At the end of August 2019, when the political sun of Volodymyr Zelensky was at its zenith, he was quite harsh on Viktor Medvedchuk and the group of TV channels he controlled [editor's note: Medvedchuk is an influential pro-Russian politician and oligarch with personal ties to Putin].
Zelensky said that sources from which the Opposition Platform [editor's note: Opposition Platform - For Life is a major pro-Russian party in Ukraine] received its funding are "mysterious", referring in particular to the funding of NewsOne, ZIK and 112 Ukraine (in legal terms they belong to Taras Kozak, a deputy from the Opposition Platform).
“We know the answers, we know the amount of cash and where and from which country they got it all. And it will be a very loud story, which will end very badly,” the president promised back then.
However, the turbulent political life in Ukraine regularly issues new, equally sensational stories, so almost everyone forgot about this one. As it turned out - all too quickly.
<h3>A huge blow from a "weak" president</h3>
The blocking of Medvedchuk's media is taking place against the backdrop of increasing support for the Opposition Platform and a fall in the ratings of Zelensky and Servant of the People [editor's note: centrist political party set up by Zelensky that has been controlling the parliament since 2019]. In the previous parliamentary elections, it was the president's party that took votes away from the Opposition Platform in the South and East.
Meanwhile, a year and a half after the elections, Zelensky is very far from fulfilling the promises to overcome poverty, enhanced by the ongoing pandemic and the subsequent economic crisis. This is why former members of the Party of Regions [editor's note: a pro-Russian party that co-governed Ukraine before Euromaidan] and members of its successor parties, which primarily target the older generations, are now focusing on socio-economic problems, such as utility rates.
Now, Ukrainians will no longer be able to watch NewsOne, ZIK, and 112 Ukraine with their apocalyptic stories about the “utility rates' genocide” and the knights from the Opposition Platform, capable of reducing gas, electricity, and all the other prices. According to political strategist Sergei Gaidai, this is a serious blow to the Opposition Platform.&nbsp;
&nbsp;"Of course, it works to Zelensky's benefit because it means taking important campaign resources away from his political rivals, especially the ones his supporters are most likely to turn to," he said in a comment to "Hromadske".
Moreover, Gaidai argues that this story is a significant blow to the ex-president's Petro Poroshenko image, during whose presidency Medvedchuk increased his influence.
&nbsp;"Back then, Poroshenko not only allowed Medvedchuk to acquire the media channels, but also other businesses, and thus let him gain both political and business influence in Ukraine. So, the ex-president was lax with Medvedchuk. Zelensky, on the other hand, is now showing the public how to deal with the enemies of the state,' believes the political strategist.
As for the possibility of Poroshenko's voters joining Zelensky's camp, Gaidai explains that there are different groups of voters: there is a core group that in no case will leave the ex-president, but there are also those who doubt.
"Poroshenko was telling us that it was impossible to block Medvedchuk's media channels. And he was considered a strong president. And Zelensky is perceived as weak. Yet the 'strong' president could not stop Medvedchuk, but the 'weak' one, as it turns out, was managed to," this is why, according to Gaidai, some Poroshenko's voters may have second thoughts.
Obviously, Poroshenko also sees this "image attack" as a danger. Within one day he wrote a post in which he apologizes for not blocking the Opposition Platform's media channels (because of the upcoming elections), and to publish a video in which he welcomed the Security Service of Ukraine's operation against Taras Kozak, the media channels' legal owner.
All in all, Zelensky looks like a winner, and victories are exactly what he needs.
"If you cannot defeat Putin, then at least you can show that you can defeat Medvedchuk. I can see a lot of patriotically-minded people who say: 'I am as critical of Zelensky as possible, but in this matter I am grateful, and I am ready to support him," says Sergei Gaidai.
The political strategist adds that while Zelensky could now regain support, the key question remains whether he will be able to push to the end and withstand the attack when his actions face a response, from Moscow, for instance. Is he ready to continue this war?
<h3>"Death of Democracy" vs defending National Security</h3>
Vehement reactions and sharp criticism were expected from the leaders of the Opposition Platform. On the following day, the party's deputies, represented by the rather emotional Vadim Rabinovich, announced their intention to seek Zelensky's impeachment.
Nestor Shufrych called the authorities' decision "destroying the freedom of speech" in Ukraine.
&nbsp;"The decision to stop broadcasting three TV channels, which, in fact, amounts to withholding the right to work, will have grave legal and social consequences. It was an abuse of power, and it cannot be grounded in the law on sanctions," he said specifying the reasons for impeachment.
It is difficult, however, to seriously consider the possibility that the Opposition Platform will succeed in removing Zelensky from office. "This is nonsense," says Sergei Gaidai.
At the same time, the authorities explain the "cleansing" of the informational capabilities of the Opposition Platform solely by invoking the need to defend national security. The Security Service of Ukraine called it a "consistent step" in the fight against Russian aggression.
&nbsp;"These media have become one of the instruments in the war against Ukraine, so they are blocked in order to protect national security. Russian funding of these channels has already been confirmed," Yulia Mendel, Zelensky's press secretary, wrote.
Perhaps the harshest statements were made by Alexei Danilov the Secretary of the National Security and Defense Council of Ukraine. He said that "we are talking here about informational terrorism targeted at our country," and that these channels are "the fifth column that is undermining the state". "What right do they have to cry about freedom of speech now?" he asked.
The authorities categorically disagree that this decision will bring them political gains. However, in the end, nobody shies away from "combining business with pleasure", that is attacking competitors and repulsing the aggressor.
<h3>Threat to national security</h3>
Mariia Zolkina, a political analyst at the Democratic Initiatives Foundation, does agree that the shutdown has a political component: suppressing the mouthpieces of the Opposition Platform. But at the same time, she is sure that it lies in the interests of Ukraine's national security.
Zolkina stresses that the Opposition Platform holds strongly in the Southern and in the Eastern regions, especially in the part of Donbas controlled by Ukraine. It is largely represented in the local authorities, it is supported by well-known and authoritative local commentators, and it has ties to business and media resources.
&nbsp;"They used to demonize Poroshenko, but in the beginning, they were softer on Zelensky" she said.
However, their hopes for Zelensky did not materialize. Not only did he not agree to conclude a peace on Moscow's terms, as the Opposition Platform wanted, but also removed Medvedchuk from the negotiations, so the president was ultimately "demonized" too. Therefore, Zelensky settled for war with the Opposition Platform. Zolkina argues that he was not afraid to take such a step, because he no longer sees the prospect of reaching an agreement with Putin.
"Zelensky can no longer make big concessions, in particular because he is limited by the 'red lines' of the civil society. And Russia does not change its conditions in Donbas. Previously, the president was very cautiously commenting on everything related to Donbas, in fear of disrupting a major deal. But there has been no progress for half a year," she said.
Although Zolkina compares the shutdown of NewsOne, ZIK, and 112 Ukraine with cutting the neck of a multi-headed hydra, she warns that in the Southern and Eastern regions, the Opposition Platform and Russia may become more active and internally disrupt the situation.
At the same time, she does not expect a rise in hostilities in Donbas as Kremlin's response to Ukrainian sanctions.
<h3>Has Kyiv chosen the right moment?</h3>
The attack on Medvedchuk took place in a considerably good moment. His patron (as well as his daughter's godfather) Vladimir Putin is now primarily concerned with the situation in Russia, which aggravated due to protests.
In the evening of 2nd February, Moscow resembled a war zone. After the court decision to send the main leader of the opposition to prison, thousands of Alexei Navalny's supporters took to the streets. But the protesters on the streets were equalled in numbers by the "cosmonauts" from the OMON [editor's note: Russian special police units, which are sometimes compared to cosmonauts because of their armours]. They blocked the streets, detained and brutally beat everyone who could be suspected of sympathizing with Navalny. Apparently, Vladimir Putin is really afraid of the next 'colour revolution'.
The unsuccessful poisoning of Navalny was another blow to Putin, both domestically and in terms of his relations with the West, but the real internal bomb was the video about Putin's palace made by Navalny's Anti-Corruption Foundation, which gained over 100 million views on YouTube.
The video's publication and Navalny's detention in Russia were followed by protests unprecedented in their geographical scope (they took place in dozens of cities), which ended in large-scale arrests and beatings. These actions have elevated Kremlin's paranoia towards the "colour revolutions" to another level, so, obviously, Putin is now sparse of time to help Medvedchuk.
Maria Zolkina argues that shutting down the pro-Russian TV channels by Ukrainian authorities right now was not a deliberate decision but a "lucky coincidence". She is confident that this decision had been prepared for a long time, but now that the West has new accusations towards the Kremlin, the United States and other partners will be more eager to accept these sanctions from Kyiv. And it seems that she is right.
<h3>So what is happening on the international stage?</h3>
The authorities' calculation might have been the following: because of the significant deterioration in relations between Russia and the West due to repressions against Navalny and his supporters, the EU and the US will not accuse Ukraine of violating freedom of speech.
Former parliamentary deputy Serhiy Leshchenko also points to a well-chosen moment due to the internal situation in the Russian Federation, when "the entire civilized world has consolidated against Putin's regime".
"Establishing contact with Joe Biden's new administration, after Secretary's of State Antony Blinken call to Foreign Minister Dmytro Kuleba also influenced the decision" he added.
If that was the calculation, it proved successful. The day after the blocking of the TV channels of the Opposition Platform, the US Embassy in Ukraine published its commentary supporting the authorities' actions, without the usual concerns, often expressed by the Western partners regarding the attacks on Ukrainian anti-corruption officials.
The EU, although so far unofficially, also supported the actions of the Ukrainian authorities, said Mykola Tochitsky, the representative of Ukraine to the European Union.
Sergei Gaidai and Maria Zolkina also point out that Zelensky's team is trying to build partnerships with the administration of the new US President Joe Biden, which did not work out with the Trump administration, and blocking the Medvedchuk group is a message to Washington.
"And due to the fact that Biden has clearly stated his intention to help Ukraine and exercise maximum pressure on Russia, this may be a move that demonstrates that Zelensky is ready for joint coordination of forces. As if he was saying: 'I’m already doing it for real'' explains Gaidai.
Moreover, Zelensky's decree also speaks of the possibility of imposing sanctions against Kozak and his channels in the West.
"The Ministry of Foreign Affairs of Ukraine shall inform the competent authorities of the European Union, the United States of America and other states about the application of sanctions and ask them to introduce similar restrictive measures," states the document.
The broadcasting of pro-Russian TV channels still continues on YouTube, which adheres only to US sanctions (as, for example, in the case of Oleksandr Dubinsky [editor's note: whose YouTube channel was shut down after allegation of interfering in the US elections]. The Minister of Culture Oleksandr Tkachenko has already announced that he will send the decision of the National Security and Defense Council of Ukraine to the YouTube administration and ask them to block the accounts of NewsOne, ZIK, and 112 Ukraine.
Regardless of whether the video hosting service will listen to the calls of the Ministry of Culture, the Opposition Platform and Medvedchuk need to look for some new means of communication with their supporters who are used to sitting in front of the TV and are not likely to massively switch to YouTube or other Internet platforms.

Fin août 2019, alors que le soleil politique de Volodymyr Zelensky était à son zénith, il s'est montré très dur avec Viktor Medvedchuk et le groupe de chaînes de télévision qu'il contrôlait (M. Medvedchuk est un politicien pro-russe influent et un oligarque ayant des liens personnels avec Vladimir Poutine, ndlr).
Le président ukrainien a déclaré que les sources de financement de la Plateforme d'opposition - Pour la vie (parti pro-russe important en Ukraine, ndlr) étaient « mystérieuses », faisant notamment référence au financement de NewsOne, ZIK et 112 Ukraine (ces chaînes privées appartiennent légalement à Taras Kozak, un député de la Plateforme d'opposition - Pour la vie).
« Nous connaissons les réponses, nous connaissons la somme, ainsi que de quel pays elle provient. Et ce sera une histoire très bruyante, qui se terminera très mal », avait promis le président à l'époque.
Cependant, la vie politique turbulente en Ukraine produit régulièrement de nouvelles histoires tout aussi sensationnelles, si bien que presque tout le monde a oublié celle-ci un peu trop vite.
<h3>Un coup dur pour un président « faible »</h3>
Le blocage des médias de M. Medvedchuk s'inscrit dans un contexte de soutien croissant à la Plateforme d'opposition et de baisse de l'audience de M. Zelensky et du parti Serviteur du peuple (parti politique centriste créé par l'ex-comédien élu président en avril 2019, qui a obtenu la majorité des sièges du Parlement en juillet 2019). Or aux dernières élections législatives, c'était le parti du président qui avait pris des voix à la Plateforme d'opposition au sud et à l'est du pays.
Or un an et demi après les élections, M. Zelensky est très loin de tenir ses promesses de vaincre la pauvreté, aggravée par la pandémie de Covid-19 et la crise économique qui en découle. C'est pourquoi les anciens membres du Parti des régions (un parti pro-russe et régionaliste qui a cogouverné l'Ukraine avant Maïdan) et les membres des partis qui lui ont succédé, qui ciblent principalement les générations plus âgées, se concentrent maintenant sur les problèmes socio-économiques, tels que les tarifs des services publics.
Désormais, les Ukrainiens ne pourront plus regarder NewsOne, ZIK et 112 Ukraine avec leurs histoires apocalyptiques sur le « génocide des tarifs des services publics » et les chevaliers de la Plateforme d'opposition, capables de réduire les prix du gaz, de l'électricité et de tout le reste. Selon le politologue Sergei Gaidai, c'est un coup dur pour la Plateforme d'opposition.
« Cela profite bien sûr à Zelensky, car cela signifie que d'importantes ressources de campagne sont retirées à ses rivaux politiques, en particulier à ceux vers lesquels ses partisans sont le plus susceptibles de se tourner », a-t-il précisé au média citoyen Hromadske.
D'après le politologue, c'est un coup dur pour l'image de l'ex-président Petro Poroshenko, dont la présidence a permis à M. Medvedchuk d'accroître son influence.
« À l'époque, M. Porochenko a permis à M. Medvedchuk de mettre la main sur les médias et sur d'autres entreprises, ce qui lui a permis d'acquérir un poids politique et commercial en Ukraine. L'ex-président a donc fait preuve de laxisme à l'égard de M. Medvedchuk. M. Zelensky, en revanche, montre maintenant au public comment traiter avec les ennemis de l'État », estime Sergei Gaidai.
Quant à la possibilité que les électeurs de M. Porochenko rejoignent le camp de M. Zelensky, le politologue explique qu'il existe différents groupes d'électeurs : d'une part un noyau dur qui ne quittera l'ex-président sous aucun prétexte, de l'autre des hésitants.
« M. Porochenko nous disait qu'il était impossible de bloquer les chaînes de M. Medvedchuk. Et il était considéré comme un président fort. Et M. Zelensky est perçu comme faible. Pourtant, le président "fort" n'a pas pu arrêter Medvedchuk, mais le "faible", comme il s'avère, y est parvenu », poursuit M. Gaidai, soulignant ainsi que certains électeurs de M. Poroshenko pourraient désormais avoir des doutes.
M. Porochenko se sent évidemment menacé par cette « attaque de l'image ». Le même jour, il a écrit un billet pour s'excuser de ne pas avoir bloqué les chaînés télévisées de la Plateforme d'opposition - Pour la vie (en raison des élections à venir), et a publié une vidéo saluant l'opération du Service de sécurité de l'Ukraine contre Taras Kozak, le propriétaire légal des chaînes.
Au bout du compte, Volodymyr Zelensky semble avoir obtenu une victoire, ce dont il avait grandement besoin.
« Si vous ne pouvez pas vaincre Poutine, alors vous pouvez au moins montrer que vous pouvez vaincre Medvedchuk. Je vois beaucoup de gens patriotiques qui disent : "Je suis aussi critique que possible à l'égard de Zelensky, mais dans cette affaire, je lui suis reconnaissant et je suis prêt à le soutenir », précise Sergei Gaidai.
Selon lui, si M. Zelensky pourrait désormais retrouver du soutien, reste à savoir s'il sera prêt à aller jusqu'au bout et à résister à un possible retour de bâton venant de Moscou. Est-il décidé à poursuivre cette guerre coûte que coûte ?
<h3>La mort de la démocratie contre la défense de la sécurité nationale</h3>
Des réactions véhémentes et des critiques sévères étaient attendues des dirigeants de la Plateforme d'opposition - Pour la vie. Le lendemain, les députés du parti, représentés par un Vadim Rabinovich plutôt ému, ont annoncé leur intention de demander la destitution de M. Zelensky.
Nestor Shufrych, député de la Plateforme d'opposition, a qualifié la décision des autorités de « destruction de la liberté d'expression » en Ukraine.
« La décision de cesser la diffusion de trois chaînes de télévision, qui revient en fait à refuser le droit au travail, aura de graves conséquences juridiques et sociales. Il s'agit d'un abus de pouvoir, qui ne peut être fondé sur la loi sur les sanctions », a-t-il dit.
Il n'en demeure pas moins dur à envisager que l'opposition parvienne à démettre M. Zelensky de ses fonctions. « C'est un non-sens », assène Sergei Gaidai.
En même temps, les autorités justifient le « nettoyage » des chaînes d'information de la Plateforme de l'opposition en invoquant la seule nécessité de défendre la sécurité nationale. Une « mesure cohérente » dans la lutte contre l'agression russe, selon le Service de sécurité de l'Ukraine.
« Ces médias sont devenus l'un des instruments de la guerre contre l'Ukraine, ils sont donc bloqués afin de protéger la sécurité nationale. Le financement russe de ces chaînes a déjà été confirmé », a écrit Iuliia Mendel, attachée de presse de Volodymyr Zelensky.
Alexei Danilov, le secrétaire du Conseil de la sécurité nationale et de la défense de l'Ukraine, a été encore plus direct en affirmant qu'il s'agissait de « terrorisme informationnel visant notre pays » et en qualifiant ces chaînes de « cinquième colonne qui sape l'État ». Il s'indigne : « De quel droit invoquent-ils aujourd'hui la liberté d'expression ? »
Les autorités refusent de reconnaître que cette décision leur apportera des gains politiques. Mais en fin de compte, personne n'hésite à « combiner affaires et plaisir », c'est-à-dire à attaquer les concurrents tout en repoussant l'agresseur.
<h3>Menace pour la sécurité nationale</h3>
Mariia Zolkina, analyste politique à la Fondation Initiatives Démocratiques, reconnaît que la fermeture a une composante politique : la suppression des porte-parole de la Plateforme d'opposition - Pour la vie. Mais elle n'en demeure pas moins convaincue que l'initiative est dans l'intérêt de la sécurité nationale de l'Ukraine.
Mme Zolkina souligne que la Plateforme d'opposition - Pour la vie est très présente dans les régions du sud et de l'est, en particulier dans la partie du Donbass contrôlée par l'Ukraine. Là, elle est très présente au sein des autorités locales, elle détient le soutien de commentateurs locaux faisant autorité et entretient des liens avec les entreprises et les médias.
« Ils avaient l'habitude de diaboliser Porochenko, mais au début, ils étaient plus doux avec Zelensky », dit-elle.
Cependant, leurs espoirs suscités par l'élection de Volodymyr Zelensky ne se sont pas concrétisés. Non seulement il n'a pas accepté de conclure une paix aux conditions de Moscou, comme le voulait la Plateforme d'opposition - Pour la vie, mais il a également retiré M. Medvedchuk des négociations, de sorte que le président a finalement été « diabolisé » lui aussi. M. Zelensky s'est donc contenté d'une guerre avec la Plateforme de l'opposition. Selon Mme Zolkina, il n'a pas eu peur de prendre cette décision, ne voyant plus la perspective de parvenir à un accord avec son homologue russe.
« M. Zelensky ne peut plus faire de grandes concessions, en particulier parce qu'il est limité par les "lignes rouges" de la société civile. Et la Russie ne change pas ses conditions dans le Donbass. Auparavant, le président commentait très prudemment tout ce qui concernait le Donbass, de peur de perturber un accord majeur. Mais il n'y a pas eu de progrès depuis six mois », affirme Mariia Zolkina.
Comparant la fermeture de NewsOne, ZIK et 112 Ukraine à la décapitation d'une hydre à plusieurs têtes, elle avertit que dans les régions du sud et de l'est, la Plateforme d'opposition et Moscou pourraient devenir plus actives et perturber la situation à l'intérieur.
Dans le même temps, elle ne s'attend pas à une recrudescence des hostilités dans le Donbass comme réponse du Kremlin aux sanctions ukrainiennes.
<h3>Kiev a-t-il choisi le bon moment ?</h3>
L'attaque contre M. Medvedchuk a eu lieu à un moment considérablement favorable. Son mécène (ainsi que le parrain de sa fille) Vladimir Poutine est maintenant principalement préoccupé par la situation en Russie, qui s'est aggravée en raison des protestations.
Dans la soirée du 2 février, Moscou ressemblait à une zone de guerre. Après la décision du tribunal d'envoyer le principal leader de l'opposition en prison, des milliers de partisans d'Alexeï Navalny sont descendus dans la rue. Mais les manifestants ont été égalés en nombre par les « cosmonautes » de l'OMON (unités spéciales de la police russe, parfois comparées aux cosmonautes en raison de leur équipement, ndlr). Ils ont bloqué les rues, arrêté et frappé tous ceux qui pouvaient être soupçonnés d'être des sympathisants de M. Navalny. Il semble que Vladimir Poutine redoute vraiment la prochaine « révolution des couleurs ».
L'empoisonnement infructueux d'Alexeï Navalny a été un autre coup dur pour M. Poutine, tant au niveau national qu'au niveau de ses relations avec l'Occident. Mais la véritable bombe interne a été la vidéo sur son palais réalisée par la Fondation anti-corruption de M. Navalny, qui a été visionnée plus de 100 millions de fois sur YouTube.
La publication de la vidéo et la détention d'Alexeï Navalny à son retour en Russie ont été suivies de protestations sans précédent (elles ont eu lieu dans des dizaines de villes), qui se sont soldées par des arrestations et des passages à tabac à grande échelle. Ces actions ont élevé le niveau de paranoïa du Kremlin envers les « révolutions de couleur », laissant peu de temps à M. Poutine pour venir en aide à M. Medvedchuk.
Selon Maria Zolkina, le timing de la fermeture des chaînes de télévision pro-russes par les autorités ukrainiennes n'était pas délibéré, plutôt une « heureuse coïncidence ». D'après l'analyste, cette décision était préparée depuis longtemps, mais maintenant que l'Occident a de nouvelles accusations à l'égard du Kremlin, les États-Unis et d'autres partenaires seront plus enclins à accepter ces sanctions de la part de Kiev. Et il semble qu'elle ait raison.
<h3>Que se passe-t-il donc sur la scène internationale ?</h3>
Le calcul des autorités aurait pu être le suivant : en raison de la détérioration significative des relations entre la Russie et l'Occident due aux répressions contre M. Navalny et ses partisans, l'UE et les États-Unis n'accuseront pas l'Ukraine de violer la liberté d'expression.
L'ancien député Sergueï Lechtchenko souligne lui aussi le bon timing de la fermeture, au moment où « le monde civilisé tout entier s'est consolidé contre le régime de Poutine ».
« L'établissement d'un contact avec la nouvelle administration de Joe Biden, après l'appel du secrétaire d'État Antony Blinken au ministre des Affaires étrangères Dmytro Kuleba, a également influencé la décision », ajoute-t-il.
Si tel était le calcul, il s'est avéré fructueux. Le lendemain du blocage des chaînes de télévision, l'ambassade des États-Unis en Ukraine a publié un commentaire soutenant les actions des autorités, sans les préoccupations habituelles, souvent exprimées par les partenaires occidentaux concernant les attaques contre les responsables anticorruption ukrainiens.
L'UE a également soutenu les actions des autorités ukrainiennes, bien que jusqu'à présent officieusement, a dit Mykola Tochitsky, le représentant de l'Ukraine auprès de l'Union européenne.
Sergei Gaidai et Maria Zolkina soulignent également que l'équipe de M. Zelensky essaie de construire des partenariats avec l'administration du nouveau président américain Joe Biden, ce qui n'a pas fonctionné avec l'administration Trump, et que le blocage du groupe Medvedchuk est un message adressé à Washington.
« Et étant donné que Joe Biden a clairement exprimé son intention d'aider l'Ukraine et d'exercer une pression maximale sur la Russie, cela pourrait viser à démontrer que Zelensky est prêt à une coordination des forces. Comme s'il disait : "Je le fais déjà pour de vrai" », explique M. Gaidai.
De plus, le décret de M. Zelensky parle également de la possibilité d'imposer des sanctions contre M. Kozak et ses chaînes en Occident.
« Le ministère des Affaires étrangères de l'Ukraine informera les autorités compétentes de l'Union européenne, des États-Unis d'Amérique et d'autres États de l'application des sanctions et leur demandera d'introduire des mesures restrictives similaires », indique le document.
La diffusion de chaînes de télévision pro-russes se poursuit sur YouTube, qui ne respecte que les sanctions américaines (comme, par exemple, dans le cas d'Oleksandr Dubinsky - dont la chaîne YouTube a été fermée après une allégation d'ingérence dans les élections américaines, ndlr). Le ministre de la Culture, Oleksandr Tkachenko, a déjà annoncé qu'il enverrait la décision du Conseil national de sécurité et de défense de l'Ukraine à l'administration de YouTube et leur demanderait de bloquer les comptes de NewsOne, ZIK et 112 Ukraine.
Indépendamment du fait de savoir si YouTube écoutera les appels du ministère de la Culture, la Plateforme d'opposition - Pour la vie et M. Medvedchuk doivent désormais chercher de nouveaux moyens de communication, leurs partisans étant habitués à la télévision et peu susceptibles de migrer en masse sur YouTube et d'autres plateformes numériques.

Zelensky annonce la fermeture de trois chaînes pro-russes 

Volodymyr Zelensky a décidé de fermer trois chaînes de télévision pro-russes en Ukraine. Quel est l'enjeu de la lutte contre la désinformation russe ?

Wolodymyr Selenskyj hat beschlossen, die prorussischen Fernsehsender in der Ukraine abzuschalten. Was steht innenpolitisch und international auf dem Spiel, wenn es um russische Desinformation geht?

Ende August 2019 stand die Sonne im Zenit für Wolodymyr Selenskyj. Es war der Sommer, in dem er hart gegen dem prorussischen Oligarchen Viktor Medwedtschuk durchgriff. Medwedtschuk ist ein enger Freund von Putin und kontrolliert mehrere TV-Sender.
Selenskyj erklärte, dass die prorussische Partei "Oppositionsplattform – Für das Leben" ihre Finanzierung aus "mysteriösen Quellen" beziehe, und bezog sich dabei insbesondere auf die Finanzierung durch die Sender NewsOne, ZIK und 112 Ukraine (rechtlich gesehen gehören sie Taras Kozak, einem Abgeordneten der Oppositionsplattform).
"Wir kennen die Antworten, wir kennen die Menge an Bargeld und wissen wo und aus welchem Land sie all das bekommen haben. Das wird nicht gut für sie ausgehen", versprach der Präsident damals.
Das politische Leben in der Ukraine ist jedoch so reich an sensationellen Geschichten, dass diese Episode schnell unterging. Wie sich nun herausstellte: nur allzu schnell.
<h3>Ein schwerer Schlag von einem "schwachen" Präsidenten</h3>
Das Abschalten von Medwedtschuks Medien findet vor dem Hintergrund wachsender Unterstützung für die Oppositionsplattform und einer abnehmenden Zustimmung für Selenskyj und seine seit 2019 regierende Partei Diener des Volkes statt. Bei den letzten Parlamentswahlen war es die Partei des Präsidenten gewesen, die der Oppositionsplattform im Süden und Osten Stimmen wegnahm.
Inzwischen, eineinhalb Jahre nach den Wahlen, ist Selenskyj weit davon entfernt, seine Versprechen zur Überwindung der Armut zu erfüllen, verstärkt durch die anhaltende Pandemie und die anschließende Wirtschaftskrise. Deshalb konzentrieren sich ehemalige Mitglieder der prorussischen Partei der Regionen [die in der Ukraine vor dem Euromaidan mitregierte, Anm. d. Red.] und Mitglieder ihrer Nachfolgeparteien, die sich vor allem an die älteren Generationen richten, jetzt auf sozioökonomische Probleme, wie beispielsweise die Strompreise.
Nun können die Ukrainer die apokalyptischen Geschichten über den "Genozid der Stromtarife" von NewsOne, ZIK und 112 Ukraine nicht mehr empfangen, und auch die heldenhaften Ritter der Oppositionsplattform können ihre politische Botschaft, dass sie Gas-, Strom- und alle anderen Preise senken können, nicht mehr im TV loswerden. Laut dem politischen Strategen Sergei Gaidai ist das ein schwerer Schlag für die Oppositionsplattform.
"Natürlich arbeitet das zu Selenskyjs Vorteil, weil es seinen politischen Rivalen wichtige Wahlkampfressourcen nimmt, besonders an der Stelle, an die sich seine Unterstützer am ehesten wenden", erklärt er gegenüber Hromadske.
Außerdem argumentiert Gaidai, dass diese Geschichte ein schwerer Schlag für das Image des Ex-Präsidenten Petro Poroschenko ist, während dessen Präsidentschaft Medwedtschuk seinen Einfluss vergrößern konnte.
"Damals erlaubte Poroschenko Medwedtschuk nicht nur die Medienkanäle zu kaufen, sondern auch andere Unternehmen, und ließ ihn so sowohl politisch als auch geschäftlich in der Ukraine Fuß fassen. Der Ex-Präsident ging also lax mit Medwedtschuk um. Selenskyj hingegen zeigt nun der Öffentlichkeit, wie man mit Staatsfeinden umgeht", glaubt der Politstratege.
Was die Möglichkeit betrifft, dass Poroschenkos Wählerschaft sich dem Lager von Selenskyj anschließt, erklärt Gaidai, dass es verschiedene Gruppierungen gebe: Eine Kerngruppe werde den Ex-Präsidenten auf keinen Fall verlassen, aber es gibt auch diejenigen, die zweifeln.
"Poroschenko sagte uns, es sei unmöglich Medwedtschuks Medienkanäle abzuschalten. Und er galt als starker Präsident. Und Selenskyj wird als schwach wahrgenommen. Doch der 'starke' Präsident konnte Medwedtschuk nicht stoppen, aber der 'schwache', wie sich herausstellte, schaffte es." Deshalb, so Gaidai, könnten einige Wähler Poroschenkos Zweifel haben.
Offensichtlich sieht Poroschenko diesen "Image-Angriff" auch als Gefahr. Innerhalb eines Tages schrieb er einen Beitrag, in dem er sich dafür entschuldigt, dass er selbst die Medienkanäle der Oppositionsplattform nicht blockiert hatte (wegen der bevorstehenden Wahlen), und veröffentlichte ein Video, in dem er die Operation des Sicherheitsdienstes der Ukraine gegen Taras Kozak, den rechtmäßigen Eigentümer der Medienkanäle, begrüßte.
Alles in allem erscheint Selenskyj als der Gewinner, und Siege sind genau das, was er braucht.
"Wenn man Putin nicht besiegen kann, dann kann man wenigstens zeigen, dass man Medwedtschuk besiegen kann. Ich sehe viele patriotisch gesinnte Menschen, die sagen: 'Ich bin Selenskyj gegenüber so kritisch wie möglich, aber in dieser Sache bin ich dankbar und bereit, ihn zu unterstützen", sagt Sergej Gaidai.
Der politische Stratege fügt hinzu, dass Selenskyj nun zwar Unterstützung zurückgewinnen könnte; die Schlüsselfrage aber bleibe, ob er es schaffen werde, bis zum Ende durchzuhalten und den Angriffen standzuhalten, wenn er erst einmal Gegenwind bekäme –beispielsweise aus Moskau. Mit anderen Worten: Ist er bereit, diesen Krieg fortzusetzen?
<h3>"Tod der Demokratie" vs. Verteidigung der nationalen Sicherheit</h3>
Vonseiten der Oppositionsplattform war scharfe Kritik zu erwarten gewesen: Am folgenden Tag kündigten die Abgeordneten der Partei bereits an, allen voran der aufgebrachte Wadim Rabinowitsch, die Amtsenthebung Selenskyjs beantragen zu wollen.
Nestor Shufrych nannte die Entscheidung der Behörden "die Zerstörung der Redefreiheit" in der Ukraine.
"Die Entscheidung, die Ausstrahlung von drei TV-Kanälen zu stoppen, was faktisch die Vorenthaltung des Rechts auf Arbeit bedeutet, wird schwerwiegende rechtliche und soziale Folgen haben. Es ist ein klarer Fall von Machtmissbrauch und kann nicht mit dem Gesetz über Sanktionen begründet werden", sagte er zu den Gründen für die Anklage.
Dass es der Oppositionsplattform gelingen wird, Selenskyj aus dem Amt zu entfernen, ist jedoch höchst unwahrscheinlich. "Das ist Unsinn", so Sergej Gaidai.
Gleichzeitig erklären die Behörden die "Säuberung" der Informationsmöglichkeiten für die Oppositionsplattform allein mit der Notwendigkeit, die nationale Sicherheit zu verteidigen. Der Sicherheitsdienst der Ukraine nannte es einen "konsequenten Schritt" im Kampf gegen die russische Aggression.
"Diese Medien sind zu einem der Instrumente im Krieg gegen die Ukraine geworden, deshalb werden sie blockiert, um die nationale Sicherheit zu schützen. Russische Finanzierung dieser Kanäle wurde bereits bestätigt", schrieb Yulia Mendel, Selenskyj Pressesprecherin.
Die vielleicht schärfsten Äußerungen kamen von Alexei Danilov, dem Sekretär des Nationalen Sicherheits- und Verteidigungsrates der Ukraine. Er sagte, dass "wir hier über Informationsterrorismus sprechen, der auf unser Land abzielt", und dass diese Kanäle "die fünfte Kolonne sind, die den Staat untergräbt". Welches Recht haben sie, jetzt über die Redefreiheit zu weinen?", fragte er.
Die Behörden bestreiten kategorisch, dass diese Entscheidung ihnen politische Vorteile bringen wird. Letztendlich scheut aber niemand davor zurück, "das Nützliche mit dem Angenehmen zu verbinden", also Konkurrenten anzugreifen und gegen Angreifer zurückzuschlagen.
<h3>Bedrohung der nationalen Sicherheit</h3>
Mariia Zolkina, politische Analystin bei der Ilko Kucheriv Democratic Initiatives Foundation (DIF), stimmt zwar zu, dass die Abschaltung eine politische Komponente hat: die Unterdrückung der Sprachrohre der Oppositionsplattform. Aber gleichzeitig ist sie sich sicher, dass das im Interesse der nationalen Sicherheit der Ukraine liegt.
Zolkina betont, dass die Oppositionsplattform in den südlichen und östlichen Regionen stark ist, insbesondere in dem von der Ukraine kontrollierten Teil des Donbass. Sie ist weitgehend in den lokalen Behörden vertreten, wird von bekannten und maßgeblichen lokalen Akteuren unterstützt und hat Verbindungen zur Wirtschaft und zu Medienressourcen.
"Sie dämonisierten Poroschenko, aber am Anfang waren sie sanfter zu Selenskyj", sagt sie.
Ihre Hoffnungen auf Selenskyj erfüllten sich jedoch nicht. Er sei nicht bereit gewesen, einen Frieden zu Moskaus Bedingungen zu schließen, wie es die Oppositionsplattform gewollt hatte. Zudem hatte er Medwedtschuk aus den Verhandlungen ausgeschlossen, sodass der Präsident letztendlich auch "dämonisiert" wurde. Deshalb ergab sich Selenskyj einem Krieg mit der Oppositionsplattform. Zolkina argumentiert, er habe keine Angst vor einem solchen Schritt gehabt, weil er keine Aussicht mehr auf eine Einigung mit Putin sehe.
"Selenskyj kann keine großen Zugeständnisse mehr machen, vor allem weil er durch die 'roten Linien' der Zivilgesellschaft begrenzt ist. Und Russland ändert seine Bedingungen im Donbass nicht. Früher hat sich der Präsident sehr vorsichtig zu allem geäußert, was mit dem Donbass zu tun hatte, aus Angst, einen großen Deal zu stören. Aber seit einem halben Jahr gibt es keinen Fortschritt mehr", befindet sie.
Zolkina vergleicht die Abschaltung von NewsOne, ZIK und 112 Ukraine mit dem Durchtrennen eines Halses einer mehrköpfigen Hydra. Sie warnt, dass in den südlichen und östlichen Regionen die Oppositionsplattform und Russland aktiver werden und die Situation von innen heraus stören könnte.
Gleichzeitig rechnet sie nicht mit einer weiteren Eskalation der Auseinandersetzungen im Donbass als Antwort des Kremls auf die ukrainischen Sanktionen.
<h3>Hat Kiew den richtigen Zeitpunkt gewählt?</h3>
Der Angriff auf Medwedtschuk fand in einem ausgesprochen guten Moment statt. Sein Gönner (und auch der Patenonkel seiner Tochter) Wladimir Putin ist jetzt vor allem mit der Situation in Russland beschäftigt, die sich durch die Proteste verschärft hat.
Am Abend des 2. Februar glich Moskau einem Kriegsgebiet. Nach der Gerichtsentscheidung, den wichtigsten Oppositionsführer ins Gefängnis zu schicken, gingen Tausende von Alexej Nawalnys Anhängern auf die Straße. Aber die Demonstranten auf den Straßen wurden zahlenmäßig von den "Kosmonauten" der Omon [Spezialeinheiten der Polizei in Russland, die wegen ihrer Panzerung manchmal mit Kosmonauten verglichen werden, Anm. d. Red.] übertroffen. Sie blockierten die Straßen, verhafteten und verprügelten brutal jeden, der im Verdacht stehen könnte, mit Nawalny zu sympathisieren. Offenbar hat Wladimir Putin wirklich Angst vor der nächsten "Farbrevolution".
Die erfolglose Vergiftung Nawalnys war ein weiterer Schlag für Putin, sowohl innenpolitisch als auch in Bezug auf seine Beziehungen zum Westen, aber die eigentliche interne Bombe war das von Nawalnys Anti-Korruptions-Stiftung erstellte Video über Putins Palast, das auf YouTube über 100 Millionen Aufrufe erreichte.
Auf die Veröffentlichung des Videos und die Verhaftung Nawalnys in Russland folgten Proteste, die in ihrem geografischen Ausmaß beispiellos waren (sie fanden in Dutzenden von Städten statt) und in groß angelegten Verhaftungen und Schlägen endeten. Diese Aktionen haben die Paranoia des Kremls gegenüber den "Farbrevolutionen" auf eine neue Ebene gehoben, sodass Putin jetzt offensichtlich wenig Zeit hat, Medwedtschuk zu helfen.
Maria Zolkina argumentiert, dass die Abschaltung der prorussischen TV-Kanäle durch die ukrainischen Behörden gerade jetzt keine bewusste Entscheidung war, sondern ein "glücklicher Zufall". Sie ist zuversichtlich, dass diese Entscheidung seit langem vorbereitet worden war. Aber jetzt, da der Westen neue Vorwürfe gegenüber dem Kreml formuliert hat, werden die Vereinigten Staaten und andere Partner eher bereit sein, diese Sanktionen von Kiew zu akzeptieren. Und es scheint, dass sie recht hat.
<h3>Was passiert also auf der internationalen Bühne?</h3>
Das Kalkül der Behörden könnte folgendes gewesen sein: Wegen der deutlichen Verschlechterung der Beziehungen zwischen Russland und dem Westen aufgrund der Repressionen gegen Nawalny und seine Unterstützenden werden die EU und die Vereinigten Staaten die Ukraine nicht der Verletzung der Meinungsfreiheit beschuldigen.
Auch der ehemalige Parlamentsabgeordnete Serhij Leschtschenko verweist auf einen gut gewählten Moment aufgrund der inneren Situation in der Russischen Föderation, in dem sich "die gesamte zivilisierte Welt gegen Putins Regime konsolidiert hat".
"Die Kontaktaufnahme mit der neuen US-Regierung unter Joe Biden – ein Anruf von Außenminister Antony Blinken bei Außenminister Dmytro Kuleba – beeinflusste ebenfalls die Entscheidung", fügte er hinzu.
Wenn das das Kalkül war, hat es sich als erfolgreich erwiesen. Am Tag nach der Abschaltung der TV-Kanäle der Oppositionsplattform veröffentlichte die US-Botschaft in der Ukraine ihre Einschätzung dazu, in dem sie das Vorgehen der Behörden unterstützte – ohne die üblichen Bedenken, die von den westlichen Partnern oft in Bezug auf die Angriffe auf ukrainische Anti-Korruptions-Beamte geäußert werden.
Auch die EU, obwohl bisher inoffiziell, unterstützte das Handeln der ukrainischen Behörden, sagte Mykola Tochitsky, der Vertreter der Ukraine bei der EU.
Sergej Gaidai und Maria Zolkina weisen auch darauf hin, dass Selenskyjs Team versucht, Partnerschaften mit der Regierung des neuen US-Präsidenten Joe Biden aufzubauen, was unter Trump nicht geklappt habe. Das Abschalten der Medwedtschuk-Kanäle sei auch eine Botschaft an Washington.
"Und aufgrund der Tatsache, dass Biden klar seine Absicht erklärt hat, der Ukraine zu helfen und maximalen Druck auf Russland auszuüben, könnte dies ein Schritt sein, der zeigt, dass Selenskyj zu einer gemeinsamen Koordination der Kräfte bereit ist. Als ob er sagen würde: 'Ich setze es bereits wirklich um'", erklärt Gaidai.
Außerdem spricht Selenskyjs Dekret auch von der Möglichkeit, Sanktionen gegen Kozak und seine Kanäle im Westen zu verhängen.
"Das Außenministerium der Ukraine wird die zuständigen Behörden der EU, der Vereinigten Staaten von Amerika und anderer Staaten über die Anwendung von Sanktionen informieren und sie bitten, ähnliche restriktive Maßnahmen einzuführen", heißt es in dem Dokument.
Die prorussischen TV-Kanäle werden auf YouTube ausgestrahlt, das sich nur an US-Sanktionen hält (wie im Fall von Oleksandr Dubinsky, dessen YouTube-Kanal nach dem Vorwurf der Einmischung in die US-Wahlen abgeschaltet wurde). Der Kulturminister Oleksandr Tkachenko hat bereits angekündigt, dass er die Entscheidung des Nationalen Sicherheits- und Verteidigungsrates der Ukraine an die Entscheider bei YouTube übersenden und sie bitten wird, die Konten von NewsOne, ZIK und 112 Ukraine zu sperren.
Unabhängig davon, ob der Video-Hosting-Dienst auf die Forderungen des Kulturministeriums eingehen wird, müssen die Oppositionsplattform und Medwedtschuk nach neuen Kommunikationsmöglichkeiten für ihre Anhänger suchen. Die sind es gewohnt sind, vor dem Fernseher zu sitzen und werden vermutlich nicht so leicht ins Internet wechseln.

Selenskyjs Abschaltung prorussischer Sender: Ein Schlag für politische Gegner, eine Botschaft für Biden

Selenskyj hat die prorussischen Fernsehsender in der Ukraine abschalten lassen. Was steht innenpolitisch und international auf dem Spiel?

Pod koniec sierpnia 2019 roku, gdy polityczne słońce Wołodymyra Zełenskiego było w zenicie, &nbsp;prezydent dość ostro wypowiadał się o Wiktorze Medwedczuku i kontrolowanej przez niego grupie kanałów telewizyjnych [Medwedczuk to wpływowy prorosyjski polityk i oligarcha, osobiście związany z Putinem - red.].

Burzliwe życie polityczne na Ukrainie regularnie dostarcza jednak nowych, równie sensacyjnych historii, więc o tej prawie wszyscy zdążyli już zapomnieć. Jak się okazało - niesłusznie.
<h3>Potężny cios "słabego" prezydenta</h3>
Blokada mediów Medwedczuka odbywa się na tle rosnącego poparcia dla Opozycyjnej Platformy oraz spadku notowań Zełenskiego i Sługi Ludu [centrowa partia polityczna założona przez Zełenskiego, która od 2019 roku kontroluje parlament - red.]. W poprzednich wyborach parlamentarnych to właśnie partia prezydenta odebrała głosy Platformie Opozycyjnej na południu i wschodzie kraju.
Tymczasem, półtora roku po wyborach, Zełenski jest bardzo daleki od spełnienia obietnicy przezwyciężenia biedy, a poza tym, mamy pandemię i kryzys gospodarczy ze wszystkimi towarzyszącymi temu konsekwencjami. Byli członkowie Partii Regionów [prorosyjska partia, która współrządziła Ukrainą przed Euromajdanem - red.] i ich polityczni sukcesorzy, którzy kierują swoje działania przede wszystkim do starszych pokoleń, bardzo lubią skupiać się na problemach społeczno-ekonomicznych, takich jak ceny mediów.
Od teraz Ukraińcy nie będą już mogli oglądać w NewsOne, ZIK i 112 Ukraina apokaliptycznych opowieści o "rachunkowym ludobójstwie" i rycerzach z Platformy Opozycyjnej, którzy mogą obniżyć ceny gazu, prądu i wszystkiego innego. Zdaniem stratega politycznego Siergieja Gajdaja, jest to poważny cios dla Opozycyjnej Platformy.
- Oczywiście, działa to na korzyść Zełenskiego, ponieważ oznacza odebranie ważnych środków agitacji jego politycznym rywalom, zwłaszcza tym, do których przeważnie przechodzili jego zwolennicy - mówi w komentarzu dla "Hromadske".

Jednak "silny" prezydent nie mógł powstrzymać Medwedczuka, a "słaby", jak się okazuje, mógł - i dlatego, zdaniem Gajdaja, niektórzy wyborcy Poroszenki mogą mieć wątpliwości.
Oczywiście, również sam Poroszenko widzi zagrożenie w tym "ataku wizerunkowym". Jest przekonana, że ta decyzja była przygotowywana od dawna, ale teraz, gdy Zachód ma nowe zarzuty wobec Kremla, Stany Zjednoczone i inni partnerzy chętniej przystaną na sankcje Kijowa. El bloqueo del presidente Volodimir Zelenski a los canales de televisión prorrusos en el país puede tener repercusiones en nacionales, regionales y en Occidente

A finales de agosto de 2019, cuando el presidente ucraniano Volodimir Zelenski estaba en su punto político más alto, fue bastante duro con el influyente político prorruso y oligarca Viktor Medvedchuk y el grupo de canales de televisión que controlaba.
Zelenski afirmó que el partido prorruso Plataforma de Oposición - Por la Vida había tenido fuentes de financiación "misteriosas", refiriéndose en particular a los canales de televisión NewsOne, ZIK y 112 Ukraine, que legalmente pertenecen al diputado de esa formación, Taras Kozak.
"Conocemos las respuestas, sabemos la cantidad de dinero en efectivo y de qué país lo obtuvieron. Será una historia muy fuerte que acabará muy mal", prometió entonces el presidente.
Pero la agitada vida política de Ucrania da historias así de impactantes con regularidad, por lo que casi todo el mundo olvidó esta tan rápido como había sido su impacto.
<h3>Un gran golpe de un presidente 'débil'</h3>
El bloqueo de los medios de comunicación de Medvedchuk se da cuando aumenta el apoyo a la Plataforma de Oposición y cae la aprobación de Zelenski y Servidor del Pueblo, el partido político centrista del presidente y que controla el Parlamento desde 2019. Esta formación le restó votos a la Plataforma de Oposición en el sur y el este en las anteriores elecciones parlamentarias.
Ahora, año y medio después de los comicios, Zelenski está muy lejos de cumplir las promesas de superar la pobreza, más aún con la pandemia y la crisis económica posterior. Por eso, los antiguos miembros del Partido de las Regiones —partido prorruso que cogobernaba Ucrania antes del Euromaidán— y los de sus formaciones sucesoras, que se dirigen sobre todo a las generaciones mayores, se centran ahora en los problemas socioeconómicos, como las tarifas de los servicios públicos.
Los ucranianos ya no pueden ver NewsOne, ZIK y 112 Ukraine, con sus historias apocalípticas sobre el "genocidio de las tarifas de los servicios públicos" y los salvadores de la Plataforma de Oposición, capaces de reducir los precios del gas, la electricidad y demás. Según el estratega político Sergéi Gaidai, es un duro golpe para la Plataforma de Oposición.
"Por supuesto, [el bloqueo] beneficia a Zelenski porque les quita importantes recursos de campaña a sus rivales políticos, en especial a los que sus partidarios son más propensos a recurrir", comenta a Hromadske.
Gaidai también sostiene que es un golpe importante para la imagen del expresidente Petro Poroshenko, pues durante su mantado había aumentado la influencia de Medvedchuk.
"Poroshenko permitió entonces que Medvedchuk adquiriera medios de comunicación y otros negocios, lo que le dio más peso político y empresarial en Ucrania. El expresidente fue permisivo con Medvedchuk. Zelenski, en cambio, muestra ahora a la opinión pública cómo tratar a los enemigos del Estado", opina Gaidai.
En cuanto a la posibilidad de que los votantes de Poroshenko se unan al bando de Zelenski, el estratega explica que hay diferentes grupos de votantes: hay un núcleo que en ningún caso dejará al expresidente, pero también hay quienes dudan.
"Poroshenko nos decía que era imposible bloquear los canales de comunicación de Medvedchuk, y se le consideraba un presidente fuerte. Zelenski es percibido como débil. Sin embargo, el presidente 'fuerte' no pudo detener a Medvedchuk y el 'débil' resulta que sí", apunta Gaidai.
Poroshenko también ve este ataque como un peligro. Hace un tiempo escribió una publicación donde se disculpaba por no haber bloqueado los medios de la Plataforma de Oposición (debido a las elecciones), y publicó un vídeo en el que mostraba su visto bueno a la operación del Servicio de Seguridad de Ucrania contra Taras Kozak, el propietario legal de esos canales.
En definitiva, Zelenski parece sumar una victoria justo cuando lo necesita.
"Si no puede derrotar a Putin, el presidente al menos puede demostrar que puede con Medvedchuk. Veo a mucha gente con mentalidad patriótica que dice: «Soy lo más crítico posible con Zelenski, pero con esto le agradezco y estoy dispuesto a apoyarle»", dice Gaidai.
El estratega político añade que, aunque Zelenski podría recuperar apoyos, la clave todavía está en si será capaz de llegar hasta el final y resistir el ataque cuando sus acciones se enfrenten a una respuesta, por ejemplo, de Moscú. ¿Está preparado para continuar esa guerra?

"La decisión de dejar de emitir tres canales de televisión, que, de hecho, equivale a privar del derecho a trabajar, tendrá graves consecuencias jurídicas y sociales. Fue un abuso de poder y no se puede fundamentar en la ley de sanciones", dijo, especificando los motivos de su intención de destituir al presidente.
Sin embargo, es difícil considerar con seriedad la posibilidad de que la Plataforma de Oposición consiga destituir a Zelenski. Para Gaidai, "es un disparate".

Las declaraciones más duras fueron quizá las del secretario del Consejo de Seguridad Nacional y Defensa de Ucrania, Alexei Danilov. "Estamos hablando de terrorismo informativo dirigido a nuestro país", aseguró. Para Danilov, estos canales son "la quinta columna que socava el Estado". Las autoridades niegan que esta decisión les vaya a dar beneficios políticos, pero nadie se priva de combinar negocios con placer, en este caso con ataques a los rivales y rechazo al agresor.
<h3>Amenaza a la seguridad nacional</h3>
La analista política de la Fundación de Iniciativas Democráticas, María Zolkina, está de acuerdo con que el bloqueo tiene la intención política de suprimir los altavoces de la Plataforma de Oposición, pero también está segura de que beneficia a la seguridad nacional.
Zolkina subraya que la Plataforma de Oposición se mantiene con fuerza en el sur y el este, en especial en la parte de Donbás controlada por Ucrania. El partido tiene mucha presencia a escala local, con representación política y apoyo de comentaristas conocidos, y tiene vínculos con recursos empresariales y mediáticos.
"Solían demonizar a Poroshenko, pero al principio fueron más suaves con Zelenski", afirma.
Sin embargo, sus esperanzas en Zelenski no se materializaron. No solo no aceptó una paz en los términos de Moscú, como quería la Plataforma de Oposición, sino que apartó a Medvedchuk de las negociaciones, por lo que el presidente también fue demonizado. Zelenski, por tanto, se conformó con la guerra contra la Plataforma de Oposición. Al mismo tiempo, no espera que aumenten las hostilidades en Donbás &nbsp;como respuesta del Kremlin a las sanciones ucranianas.
<h3>¿Ha elegido Kiev el momento adecuado?</h3>
El ataque a Medvedchuk ha tenido lugar en un buen momento. A Putin, su referente —y padrino de su hija—, ahora le preocupa más la situación en Rusia, que se ha agravado debido a las protestas.
Moscú parecía una zona de guerra en la noche del 2 de febrero. Tras la condena al líder opositor Alexei Navalni, miles de sus partidarios salieron a la calle, pero fueron igualados en número por los agentes de la OMON, unidades especiales de la policía rusa. Bloquearon las calles, detuvieron y golpearon a quienes consideraban sospechosos de simpatizar con este. Parece que Putin teme otra "revolución de colores".
El infructuoso envenenamiento de Navalni fue otro golpe para el presidente ruso, tanto a nivel interno como en sus relaciones con Occidente. No obstante, la verdadera bomba interna fue el vídeo sobre el palacio de Putin realizado por la Fundación Anticorrupción de Navalni, que obtuvo más de 100 millones de visitas en YouTube.
La publicación del vídeo y la detención del líder opositor en Rusia derivaron en protestas sin precedentes por su alcance geográfico (tuvieron lugar en decenas de ciudades), que acabaron con detenciones y palizas a gran escala. Estas acciones han elevado la paranoia del Kremlin hacia las "revoluciones de colores", por lo que Putin ahora tiene poco tiempo para ayudar a Medvedchuck.
Zolkina sostiene que el cierre de los canales de televisión prorrusos por parte de las autoridades ucranianas en este momento no fue una decisión deliberada, sino una "afortunada coincidencia". Confía en que la decisión se había tomado hace tiempo, pero, ahora que Occidente tiene nuevas acusaciones hacia el Kremlin, Estados Unidos y otros socios estarán más dispuestos a aceptar estas sanciones de Kiev. Y parece que tiene razón.
<h3>¿Qué ocurre a escala internacional?</h3>
Las autoridades podrían haber calculado que, dado el deterioro de las relaciones entre Rusia y Occidente por la represión contra Navalni y sus partidarios, la Unión Europea y Estados Unidos no acusarían a Ucrania de violar la libertad de expresión.
El exdiputado Serhiy Leshchenko también señala que el momento se escogió bien por la situación interna en Rusia, pues "todo el mundo civilizado se ha consolidado contra el régimen de Putin".
"Haber establecido contactos con la nueva Administración de Joe Biden tras la llamada del secretario de Estado Antony Blinken al ministro de Asuntos Exteriores Dmytro Kuleba también influyó en la decisión", añade.
Si el cálculo fue ese, resultó exitoso. Al día siguiente del bloqueo de los canales, la Embajada de Estados Unidos en Ucrania publicó un comunicado en el que apoyaba las acciones de las autoridades, sin las preocupaciones habituales de los socios occidentales en relación con los ataques a los funcionarios anticorrupción ucranianos.
Aunque de forma no oficial, la UE también ha apoyado las acciones de las autoridades ucranianas, según declaró el representante del país ante la comunidad, Mikola Tochitsky.
Sergéi Gaidai y María Zolkina también señalan que el equipo de Zelenski trata de construir vínculos con el Gobierno de Biden que no funcionaron con el de Trump. Bloquear el grupo de Medvedchuk es un mensaje para Washington.
"Y debido a que Biden ha declarado su intención de ayudar a Ucrania y ejercer presión máxima sobre Rusia, esto puede ser un movimiento que demuestre que Zelenski está listo para una coordinación de fuerzas conjunta. Como si dijera: «Ya lo hago de verdad»", explica Gaidai.
Además, el decreto de Zelenski también habla de la posibilidad de imponer sanciones contra Kozak y sus canales en Occidente.

Al margen de que Youtube escuche o no las peticiones del Ministerio de Cultura, la Plataforma de Oposición y Medvedchuk deben buscar otros medios de comunicación para sus partidarios, acostumbrados a sentarse frente al televisor, y que no es probable que se trasladen en masa a las plataformas de Internet.
