Raul Krauthausen ist Risikopatient. Da er nicht in einer Pflegeeinrichtung lebt, gehört er nicht zur ersten Impfgruppe. Die Impfstrategie sei verfehlt, kritisiert er.

Über 1,6 Millionen Menschen sind in Deutschland mittlerweile geimpft worden, etwa 283.000 von ihnen haben laut Robert Koch-Institut einen vollen Impfschutz. Raul Krauthausen zählt bisher noch nicht dazu. Der 40-jährige Aktivist für Inklusion und Barrierefreiheit wird zu Hause von Assistent*innen unterstützt und gehört zur Risikogruppe. Im Interview erzählt er, warum er sich von der Politik im Stich gelassen fühlt.
Zeit Online: Raul, hast du schon einen Impftermin?
Raul Krauthausen: Nein. Für die Bundesregierung und die Ständige Impfkommission gehöre ich scheinbar nicht zur Risikogruppe, die zuerst geimpft werden soll. In ihren Köpfen arbeiten Menschen mit Behinderungen oder Vorerkrankungen offenbar ausschließlich in Behindertenwerkstätten, wohnen in Pflegeheimen – oder eben im Altenheim. Dementsprechend steht im Impfplan in der ersten Impfgruppe nichts von Diagnosen, sondern von Einrichtungen. Dass die meisten Risikopatient*innen zu Hause leben, wird dabei nicht beachtet. Ich habe also noch keinen Impftermin, obwohl ich möglicherweise dieselbe Behinderung habe wie ein Mensch, der in einer Pflegeeinrichtung lebt und die Impfung schon erhalten hat. Gerade sieht es danach aus, als würden auch meine Assistent*innen vor mir geimpft werden. Das freut mich für sie, nicht falsch verstehen. Aber das heißt für mich: Eigentlich geht es bei der jetzigen Impfstrategie nicht darum, alle Risikopatient*innen gleichermaßen zu schützen.
Zeit Online: Seit Kurzem erlaubt die Impfstrategie Ausnahmen in Einzelfällen.
Ja, es ist allerdings sehr schwierig, diese Ausnahmeregelung zu bekommen, und könnte unter Menschen, die zu Hause betreut werden, zu einem regelrechten Wettbewerb werden: Die mit den besten Kontakten und Durchhaltevermögen gewinnen und werden geimpft. Das kann nicht die Lösung sein. In der Empfehlung der Ständigen Impfkommission heißt es im Wortlaut: "Aufgrund begrenzter Impfstoffverfügbarkeit soll die Impfung zunächst nur Personengruppen angeboten werden, die ein besonders hohes Risiko für schwere oder tödliche Verläufe einer Covid-19-Erkrankung haben oder die beruflich entweder besonders exponiert sind oder engen Kontakt zu vulnerablen Personengruppen haben." Warum schließt man dann im Nachgang Menschen aus, nur weil sie nicht in Einrichtungen wohnen?

Zeit Online: Du unterstützt eine Petition, die eine Anpassung der Impfstrategie fordert. Wie sollte die aus deiner Sicht aussehen?
Ich möchte eine größere Flexibilität für Menschen aus der Risikogruppe, die in der aktuellen Impfempfehlung erst sehr weit hinten auftauchen. Die Lösung kann wahrscheinlich nicht sein, alle möglichen Diagnosen in der Empfehlung aufzulisten. Es ist schwer zu sagen, welche Erkrankung mit welchem Risiko verbunden ist. Die jetzige Einzelfallregelung ist aber schwammig formuliert und ermöglicht kein geordnetes Verfahren für die, die sich Sorgen machen, besonders gefährdet zu sein. Es wirkt eher so: Man hat entweder gute Kontakte und Glück – oder nicht. Ich fordere deshalb eine klarere Regelung, wie Menschen, die durch ihre Behinderung oder Vorerkrankungen gefährdet sind, sich von einem Arzt auf eine Impfeignung prüfen und dann auch eine vorzeitige Impferlaubnis erhalten können.
Zeit Online: Wie gefährlich könnte eine Infektion mit dem Coronavirus für dich sein? 

Ich bin aus verschiedenen Gründen Risikopatient. Ich bin relativ klein, meine Körpergröße liegt bei etwa einem Meter. Also sind auch meine Lungen kleiner. Eine Infektion der Lunge kann für mich deshalb gravierendere Folgen haben als für andere Menschen. Wenn ich erkranke, fällt meine Assistenz vermutlich weg, weil meine Assistent*innen wegen der Ansteckungsgefahr nicht mehr kommen. Oder sie haben sich bereits angesteckt und werden selbst krank. Ich brauche sie aber zwingend im Alltag, das fängt schon beim Einkleiden und meiner Körperpflege an. Außerdem könnte meine Überlebenschance im Krankenhaus kleiner ausfallen. Ich habe Vorerkrankungen, möglicherweise spricht man mir eine geringere Genesungschance zu als einem bis dahin gesunden Menschen und verwehrt mir die Behandlung, wenn alle Intensivbetten und Beatmungsgeräte belegt sind.

Zeit Online: Was du ansprichst, nennt sich Triage: die Priorisierung medizinischer Hilfeleistung, wenn nicht genügend Ressourcen verfügbar sind, in diesem Fall vor allem Beatmungsgeräte. Davon sind wir im Moment weit entfernt, <a href="https://www.aerzteblatt.de/nachrichten/111556/Behindertenbewegung-kritisiert-Triage-Vorschlaege-medizinischer-Fachgesellschaften" target="_blank">einige Menschen mit Behinderung</a> haben aber die Sorge, dass das für sie im Fall der Fälle ein Todesurteil sein könnte. Teilst du diese Sorge?
Ich sage es mal so: Mehrere medizinische Fachverbände haben <a href="https://www.awmf.org/uploads/tx_szleitlinien/040-013l_S1_Zuteilung-intensivmedizinscher-Ressourcen-COVID-19-Pandemie-Klinisch-ethische_Empfehlungen_2020-07_2.pdf" target="_blank">Leitlinien für die Triagestrategie während der Pandemie entwickelt</a>, an denen sich Ärzt*innen im Ernstfall orientieren können. Der Ansatz dieser Leitlinien ist, dass die Person behandelt wird, die bessere Überlebenschancen hat. Es gibt aber durchaus alternative und in meinen Augen gerechtere Ansätze. Zum Beispiel den der Dringlichkeit oder eine Entscheidung nach Zufallsprinzip. Oder nach chronologischer Reihenfolge: Wer zuerst kommt, mahlt zuerst. Die Überlebenswahrscheinlichkeit muss also nicht unbedingt der ausschlaggebende Faktor sein. Es ist aber der, mit dem Menschen wie ich womöglich erst mal im Nachteil sind. In Deutschland bräuchte es dringend eine intensivere gesellschaftliche Debatte darüber, nach welchem Prinzip wir Triage während der Pandemie durchführen wollen. Oder wenn keine gesellschaftliche, dann zumindest eine parlamentarische Debatte. Aktuell fehlt eine demokratisch legitimierte Grundlage, man lässt Ärzt*innen mit der Entscheidung über Leben und Tod alleine.
Zeit Online: Du und andere Aktivist*innen machen unter dem Hashtag #Risikogruppe auf die Situation von Menschen mit Behinderung aufmerksam. Was wollt ihr erreichen?
Wir wollten zu Beginn der Pandemie aufklären, dass der Begriff Risikogruppe nicht nur alte Menschen meint, sondern auch Jüngere, Raucher*innen, Menschen mit Behinderung oder mit chronischen Erkrankungen. Vermutlich gehören etwa 30 Millionen Menschen in Deutschland zur Risikogruppe. Mittlerweile habe ich allerdings die Sorge, dass der Begriff "Risikogruppe" neu besetzt wird: als die Gruppe, die ein Risiko für die Wirtschaft darstellt. Aus CDU und vor allem FPD hört man immer wieder, man müsse die Risikogruppen schützen, um den Lockdown zu beenden. Da werde ich hellhörig, für mich heißt das: Wir müssen diese Gruppe also nicht schützen, um sie zu schützen, sondern damit die Wirtschaft und das "normale" Leben weitergehen können. Um diese Umdeutung zu vermeiden, würde ich mir wünschen, dass wir den Begriff "Risikogruppe" durch "vulnerable Gruppen" ersetzen. Dahinter stehen Menschen, die seit März in Selbstisolation leben. Jetzt sollten mal die anderen dran sein. Vor allem die Wirtschaft.

Zeit Online: Du unterstützt auch die Zero-Covid-Initiative.
Ja, ich bin nicht nur für eine Fortsetzung, sondern eine Verschärfung des Lockdowns, um das Infektionsgeschehen so weit herunterzufahren, dass man es wieder unter Kontrolle hat. Im besten Fall sind das null Neuinfektionen. Dafür müssen wir in einen Lockdown zurück, wie wir ihn vergangenen März hatten: dass alle zu Hause bleiben, die nicht systemrelevant sind. Auch Schulen müssen erst mal geschlossen bleiben. Natürlich wird das anstrengend und teuer, aber ich bin mir sicher, dass es anstrengender und teurer wird, diesen "Lockdown light" über Monate hinweg fortzusetzen. Um die Kosten zu stemmen, plädiere ich außerdem für eine Art Vermögensbeitrag derjenigen, die im Lockdown reicher geworden sind.
Zeit Online: Gerade sprachen wir über die Impfstrategie. Wo hast du noch das Gefühl, vergessen worden zu sein?
Das zieht sich wie ein roter Faden durch diese Pandemie. Im Frühjahr 2020 ging die Diskussion um Masken los und darum, wo man sie herbekommt. Die Bundesregierung hat sich dann entschlossen, zuerst die Pflegeeinrichtungen mit Masken zu versorgen. Da wurden sie auch dringend benötigt, gar keine Frage. Jede Maske ist eine gute Maske, jede Impfung ist eine gute Impfung. Es geht mir nicht darum, eine Neiddebatte anzufangen. Aber es kann nicht sein, dass bestimmte Bevölkerungsgruppen systematisch vergessen werden. Risikopatient*innen, die zu Hause leben, haben nicht nur in der Anfangszeit keine Masken bekommen, sondern in den gesamten letzten Monaten nicht. Jetzt sind Gutscheine für zwei FFP2-Masken pro Person angedacht – ich habe bisher allerdings noch keinen bekommen. Für mich ist das nicht weiter dramatisch, ich kann mir die Masken leisten. Aber es gibt Menschen, die sich die nicht leisten können. Ähnlich ist das mit Tests. In der Bundesliga wird ständig getestet, Menschen mit Behinderung, die nicht in einer Einrichtung leben, kommen kaum an kostenlose Tests, weder für sich selbst noch für unsere Assistenz. Jetzt geht es mit den Impfungen weiter, die uns fürs Erste verwehrt bleiben.
Zeit Online: Was wirfst du der Politik vor?
Ich habe keinen Zweifel daran, dass Politiker*innen gerade während dieser Pandemie unter unglaublichem Druck arbeiten und anfangs keine*r mitgedacht hat, was eigentlich mit den Risikogruppen ist, die nicht alt sind und zu Hause leben. Problematisch ist, dass das im Nachhinein nicht ausreichend korrigiert wird. Nach über zehn Monaten Pandemie sollten diese Defizite bekannt sein, ich unterstelle mittlerweile einen Vorsatz. Das Problem ist, dass solche politischen Entscheidungen an einem Tisch getroffen, an dem wir nicht sitzen werden. Da geht es uns, glaube ich, ähnlich wie Menschen, die von Rassismus betroffen sind. Wir müssen gerade ständig einen Seelenstriptease machen und erzählen, wie scheiße es uns geht. Dann hat die Medienbranche eine tolle Headline, aber am Ende des Tages ändert sich nichts.
Zeit Online: Was würdest du dir stattdessen wünschen?
Einen Umgang, wie ihn manche anderen Länder pflegen. Österreich zum Beispiel hat Menschen, die zu Hause leben, nach Protesten der Behindertenbewegung in der Impfpriorisierung an erste Stelle gesetzt. Warum geht das nicht hier?

More than 1.6 million people have been vaccinated in Germany, and about 283,000 of them have full vaccination protection, according to the Robert Koch Institute. Raul Krauthausen is not yet one of them. The 40-year-old activist for inclusion and accessibility is assisted at home and belongs to the high-risk group. In an interview with Zeit Online, he explains why he feels abandoned by politics.
Zeit Online: Mr Krauthausen, do you already have a vaccination appointment?
Raul Krauthausen: No. For the Federal Government and the Standing Commission on Vaccination, I obviously do not belong to the high-risk group which is to be vaccinated first. Apparently, they think people with disabilities or pre-existing conditions apparently work exclusively in workshops for the disabled and live in nursing or even in old people's homes. Accordingly, the vaccination schedule for the first vaccination group doesn't say anything about diagnoses, but only about facilities. The fact that most risk patients live at home is not taken into account. Hence, I don't have a vaccination appointment yet, even though I may have the same disability as someone who lives in a care facility and has already received the vaccination. Right now it looks like my assistants are getting vaccinated before me too. I'm happy for them, don't get me wrong. But that tells me: the current vaccination strategy, actually, is not about protecting all high-risk patients equally.
Recently, the vaccination strategy has allowed exceptions in individual cases.
Yes, but it is very difficult to get this exemption and it could become a real competition among people who are cared for at home: those with the best contacts and staying power win and get vaccinated. This cannot be the solution. The recommendation of the Standing Commission on Vaccination reads as follows: "Due to limited vaccine availability, vaccination should initially only be offered to groups of people who are at particularly high risk of severe or fatal courses of Covid-19 disease or who are either particularly exposed occupationally or have close contact with vulnerable groups of people." So, why exclude people in the aftermath just because they don't live in facilities?

You support a petition that calls for an adjustment of the vaccination strategy. What should that look like from your point of view?
I would like to see greater flexibility for people in the high-risk group, who only appear very far down the list in the current vaccination recommendation. The solution probably can't be to list all possible diagnoses in the recommendation. It is hard to say which disease is associated with which risk. But the current case-by-case approach is woolly and does not allow for an orderly process for those who are concerned about being at particular risk. It seems more like you either have good contacts and luck – or you do not. I, therefore, call for a clearer regulation on how people who are at risk due to their disabilities or pre-existing conditions can be assessed by a doctor for vaccine eligibility and then also receive an early vaccination permit.
How dangerous could an infection with the coronavirus be for you?
I am a high-risk patient for several reasons. I am relatively short, my height is about one meter. So, my lungs are also smaller. An infection of the lungs can therefore have more serious consequences for me than for other people. If I fall ill, I probably can't be assisted any more because my assistants would no longer be able to come due to the risk of infection. Or they have already been infected and become ill themselves. But I absolutely need them in my everyday life, starting with getting dressed and my personal hygiene. Besides, my chance of survival in the hospital could be smaller. I have pre-existing conditions, I may be given a lower chance of recovery than a previously healthy person and denied treatment if all the ICU beds and ventilators are occupied.

What you're referring to is called "triage": the prioritisation of medical assistance when there aren't enough resources available, in this case mainly ventilators. Right now, the triage does not yet play a role. However, some people with disabilities are concerned that this could be a death sentence for them. Do you share that concern?
Let me put it this way: several medical associations have created <a href="https://www.aerzteblatt.de/nachrichten/111556/Behindertenbewegung-kritisiert-Triage-Vorschlaege-medizinischer-Fachgesellschaften">guidelines for the triage strategy during the pandemic</a>, which doctors can use as a guide in case of an emergency. The approach of these guidelines is to treat the person who has a better chance of survival. However, there are alternative and, in my opinion, fairer approaches. For example, urgency, or even random decision-making. Or a chronological order: first come, first served. So, the probability of survival is not necessarily the deciding factor. But it is the one with which people like me are possibly at a disadvantage to begin with. In Germany, there urgently needs to be a more intensive social debate about the principle according to which we want to carry out triage during a pandemic. Or if not a social debate, then at least a parliamentary debate. Currently, there is no democratically legitimised basis, doctors are left alone with the decision about life and death.
You and other activists draw attention to the situation of people with disabilities under the hashtag #Risikogruppe, high-risk group. What do you want to achieve?
At the beginning of the pandemic, we wanted to make people aware that the term high-risk group does not only mean old people, but also younger people, smokers, people with disabilities or chronic illnesses. Probably about 30 million people in Germany belong to the high-risk group. In the meantime, however, I am concerned that the term "high-risk group" is being recast as the group that poses a risk to the economy. We keep hearing from the CDU and especially the FPD that we need to protect the high-risk groups in order to end the lockdown. That makes my ears prick up, to me, it means: so we don't need to protect this group to protect them, but so that the economy and "normal" life can go on. To avoid this reinterpretation, I would like us to replace the term "high-risk group" with "vulnerable groups". This would include people who have been living in self-isolation since March. Now, it should be the others' turn to step back. Especially the business community and economy must take action, and prioritise those in need.&nbsp;

You also support the Zero Covid initiative.
Yes, I'm not only for a continuation, but a tightening of the lockdown to bring down the infection level to the point where you can control it again. The best-case scenario is zero new infections. For that, we need to go back to a lockdown like we had last March: everyone, who is not relevant for the system to work, stays home. Even schools have to stay closed for now. Of course, this will be exhausting and expensive, but I'm sure it will be more exhausting and expensive to continue this "lockdown light" for months. To help defray the costs, I also advocate some kind of wealth contribution from those who got richer in the lockdown.
Just now we were talking about the vaccination strategy. Where else do you feel you've been forgotten?
That's a common thread running through this pandemic. In the spring of 2020, the discussion started about masks and where to get them. The federal government then decided to supply the nursing homes with masks first. They were desperately needed there, no question about it. Any mask is a good mask, any vaccination is a good vaccination. I don't want to start a debate about envy. But the government's strategy cannot simply forget about certain population groups. High-risk patients who are living at home not only didn't get masks in the early days, they didn't get them in the entire last few months. Now, vouchers for two FFP2 masks per person are being considered – but I haven't received one yet. It's not a big deal for me, I can afford the masks. But there are people who can't afford them. It's similar with the tests. The players of the Bundesliga, the football league, are constantly being tested. People with disabilities who do not live in an institution can hardly get free tests. Neither for themselves nor for our assistance. Now, the same thing applies to vaccinations, which we're denied for now.
What do you blame politicians for?
I have no doubt that politicians are working under incredible pressure, especially during this pandemic, and that initially, no one thought about what would actually happen to the risk groups who are not old and live at home. The problem is that this is not sufficiently corrected in retrospect. After more than ten months of the pandemic, these deficits should be known, and I assume by now that they are intentional. The problem is that such political decisions are taken at a table at which we will not be sitting. In that respect, I think we feel a lot like people who are affected by racism. We just have to constantly do a striptease of our souls and explain how crappy we are. Then the media industry has a great headline, but at the end of the day, nothing changes.
What would you like to see instead?
A way of dealing with things like some other countries do. Austria, for example, has put people living at home first in vaccination prioritisation after protests from the disability movement. Why can't that be done here?

Raul Krauthausen est un patient à haut risque. Mais comme il ne vit pas dans un établissement de soins, il ne sera pas vacciné tout de suite. Selon lui, la stratégie de l'État n'a pas de sens. 

Plus de 1,6 million de personnes ont été vaccinées en Allemagne, et environ 283 000 d'entre elles bénéficient d'une protection vaccinale complète, selon l'Institut Robert Koch. Raul Krauthausen n'en fait pas encore partie. Âgé de 40 ans, ce défenseur de l'inclusion et de l'accessibilité bénéficie d'une aide à domicile et appartient au groupe à haut risque. Dans une interview accordée à Zeit Online, il explique pourquoi il se sent abandonné par les politiques.
Zeit Online : M. Krauthausen, avez-vous déjà eu un rendez-vous pour vous faire vacciner ?
Raul Krauthausen: Non. Pour le gouvernement fédéral et la Commission permanente de vaccination, de toute évidence, je n'appartiens pas au groupe à haut risque qui doit être vacciné en premier. Apparemment, ils pensent que les personnes handicapées ou souffrant de maladie préexistantes travaillent exclusivement dans des ateliers pour handicapés et vivent dans des maisons de soins ou même dans des maisons de retraite. Le calendrier de vaccination du premier groupe de personnes à vacciner ne s'arrête pas sur les diagnostics, mais seulement sur les établissements. Le fait que la plupart des patients à risque vivent à domicile n'est pas pris en compte. Par conséquent, je n'ai pas encore de rendez-vous de vaccination, même si je souffre du même handicap qu'une personne vivant dans un établissement de soins et ayant déjà reçu la vaccination. Pour l'instant, il semble que mes auxiliaires de vie se font vacciner avant moi aussi. Je suis heureux pour eux, ne vous méprenez pas. Mais cela signifie qu'en réalité, la stratégie de vaccination actuelle ne vise pas à protéger de la même manière tous les patients à haut risque.
Récemment, la stratégie de vaccination a autorisé des exceptions pour certains cas individuels...
Oui, mais il est très difficile d'obtenir cette exemption et cela pourrait entraîner une véritable mise en concurrence entre les personnes soignées à domicile : celles qui ont les meilleurs contacts et le plus d'énergie gagnent et se font vacciner. Cela ne peut pas être la solution. La recommandation de la Commission permanente sur la vaccination est la suivante : « En raison de la disponibilité limitée de vaccins, la vaccination ne devrait être proposée, dans un premier temps, qu'aux groupes de personnes qui sont particulièrement exposés à un risque d'évolution grave ou fatale de la Covid-19 ou qui sont soit particulièrement exposés professionnellement, soit en contact étroit avec des groupes de personnes vulnérables ». Alors, pourquoi exclure des personnes juste parce qu'elles ne vivent pas dans des établissements de soins ?

Vous soutenez une pétition qui demande un ajustement de la stratégie de vaccination. Quelle forme doit prendre la stratégie, selon vous ?
J'aimerais voir une plus grande flexibilité pour les personnes du groupe à haut risque, qui ne figurent que très loin dans la liste de la recommandation actuelle sur la vaccination. La solution ne peut probablement pas consister à énumérer tous les diagnostics possibles dans la recommandation. Il est difficile de dire quelle maladie est associée à quel risque. Mais l'approche actuelle au cas par cas est floue et ne permet pas un processus ordonné pour ceux qui s'inquiètent d'être particulièrement exposés à un risque. Il semble plutôt qu'il s'agisse d'avoir de bons contacts et de la chance - ou que vous n'en ayez pas. Je demande donc une réglementation plus claire sur la manière dont les personnes à risque en raison de leur handicap ou de maladies préexistantes peuvent être évaluées par un médecin pour déterminer si elles peuvent être vaccinées et recevoir un permis de vaccination anticipé.
À quel point une infection au coronavirus peut-elle être dangereuse pour vous ?

Au début de la pandémie, nous voulions faire prendre conscience aux gens que le terme de groupe à haut risque ne désigne pas seulement les personnes âgées, mais aussi les jeunes, les fumeurs, les personnes handicapées ou souffrant de maladies chroniques. En Allemagne, environ 30 millions de personnes en font probablement partie. Or je m'inquiète du fait que le terme de « groupe à haut risque » soit en train d'être refondu pour désigner le groupe qui représente un risque pour l'économie. La CDU (l'Union chrétienne-démocrate en Allemagne, ndlr) et surtout le FPD (le parti libéral-démocrate allemand, ndlr) nous répètent sans cesse que nous devons protéger les groupes à haut risque afin de mettre fin au confinement. Cela me fait dresser les oreilles, car pour moi cela signifie : nous n'avons pas besoin de protéger ce groupe pour les préserver, mais pour que l'économie et la vie « normale » puissent reprendre. Pour éviter cette réinterprétation, je voudrais que nous remplacions l'expression « groupe à haut risque » par « groupes vulnérables ». Cela inclurait les personnes qui vivent en quarantaine depuis le mois de mars. Maintenant, ce devrait être le tour des autres de faire un effort. Oui, je ne suis pas seulement pour la continuité, mais pour un renforcement du confinement afin de faire baisser le niveau d'infection au point de pouvoir le contrôler à nouveau. Le meilleur scénario est de ne plus avoir de nouvelles infections. Pour cela, nous devons revenir à un confinement comme en mars dernier : tous ceux qui ne sont pas essentiels au fonctionnement du système restent chez eux. Même les écoles doivent rester fermées. Bien sûr, ce sera épuisant et coûteux, mais je suis sûr qu'il serait plus épuisant et plus coûteux de poursuivre ce « confinement light » pendant des mois. Pour aider à couvrir les coûts, je préconise également une sorte de taxation de ceux qui se sont enrichis pendant le confinement.

Je ne doute pas que les politiciens travaillent sous une pression incroyable, surtout pendant cette pandémie, et qu'au début, personne ne pensait à ce qui arriverait réellement aux groupes à risque qui ne sont pas âgés et vivent chez eux. Le problème est que cela n'est pas assez rectifié rétrospectivement. Après plus de dix mois de pandémie, ces défauts devraient être connus, et je suppose aujourd'hui qu'ils sont intentionnels. Le problème est que ces décisions politiques sont prises à une table où nous ne sommes pas assis. À cet égard, nous nous sentons beaucoup comme les personnes victimes de racisme. Nous devons constamment nous mettre à nu et expliquer à quel point nous sommes nazes. Ensuite, l'industrie des médias en fait les gros titres, mais au bout du compte, rien ne change.

El problema es que ni siquiera con perspectiva han sido capaces de corregir esto. Han pasado diez meses de la pandemia, estos déficits deberían conocerse, y supongo que a estas alturas tienen una intención. El problema es que esas decisiones políticas se toman en una mesa en la que no nos vamos a sentar. En ese sentido, creo que nos sentimos como suelen sentirse quienes sufren racismo. No nos queda otra que hacer una continua exposición de nuestras almas y explicar lo mal que estamos. Los medios ganan un buen titular, pero al final, nada cambia.

Chciałbym zobaczyć większą elastyczność w stosunku do osób z grupy wysokiego ryzyka, które w obecnych zaleceniach dotyczących szczepień pojawiają się dopiero niemal na samym końcu listy. Rozwiązanie zapewne nie może polegać na wymienieniu w zaleceniu wszystkich możliwych schorzeń. Trudno powiedzieć, która choroba jest związana z jakim ryzykiem. Jednak obecne podejście, opierające się na odniesieniu do pojedynczych przypadków, jest mętne i nie pozwala na wypracowanie uporządkowanych procedur dla osób obawiających się, że są w grupie szczególnego ryzyka. Wygląda raczej na to, że albo ma się dobre kontakty i szczęście - albo nie. Dlatego wzywam do wprowadzenia jaśniejszych przepisów dotyczących sposobu, w jaki osoby zagrożone ze względu na swoją niepełnosprawność lub schorzenia współistniejące mogą zostać ocenione przez lekarza pod kątem kwalifikowalności do szczepienia, a następnie otrzymać pozwolenie na wczesne szczepienie.
Jak niebezpieczne może być dla pana zakażenie koronawirusem?
