Around the world, the shock of Wednesday’s assault on Capitol Hill brought into sharp focus a question that has been smouldering for four years among America’s allies and adversaries. “And again the doubt,” wrote Emma Riverola in El Periódico de Catalunya, a Barcelona, Spain, daily, in painfully graphic terms. “Is this just a final burst of pus? Or has the infection spread, now threatening to cause a sepsis of the entire system?”
Was Donald Trump an aberration or the ominous onset of decline in the world’s premier democracy? The question echoed in democracies beset in recent years by populist movements nurtured by the same blend of far-right nationalism and blue-collar grievances as Trump’s following. “That evening will be remembered,” wrote Austria’s Kleine Zeitung, “as an evening when even the oldest and longest-existing democracy clearly saw the edge of the abyss.” If this could happen in Washington, with its rock-solid democratic institutions, no one was immune.
From the other end of the geopolitical spectrum, entrenched authoritarian regimes exulted in the disarray in a superpower accustomed to hectoring and sanctioning them over their suppression of democratic and human rights. What we saw in Washington, declared President Hassan Rouhani of Iran, was “above all how fragile and vulnerable western democracy is.” The same American leaders who now condemned the mob in Washington had hailed demonstrators who invaded the Hong Kong legislature as “heroes,” noted the Chinese foreign ministry: “The contrast deserves profound reflection.” Similar sentiments sounded in Moscow, which inherited a tiresome reliance on “whataboutism” from the Soviet Union.
The gang of authoritarians would do well to ponder that Trump has been voted out of office, while in the time-honored tradition of disgraced demagogues, his once-staunch acolytes were fleeing through the cracks. Yet their schadenfreude does underscore the great damage done by Wednesday’s spectacle to America’s proud claim to be the leader of the free world, and to the hope and support its voice offered to people fighting for democracy.
To friends and foes, and through triumphs and crises, the United States has stood as the standard of democracy and freedom since the last two world wars. When it was criticised and even reviled — whether over the Vietnam War, the arms race of the Cold War or the Watergate scandal — it was over its failure to live up to its own standards, and Americans were always quick to reassure its allies that “we’re better than that,” a cry heard often among Trump’s detractors today. The Soviet Union and tyrants of all stripes paid a perverse homage to the American model by feigning democratic elections and concocting high-sounding constitutions that they never intended to follow.
The certainties were fraying even before Trump came to office and launched his assault on democratic practices and the media, as he systematically belittled allies, courted dictators, ripped up treaties and shaped a political base out of lies, conspiracy theories, racism and grievance. Hungary’s authoritarian prime minister, Viktor Orban, proudly rejected liberal democracy to full-throated support from Trump.
Yet even after four years of all that, the images of thugs in the faux-military or clownish costumes, favoured by violent radicals the world over, invading the Congress came as a profound shock. This was not supposed to happen here.
“The United States has fallen to the level of Latin American countries,” was the self-disparaging verdict of Brazil’s O Globo.
In graphic, immediate terms, the assault on the Capitol touched the darkest memories and fears of democracies the world over. Among the allies, Germany in particular found haunting parallels between the scenes in the Capitol and its own history, both the hijacking of a weak democracy by Adolf Hitler and the more recent attempt in August by a far-right mob protesting coronavirus restrictions to rush the Reichstag, the German parliament building in Berlin. Chancellor Angela Merkel, raised in the East German police state and a sharp critic of Trump from the dawn of his administration, declared that the images “made me angry and sad,” and she did not hesitate to put the blame on Trump.
President Emmanuel Macron of France, who had initially tried, and failed, to befriend Trump, underscored the gravity of the moment in a speech, delivered partly in English, in which he declared that the “temple of American democracy” had been attacked. “A universal idea — that of ‘one person, one vote’ — is undermined,” he said. Boris Johnson, the British prime minister who had seen a promising ally in Trump, decried the “disgraceful scenes” in Washington.
For Richard Haass, a long-serving diplomat and the president of the Council on Foreign Relations, it was nothing less than the end of an era. “We are seeing images that I never imagined we would see in this country — in some other capital, yes, but not here,” he tweeted. “No one in the world is likely to see, respect, fear or depend on us in the same way again. If the post-American era has a start date, it is almost certainly today.”
The shock will wear off. The inauguration of a president more in tune with the democratic world’s perception of an American leader will be a strong demonstration of the resilience of American democracy, and President-elect Joe Biden has promised rapid action to undo the worst damage done abroad by Trump. The raging coronavirus pandemic will resume its proper place at the top of the global agenda.
But the depth and anguish of the world’s reaction indicate that something very basic in America’s relationship with the world has been broken. It will take more than Biden’s insisting that “we’re better than that” to convince democratic friends or dictatorial adversaries that the assault on the heart of American democracy by Trump’s zealous followers was just a temporary malfunction.

Der Angriff auf das Kapitol rührte weltweit an den dunkelsten Erinnerungen und Ängste von Demokratien. Es ist etwas Grundlegendes in Amerikas Beziehung zur Welt zerbrochen.

Auf der ganzen Welt hat der Schock über den Angriff vom Mittwoch auf dem Capitol Hill eine Frage in den Mittelpunkt gerückt, die seit vier Jahren unter Amerikas Verbündeten und Gegnern schwelt. "Und wieder die Sorge", schrieb Emma Riverola in El Periódico de Catalunya, einer Tageszeitung aus Barcelona in unangenehm bildlichen Worten, "ist dies nur ein letzter Eiterausbruch, oder hat sich die Infektion ausgebreitet und droht nun eine Sepsis des gesamten Systems auszulösen?"
War Donald Trump ein Ausreißer, oder doch das Epitom des Niedergangs der wichtigsten Demokratie der Welt? Die Frage hallte in Demokratien nach, die in den letzten Jahren von populistischen Bewegungen heimgesucht wurden; Bewegungen, die sich aus der gleichen Mischung aus rechtsextremem Nationalismus und dem Unmut der Arbeiterschaft speisten, wie Trumps Anhänger. Man werde sich an diesen Abend fortan erinnern, schrieb die österreichische Kleine Zeitung, als ein Abend, an dem selbst die älteste und am längsten bestehende Demokratie vom Rand klar in den Abgrund habe schauen können. Wenn das in Washington mit seinen felsenfesten demokratischen Institutionen passieren konnte, sei niemand davor gefeit.
Am anderen Ende des geopolitischen Spektrums freuten sich die etablierten autoritären Regime über das Durcheinander einer Supermacht. Sonst sind sie es, die sich wegen Unterdrückung von demokratischen Freiheiten und Menschenrechten schelten und sanktionieren lassen müssen. Was wir in Washington gesehen hätten, erklärte der iranische Präsident Hassan Rouhani, sei "vor allem, wie zerbrechlich und verletzlich die westliche Demokratie ist." Dieselben amerikanischen Politiker, die jetzt den Mob in Washington verurteilten, hätten Demonstranten, die in die Legislative von Hongkong eingedrungen seien, als "Helden" gefeiert, stellte das chinesische Außenministerium fest: "Der Kontrast verdient eine tiefergreifende Reflexion." Ähnliches klang aus Moskau an, welches sich schon lange auf den "Whataboutismen" der Sowjetunion ausruht (gemeint ist die Rhetorik der Sowjetunion, amerikanische Kritik zurückzuweisen, indem sie beispielsweise auf die Geschichte der Sklaverei in den Vereinigten Staaten verwies, Anm. d. Red.)
Der autoritäre Mob würde gut daran tun, einmal darüber nachzudenken, dass als Trump abgewählt wurde, sich seine eigenen Gefolgsleute (in altehrwürdiger Tradition in Ungnade gefallener Demagogen) sofort aus dem Staub machten. Doch ihre Schadenfreude unterstreicht nur den immensen Schaden, den das Spektakel vom Mittwoch für Amerika angerichtet hat. Den Schaden am einst stolzen Anspruch der Vereinigten Staaten, der Anführer der freien Welt zu sein; den Schaden für die Hoffnung und Unterstützung, für die Stimme, die man damit den für die Demokratie kämpfenden Menschen bot.
Für ihre Freunde und Feinde, durch Triumphe und Krisen hindurch, waren die Vereinigten Staaten seit den letzten beiden Weltkriegen Maßstab für Demokratie und Freiheit. Auch wenn sie kritisiert und gar geschmäht wurden – sei es wegen des Vietnamkriegs, des Wettrüstens im Kalten Krieg oder des Watergate-Skandals – dann vor allem wegen ihres Versagens, ihren eigenen Standards gerecht zu werden. Die Amerikaner waren immer gut darin, ihren Verbündeten zu versichern, dass "wir es besser können" – ein Ausruf, den man so heute oft von Trumps Gegnern hört. Die Sowjetunion und Tyrannen aller Couleur huldigten dem amerikanischen Modell auf perverse Weise, indem sie demokratische Wahlen vortäuschten und sich hochtrabende Verfassungen zurechtlegten, die sie nie zu befolgen beabsichtigten.
Die Gewissheiten waren schon angeknackst, bevor Trump ins Amt kam und seinen Angriff auf demokratische Praktiken und die Medien startete, als er systematisch Verbündete herabsetzte, Diktatoren hofierte, Verträge zerriss und eine politische Basis aus Lügen, Verschwörungstheorien, Rassismus und Missständen formte. Ungarns autoritärer Premierminister Viktor Orbán lehnte die liberale Demokratie stolz ab und erhielt dafür die volle Unterstützung von Trump.
Doch selbst nach vier Jahren von all dem waren die Bilder von Schlägern in falschen Militär- oder Clownskostümen, wie sie von gewalttätigen Radikalen auf der ganzen Welt getragen werden, die in den Kongress eindrangen, ein tiefer Schock. So etwas hätte hier nie passieren dürfen.
"Die Vereinigten Staaten sind auf das Niveau der lateinamerikanischen Länder gesunken", urteilte die brasilianische Tageszeitung O Globo selbstironisch.
Der Angriff auf das Kapitol berührte unmittelbar die dunkelsten Erinnerungen und Ängste der Demokratien auf der ganzen Welt. Unter den Verbündeten fand vor allem Deutschland eindringliche Parallelen zwischen den Szenen im Kapitol und seiner eigenen Geschichte: sowohl Adolf Hitlers Bemächtigung einer schwachen Demokratie, als auch dem jüngsten Versuch eines rechtsextremen Mobs im August, der gegen die Corona-Beschränkungen protestierte, den Reichstag in Berlin zu stürmen. Bundeskanzlerin Angela Merkel, aufgewachsen im ostdeutschen Überwachungsstaat und scharfe Kritikerin von Trump von Beginn seiner Amtszeit an, erklärte, dass die Bilder "mich wütend und traurig gemacht haben". Sie zögerte nicht, Trump die Schuld dafür zu geben.
Frankreichs Präsident Emmanuel Macron, der anfangs noch versucht hatte, sich mit Trump anzufreunden, und damit scheiterte, unterstrich den Ernst des Augenblicks in einer Rede, die er teilweise auf Englisch hielt: Der "Tempel der amerikanischen Demokratie" sei angegriffen worden, und weiter: "Eine universelle Idee – die von 'eine Person, eine Stimme' – wird damit untergraben". Und auch Boris Johnson, der britische Premierminister, der in Trump einen vielversprechenden Verbündeten gesehen hatte, beklagte die "schändlichen Szenen" in Washington.
Für Richard Haass, einen langjährigen Diplomaten und Präsident des Council on Foreign Relations, war es nichts weniger als das Ende einer Ära. "Wir sehen Bilder, von denen ich nie gedacht hätte, dass wir sie in diesem Land sehen würden – in irgendeiner anderen Hauptstadt, ja, aber nicht hier", twitterte er. "Niemand auf der Welt wird uns wahrscheinlich wieder auf die gleiche Weise sehen, respektieren, fürchten oder sich auf uns verlassen. Wer sich fragt, wann die post-amerikanische Ära beginnt, dem kann man mit ziemlicher Sicherheit antworten: heute."
Der Schock wird abklingen. Die Amtseinführung eines Präsidenten, der einer amerikanischen Leitfigur entspricht, wie sie sich die demokratische Welt vorstellt, wird beweisen, dass die amerikanische Demokratie widerstandsfähig ist. Und der designierte Präsident Joe Biden hat schnelle Maßnahmen versprochen, um die schlimmsten Schäden, die Trump im Ausland angerichtet hat, soweit es geht rückgängig zu machen. Die Coronavirus-Pandemie wird wieder an erster Stelle der globalen Agenda stehen.
Aber die tiefgreifenden Ängste, die aus den weltweiten Reaktionen sprechen, zeigen, dass etwas sehr Grundlegendes in Amerikas Beziehung zur Welt zerbrochen ist. Es wird mehr brauchen als Bidens Beharren darauf, dass "wir es besser können", um demokratische Freunde oder diktatorische Gegner davon zu überzeugen, dass der Angriff von Trumps eifrigen Anhängern auf das Herz der amerikanischen Demokratie nur ein Ausreißer war.

Zwischen Ehrfurcht und Schock

Der Angriff auf das Kapitol in Washington beunruhigt weltweit die Demokratien. Denn es ist etwas zerbrochen, was vielleicht unkittbar ist.

Le choc de l'invasion du Capitole mercredi a mis en lumière dans le monde entier une question qui couvait depuis quatre ans dans les esprits des alliés et des adversaires des États-Unis. « De nouveau le doute », écrit Emma Riverola dans le quotidien espagnol El Periódico de Catalunya. « S'agit-il seulement d'une dernière poussée de pus ? Ou l'infection s'est-elle répandue, menaçant à présent de provoquer une septicémie dans tout le système ? »
Donald Trump était-il une aberration ou le début inquiétant du déclin de la première démocratie du monde ? Cette question a trouvé un écho dans les démocraties assaillies ces dernières années par des mouvements populistes, nourris d'un même mélange de nationalisme d'extrême droite et de revendications de cols bleus, à l'instar des partisans de Donald Trump. « On se souviendra de ce soir-là, lit-on dans le quotidien autrichien Kleine Zeitung, comme d'un soir où même la plus ancienne et la plus longue des démocraties a clairement vu le bord de l'abîme ». Si cela pouvait arriver à Washington, avec ses solides institutions démocratiques, alors personne n'était à l'abri.
À l'autre bout du spectre géopolitique, des régimes autoritaires bien enracinés exultaient face au désarroi d'une superpuissance habituée à les harceler et à les sanctionner pour leur violation des droits démocratiques et des droits humains. Ce que nous avons vu à Washington, a déclaré le président iranien Hassan Rouhani, c'est « surtout à quel point la démocratie occidentale est fragile et vulnérable ». Les mêmes dirigeants américains qui ont condamné aujourd'hui la foule à Washington avaient salué comme des « héros » les manifestants qui ont envahi le Parlement à Hong Kong, a relevé le ministère chinois des Affaires étrangères : « Le contraste mérite une profonde réflexion. » Même son de cloche à Moscou, qui a hérité de l'époque soviétique d'une propension fatigante à justifier ses propres abus en tout genre en pointant les nôtres du doigt.&nbsp;
Le gang des régimes autoritaires ferait bien de réfléchir au fait que Donald Trump a été évincé du pouvoir, tandis que ses fidèles acolytes fuyaient par les mailles du filet, dans la droite lignée des démagogues tombés en disgrâce. Pourtant, leur « schadenfreude » (joie malsaine, ndlr) souligne le grand dommage causé par le spectacle de mercredi à la prétention de l'Amérique à être le leader du monde libre, ainsi qu'à l'espoir et au soutien que sa voix offrait aux peuples qui luttent pour la démocratie.
Pour les amis et les ennemis, au gré des triomphes et des crises, les États-Unis ont été la norme de la démocratie et de la liberté depuis les deux dernières guerres mondiales. Lorsqu'ils ont été critiqués et même vilipendés - que ce soit à propos de la guerre du Vietnam, de la course aux armements de la guerre froide ou du scandale du Watergate - cela visait leur incapacité à se montrer à la hauteur de leurs propres standards. Les Américains ont toujours été prompts à rassurer leurs alliés en leur disant : « Nous valons mieux que cela », un cri souvent entendu aujourd'hui chez les détracteurs de Donald Trump. L'Union soviétique et les tyrans de tous bords ont rendu un hommage pervers au modèle américain en simulant des élections démocratiques et en concoctant des Constitutions pompeuses qu'ils n'ont jamais eues l'intention de suivre.
Les certitudes se lézardaient avant même que M. Trump n'arrive au pouvoir et ne lance son assaut contre les pratiques démocratiques et les médias. Il a systématiquement rabaissé ses alliés, courtisé les dictateurs, déchiré les traités et façonné une base politique à partir de mensonges, de théories du complot, de racisme et de ressentiments. Le Premier ministre autoritaire de Hongrie, Viktor Orban, a fièrement rejeté la démocratie libérale pour bénéficier du soutien tapageur de Donald Trump.
Pourtant, même après quatre ans de tout cela, les images de voyous affublés de costumes de faux-militaire ou de clown envahissant le Congrès, encouragés par des radicaux violents partout dans le monde, ont profondément choqué. Cela n'était pas censé se produire ici.
« Les États-Unis sont tombés au niveau des pays d'Amérique latine », a écrit le quotidien brésilien O Globo.
De manière explicite et instantanée, l'invasion du Capitole a ravivé les souvenirs les plus sombres et les craintes des démocraties du monde entier. Parmi les alliés, l'Allemagne en particulier a vu des parallèles angoissant entre les scènes du Capitole et sa propre histoire, aussi bien le détournement d'une démocratie faible par Adolf Hitler que la tentative plus récente, en août, d'une foule d'extrême droite manifestant contre les restrictions liées au coronavirus de s'emparer du Reichstag, le Parlement allemand à Berlin. La chancelière Angela Merkel, élevée dans l'État policier est-allemand et critique de la première heure de Donald Trump et son administration, a déclaré que ces images l'« ont mise en colère » et « attristée », n'hésitant pas à rejeter la faute sur Donald Trump.
Le président français Emmanuel Macron, qui avait d'abord essayé, sans succès, de se lier d'amitié avec M. Trump, a souligné la gravité du moment dans un discours, prononcé en partie en anglais, dans lequel il a déclaré que le « temple de la démocratie américaine » avait été attaqué. « Une idée universelle - celle d'"une personne, un vote" - est sapée », a-t-il déclaré. Boris Johnson, le Premier ministre britannique qui avait vu en M. Trump un allié prometteur, a dénoncé les « scènes honteuses » à Washington.
Pour Richard Haass, diplomate émérite et président du Council on Foreign Relations, ce n'est rien de moins que la fin d'une époque. « Nous voyons des images que je n'aurais jamais imaginé voir dans ce pays - dans une autre capitale, oui, mais pas ici », a-t-il tweeté. « Personne dans le monde ne pourra à nouveau nous voir, nous respecter, &nbsp;nous craindre ou dépendre de nous de la même manière. Si l'ère post-américaine devait avoir une date de commencement, ce serait sans doute aujourd'hui ».
Le choc va se dissiper. L'investiture d'un président plus en phase avec la perception qu'a le monde démocratique d'un dirigeant américain prouvera de manière éclatante la résilience de la démocratie américaine. Le président élu Joe Biden a promis une action rapide pour réparer les pires dégâts causés à l'étranger par M. Trump. La pandémie qui fait rage va reprendre la place qui lui revient en haut de l'agenda mondial.
Mais l'ampleur et l'angoisse de la réaction mondiale indiquent que quelque chose d'essentiel de la relation de l'Amérique au monde s'est brisé. Il faudra plus que l'insistance de Joe Biden sur le fait que « nous valons mieux que cela » pour convaincre les amis démocrates ou les adversaires dictatoriaux que l'attaque en plein cœur de la démocratie américaine par les partisans dévoués de M. Trump n'était qu'un dysfonctionnement temporaire.

Stupeur et tremblements après l'invasion du Capitole

La conmoción por el asalto del pasado 6 de enero al Capitolio puso de relieve una cuestión latente durante cuatro años entre los aliados y adversarios de Estados Unidos. "De nuevo, la duda. ¿Estamos ante un último estallido de pus o la infección se ha extendido y puede provocar la sepsis del sistema?", escribió Emma Riverola en El Periódico de Catalunya, en términos dolorosamente gráficos.
¿Ha sido Donald Trump una aberración o el comienzo ominoso del declive de la primera democracia del mundo? La pregunta ha resonado en las democracias acosadas por movimientos populistas que se alimentan de la misma mezcla de nacionalismo de extrema derecha y de los reclamos de los trabajadores que en el caso de Trump. "Será recordada como una noche en la que incluso la democracia más antigua vio de forma clara el borde del abismo", escribió el Kleine Zeitung austriaco. La pandilla de autoritarios haría bien en considerar que Trump saldrá de su cargo por votación, mientras que, en la antigua tradición de los demagogos deshonrados, sus otrora acólitos huían por las grietas. Sin embargo, ese schadenfreude, esa alegría por el mal ajeno, pone de relieve el gran daño que ha causado el espectáculo de ese miércoles a la orgullosa reivindicación de Estados Unidos de liderar el mundo libre, así como a la esperanza y el apoyo que su voz ofrece a las personas que luchan por la democracia.
Para amigos y enemigos y a través de triunfos y crisis, Estados Unidos se ha mantenido como el estándar de la democracia y la libertad desde las guerras mundiales. Cuando se le criticó e incluso denunció —por la guerra de Vietnam, la carrera armamentista de la Guerra Fría o el escándalo Watergate— fue por su incapacidad de estar a la altura de sus propios estándares. Los estadounidenses siempre se apresuraron a asegurar a sus aliados que eran "mejores que eso", un grito que ahora se escucha a menudo entre los detractores de Trump. La Unión Soviética y los tiranos de todo tipo rindieron un perverso homenaje al modelo estadounidense fingiendo elecciones democráticas y elaborando constituciones de alto nivel que nunca tuvieron la intención de seguir.
Las certezas se deshacían incluso antes de que Trump llegara al poder y lanzara su ataque contra las prácticas democráticas y los medios de comunicación, ya que de forma sistemática ha menospreciado a los aliados, cortejado a los dictadores, roto tratados y forjado una base política a partir de mentiras, teorías conspirativas, racismo y agravios. El autoritario primer ministro húngaro, Viktor Orbán, rechazó con orgullo la democracia liberal con el apoyo total de Trump.
Pero incluso cuatro años después de todo esto, las imágenes de matones invadiendo el Congreso ataviados con falsos uniformes militares, disfraces bufones y apoyados por radicales violentos de todo el mundo, causaron una profunda conmoción. Se suponía que esto no sucedería aquí.&nbsp;
"Estados Unidos ha caído al nivel de los países de América Latina", fue el autodespectivo veredicto del brasileño O Globo.
En términos gráficos e inmediatos, el asalto al Capitolio revivió los recuerdos más oscuros y los temores de las democracias de todo el mundo. Entre los aliados, Alemania en particular encontró paralelismos inquietantes entre las escenas del Capitolio y su propia historia, en el secuestro de una democracia débil por parte de Adolf Hitler y en el más reciente intento en agosto de una turba de extrema derecha, que protestaba por las restricciones del coronavirus y quiso asaltar el Reichstag, el edificio del Parlamento en Berlín. "Estamos viendo imágenes que nunca imaginé que veríamos en este país, sí en alguna otra capital, pero no aquí", tuiteó. "Es probable que nadie en el mundo vuelva a ver, respetar, temer o depender de nosotros de la misma manera. Si la era post-estadounidense tiene una fecha de inicio, casi seguro que es hoy".
El impacto se desvanecerá. La toma de posesión de un presidente más acorde con la percepción del mundo democrático de un líder estadounidense será una fuerte demostración de la resistencia democrática del país, y el presidente electo Joe Biden ha prometido acciones rápidas para enmendar el gran daño que Trump ha causado en el extranjero. La furiosa pandemia del coronavirus volverá a ocupar el lugar que le corresponde en la agenda global.
Pero la profundidad y la angustia de la reacción del mundo indican que se ha roto algo muy básico en su relación con Estados Unidos. Se necesitará algo más que la insistencia de Biden en el "somos mejores que eso" para convencer a los amigos democráticos o a los adversarios dictatoriales de que el asalto al corazón de la democracia estadounidense por parte de los recelosos seguidores de Trump ha sido solamente un fallo temporal.
