Wijk aan Zee liegt am Fuß der nordholländischen Dünen. Über Jahrzehnte haben die Dörfler Gift und Staub still hingenommen. Aber jetzt reicht es ihnen.

Der Weg auf die Spitze der Paasduin ist beschwerlich. Hoch ragt die steilste Dünenreihe über den südlichen Rand des Dorfs. Der Sand unter den Füßen gibt nach, der Wind brüllt. Doch dann dieser Ausblick: Man ist geneigt, zu sagen, er entschädigt für alles. Das stürmische Meer, die Mündung des ­Nordseekanals, und gleich daneben ein ­kolossales schwer­industrielles Panorama, das den Begriff „rauchende Schlote“ neu zu definieren scheint. Bei Sonnenschein kann das surreal aussehen. Bei grauem Himmel wirkt es apokalyptisch.
Das Industriegelände gehört dem Stahl­giganten Tata Steel. Das größte zusammenhängende Industriegelände der Niederlande umfasst auf 750 Hektar unter anderem zwei Hochöfen, zwei Koksfabriken, eine Sinter- und eine Oxystahl­fabrik. Zusammengerechnet produzieren sie rund 7 Prozent des CO2-Ausstoßes der Niederlande, einen der höchsten industriellen Emissionsanteile des Landes. Dazu kommen grafithaltiger Regen und ein gewaltiger Feinstaub- und ­Stickstoffausstoß. Diese Erscheinungen haben das 2.000-Seelen-Dorf Wijk aan Zee, 30 Kilometer nordwestlich von Amsterdam gelegen, überregional bekannt gemacht. Aber es ist nicht die Art von Bekanntheit, die man sich als Dorfbewohner wünscht.
Sabine van Otterloo ist zehn Jahre alt, als sie Mitte der 1980er mit ihren Eltern hierherzieht. Die Familie übernimmt ein Hotel mit dem Namen „Mare Sanat“, übersetzt „Das Meer heilt“. Doch ganz so förderlich für die Gesundheit ist die neue Umgebung nicht. Ihre beste Freundin erzählt, dass die Grundschulkinder kurz vor Sabines Ankunft Tests absolvieren mussten: Radfahren mit einer Atemmaske, um die Lungenfunktion zu messen. Die kleine Sabine ärgert sich, dass sie das verpasst hat. Van Otterloo lächelt gequält, wenn sie von ihrer ersten Erinnerung in Wijk aan Zee spricht.
<h3>Aufgewachsen auf der Pferdekoppel – die Fabrik nebenan</h3>
Die Geschichte der Hotelierstochter ist bezeichnend für dieses Dorf, das auf den ersten Blick etwas spröde und just darum überaus charmant wirkt. Kommt man über den einzigen Zufahrtsweg nach Wijk aan Zee, findet man die paar Straßen des Zentrums um eine große Wiese herum drapiert. Niedrige braune Backsteinhäuser lehnen sich an dahinter aufragende Dünen. Es hat etwas von einem englischen Minenstädtchen, das sich an die Nordsee verirrt hat. „Ich hatte eine prächtige Jugend hier“, sagt Sabine van Otterloo, die heute 44 ist und im Hotel der Eltern arbeitet. „Ich wuchs mit Pferden auf, am Strand und im Wald. Wir spielten in Baumhütten und den Bunkern des Atlantikwalls.“
Die Schattenseite der Idylle zeigt sich, als sie, inzwischen eine junge Erwachsene, körperliche Beschwerden entwickelt. Ihre Augen jucken und tränen. Der Arzt verschreibt Tropfen, die nicht helfen. Dazu kommen mehrmals im Monat starke Kopfschmerzen, die manchmal zwei, drei Tage lang anhalten. „Aber am schlimmsten ist der Gestank. Den haben wir sehr oft. Manchmal nach faulen Eiern, manchmal nach Koks, von der Fa­brik. Und dann ist da der Lärm. Oft klingt es, als ob sie stählerne Gegenstände in eine Wanne werfen. Im Sommer kann man nicht bei offenem Fenster schlafen.“
Lange nimmt Sabine van Otterloo diese Situation hin. Erst in den letzten Jahren bringt sie ihre eigenen Probleme mit der Stahlfabrik in Verbindung. Seit 2016 geht immer häufiger ein sogenannter Grafitregen über Wijk aan Zee nieder. Er enthält Schlackenteile, die auf Fensterbänken, Autos, Wänden, aber auch auf Spielplätzen als schmierige, schwarze Staubschicht ­zurückbleiben.
Seit diesem Sommer ist die Fabrik, in der Stahlabfälle verarbeitet werden, mit einer neuen Halle überdeckt. Glaubt man Tata Steel, ist das Grafitproblem damit gelöst. Schwarzer oder dunkelgrauer Staub allerdings, den der Südwestwind mitbringt, gehört für die Menschen hier noch immer zum Alltag. Sabine van Otterloo findet ihn regelmäßig auf dem Vorsprung neben ihrer Haustür oder auf der weißen Nase ihres Pferdes, das mit einigen anderen Tieren auf der Wiese am Dorfeingang steht.
Die Bezeichnung „Grafitregen“ finden viele der Dörfler eher beschönigend. Untersuchungen des staatlichen niederländischen Gesundheitsinstituts <a href="https://www.rivm.nl/" target="_blank">RIVM</a> ergeben 2019, dass darin polyzklische aromatische Kohlenwasserstoffe, abgekürzt PAK, ebenso enthalten sind wie Blei, Mangan und Vanadium, die vor allem für junge Kinder gefährlich sind. Eine Untersuchung vom Sommer 2020 konstatiert, dass die Konzentration der potenziell krebserregenden PAK im Vergleich zum Vorjahr um mehr als 360 Prozent gestiegen sei. Auch die Bleikonzentration der entnommenen Staubproben habe zugenommen.
Die Liste der ausgestoßenen Gifte ist lang. 2018 bemängelt der staatliche Inspektionsdienst, dass der Ausstoß von Stickstoffoxiden über dem Grenzwert liegt. Im Juni 2020 wird in Schlackebergen auf dem Tata-Gelände nahe einem Radweg zum Strand Chrom-6 gefunden. Einen Monat später macht das RIVM bekannt, dass an drei Messpunkten im Umfeld der Fabrik deutlich erhöhte Konzen­trationen von Ultrafeinstaub festgestellt wurden. Das regionale Gesundheitsamt warnt, das Lungenkrebsrisiko liege in der Kommune Beverwijk, zu der Wijk aan Zee gehört, um 27 Prozent über dem niederländischen Durchschnitt.

All dies steht in einem Brief, den eine Gruppe namens „Besorgte (Groß-) Eltern“ im Spätsommer letzten Jahres an die Abgeordneten ihrer Provinz Nordholland schicken. „Schon seit gut einem ­Jahrhundert leben wir hier zusammen mit der Stahlindustrie“, heißt es dort. Dass diese lebensbedrohend sei, hätte man lange nicht wahrgenommen, weil der Staat seine BürgerInnen doch zu schützen habe. „Seit den Grafitregen wissen wir es besser.“
Sabine van Otterloo hat sich den „Besorgten Eltern“ angeschlossen. Im September gehört sie zu der Gruppe, die eine Kundgebung auf der Dorfweide organisiert. Knapp 500 Stühle stehen dort, für all jene, die den Aufruf unterzeichnet haben. Aufgrund der Coronapandemie werden nur 50 davon besetzt. Auf den übrigen liegen Zettel mit Botschaften der Unterzeichner: „Mein Kind hat nur 1 Paar Lungen“ steht darauf, oder „Stoppt die Vergiftung von Wijk aan Zee“.
Die Forderung an die Politik ist deutlich: Untersuchungen habe es genug gegeben, nun ist es Zeit zum Handeln. Sabine van Otterloo denkt dabei an ihre eigenen Kinder. 18 und 9 Jahre sind sie, das jüngere ist also fast so alt wie sie damals, als sie hierherzog. „Man weiß ja nicht, wie sich das auswirkt. Damals hatte ich auch noch keine Beschwerden“, sorgt sie sich. Überhaupt macht ihr die Unwägbarkeit der Situation zu schaffen. „Am unheimlichsten finde ich eigentlich, dass in den Untersuchungen so viele schädliche Stoffe gefunden wurden, aber du nie genau weißt, wann du eigentlich was einatmest.“
Es ist etwas Eigenartiges mit diesem Ort. Wer hier wohnt, ist meist fest mit ihm verbunden, und ihm damit in gewisser Weise ausgeliefert. Wie sehr, zeigt sich mitten in der Nacht. Wenn Wijk aan Zee schläft, geht bei Tata der Betrieb weiter – und wie! Im Halbkreis rauchen die Schornsteine vor sich hin, hell heben sich ihre Emis­sio­nen gegen den Himmel ab. Rote Signallichter leuchten nahe den Hochöfen, und über der Szenerie hängt ein beständiges Dröhnen und dumpfes Surren. Im Kessel zwischen den Dünenzügen breitet sich beißender Gestank aus. Er bleibt in den Wohnungen hängen, auch wenn Fenster und Balkontüren geschlossen sind.
<h3>Wijk aan Zee entdeckt seine Wehrhaftigkeit</h3>
Nun aber scheint es, als habe Wijk aan Zee seine Wehrhaftigkeit entdeckt. Davon zeugt die Versammlung des Dorfrats Mitte November, die dieses Mal virtuell stattfindet. 15 Mitglieder haben sich von zu Hause aus zugeschaltet. Zwei Stunden dauert das Treffen, und das Gros der Zeit geht es um Tata Steel: Emissionen, Lungenkrebsrisiko, das nachlässige Melden von Vorfällen wie einem Brand.
„Seit einigen Jahren geht das so“, erklärt Hans Dellevoet, der sich seit 13 Jahren im Dorfrat um Raumordnung kümmert. „Eigentlich müssten wir uns mit Spielplätzen und Bordsteinen beschäftigen, wie ein normaler Dorfrat. Stattdessen stehen wir in diesem Kampf mit einem Nachbarn, der sich an gar nichts hält und uns vergiftet.“ Der 55-jährige Pilot empfängt den Reporter in seinem Haus an der Dorfweide, gleich unterhalb der großen Düne.
Auch auf seinen Fensterrahmen liegt eine dunkle Schicht Staub. Alle zwei bis drei Wochen macht Hans Dellevoet derzeit Gebrauch von dem Reinigungsdienst, den Tata Steel kostenlos bereitstellt und der jeden Morgen Spielplätze und Briefkästen säubert. Manchmal kommt das Reinigungsteam kaum hinterher. „Letzten Montag waren sie hier. Als ich Sonntag von meinem letzten Flug zurückkam, lag da schon eine neue Schicht.“ Doch Dellevoet hat jetzt eine Hoffnung: Im Herbst kündigt die Staatsanwaltschaft an, sie werde Tata Steel wegen Verletzung der Umweltauflagen, wonach sich der freigesetzte Staub nicht weiter als zwei Meter vom Gelände entfernt niederschlagen darf, verklagen.

Nicht alle in Wijk aan Zee begrüßen diese Entwicklung. Die Fabrik, 1918 als Koninklijke Hoogovens gegründet, 1999 mit British Steel fusioniert und 2007 durch den indischen Konkurrenten Tata übernommen, ist als wichtiger Arbeitgeber für viele Alteingesessene Teil der Identität. „Auf Social Media versucht man, uns einzuschüchtern. Hier zum Beispiel.“ Hans Dellevoet öffnet ein Facebook-Forum und zitiert einen Text, der sich an Zugezogene wie ihn richtet: „Was sind diese Import-Wijk-aan-Zeer für schreckliche Essigpisser. Zieht doch woanders hin!“
Auch Jan van Kampen hat diese Wut zu spüren bekommen, ein Computerwissenschaftler, der all seine 29 Lebensjahre in Beverwijk verbracht hat. Als Kind hätten ihn die Eltern angehalten, den Tisch vor dem Haus nicht zu lang vor dem Essen zu decken, wegen der schwarzen Flöckchen, die herüberwehten. Doch van Kampen weiß um die wirtschaftlichen Abhängigkeiten: „Jeder hat ein Familienmitglied, das bei Tata Steel arbeitet. Und mein Vater merkt es in seinem Juweliergeschäft, wenn dort das 13. Monatsgehalt ausgezahlt wurde. So ist das hier.“
Im Dezember 2018, auf dem Höhepunkt der Grafitregen, stellt van Kampen mit zwei Kollegen die Website stofmelder.nl online, auf der Anwohner Beschwerden über Emissionen, Gestank und Lärm melden können. Meldungen gehen bis heute täglich ein. „Rund 3.000 haben wir bisher abgehandelt“, sagt Jan van Kampen, der Wert darauf legt, dass es hier nicht um Aktivismus gehe, sondern um Analyse und verlässliche Daten.
Trotzdem empfängt er des Öfteren Bedrohungen von falschen Accounts – meist dann, wenn seine Website in den Medien zitiert worden ist. „Wenn ich du wäre, würde ich mich öfter umschauen, wenn du abends über die Straße gehst“, heißt es da, oder eindeutiger: „Wenn ich dich treffe, schlag ich dir den Schädel ein.“ Zweimal hat er schon Absender als Tata-Mitarbeiter identifizieren können. Schlaflose Nächte bereiten ihm die Bedrohungen inzwischen nicht mehr. Sorgen macht er sich aber schon.
Die niederländischen Medien haben das Dorf mit der ungewöhnlichen Umweltbelastung entdeckt. Wijk aan Zee wird im November Aufmacher des TV-Nachrichtenmagazins „1Vandaag“, das zusammen mit der Regionalzeitung <a href="https://www.noordhollandsdagblad.nl/?utm_source=google&amp;amp;utm_medium=organic" target="_blank">Noordhollands Dagblad</a> die Lungenkrebshäufigkeit nach Postleitzahlen untersucht hat. Fazit: in manchen Gebieten liegt das Risiko um 40, 46 oder gar 51 Prozent höher als im Durchschnitt.
Ein Tata-Sprecher kommentiert das so: „Es geht hier nicht um neue Fakten: bereits vorhandene Zahlen wurden nur auf andere Weise dargestellt.“ Weiter betont er, die Untersuchungen gingen nicht auf die Ursache des erhöhten Risikos ein. Er verweist auf einen internen Maßnahmenkatalog, mit dem Tata Steel bis zum Jahr 2030 mit technischen Eingriffen „alle Quellen von Belästigung deutlich vermindern“ will. Und er empfiehlt einen Beitrag des Lokalsenders NH Nieuws, in dem Bewohner des nahen Städtchen Bever­wijk versichern, sie würden niemanden mit Lungenkrebs kennen und dass es ohne die Stahlfabrik keinen Wohlstand geben würde.
Die Provinzregierung ist unter Zugzwang. In den nächsten Wochen will sie eine Beschwerdestelle in Wijk aan Zee eröffnen, um schnell auf Klagen reagieren zu können. Das Programm „Tata Steel 2020–2050“ sieht eine strengere Aufsicht vor und will die Umweltauflagen „strenger handhaben“. Zudem wolle man „Luftqualität, Geruch und Geräusche und ihren Effekt auf die Gesundheit kontinuierlich messen“ und notfalls mithilfe der niederländischen Regierung und der EU härtere Auflagen erwirken. Bei Tata Steel scheint das angekommen zu sein: Im Dezember kündigt das Unternehmen an, kurzfristig 300 Millionen Euro zu investieren, um schädliche Emissionen zu reduzieren.
In diesem Pandemiewinter wirkt Wijk aan Zee noch stiller als sonst. Die Straßen sind leer, die Snackbars geschlossen. Das Hotel Sonnevanck hat seine Musikabende ausgesetzt und verkauft am Aufgang zum Strand Kaffee und Kuchen zum Mitnehmen. Nur der Blick auf die Armada der rauchenden Schlote ist der gleiche geblieben. Ab und zu schiebt sich ein Frachtschiff über die letzten Meter des Nordseekanals in Richtung Meer.
Doch der Eindruck täuscht. Hinter den Fassaden der Häuser in Wijk aan Zee geht der Protest weiter. Der Pilot Hans Dellevoet nimmt in seinem Haus an der Dorfweide an einer virtuellen Versammlung des Provinzparlaments teil. Er wendet sich an Jeroen Olthof, in der Regierung zuständig für Umwelt und Gesundheit: „Was wird Jeroen Olthof in zehn Jahren sagen, wenn die hohe Krebssterblichkeit in der Region Thema einer parlamentarischen Untersuchungskommission ist? Dass er nicht wusste, dass es eine Folge der Luftverschmutzung war? Dass er nicht wusste, dass Tata Steel die weitaus wichtigste Quelle der Emissionen war? Dass seine Berater sagten, er könne nichts machen? Dass Tata Steel so wichtig war, dass dafür Menschenleben geopfert wurden?“

Dorfbewohner neben Stahlwerk: Schlechte Nachbarschaft

Wijk aan Zee lies at the foot of the North Holland dunes. For decades, the villagers have quietly accepted the poison and dust. But now, they've had enough.

The way up to the top of the Paasduin is arduous. The steepest row of dunes rises high above the southern edge of the village. The sand gives way underfoot; the wind roars. But then, this view: one is inclined to say it makes up for everything. The stormy sea, the mouth of the North Sea Canal, and right next to it, a colossal, heavy industrial panorama that seems to redefine the term "smoking chimneys". In the sunshine, it can look surreal. When the sky is grey, it looks apocalyptic.
The industrial site is owned by steel giant Tata Steel. The largest contiguous industrial site in the Netherlands, its 750 hectares include two blast furnaces, two coke factories, a sinter plant and an oxy-steel plant. Together, they produce about 7% of the Netherlands' CO2 emissions, resulting in one of the highest industrial emission shares in the country. In addition, there is graphite-laden rain and significant emissions of fine dust and nitrogen. These phenomena have made the village of Wijk aan Zee, with its 2,000 inhabitants and location 30 kilometres northwest of Amsterdam, nationally famous. But it's not the kind of notoriety villagers want.
Sabine van Otterloo was ten years old when she moved here with her parents in the mid-1980s. The family took over a hotel called Mare Sanat, which translates as "The Sea Heals". However, the new environment was not quite so conducive to good health. Her best friend told her that shortly before Sabine's arrival, the primary school children had to take tests, such as cycling with a breathing mask to measure lung function. Little Sabine was annoyed to have missed this. Today, Van Otterloo smiles in anguish when she talks about her first memory in Wijk aan Zee.
<h3>Growing up on the paddock – and the factory next door</h3>
The story of the hotelier's daughter is typical of this village, which at first sight seems a little brittle, and for that very reason, is extremely charming. If you take the only access road to Wijk aan Zee, you will find the few streets of the centre draped around a large meadow. Low brown-brick houses lean against the towering dunes behind them. There's something of an English mining town lost on the North Sea. "I had a splendid youth here," says Sabine van Otterloo, now 44 and working in her parents' hotel. "I grew up with horses, on the beach and in the forest. We played in tree huts and the bunkers of the Atlantic Wall."
The darker side of the idyll was revealed when, as a young adult, she developed physical ailments. Her eyes itched and watered. The doctor prescribed drops that didn't help. On top of that, several times a month she got severe headaches, sometimes lasting two or three days. "But the worst is the stench. We get that a lot. Sometimes like rotten eggs, sometimes like coke, from the factory. And then there's the noise. Often it sounds like they're throwing steel objects into a tub. In the summer, you can't sleep with the window open."
For a long time, Sabine van Otterloo dealt with this situation. Only in recent years has she begun to relate her own problems to the steel factory. Since 2016, a so-called graphite rain has been falling more and more frequently over Wijk aan Zee. It contains slag particles that remain on windowsills, cars, and walls, but also on playgrounds as a greasy, black layer of dust.
Since last summer, the factory where steel waste is processed has been covered by a new hall. If Tata Steel is to be believed, this will solve the graphite problem. Black or dark grey dust, however, brought by the south-westerly wind, is still part of everyday life for the people here. Sabine van Otterloo regularly finds it on the ledge next to her front door or on the white nose of her horse, which stands with a few other animals in the meadow at the entrance to the village.
Many of the villagers find the term "graphite rain" rather euphemistic. Investigations in 2019 by the Dutch national health institute RIVM revealed that the graphite rain contains polycyclic aromatic hydrocarbons (PAH), as well as lead, manganese and vanadium, which are especially dangerous for young children. A study from the summer of 2020 stated that the concentration of potentially carcinogenic PAHs had increased by more than 360% compared to the previous year. The concentration of lead in the dust samples taken had also increased.
The list of emitted toxins is long. In 2018, the state inspection service found that emissions of nitrogen oxides were above the limit. In June 2020, chromium-6 was found in slag heaps at the Tata site near a cycle path to the beach. A month later, RIVM made it known that significantly elevated concentrations of ultrafine particulate matter had been detected at three monitoring points around the factory. The regional health department has warned that the risk of lung cancer in the municipality of Beverwijk, which includes Wijk aan Zee, is 27% higher than the Dutch national average.

All of this was summarised in a letter sent by a group called "Concerned (Grand)Parents" to the MPs in their province of North Holland late last summer. "For well over a century, we have lived here together with the steel industry," the letter states. The fact that this is a life-threatening situation has not been realised for a long time, because the state has failed to protect its citizens. "After the graphite rains, we know better."
Sabine van Otterloo joined the "Concerned Parents". Last September, she was part of the group that organised a rally on the village pasture. Almost 500 chairs were set up for those who signed the appeal. Because of the coronavirus pandemic, only 50 of them were occupied. On the rest were slips of paper with written messages from the signatories, including: "My child has only one pair of lungs" and "Stop the poisoning of Wijk aan Zee".
The demand of politicians is clear: there have been enough investigations; now it is time to act. Sabine van Otterloo thinks of her own two children, aged nine and 18 years old. The younger one is almost as old as she was when she moved here. "You don't know what the future effects will be. I didn't have any complaints then, either," she worries. Across the board, the unpredictability of the situation bothers her. "The scariest thing to me, actually, is that so many harmful substances were found in the studies, but you never know exactly when you're actually inhaling what."
There's something peculiar about this place. Those who live here are usually firmly attached to it, and thus, in a sense at its mercy. Just how much becomes apparent in the middle of the night. When Wijk aan Zee is asleep, business goes on at Tata – and how. The smokestacks smoke away in a semicircle, their emissions standing out brightly against the sky. Red signal lights shine near the blast furnaces, and a steady drone and dull hum hang over the scene. An acrid stench spreads through the boiler between the dune trains. It lingers in the flats, even when windows and balcony doors are closed.
<h3>Wijk aan Zee discovers its defences</h3>
But now it seems that Wijk aan Zee has discovered its defences. This was evidenced by the meeting of the village council in mid-November 2020, this time held virtually. 15 members joined the meeting from home. The meeting lasted two hours, and the bulk of the time was spent on Tata Steel: eg, emissions, lung cancer risk and the negligent reporting of incidents like fires.
"It's been going on for a few years," explains Hans Dellevoet, who has been involved in land-use planning on the village council for 13 years. "Actually, we should be dealing with playgrounds and curbs like a normal village council. Instead, we're in this battle with a neighbour who doesn't abide by anything and is poisoning us." The 55-year-old pilot welcomes the reporter into his home on the village pasture, just below the large dune.
There is also a dark layer of dust on his window frames. Every two to three weeks, Hans Dellevoet currently makes use of the cleaning service that Tata Steel provides free of charge, which cleans playgrounds and letterboxes every morning. Sometimes the cleaning team can barely keep up. "Last Monday, they were here. When I came back Sunday from my last flight, there was already a new shift." But Dellevoet now has one hope: last autumn, the district attorney's office announced it would sue Tata Steel for violating environmental regulations that require released dust to settle no more than two meters from the site.

Not everyone in Wijk aan Zee welcomes this development. The factory – founded in 1918 as Koninklijke Hoogovens, merged with British Steel in 1999 and taken over by Indian rival Tata in 2007 – is part of a long-established identity for many people as a major employer in the village. "On social media, people try to intimidate us. Here, for example." Hans Dellevoet opens a Facebook forum and quotes a text directed at newcomers like him: "What horrible vinegar-pissers these import Wijk-aan Zeer are. Just move somewhere else!"
This anger has also been felt by Jan van Kampen, a computer scientist who has spent all his 29 years of life in Beverwijk. As a child, his parents would urge him not to set the table in front of the house too long before dinner, because of the black flakes that wafted over. But van Kampen knows about the economic dependencies: "Everyone has a family member who works at Tata Steel. And my father notices it in his jewellery shop when the 13th month's salary is paid there. That's how it is, here."
In December 2018, at the height of the graphite rains, van Kampen and two colleagues launched the website stofmelder.nl, where residents can report complaints about emissions, stench and noise. Reports are still received daily. "We have dealt with around 3,000 reports so far," says Jan van Kampen, who stresses that this is not about activism, but about analysis and reliable data.
Nevertheless, he receives threats from fake accounts quite often – mostly when his website has been quoted in the media. "If I were you, I'd look around more often when you're walking across the street at night," they say – or more directly, "If I run into you, I'll bash your head in." Twice, he has been able to identify senders as Tata employees. The threats no longer cause him sleepless nights. But he is still worried.
The Dutch media has discovered the village with unusual environmental pollution. In November, Wijk aan Zee was the lead story on the TV news magazine "EenVandaag", which, along with the regional newspaper Noordhollands Dagblad, investigated the incidences of lung cancer by postcode. The conclusion: in some areas, the risk is 40%, 46%, and even 51% higher than average.
A Tata spokesman comments: "We're not talking about new facts here: existing figures have just been presented in a different way." He goes on to stress that the investigations do not go into the cause of the increased risk. He points to an internal set of measures that Tata Steel intends to use to "significantly reduce all sources of nuisances" by 2030 with engineering interventions. And he recommends a piece by local broadcaster NH Nieuws, in which residents of the nearby town of Beverwijk assert they don't know anyone with lung cancer and that there would be no prosperity without the steel mill.
The provincial government is under pressure. In the next few weeks, it wants to open a complaints office in Wijk aan Zee to be able to respond quickly to them. The "Tata Steel 2020–2050" programme envisages closer supervision and wants to "apply environmental regulations more strictly". In addition, the programme wants to "continuously measure air quality, odour and noise and their effects on health" and, if necessary, enforce stricter regulations with the help of the Dutch government and the EU. Tata Steel seems to have understood this: in December, the company announced it would invest €300 million in the short term to reduce harmful emissions.
In this pandemic winter, Wijk aan Zee seems even quieter than usual. The streets are empty, the snack bars closed. The Sonnevanck Hotel has suspended its music evenings and sells takeaway coffee and cakes on the stairway to the beach. Only the view of the armada of smoking chimneys remains the same. Every now and then, a cargo ship pushes its way across the last few metres of the North Sea Canal towards the sea.
But the impression is deceptive. Behind the facades of the houses in Wijk aan Zee, the protest continues. Pilot Dellevoet attends a virtual meeting of the provincial parliament in his house at the village willow. He addresses Jeroen Olthof, the government minister responsible for the environment and health: "What will Jeroen Olthof say in ten years' time when the high cancer mortality rate in the region is the subject of a parliamentary commission of inquiry? That he didn't know it was a result of air pollution? That he did not know that Tata Steel was by far the most significant source of the emissions? That his advisers said there was nothing he could do? That Tata Steel was so important that lives were sacrificed for it?"

Monter au sommet du Paasduin est ardu. Les dunes les plus abruptes s'élèvent au-dessus de la limite sud du village. Les pas s'enfoncent dans le sable et le vent rugit. Et soudain, cette vue qui vient récompenser tous les efforts. La mer déchaînée, l'embouchure du canal de la mer du Nord et, juste à côté, un paysage industriel colossal qui semble donner un nouveau sens au terme de « cheminées qui fument ». Un jour de soleil, ce panorama semble surréaliste. Un jour de ciel gris, on dirait l'apocalypse.
Ce site industriel, propriété du géant de l'acier Tata Steel, est le plus grand des Pays-Bas. Ses 750 hectares comprennent deux hauts-fourneaux, deux cokeries, une usine d'agglomération et une usine d'oxycombustion. Le tout produit environ 7 % des émissions de CO2 des Pays-Bas, ce qui en fait l'un des sites industriels les plus importants du pays. À cela s'ajoutent des pluies chargées de graphite et d'importantes émissions de particules fines et d'azote. Ces phénomènes font la renommée nationale du village de Wijk aan Zee et de ses 2 000 habitants, situé à 30 kilomètres au nord-ouest d'Amsterdam. Une notoriété dont les villageois se passeraient bien.
Sabine van Otterloo avait dix ans quand elle a déménagé ici avec ses parents au milieu des années 1980. La famille a repris un hôtel appelé Mare Sanat, « La mer guérit ». Mais le nouvel environnement n'était pas si favorable que ça à la santé. Sa meilleure amie lui a raconté que, peu avant son arrivée, les enfants de l'école primaire devaient passer des tests, comme par exemple faire du vélo avec un masque respiratoire pour mesurer la fonction pulmonaire. La petite Sabine aurait aimé ne pas manquer cela. Aujourd'hui, elle affiche un sourire teinté d'angoisse en évoquant son premier souvenir à Wijk aan Zee.
<h3>Grandir dans le paddock collé à l'usine&nbsp;</h3>
L'histoire de la fille de l'hôtelier est typique de ce village, dont la modestie apparente confère un certain charme. La seule route d'accès à Wijk aan Zee donne sur quelques rues dans le centre-ville, enveloppées autour d'une grande prairie. Des maisons basses en briques brunes sont adossées aux dunes imposantes. C'est une sorte de ville minière anglaise perdue au bord de la mer du Nord. « J'ai eu une jeunesse splendide ici », raconte Sabine van Otterloo, aujourd'hui âgée de 44 ans et employée dans l'hôtel de ses parents. « J'ai grandi avec les chevaux, sur la plage et dans la forêt. Nous jouions dans des cabanes dans les arbres et dans les bunkers du Mur de l'Atlantique. »
L'idylle s'est assombri quand, jeune adulte, elle a développé des troubles physiques. Ses yeux la démangeaient et larmoyaient. Le médecin lui a prescrit des gouttes qui n'ont pas aidé. En outre, plusieurs fois par mois, elle avait de graves maux de tête, parfois pendant deux ou trois jours consécutifs. « Mais le pire, c'est la puanteur. C'est très fréquent. Parfois, ça sent l'œuf pourri, parfois le charbon provenant de l'usine. Et puis il y a le bruit. Souvent, on dirait qu'ils jettent des objets en acier dans une baignoire. En été, impossible de dormir avec la fenêtre ouverte. »
Pendant longtemps, Sabine van Otterloo s'est accomodée de la situation. Ce n'est que ces dernières années qu'elle a commencé à faire le lien entre ses propres problèmes et l'usine sidérurgique. Depuis 2016, une pluie dite de graphite tombe de plus en plus fréquemment sur Wijk aan Zee. Elle contient des particules de scories qui restent sur les rebords de fenêtres, les voitures et les murs, mais aussi sur les terrains de jeu sous forme d'une couche de poussière noire et grasse.
Depuis l'été dernier, l'usine où sont traités les déchets d'acier est couverte. Si l'on en croit Tata Steel, cela va résoudre le problème du graphite. Cependant, la poussière noire ou gris foncé, apportée par le vent du sud-ouest, fait toujours partie du quotidien des habitants de la région. Sabine van Otterloo en trouve régulièrement sur le rebord de sa porte d'entrée ou sur le nez blanc de son cheval, qui se tient avec quelques autres animaux dans la prairie à l'entrée du village.
Pour les villageois, « pluie de graphite » est un euphémisme. Des enquêtes menées en 2019 par l'Institut national de santé et d'environnement néerlandais, RIVM, ont révélé que la pluie de graphite contient des hydrocarbures aromatiques polycycliques (HAP), ainsi que du plomb, du manganèse et du vanadium, particulièrement dangereux pour les jeunes enfants. Une étude réalisée à l'été 2020 indique que la concentration de HAP potentiellement cancérigènes avait augmenté de plus de 360% par rapport à l'année précédente. La concentration de plomb dans les échantillons de poussière prélevés a aussi augmenté.
La liste des toxines émises est longue. En 2018, le service d'inspection de l'État a constaté que les émissions d'oxydes d'azote étaient supérieures à la limite. En juin 2020, du chrome-6 a été trouvé dans des terrils sur le site de Tata, près d'une piste cyclable menant à la plage. Un mois plus tard, le RIVM a fait savoir que des concentrations significativement élevées de particules ultrafines avaient été détectées à trois points de surveillance autour de l'usine. Et le département régional de la santé a averti que le risque de cancer du poumon dans la municipalité de Beverwijk, qui comprend Wijk aan Zee, était de 27 % supérieur à la moyenne nationale néerlandaise.
<blockquote>« Mon enfant n'a qu'une seule paire de poumons »</blockquote>
Tout cela a été résumé dans une lettre envoyée par le groupe « (Grand)Parents inquiets » aux députés de la province de Hollande-Septentrionale à la fin de l'été dernier. « Depuis plus d'un siècle, nous vivons ici avec l'industrie sidérurgique », indique la lettre. La prise de conscience tardive du danger par les habitants démontre que l'État a échoué dans son rôle de protection. « Depuis les pluies de graphite, nous savons ».
Sabine van Otterloo a rejoint les « Parents inquiets ». En septembre dernier, elle a fait partie de ceux qui ont organisé un rassemblement dans les pâturages du village. Près de 500 chaises ont été installées pour les signataires de l'appel. En raison de la pandémie de coronavirus, seules 50 d'entre elles étaient occupées. Sur les autres, il y avait des bouts de papier avec des messages écrits par les signataires, dont l'un d'eux : « Mon enfant n'a qu'une seule paire de poumons » et « Arrêtez l'empoisonnement de Wijk aan Zee ».
La demande adressée aux responsables politiques est claire : le temps des enquêtes a assez duré, place à l'action. Sabine van Otterloo pense à ses deux enfants, âgés de 9 et 18 ans. Le plus jeune a presque l'âge qu'elle avait lorsqu'elle a emménagé ici. « Vous ne savez pas quels seront les effets futurs. Je ne me plaignais pas à l'époque », se souvient-elle. D'une manière générale, l'imprévisibilité de la situation l'inquiète. « Le plus effrayant pour moi, en fait, c'est que tant de substances nocives aient été trouvées par les études, sans que l'on ne sache jamais exactement quand on inhale quoi ».
Il y a quelque chose de singulier ici. Ceux qui y vivent y sont généralement très attachés, et donc, en un sens, à sa merci. Quand Wijk aan Zee dort, les affaires continuent à Tata - et comment ! Les cheminées dégagent des volutes de fumée dont les émissions se répandent dans le ciel. Des feux de signalisation rouges brillent près des hauts fourneaux, un bourdonnement régulier et un ronflement sourd se font constamment entendre. Une odeur âcre se répand dans la chaudière et se prolonge dans les appartements, même lorsque les fenêtres et les portes des balcons sont fermées.
<h3>Wijk aan Zee contre-attaque</h3>
Mais désormais, Wijk aan Zee semble décidée à organiser sa défense. La réunion du conseil du village à la mi-novembre 2020, cette fois-ci virtuellement, en est la preuve. 15 membres ont rejoint la réunion depuis leur domicile. Elle a duré deux heures, la majeure partie consacrée à Tata Steel : notamment les émissions, le risque de cancer du poumon et les rapports d'incidents négligents comme pour les incendies.
« Cela dure depuis quelques années », explique Hans Dellevoet, qui s'occupe de l'aménagement du territoire au sein du conseil municipal depuis 13 ans. « En fait, nous devrions nous occuper des terrains de jeux et des bordures comme un conseil de village normal. Au lieu de cela, nous sommes dans cette bataille avec un voisin qui ne respecte rien et qui nous empoisonne ». Ce pilote de 55 ans nous accueille chez lui, dans le pâturage du village, juste en dessous de la grande dune.
Une couche de poussière sombre tapisse ses cadres de fenêtre. Toutes les deux ou trois semaines, Hans Dellevoet fait appel au service de nettoyage gratuit de Tata Steel, qui intervient sur les terrains de jeu et les boîtes aux lettres le matin. Parfois, l'équipe de nettoyage a du mal à suivre. « Lundi dernier, ils étaient ici. Quand je suis revenu dimanche de mon dernier vol, ils étaient déjà de retour. » Mais M. Dellevoet a aujourd'hui un espoir : à l'automne dernier, le bureau du procureur a annoncé qu'il allait poursuivre Tata Steel pour violation de la réglementation environnementale qui exige que la poussière libérée ne se dépose pas à plus de deux mètres du site.

Tout le monde à Wijk aan Zee ne se réjouit pas de cette évolution. L'usine - fondée en 1918 sous le nom de Koninklijke Hoogovens, fusionnée avec British Steel en 1999 et rachetée par le rival indien Tata en 2007 - fait partie de l'identité de la ville et est un important pourvoyeur d'emplois. « Sur les réseaux sociaux, les gens essaient de nous intimider. Regardez ». Hans Dellevoet ouvre une page Facebook et cite un texte destiné aux nouveaux arrivants comme lui : « Quels horribles rabat-joies vous faites. Vous n'avez qu'à déménager ! »
Cette colère, Jan van Kampen, un informaticien qui a passé 29 ans de sa vie à Beverwijk, l'a aussi ressentie. Enfant, ses parents lui recommandaient de ne pas mettre la table devant la maison trop longtemps avant le dîner, à cause des flocons noirs qui s'y déposaient. Mais M. van Kampen est conscient de la dépendance économique de certains face à l'entreprise : « Tout le monde a un membre de sa famille qui travaille chez Tata Steel. Et mon père le remarque dans sa bijouterie quand le 13e mois tombe. C'est comme ça, ici ».
En décembre 2018, au plus fort des pluies de graphite, M. van Kampen et deux collègues ont lancé le site web stofmelder.nl, où les habitants peuvent déposer des plaintes sur les émissions, la puanteur et le bruit. Les rapports sont reçus quotidiennement. « Nous avons traité environ 3 000 incidents jusqu'à présent », dit-il, soulignant ne pas faire de militantisme, mais de l'analyse de données fiables.
Cela ne l'empêche pas de recevoir des menaces en provenance de faux comptes - surtout depuis que son site web est apparu dans les médias. « Si j'étais vous, je regarderais autour de moi quand je traverse la rue la nuit », menacent-ils vaguement. Parfois, le ton est plus direct : « Si je vous croise, je vous défonce la tête ». Par deux fois, il a pu identifier les expéditeurs comme des employés de Tata. Les menaces ne l'empêchent plus de dormir, mais il demeure inquiet.
Les médias néerlandais ont découvert le village avec sa pollution environnementale inhabituelle. En novembre, Wijk aan Zee a fait l'objet d'un reportage dans le magazine d'information télévisé « EenVandaag », qui, avec le journal régional Noordhollands Dagblad, a enquêté sur les cas de cancer du poumon selon le code postal. La conclusion est sans appel : dans certaines régions, le risque est de 40 %, 46 % et même 51 % supérieur à la moyenne nationale.
Un porte-parole de Tata commente : « On ne parle pas de quelque chose de nouveau : les chiffres existants ont juste été présentés d'une manière différente ». Il poursuit en soulignant que les enquêtes ne s'intéressent pas à la raison du risque accru. Il souligne un ensemble de mesures internes que Tata Steel a l'intention de prendre pour « réduire de manière significative toutes les sources de nuisances » d'ici 2030 via des interventions d'ingénierie. Et il recommande un reportage de la chaîne locale NH Nieuws, dans lequel les habitants de la ville voisine de Beverwijk affirment qu'ils ne connaissent personne souffrant de cancer du poumon et qu'il n'y aurait pas de développement économique sans l'aciérie.
Le gouvernement local est sous pression. Dans les prochaines semaines, il veut ouvrir un bureau des plaintes à Wijk aan Zee afin de pouvoir y répondre rapidement. Le programme « Tata Steel 2020-2050 » prévoit un contrôle plus étroit et veut « appliquer plus strictement les réglementations environnementales ». En outre, le programme veut « mesurer en permanence la qualité de l'air, les odeurs, le bruit et leurs effets sur la santé » et, si nécessaire, appliquer des réglementations plus strictes avec l'aide du gouvernement néerlandais et de l'UE. Tata Steel semble l'avoir compris : en décembre, l'entreprise a annoncé qu'elle investirait 300 millions d'euros à court terme pour réduire les émissions nocives.
En cet hiver de pandémie, Wijk aan Zee est encore plus calme que d'habitude. Les rues sont vides, les snack-bars fermés. L'hôtel Sonnevanck a suspendu ses soirées musicales et vend du café et des gâteaux à emporter sur l'escalier qui mène à la plage. Seule la vue des cheminées qui fument reste la même. De temps en temps, un cargo se fraye un chemin sur les derniers mètres du canal de la mer du Nord en direction de la mer.
Mais l'impression est trompeuse. Derrière les façades des maisons de Wijk aan Zee, la protestation continue. Assistant en visioconférence à une réunion du parlement provincial, le pilote Hans Dellevoet s'adresse à Jeroen Olthof, député en Hollande-Septentrionale en charge de la mobilité et de l'environnement : « Que dira Jeroen Olthof dans dix ans, lorsque le taux élevé de mortalité par cancer dans la région fera l'objet d'une commission d'enquête parlementaire ? Qu'il ne savait pas que c'était dû à la pollution de l'air ? Qu'il ne savait pas que Tata Steel était de loin la source la plus importante des émissions ? Que ses conseillers ont dit qu'il ne pouvait rien faire ? Que Tata Steel était si importante que des vies lui ont été sacrifiées ? »

Aux Pays-Bas, le village toxique de Tata Steel 

À Wijk aan Zee, les villageois ont longtemps accepté la pollution émanant de l'aciérie locale. Aujourd'hui, ils contre-attaquent.

El camino hasta la cima de la duna Paasduin es arduo. La hilera de dunas más empinada se eleva al sur del pueblo y la arena cede bajo los pies. El viento ruge. Pero entonces, la vista parece compensarlo todo. El mar tempestuoso, la desembocadura del canal del mar del Norte y, justo al lado, un panorama industrial colosal que parece redefinir el término "chimeneas humeantes". Bajo el sol puede ser surrealista, pero parece apocalíptico cuando el cielo está gris.
La gigante del acero Tata Steel es la dueña del polígono industrial, el mayor en su tipo de los Países Bajos. Sus 750 hectáreas incluyen dos altos hornos, dos fábricas de coque, una planta de sinterización y una planta de oxiacero. En conjunto, producen alrededor del 7% de las emisiones de CO₂ de los Países Bajos, uno de los porcentajes de emisiones industriales más elevados del país. Además, se producen lluvias cargadas de grafito e importantes emisiones de polvo fino y nitrógeno. Estos fenómenos han dado fama nacional al pueblo de Wijk aan Zee, con sus 2.000 habitantes y su ubicación a 30 kilómetros al noroeste de Ámsterdam. Sin embargo, no es el tipo de notoriedad que desean los habitantes del pueblo.
Sabine van Otterloo tenía diez años cuando se trasladó aquí con sus padres a mediados de los años ochenta. La familia se hizo cargo del hotel Mare Sanat ('El mar cura'), pero el nuevo entorno no era tan propicio para la salud. Su mejor amiga le contó que, poco antes de su llegada, los niños de la escuela primaria tenían que hacer pruebas, como montar en bicicleta con una máscara respiratoria para medir la función pulmonar. La pequeña Sabine se enfadó por habérselo perdido. Hoy sonríe con angustia cuando habla de su primer recuerdo en Wijk aan Zee.
<h3>Crecer al aire libre junto a una fábrica</h3>
La historia de la hija del hotelero es típica de este pueblo, que a primera vista parece un poco frágil y, por eso mismo, es encantador. Por la única carretera de acceso a Wijk aan Zee se encuentran las pocas calles que rodean un gran prado. Las casas bajas de ladrillo marrón se apoyan en las imponentes dunas que hay detrás. Tiene algo de pueblo minero inglés perdido en el mar del Norte. "Tuve una juventud espléndida aquí", dice Van Otterloo, que ahora tiene 44 años y trabaja en el hotel de sus padres. "Crecí con caballos, en la playa y en el bosque. Jugábamos en cabañas en los árboles y en los búnkeres del Muro Atlántico".
Los males empezaron cuando, más joven, empezó a tener problemas físicos: le picaban y le lloraban los ojos. El médico le recetó unas gotas que no sirvieron de nada. Además, varias veces al mes sufría fuertes dolores de cabeza, que a veces duraban dos o tres días. "Pero lo peor es el hedor. Lo sentimos mucho. A veces como huevos podridos, a veces como coca, desde la fábrica. Y luego está el ruido: a menudo suena como si lanzaran objetos de acero en una bañera. No puedes dormir con la ventana abierta en verano", asegura.
Van Otterloo lidió con esta situación durante mucho tiempo, pero apenas en los últimos años ha empezado a relacionar sus problemas con la fábrica de acero. Desde 2016, las lluvias de grafito son cada más frecuentes en Wijk aan Zee. Contienen partículas de escoria que se quedan en los alféizares, coches y paredes, pero también en los parques infantiles como una capa de polvo grasiento y negro.
Desde el verano pasado, la fábrica donde se procesan los residuos de acero está cubierta por una nueva nave. Según Tata Steel, esto resolvería el problema del grafito, pero el polvo negro o gris oscuro que trae el viento del suroeste aún forma parte de la vida cotidiana del pueblo. Van Otterloo lo encuentra a menudo en la cornisa junto a la puerta de su casa o en la nariz blanca de su caballo, que está junto a otros animales en el prado a la entrada del pueblo.
El término "lluvia de grafito" es un eufemismo para muchos de los habitantes. Las investigaciones del instituto nacional de sanidad holandés (RIVM) en 2019 revelaron que la lluvia de grafito contenía hidrocarburos aromáticos policíclicos (HAP), plomo, manganeso y vanadio, que son más peligrosos para los niños pequeños. Un estudio del verano de 2020 afirmaba que la concentración de HAP potencialmente cancerígenos había aumentado en más de un 360% respecto al año anterior. La concentración de plomo en las muestras de polvo que se tomaron también había aumentado.
La lista de tóxicos emitidos es larga. En 2018, el servicio de inspección estatal descubrió que las emisiones de óxidos de nitrógeno estaban por encima del límite. En junio de 2020, se encontró cromo-6 en los montones de escoria de la planta de Tata Steel, cerca de un carril bici que va a la playa. Un mes después, el RIVM dio a conocer que se habían detectado concentraciones elevadas de partículas ultrafinas en tres puntos de control alrededor de la fábrica. El departamento regional de salud ha advertido que el riesgo de cáncer de pulmón en el municipio de Beverwijk, que incluye Wijk aan Zee, es un 27% superior a la media nacional holandesa.
<blockquote>"Mi hijo solo tiene un par de pulmones"</blockquote>
Una carta que la agrupación Concerned (Grand)Parents le envió a los diputados de la provincia de Holanda del Norte a finales del verano pasado lo resumía: "Hemos convivido con la industria siderúrgica más de un siglo". En todo ese tiempo no se ha tomado conciencia de que la situación pone en peligro la vida de las personas porque el Estado no las ha protegido. "Después de las lluvias de grafito, lo tenemos más claro", aseguran en la carta.
Sabine van Otterloo se unió a la asociación. El pasado septiembre formó parte del grupo que organizó una concentración en el prado del pueblo. Se colocaron casi quinientas sillas para quienes habían respondido al llamado, pero por la pandemia solo se ocuparon cincuenta. De resto había papeles con mensajes escritos por los firmantes: "Mi hijo solo tiene un par de pulmones", "detened el envenenamiento de Wijk aan Zee", entre otros.

Hay algo peculiar en este lugar. Quienes viven aquí suelen estar muy ligados a él y, por tanto, a lo que el entorno disponga. Es más evidente a la mitad de la noche: cuando Wijk aan Zee duerme, los negocios continúan en Tata Steel, y de qué manera. Las chimeneas humean en semicírculo y sus emisiones destacan en el cielo. Las luces rojas de señalización brillan cerca de los altos hornos y un zumbido constante y sordo penetra en el ambiente. En medio de todo, parece que Wijk aan Zee puede defenderse a partir de la reunión del consejo del pueblo a mediados de noviembre de 2020, celebrada de forma virtual.
