un somalí de 40 años con fiebre &nbsp;se acercó a los médicos de Moria. Dio positivo por covid-19. Fue el primer caso en el campo. Durante meses, había estado claro que un brote de coronavirus en el campamento podía desencadenar un desastre humanitario. Por ello, en mayo, MSF abrió un centro de aislamiento cerca al campo para pacientes sospechosos de padecer la enfermedad. Las autoridades no lo toleraron. Impusieron multas por presuntas violaciones de la ordenanza de planificación urbana. A finales de julio, los médicos cerraron el centro.
En su lugar, personas sanas y enfermas estuvieron aisladas en conjunto. El gobierno había sellado todo el complejo del campo. Nadie debía salir, casi nadie debía entrar. Los suministros eran limitados. El transporte de refugiados al otro lado se había detenido.
"Ya nadie está a salvo aquí", dijo Mohammad Alizadah por teléfono el día 175 del toque de queda. "El virus está llegando al campamento, pronto habrá cientos de casos. La gente tiene miedo, sienten que algo está cambiando. Todo el mundo sabe que el Gobierno ha firmado un contrato con una empresa de construcción que lo vallará todo".
El día 177, el campamento de Moria dejó de existir.

Ils sont arrivés le soir du 176ᵉ jour de couvre-feu. C'était le crépuscule, mais le soleil ne s'était pas encore couché sur Moria, le plus grand camp de réfugiés d'Europe sur l'île égéenne de Lesbos. Mardi soir, les autorités avaient identifié 35 cas de coronavirus dans le camp et une centaine de personnes contacts. Les employés d'une ONG devaient les emmener dans un centre de quarantaine situé à quelques kilomètres plus à l'Est. « Ils sont entrés dans les tentes et ont essayé de faire sortir les individus de force », relate Mohammad Alizadah, 30 ans, un réfugié afghan, la nuit où le camp a brûlé.
Mais les gens avaient peur et plusieurs d'entre eux auraient refusé d'obtempérer. « Certains se sont mis en colère et ont essayé d'empêcher l'évacuation », raconte M. Alizadah au téléphone mercredi matin. La police et l'ambulance ont reçu des jets de pierre. « Il y a eu une rébellion. » La description de M. Alizadah coïncide avec celle du journal de l'île Sto Nisi de mercredi. La protection civile grecque soupçonne un incendie criminel.

« Il commençait à faire nuit, et un petit feu s'est déclaré, puis un autre, vers 00h30, qui est vite devenu très gros », raconte M. Alizadah. « Les policiers criaient aux gens que tout le monde devait quitter le camp, aller dans la rue, laisser leurs affaires derrière eux. » Mais bientôt, les flammes les ont empêchés de passer. « Beaucoup ont fui vers les oliveraies derrière le camp », se souvient-il. D'autres sont partis à pied vers la capitale de l'île. Au milieu de la nuit, la police a mis en place un barrage routier. « Il y a des milliers de personnes là-bas maintenant », affirme M. Alizadah. Et jusqu'à présent, aucun ravitaillement n'est arrivé.
L'incendie a ravagé le camp. Le matin, le gouvernement a déclaré l'état d'urgence et a envoyé des unités spéciales de police par avion. Jusqu'à midi, personne ne savait comment venir en aide aux habitants du camp dans ce chaos.
Depuis des mois, tout le monde savait que l'épidémie de coronavirus et ses conséquences pouvait conduire à une catastrophe dans le camp. Dès le 17 mars, le ministère grec des Migrations y avait imposé un couvre-feu face à la crainte d'une propagation du virus.
En avril, au 31ᵉ jour du couvre-feu, les migrants ont écrit une lettre appelant à son évacuation. « Le virus dans le camp équivaudrait à une condamnation à mort pour les personnes âgées et malades. » Une deuxième a suivi au 55ᵉ jour : « Ne méritons-nous pas une réponse, alors que tant de gens parlent de Moria, qu'un ministre allemand nomme même « la honte de l'Europe » ? ».
<h3>La vie à Moria consiste à faire la queue</h3>
Mohammad Alizadah fait partie des initiateurs de la lettre. &nbsp;Un mercredi de la fin août, au 163e jour du couvre-feu, il s'est présenté à la porte du camp pour décrire la situation. Malgré la chaleur, il portait une chemise bleue à manches longues et de long cheveux ondulés. Il est arrivé sur l'île en 2018, avec sa femme, aujourd'hui âgée de 24 ans, et leur fils de quatre ans. À ce jour, sa demande d'asile n'a pas été étudiée. M. Alizadah a fait des études de pharmacie à Kaboul et a travaillé dans une pharmacie pendant quatre ans. « C'est pourquoi j'en connais un rayon sur l'hygiène », précise-t-il. Avec d'autres migrants, il mène des actions d'éducation sanitaire dans le camp.
La vie à Moria, raconte-t-il, consiste principalement à faire la queue - pour la nourriture, l'eau, les toilettes - en été, à plus de 30 degrés, sans ombre. « Garder une distance est impossible », dit-il. Lorsque certains s'organisent pour réserver une place dans la queue, « ça débouche sur des bagarres ».
Le mélange de traumatisme, de stress, d'incertitude et d'appauvrissement a provoqué des agressions et des violences à plusieurs reprises, y compris des incendies criminels. Ce qui s'est passé dans la nuit de mercredi est le résultat d'années de privation des droits des personnes dans le camp.
Un matin comme les autres, deux semaines avant l'incendie, les gens entraient et sortaient en courant, portant des sacs ou des boîtes sur leurs épaules. Cela sentait les ordures et les excréments. Certaines femmes conduisaient des poussettes de bébé. Lorsqu'un bus s'arrêtait à Moria, des dizaines de personnes s'entassaient, prenant des morceaux de papier blanc dans leurs poches. Des laissez-passer, valables pour un jour seulement, délivrés chaque jour à 120 personnes au maximum. Elles n'étaient autorisées à quitter le camp que pour des « raisons urgentes ». Le chauffeur de bus n'autorisait à monter dans le bus que les détentrices du fameux papier. Le couvre-feu était contrôlé par deux voitures de patrouille. Elles se tenaient dans les deux sens de la route qui passe devant le camp.
Jusqu'à l'incendie, le camp de Moria était entouré de clôtures avec des fils barbelés. En 2014, il a été ouvert comme camp de rétention avec une capacité d'accueil de 3 000 personnes. Mais à un moment donné, il s'est trouvé tellement surpeuplé que les migrants ont dû investir des cabanes dans la brousse environnante. C'est là où la majorité d'entre eux habitait jusqu'à mardi soir. Il n'y avait pas de toilettes, la zone était pleine d'excréments et de rats.
Aucun pays au monde n'a reçu, proportionnellement, plus d'argent pour les soins aux réfugiés que la Grèce. Entre 2015 et janvier 2020, 2,23 milliards d'euros ont afflué de Bruxelles vers Athènes. Bien qu'environ un million de réfugiés soient entrés dans le pays pendant cette période, la plupart d'entre eux sont partis rapidement ou ont été ramenés en Turquie par les autorités. En fait, moins de 150 000 personnes ont été admises en Grèce depuis 2015, même si ce n'est qu'à des fins d'asile. En comparaison, l'UE a offert à la Turquie six milliards d'euros pour près de quatre millions de réfugiés. La Grèce devrait disposer de ressources suffisantes pour accueillir ces personnes dans la dignité. Mais la misère est destinée à dissuader d'autres réfugiés.
<h3>La violence en hausse</h3>
« Avant le confinement, personne ne voulait rester dans les tentes, parce qu'il faisait deux fois plus chaud à l'intérieur qu'à l'extérieur », m'avait expliqué M. Alizadah lors de ma visite en août. « Mais avec la peur du virus, beaucoup préfèrent rester à l'intérieur pour éviter les autres ». Le pire moment était la nuit. « C'est là que les gens se font attaquer, surtout les femmes. Beaucoup n'osent pas quitter leurs tentes ». 13 blessés graves et 6 morts par coups de couteau avaient été recensés par l'agence des Nations Unies pour les réfugiés (UNHCR) à Moria ces derniers mois.
Les taxis jaunes étaient garés devant l'entrée, leurs chauffeurs attendant à l'ombre des oliviers. Le trajet de huit kilomètres jusqu'à Mytilène, la capitale de l'île, coûte 10 euros. La police ne les arrêtait pas. Si vous aviez de l'argent, vous pouviez éviter le couvre-feu, faire des achats, aller chercher de l'argent chez des proches au bureau de MoneyGram. Ceux qui se faisaient prendre devaient payer une amende de 150 euros.
Les migrants de Moria recevaient auparavant 90 euros par mois de l'État, les enfants et les conjoints recevant un peu plus de la moitié de cette somme. Depuis le 1er septembre, le gouvernement a réduit cette somme à 75 euros. La file d'attente est également un problème de classe. Chaque matin, des commerçants locaux se présentaient à la porte du camp et livraient des sacs de fruits et légumes. Certains réfugiés vendaient ces marchandises à l'intérieur. Les migrants qui pouvaient se le permettre achetaient des provisions dans le camp, cuisinaient eux-mêmes et devaient moins faire la queue.
Maintenant, à la fin de l'été, l'herbe a pris la couleur du sable. C'est la saison des feux de forêt. Sur la route côtière, à mi-chemin entre Moria et Mytilène, les pompiers de l'île ont leur quartier général. Le bureau du commandant est sombre. Dans un buffet en bois rouge foncé, il y a une bouteille de rhum et des verres pour les invités. « La situation n'est pas normale », a jugé Konstantinous Theophilous, deux semaines avant que les flammes ne détruisent tout le camp.
<h3>200 incendies depuis le début de l'année, dit le chef des pompiers</h3>
Depuis le début de l'année, il y a déjà eu 200 incendies dans le camp de Moria ou ses environs immédiats. En juillet il y avait parfois trois incendies par jour. « Nous avons dû arrêter deux camions de pompiers, qui surveillent maintenant le camp 24 heures sur 24 », a dit M. Theophilous. Bien sûr, c'est un énorme fardeau supplémentaire, mais la protection des vies humaines est « notre priorité ». De nombreux feux se déclenchaient parce que des gens cuisinent dans le camp. C'est tout ce que M. Theophilous a voulu dire sur les causes des incendies.
Les organisations d'aide sur l'île pensent que certains incendies sont le fait d'extrémistes de droite. Les habitants de l'île font preuve depuis longtemps d'une grande solidarité avec les réfugiés. Cependant, l'humeur à Lesbos a changé.
En février, le président turc Erdoğan a annoncé que les frontières de son pays étaient désormais ouvertes. Environ 30 000 personnes se sont alors déplacées vers la Grèce, dont une partie via Lesbos. Le gouvernement grec a paniqué. Il a fermé la frontière et suspendu le droit d'asile. L'atmosphère à Lesbos a alors pris de faux airs de pogrom : des extrémistes de droite de toute l'Europe sont venus en Grèce et ont attaqué les réfugiés et les travailleurs humanitaires.
« Nous avons dû prendre des mesures de sécurité du type de celles qui sont normalement prises dans les zones de guerre », dit Marco Sandrone. Le jeune Italien dirige l'hôpital pour enfants de Médecins sans frontières devant l'entrée du camp. Le gouvernement a alors annoncé qu'il allait créer un nouveau camp fermé au nord de Lesbos. Les protestations contre cette mesure ont été si vives qu'Athènes a envoyé 200 policiers sur l'île. Mais même eux ne &nbsp;sont pas parvenus à calmer la situation. Le gouvernement a annulé la construction du nouveau camp et la police s'est retirée. « Après cela, l'État avait perdu le contrôle », constate M. Sandrone. La colère de la population visait désormais les travailleurs humanitaires. « Nous étions soudain perçus comme la raison de la venue des réfugiés sur l'île. »
Des groupuscules d'extrême-droite ont mis en place des barrages routiers, attaquant les structures humanitaires et leurs logements. « C'était extrêmement chaotique et très effrayant », se rappelle M. Sandrone. « Vous n'imaginez pas que cela puisse arriver dans un pays européen. » De nombreux groupes d'aide ont évacué leurs volontaires.
Pour les réfugiés, cela signifie que le ravitaillement déjà insuffisant a été encore réduit. « De nombreux enfants atteints de maladies chroniques vivaient dans le camp, sans accès adéquat aux installations sanitaires », raconte M. Sandrone. Il existe des normes internationales minimales sur la façon dont les réfugiés des zones de guerre doivent être logés et soignés. « &nbsp;A Moria, même celles-ci n'étaient pas respectées. »
<h3>Confrontation avec les insulaires</h3>
L'atmosphère était explosive. Le 23 avril, les réfugiés ont protesté contre le couvre-feu. Un charpentier du village d'Afalonas, au nord du camp, a tiré sur eux au fusil de chasse. Deux réfugiés ont dû être soignés à l'hôpital. Lorsque la police a arrêté le tireur, les habitants du village ont manifesté pour sa libération, ainsi que lors de son procès.
Le 20 août, la présidente Katerina Sakellaropoulou est arrivée à Moria. Près d'une centaine de militants extrémistes de droite ont profité de cette visite pour manifester. Ils ont lancé des pierres sur la police, qui a répondu par des gaz lacrymogènes. « Ensuite, les manifestants ont attaqué notre clinique », raconte M. Sandrone. Des centaines de patients se trouvaient à l'intérieur. « D'abord, ils ont insulté mes collègues et leur ont jeté des pierres. Puis il y a eu un incendie, nous avons dû l'éteindre nous-mêmes. » Cela a duré quatre heures, mais ce n'est qu'en début d'après-midi que les agresseurs se sont retirés.
Ces groupuscules ne sont pas les seuls à utiliser la violence, l'État aussi. Depuis longtemps, la Grèce renvoie en Turquie, souvent par la force, les migrants qui ne cessent d'arriver illégalement par la mer. Pendant longtemps, cela s'est fait en secret, mais après la campagne de M. Erdoğan en février, le gouvernement grec n'a apparemment plus senti la nécessité de se cacher.
Depuis mars, seuls quelque 600 réfugiés sont officiellement arrivés dans les îles grecques, et à l'heure actuelle, il n'y en a presque plus. Le New York Times a évalué les observations des groupes de défense des droits de l'homme, des scientifiques et des garde-côtes turcs. Selon eux, les gardes-côtes grecs ont intercepté un total de 1 072 réfugiés lors de 31 missions en mer de la mi-mars à la mi-août et les ont relâchés en pleine mer, en partie sur des radeaux de sauvetage, en partie dans des bateaux sans moteur. Les gardes-côtes espèrent qu'ils soient repoussées dans les eaux turques par le courant. Les vidéos de ces actions ont été rendues publiques parce que les gardes-côtes avaient négligé les téléphones portables lors de la fouille des réfugiés.
<h3>Le cimetière des réfugiés</h3>
Le cimetière de St. Panteleimon est situé sur une colline, au-dessus du port de Mytilène. Derrière l'entrée il y a des pins abritant de magnifiques pierres tombales. Les veuves y pleurent en silence, d'autres déposent des fleurs ou s'assoient à côté des tombes au soleil de l'après-midi et discutent comme si le cimetière était leur jardin.
Tout au fond, là où l'on ramasse les ordures, reposent les morts qui n'appartenaient pas à l'Église orthodoxe grecque. Ici, de nombreuses tombes sont clôturées avec du béton, elles n'ont pas de pierres tombales, il n'y a pas de noms dessus. Derrière le petit mur, le bleu de la mer Égée brille, avec les montagnes de la côte turque qui s'élèvent à l'horizon. Tous ceux qui reposent dans cette partie du cimetière viennent de là-bas : pendant un certain temps, la municipalité de Mytilène a fait enterrer ici tous les réfugiés morts. Tout d'abord, ceux qui s'étaient noyés dans la mer Égée. Plus tard, les premiers morts de Moria s'y ajoutèrent. Puis, l'espace s'est raréfié. Et le budget municipal pour l'enterrement des indigents s'est épuisé.
Les musulmans, qui constituent la majorité des réfugiés, sont depuis lors enterrés dans un cimetière de fortune à l'extérieur de la ville. Les autres sont pris en charge par Len Meachim. Cet Irlandais de 65 ans appartient à la petite communauté catholique de Lesbos. Depuis janvier 2019, il a organisé une douzaine de funérailles pour des personnes qui ont dû passer leurs derniers jours dans le camp de Moria : un bébé mort de déshydratation, une femme du Congo, un homme du sud du Soudan qui a succombé à une maladie, des victimes d'agression à l'arme blanche.
M. Meachim cherche des parents, fait venir un prêtre sur l'île, trouve les 500 euros que coûte un enterrement. « De nombreuses familles auraient aimé enterrer leurs proches dans leur pays », dit Meachim, qui est venu à Lesbos il y a 35 ans et y travaille comme enseignant. Mais le transfert d'un corps coûte jusqu'à 7 000 euros. Dans la plupart des cas, les proches ne parviennent même pas à venir à Lesbos pour les funérailles.
Il ne reste pas beaucoup de place dans cette partie du cimetière. En Grèce, il n'est pas rare que les morts soient exhumés après deux ans. Leurs restes sont mis dans une urne pour avoir un lieu de sépulture plus petit, explique M. Meachim. « Envoyer les urnes aux familles en Afrique ne coûte pas cher. » Peut-être que cela pourrait aider à faire de la place dans le cimetière.
<h3>Le déclenchement de la pandémie...</h3>
Au 149ᵉ jour du couvre-feu, le 12 août, en pleine saison touristique, la pandémie de Covid-19 a éclaté sur Lesbos : 112 cas ont été enregistrés par les autorités au 1er septembre, sur une île qui ne compte qu'environ 100 000 habitants. Proportionnellement, c'était plus que presque partout ailleurs en Grèce. Depuis, huit personnes sont mortes de la Covid-19 sur l'île. Le service de pathologie de l'hôpital de la petite île a été transformé en un service de coronavirus. Une vingtaine de patients y sont traités en ce début de septembre. Une trentaine d'autres sont dans l'unité de soins intensifs. Faute de place, les cas graves sont envoyés par avion à Athènes.
Au 169ᵉ jour du couvre-feu, un Somalien de 40 ans atteint de fièvre s'est présenté aux médecins de Moria. Il a été testé positif au Covid-19. C'était le premier cas dans le camp. Depuis des mois, il était clair qu'une épidémie de coronavirus pouvait déclencher une catastrophe humanitaire. En mai, MSF a donc ouvert un centre d'isolement pour les patients suspectés d'être atteints du Covid-19 à côté du camp. Les autorités ne l'ont pas toléré. Elles ont imposé des amendes pour de prétendues violations de l'ordonnance d'urbanisme. Fin juillet, les médecins ont donc fermé le centre.
Au lieu de cela, les personnes en bonne santé et les malades devaient être isolés ensemble : le gouvernement avait bouclé tout le complexe du camp. Personne ne devait sortir, presque personne ne devait entrer. Les approvisionnements étaient limités. Le transport des réfugiés vers le continent avait été arrêté.
« Personne n'est plus en sécurité ici », déclarait Mohammad Alizadah au téléphone le 175ᵉ jour du couvre-feu. « Le virus arrive dans le camp, bientôt il y aura des centaines de cas. Les gens ont peur, ils sentent que quelque chose est en train de changer. Tout le monde sait que le gouvernement a signé un contrat avec une entreprise de construction qui va tout clôturer ».
Au 177ᵉ jour, le camp Moria a cessé d'exister.

Po pożarze z obozu nie zostało prawie nic. Rano rząd ogłosił stan wyjątkowy i samolotami wysłał specjalne jednostkami policji. Do południa było zupełnie niejasne, jak w tym chaosie przekazać ludziom zaopatrzenie.
Od miesięcy wiadomo było, że ognisko koronawirusa i związana z nim sytuacja może doprowadzić do katastrofy w obozie. Już 17 marca greckie Ministerstwo Migracji wprowadziło w obozie godzinę policyjną, ponieważ obawiano się rozprzestrzeniania się koronawirusa.
W kwietniu, 31. dnia od wprowadzenia godziny policyjnej, mieszkańcy obozu napisali list wzywający do ewakuacji. "Wirus w obozie byłby jak wyrok śmierci dla starych i chorych" - pisali. <h3>Życie w obozie Moria to stanie w kolejce</h3>
Jednym z inicjatorów tego listu jest Mohammad Alizadah. W środę pod koniec sierpnia, 163. dni od wprowadzenia godziny policyjnej, przyszedł pod bramę obozu, aby opisać wewnętrzną sytuację. Mimo upału miał na sobie niebieską koszulę z długimi rękawami, a jego lekko kręcone włosy spadały na obie strony twarzy. Na wyspę przybył w 2018 r. wraz z żoną, obecnie 24-letnią, i czteroletnim synem. Do dziś nie został przesłuchany w sprawie jego wniosku o azyl.
