<p>In a post-Brexit world the UK is trying to navigate both a changing international security situation and the loss of unfettered access to its largest market. The new Integrated Review aims to provide answers to this problem by turning Britain’s focus more towards Asia and the Pacific Rim for both trade and security partnerships. The UK is seeking to join the 11-nation trade bloc the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP), while deploying naval forces to patrol the region.</p>
<p>Clearly, there is a shift in global economic and military power towards Asia and any British government would be remiss to ignore that – but there is no getting away from the fact that the UK’s local security environment is European. The UK is an Atlantic rather than a Pacific power, and it will struggle to project its military power eastwards even with two new aircraft carriers. So, what are the challenges of this pivot eastwards and why is the UK going east of Suez again? Three issues are immediately apparent.</p>
<h3>Pacific partnership</h3>
<p>The CPTPP, which is a free-trade agreement between 11 countries around the Pacific Rim, potentially provides the UK with access to a market of 500 million people. The UK’s current trading relationship with the bloc accounts for approximately 10 percent of UK exports. This is similar to its trading relationship with Germany – but a fraction of UK trade with the European Union, which was 47 percent of UK exports in 2019.</p>
<p>That said, there is some potential for an increase in the UK’s relationship with the CPTPP countries rapidly developing and growing their economic wealth. Australia, Canada, Japan, New Zealand and Vietnam are members of the 11-country bloc and there is talk of the Biden administration taking the US back in at some point.</p>
<p>The UK’s main problem is distance: while the UK is only 21 miles from France, the distance between London and Tokyo is 5,983 miles (Japan is currently the largest economy in CPTPP). How does the UK make itself relevant to countries so far away and how does it foster trade between them?</p>
<p>The security pivot to the east seems to be an attempt to deal with this problem. The projection of military power in the form of a carrier strike group, led by the new aircraft carrier HMS Queen Elizabeth, may provide the UK with at least a semblance of interest in the region and signal a willingness to protect its maritime trade routes. But sending military forces to east Asia may lead to potential confrontation with China.</p>
<h3>The China question</h3>
<p>This is the £30.7 billion question (UK exports to China in 2019). China is the second-largest economy in the world and is forecast to overtake the US in 2028. Successive UK governments have recognised the economic importance of China and have tried to improve relations with the country. This is a major headache for the British government. The UK clearly has significant incentives to foster economic cooperation, particularly after Brexit – but it also views China as a strategic competitor that can’t be trusted.</p>
<p>Huawei’s investment in the UK’s 5G digital infrastructure is a clear example of the competing pressures on the UK government. Advocates for Huawei have claimed its technology is world-leading and cost-effective, while detractors argue that placing Huawei’s hardware at the core of 5G network infrastructure would give the Chinese government access to sensitive data and constitute an unacceptable risk. In the end the UK, under some pressure from the United States, decided to remove Huawei’s equipment from the UK’s 5G infrastructure.</p>
<p>Developing a strategy to confront these two opposing pressures – expanding economic cooperation while confronting a perceived Chinese threat will not be easy. Does the UK ignore the Chinese government’s behaviour to protect economic cooperation or does it pick a side and begin a policy of containment regardless of the economic costs?</p>
<h3>Special relationship</h3>
<p>One of the key principles that the Integrated Review states is: “The United States will remain our most important bilateral relationship” – and a pivot east may help to maintain this relationship. Prior to Brexit, the UK played the role of bridge between the US and the EU as well as being an active member of Nato. Post-Brexit the UK is no longer able to play the role of bridge, although it can still be an active member of Nato.</p>
<p>The pivot east appears to be an attempt to not only foster new trading relationships but also to demonstrate the UK’s relevance to the US as it moves its security focus towards China and the Asia-Pacific region. It suggests a belief that, by cooperating with US attempts to counter growing Chinese power, the UK will continue to show its value to Washington as a dependable and capable ally.</p>
<p>The problem the UK has is that by closely following the US, it may put further economic cooperation with China at risk. Developing trade deals with China won’t be easy if your closest ally wants your support as it works to contain Chinese influence. How does the UK square the circle of maintaining good relations with the United States and China?</p>
<p>While there are numerous reasons as to why the UK may wish to pivot eastwards, these are the three areas that British policymakers appear to be focusing on post-Brexit: fostering trade, negotiating a sustainable approach to China, and continuing to maintain close economic and security ties with the US. But while this repositioning towards the Asia-Pacific may present itself as a partial solution to some of the UK’s problems, it will also create considerable future challenges that have no easy answers.</p>

<h3>Besondere Beziehung</h3>
<p>Eines der wichtigsten Prinzipien, die der Integrated Review nennt, lautet: "Die Vereinigten Staaten werden unser wichtigster bilateraler Partner bleiben." Und eine Wendung gen Osten könnte dazu beitragen, diese Beziehung aufrechtzuerhalten. Vor dem Brexit war das Vereinigte Königreich eine Brücke zwischen den Vereinigten Staaten und der EU und ein aktives Mitglied der Nato. Nach dem Brexit kann Großbritannien nicht mehr als Brücke dienen, obwohl es immer noch ein aktives Mitglied der Nato sein kann.</p>
<p>Die Ausrichtung gen Osten scheint damit ein Versuch zu sein, nicht nur neue Handelsbeziehungen zu fördern, sondern auch die Bedeutung Großbritanniens für die Vereinigten Staaten zur Schau zu stellen, die ihren Sicherheitsfokus auf China und die asiatisch-pazifische Region richten. Es deutet auf die Überzeugung hin, dass Großbritannien durch die Zusammenarbeit mit den Versuchen der Vereinigten Staaten, der wachsenden chinesischen Macht entgegenzuwirken, seinen Wert für Washington als zuverlässiger und fähiger Verbündeter weiterhin unter Beweis stellen wird.</p>
<p>Das Problem, das Großbritannien hat, ist, dass es durch die enge Anlehnung an die Vereinigten Staaten die weitere wirtschaftliche Zusammenarbeit mit China gefährden könnte. Die Entwicklung von Handelsabkommen mit China wird nicht einfach sein, wenn der engste Verbündete Ihre Unterstützung will, während er daran arbeitet, den chinesischen Einfluss einzudämmen. Wie schafft das Vereinigte Königreich die Quadratur des Kreises zwischen guten Beziehungen zu den Vereinigten Staaten und China?</p>
<p>Obwohl es zahlreiche Gründe gibt, warum Großbritannien sich gen Osten orientieren möchte, sind dies die drei Bereiche, auf die sich die britische Politik nach dem Brexit zu konzentrieren scheint: die Förderung des Handels, die Aushandlung einer nachhaltigen Annäherung an China und die Aufrechterhaltung enger wirtschaftlicher und sicherheitspolitischer Beziehungen zu den Vereinigten Staaten. Doch während sich diese Neupositionierung in Richtung Asien-Pazifik als Teillösung für einige der Probleme Großbritanniens darstellen mag, wird sie auch erhebliche zukünftige Herausforderungen schaffen, auf die es keine einfachen Antworten gibt.</p>

Handel und Sicherheit: Großbritannien gerät zwischen die Großmächte

Wenn Großbritannien dem asiatisch-pazifischen Handelsabkommen beitreten will, gefährdet es seine Beziehungen zu Europa – und den USA.

<p>Dans un monde post-Brexit, le Royaume-Uni tente de s'adapter tant à une situation de sécurité internationale changeante qu'à la perte d'un accès sans entrave à son plus grand marché, l'Union européenne. La très attendue « revue intégrée de sécurité, défense, développement et politique étrangère » vise à apporter des réponses à ce problème en faisant pivoter la Grande-Bretagne vers l'Asie et le littoral du Pacifique, tant pour le commerce que pour les partenariats en matière de sécurité. Ainsi, le Royaume-Uni cherche à rejoindre l'Accord de partenariat transpacifique (CPTPP), tout en déployant des forces navales pour patrouiller dans la région.</p>
<p>S'il est clair que la puissance économique et militaire mondiale se déplace vers l'Asie, ce que le gouvernement britannique aurait tort d'ignorer, il n'en demeure pas moins que l'environnement sécuritaire local du Royaume-Uni est européen. Le Royaume-Uni est une puissance atlantique plutôt que pacifique, et il aura du mal à projeter sa puissance militaire vers l'Est, même avec deux nouveaux porte-avions. Alors, quels sont les défis de ce pivot vers l'Est et pourquoi le Royaume-Uni se tourne-t-il à nouveau à l'est du canal de Suez ? Cette stratégie pose trois problèmes majeurs.</p>
<h3>Le partenariat transpacifique</h3>
<p>Le CPTPP, accord de libre-échange entre 11 pays du pourtour du Pacifique, offre potentiellement au Royaume-Uni l'accès à un marché de 500 millions de personnes. Les relations commerciales actuelles du Royaume-Uni avec ce bloc représentent environ 10 % des exportations britanniques, soit l'équivalent de sa relation commerciale avec l'Allemagne, mais une fraction du commerce britannique avec l'UE, qui représentait 47 % des exportations britanniques en 2019.</p>
<p>Cela dit, il existe un certain potentiel pour accroître les relations entre Londres et les pays du CPTPP en plein développement économique. Parmi ses membres se trouvent en effet L'Australie, le Canada, le Japon, la Nouvelle-Zélande et le Vietnam, et il est question que l'administration Biden fasse revenir les États-Unis au sein du bloc.</p>
<p>Le principal problème du Royaume-Uni est la distance : alors que le Royaume-Uni n'est qu'à 21 miles de la France (34 km), la distance entre Londres et Tokyo est de 5 983 miles (9 630 km), le Japon étant actuellement la plus grande économie du CPTPP. Comment le Royaume-Uni peut-il se rendre utile à des pays aussi éloignés et comment peut-il favoriser les échanges entre eux ?</p>
<p>Le pivot sécuritaire vers l'Est semble être une tentative de résoudre ce problème. La projection de la puissance militaire sous la forme d'un groupe d'attaque de porte-avions, dirigé par le nouveau porte-avions HMS Queen Elizabeth, peut donner au Royaume-Uni un semblant d'intérêt pour la région et signaler sa volonté de protéger ses routes commerciales maritimes. Mais l'envoi de forces militaires en Asie orientale peut conduire à une confrontation potentielle avec la Chine.</p>
<h3>La question de la Chine</h3>
<p>C'est la question à 30,7 milliards de livres sterling (35,0 milliards d'euros, soit le montant des exportations britanniques vers la Chine en 2019). La Chine est la deuxième plus grande économie du monde et devrait dépasser les États-Unis en 2028. Les gouvernements britanniques successifs ont reconnu l'importance économique de la Chine et ont tenté d'améliorer les relations avec Pékin. Il s'agit d'un casse-tête majeur pour le gouvernement britannique. Le Royaume-Uni a clairement des incitations importantes pour favoriser la coopération économique, en particulier après le Brexit - mais il considère également la Chine comme un concurrent stratégique auquel on ne peut pas faire confiance.</p>
<p>L'investissement de Huawei dans l'infrastructure numérique 5G du Royaume-Uni est un exemple clair des pressions concurrentes qui s'exercent sur le gouvernement britannique. Les défenseurs de Huawei ont affirmé que sa technologie était rentable et à la pointe du progrès, tandis que les détracteurs affirment que placer le matériel de Huawei au cœur de l'infrastructure du réseau 5G permettrait au gouvernement chinois d'accéder à des données sensibles et constituerait un risque inacceptable. Sous la pression des États-Unis, Londres a finalement opté pour le retrait de Huawei de l'infrastructure 5G du Royaume-Uni.</p>
<p>Il ne sera pas facile de développer une stratégie pour faire face à ces deux pressions antagonistes - étendre la coopération économique tout en faisant face à ce qui est perçu comme une menace chinoise. Le Royaume-Uni va-t-il ignorer le comportement du gouvernement chinois pour protéger la coopération économique, ou choisira-t-il son camp en entamant une politique d'endiguement, au mépris de son coût économique ?</p>
<h3>Une relation spéciale</h3>
<p>L'un des principes clés de la « revue intégrée » est le suivant : « Les États-Unis resteront notre relation bilatérale la plus importante », et un pivot vers l'Est peut contribuer à maintenir cette relation. Avant le Brexit, le Royaume-Uni jouait le rôle de pont entre les États-Unis et l'UE, tout en étant un membre actif de l'OTAN. Depuis le Brexit, le Royaume-Uni n'est plus en mesure de jouer ce rôle, bien qu'il puisse toujours être un membre actif de l'OTAN.</p>
<p>Le pivot vers l'Asie semble être une tentative de favoriser de nouvelles relations commerciales, mais aussi de démontrer l'importance du Royaume-Uni pour les États-Unis, alors que ces derniers se concentrent sur la sécurité de la Chine et de la région Asie-Pacifique. Londres espère qu'en coopérant avec les tentatives américaines de contrer la puissance croissante de la Chine, il continuera à se présenter comme un allié fiable et compétent à Washington.</p>
<p>Le problème du Royaume-Uni est qu'en suivant de près les États-Unis, il risque de mettre en péril la poursuite de la coopération économique avec la Chine. Difficile de conclure des accords commerciaux avec la Chine quand votre allié le plus proche souhaite que vous souteniez ses efforts pour contenir l'influence chinoise. Comment le Royaume-Uni peut-il résoudre la quadrature du cercle en maintenant de bonnes relations avec les États-Unis et la Chine ?</p>
<p>Bien qu'il existe de nombreuses raisons pour lesquelles le Royaume-Uni pourrait souhaiter pivoter vers l'Est, ce sont les trois domaines sur lesquels les décideurs britanniques semblent se concentrer après le Brexit : favoriser le commerce, négocier une approche durable avec la Chine et continuer à maintenir des liens économiques et sécuritaires étroits avec les États-Unis. Mais si ce repositionnement vers l'Asie-Pacifique peut se présenter comme une solution partielle à certains des problèmes du Royaume-Uni, il créera également des défis futurs considérables face auxquels il n'existe pas de réponses faciles.</p>

<p>Είναι σαφές ότι υπάρχει μια μετατόπιση της παγκόσμιας οικονομικής και στρατιωτικής ισχύος προς την Ασία και θα ήταν παράλειψη για οποιαδήποτε βρετανική κυβέρνηση να το αγνοήσει αυτό - αλλά δεν μπορεί να παραβλεφθεί το γεγονός ότι το τοπικό πλαίσιο ασφαλείας του Ηνωμένου Βασιλείου είναι ευρωπαϊκό. <p>Η ανάπτυξη μιας στρατηγικής για την αντιμετώπιση αυτών των δύο αντίθετων πιέσεων - επέκταση της οικονομικής συνεργασίας και ταυτόχρονη αντιμετώπιση μιας <a href="https://www.ft.com/content/fe0b9dde-0c7a-4746-9d56-9a6918e9304a">υποτιθέμενης κινεζικής απειλής</a> - δε θα είναι εύκολη. Αγνοεί, λοιπόν, το Ηνωμένο Βασίλειο τη συμπεριφορά της κινεζικής κυβέρνησης για να προστατεύσει την οικονομική συνεργασία ή διαλέγει πλευρά και αρχίζει μια πολιτική περιορισμού, ανεξάρτητα από το οικονομικό κόστος;</p>
<h3>Ειδική σχέση</h3>

<p>Ενώ υπάρχουν πολλοί λόγοι για τους οποίους το Ηνωμένο Βασίλειο μπορεί να επιθυμεί να στραφεί προς τα ανατολικά, αυτοί είναι οι τρεις τομείς στους οποίους φαίνεται να εστιάζουν οι υπεύθυνοι χάραξης πολιτικής της Βρετανίας μετά το Brexit: προώθηση του εμπορίου, διαπραγμάτευση μιας βιώσιμης προσέγγισης με την Κίνα και συνέχιση της διατήρησης στενών δεσμών στην οικονομία και στην ασφάλεια με τις ΗΠΑ.
