Los amantes de la lengua italiana adoran a Dante, los cinéfilos se vuelven locos por Fellini, los hinchas del Nápoles veneran a Maradona. La burguesía italiana también tiene su ídolo: se llama Mario Draghi y tiene una sonrisa astuta. Desde que el presidente de la República, el austero democristiano Sergio Mattarella, decidió <a href="https://www.eldiario.es/internacional/mario-draghi-acepta-encargo-formar-gobierno-italia_1_7190142.html">convocar al expresidente del Banco Central Europeo para formar un nuevo gobierno</a>, en Italia ha estallado una auténtica Draghimanía.
Muchos han acogido la decisión de Mattarella para evitar unas nuevas elecciones como un hecho histórico. Draghi, a diferencia de otros tecnócratas del pasado que también llegaron a ser primeros ministros, como Carlo Azeglio Ciampi o Mario Monti, para muchos es mucho más que un tecnócrata. Sus defensores le describen como un héroe nacional, el hombre que salvó el euro, San Mario Draghi, Supermario, o el economista italiano más respetado del mundo.
Fue suficiente con que Mattarella pronunciara su nombre para que la bolsa de Milán subiera a la mañana siguiente y para que el diferencial entre los bonos del Estado italiano y alemán bajara. El primer ministro dimisionario Giuseppe Conte, que hasta hace unas horas era el campeón del heterogéneo ejército de centro-izquierda "giallo rosso" (amarillo-rojo), de repente pasó a la historia. Y Matteo Renzi, el astuto senador florentino que al <a href="https://www.eldiario.es/internacional/nueva-crisis-politica-juego-tronos-italiano-conte-busca-apoyos-mantenerse-primer-ministro_1_6808285.html">retirar su apoyo al Gobierno de Conte el pasado enero desencadenó la crisis</a>, está siendo aclamado por los medios de comunicación y las redes sociales como el autor de una verdadera "obra maestra" política: quitar de en medio a Conte y convertirse en el árbitro de la política italiana.
<h3>Una opción popular</h3>
Pero si Mattarella ha pedido a Draghi que forme un gobierno de alto nivel para hacer frente a "las graves emergencias sanitarias, sociales, económicas y financieras" a las que se enfrenta Italia, es porque sabe que Draghi no sólo goza de la confianza de millones de italianos: es apreciado sobre todo por la clase dirigente industrial y financiera del norte de Italia, por la alta burocracia de Roma, por los círculos académicos y los medios de comunicación de Milán, por antiguos jefes de gobierno como Romano Prodi y Silvio Berlusconi, y por el mundo católico. Es raro que Italia se una detrás de un solo hombre, pero por ahora parece que es eso lo que va a ocurrir.
Draghi cuenta también con el aprecio de Bruselas, Fráncfort y Berlín, y de los círculos financieros, académicos y económicos de Estados Unidos. La propia historia personal de Draghi parece un símbolo de la redención italiana, de un país que en los años 50 era muy pobre, provinciano y marginal, y que hoy –pese a sus muchos defectos– es un país rico, industrializado y bastante internacionalizado.
<h3>Su historia</h3>
Draghi nace en Roma en 1947. Su padre trabaja en un banco y es originario de Véneto, una región rural del norte, su madre es una farmacéutica del sur de Italia. Una familia burguesa en aquella Roma que acaba de empezar a olvidar el trauma de la Segunda Guerra Mundial y a convertirse en la capital de la Dolce Vita. Siendo aún adolescente, Draghi queda huérfano de padre y madre, una tragedia que, sin embargo, no le impide estudiar (y jugar al baloncesto) en un excelente colegio dirigido por los jesuitas y graduarse en la Universidad de la Sapienza de Roma haciendo su tesis con uno de los mejores economistas de la historia de Italia, Federico Caffè.
Tras licenciarse en Roma, se doctora en el Instituto de Tecnología de Massachusetts (MIT, en inglés), que ya entonces es una de las mejores universidades del planeta. Tuvo la oportunidad de estudiar, entre otros, con Franco Modigliani, Premio Nobel de Economía, y con Robert Solow, otro genio de la 'ciencia triste'. Se casó a los 26 años y su tesis doctoral en el MIT la dedicó a su mujer, Serena.
En Italia, Draghi se impone rápidamente como uno de los economistas más brillantes de su generación. Enseña en varias universidades de prestigio (Trento, Padua, Venecia, Florencia...), en los años 80 es uno de los tecnócratas más respetados de Roma y en 1991 es nombrado Director General del Tesoro por el entonces poderoso primer ministro Giulio Andreotti. En ese periodo, la economía italiana sufre una profunda transformación, para bien o para mal, caracterizada por las privatizaciones, la liberalización de los mercados financieros, el esfuerzo por reducir la deuda: Draghi juega un papel decisivo, que hoy muchos a la izquierda del Partido Democrático (y la derecha euroescéptica) discuten. Después de todo, sólo en los últimos años, y especialmente durante el segundo gobierno de Conte, el Estado italiano ha vuelto a desempeñar un papel económico de cierta importancia.
<h3>Un "socialista liberal"</h3>
En 2005, tras una temporada como vicepresidente para Europa en Goldman Sachs, es nombrado gobernador del Banco de Italia y vuelve a desempeñar un papel clave en la modernización del arcaico y fragmentado sector bancario italiano. En 2015 se autodefine como "socialista liberal" (una fórmula que suena bastante vaga en Italia), pero a principios de la década de 2000, Draghi no se diferencia mucho de otros 'sumos sacerdotes' del liberalismo internacional. Sin embargo, precisamente por su ortodoxia moderada logra convertirse –gracias a un trabajo en equipo de Francia e Italia, y al visto bueno de Berlín– en presidente del Banco Central Europeo en 2011.
Precisamente como presidente del BCE desempeña un papel decisivo para proteger al euro en sus peores momentos. El 26 de julio de 2012, en la Conferencia de Inversión Global de Londres, Draghi pronuncia una frase que ya se ha convertido en una pieza de la identidad colectiva de Italia: "Dentro de los límites de nuestro mandato, el BCE está dispuesto a hacer todo lo que sea necesario (whatever it takes) para preservar el euro. Y créanme, será suficiente".
El euro se salva y ese whatever it takes se convierte en leyenda para millones de italianos. Este martes fue Mattarella quien invocó su propio whatever it takes convocando a Draghi para la mañana siguiente en el Quirinale, el palacio presidencial que fue residencia de los reyes de Italia. Un paso que muchos comentaristas llevan esperando desde hace años (ya se habló de Draghi como primer ministro de emergencia en 2012), y que en los últimos meses muchos han reclamado, por ejemplo el expresidente del Senado Marcello Pera, consultado por elDiario.es a mediados de enero.
Mattarella sabe que, en el revuelto Parlamento italiano, pocos tienen la fuerza necesaria para decir no a Draghi. No la tiene el Partido Democrático, ni el partido de Berlusconi, Forza Italia. Y quizá ni siquiera el M5S. Al encargar a Draghi la formación de un gobierno que dirija el país en un momento de extrema dificultad, Mattarella está obligando a los senadores y diputados a asumir responsabilidades, especialmente en la gestión del Fondo de Recuperación, que muchos en Italia ven como la última oportunidad de modernizar realmente una economía frágil y poco atenta hacia los jóvenes, las mujeres y la innovación.
Draghi pasa su tiempo libre en el campo de Umbria, región del centro de Italia famosa por ser tierra de milagros: San Benito de Nursia y San Francisco de Asís proceden de allí. Y quién sabe si algún milagro laico está a punto de hacerse realidad en Italia.

Italian language lovers adore Dante, film lovers are crazy about Fellini, Napoli fans worship Maradona. The Italian bourgeoisie also has its idol: his name is Mario Draghi, and he has a wry smile. Since the President of the Republic, the austere Christian democrat Sergio Mattarella, decided to summon the former president of the European Central Bank (ECB) to form a new government, a veritable 'Draghimania' has broken out in Italy.
Many have hailed Mattarella's decision to avoid new elections as historic. Draghi, unlike other technocrats of the past who also became prime ministers, such as Carlo Azeglio Ciampi or Mario Monti, for many is much more than a technocrat. His defenders describe him as a national hero, the man who saved the euro, Saint Mario Draghi, Supermario, or the most respected Italian economist in the world.
It was enough for Mattarella to utter his name for the Milan stock market to rise the next morning and for the spread between Italian and German government bonds to fall. Resigned Prime Minister Giuseppe Conte, who until a few hours ago was the champion of the heterogeneous centre-left "giallo rosso" (yellow-red) army, suddenly became yesterday's news. And Matteo Renzi, the astute Florentine senator who, by withdrawing his support for Conte's government last January, triggered the crisis, is being hailed by the media and social networks as the author of a true political "masterpiece": getting Conte out of the way and becoming the arbiter of Italian politics.
<h3>A popular choice</h3>
But if Mattarella has asked Draghi to form a high-level government to deal with "the serious health, social, economic and financial emergencies" facing Italy, it is because he knows that Draghi not only enjoys the confidence of millions of Italians: he is appreciated above all by the industrial and financial establishment in northern Italy, by the high bureaucracy in Rome, by academic circles and the media in Milan, by former heads of government such as Romano Prodi and Silvio Berlusconi, and by the Catholics. It is rare for Italy to unite behind one man, but for now, it looks like that is what is going to happen.
Draghi is also well-liked in Brussels, Frankfurt, and Berlin, and in US financial, academic, and economic circles. Draghi's own personal story seems a symbol of Italian redemption, of a country that in the 1950s was very poor, provincial, and marginal and that today, despite its many flaws, is a rich, industrialised, and fairly internationalised country.
<h3>His story</h3>
Draghi was born in Rome in 1947. His father worked in a bank and was originally from Veneto, a rural region in the north, and his mother was a pharmacist from the south of Italy. They were a bourgeois family in Rome, a city which had just begun to forget the trauma of the Second World War and become the capital of the Dolce Vita. While still a teenager, Draghi lost both parents, a tragedy that did not prevent him from studying (and playing basketball) at an excellent school run by the Jesuits and graduating from the Sapienza University in Rome, where he did his thesis with one of the best economists in Italian history, Federico Caffè.
After graduating, he obtained his Ph.D. at the Massachusetts Institute of Technology (MIT), already one of the best universities in the world. He had the opportunity to study, among others, with Franco Modigliani, Nobel Prize winner in Economics, and with Robert Solow, another genius of the "dismal science". He married at the age of 26 and dedicated his doctoral thesis at MIT to his wife, Serena.
In Italy, Draghi quickly established himself as one of the most brilliant economists of his generation. He taught at several prestigious universities (Trento, Padua, Venice, Florence...), in the 1980s he was one of the most respected technocrats in Rome, and in 1991 he was appointed Director-General of the Treasury by the powerful Prime Minister Giulio Andreotti. In that period, the Italian economy suffered a profound transformation, for better or for worse, characterised by privatisations, liberalisation of the financial markets, and the effort to reduce debt. Draghi played a decisive role, which today many on the left of the Democratic Party (and the Eurosceptic right) criticise. After all, it is only in recent years, and especially during the second Conte government, that the Italian state has once again played an economic role of some importance.
<h3>A "liberal socialist"</h3>
In 2005, after being Vice President for Europe at Goldman Sachs, he was appointed Governor of the Bank of Italy and once again played a key role in modernising Italy's archaic and fragmented banking sector. In 2015, he described himself as a "liberal socialist" (a rather vague-sounding formula in Italy), but in the early 2000s, Draghi was not much different from other 'high priests' of international liberalism. However, it was because of the moderate orthodoxy that he managed to become – thanks to the teamwork between France and Italy, and the approval of Berlin – President of the European Central Bank in 2011.
As president of the ECB, he played a decisive role in protecting the euro in its worst moments. On 26 July 2012, at the Global Investment Conference in London, Draghi utters a phrase that has already become a piece of Italy's collective identity: "Within the limits of our mandate, the ECB is ready to do whatever it takes to preserve the euro. And believe me, it will be enough".
The euro was saved and that "whatever it takes" became legend for millions of Italians. This Tuesday, it was Mattarella who invoked his own "whatever it takes" by summoning Draghi for the next morning at the Quirinale, the presidential palace that was once the Italian kings' residence. It was a step that many commentators have been waiting for for years (there was already talk on Draghi as emergency prime minister in 2012), and that in recent months many have claimed would happen, for example, as the former President of the Senate Marcello Pera told elDiario.es in mid-January.
Mattarella knows that in the troubled Italian Parliament, few have the strength to say no to Draghi. Neither has the Democratic Party, nor Berlusconi's party, Forza Italia. And perhaps not even the M5S. By tasking Draghi to form a government for running the country in times of extreme difficulty, Mattarella is forcing senators and deputies to take responsibility, especially in the management of the Recovery Fund, which many in Italy see as the last chance to truly modernise a fragile economy with little regard for young people, women, and innovation.
Draghi spends his free time in the countryside of Umbria, a region in central Italy famous for being a land of miracles: St. Benedict of Nursia and St. Francis of Assisi come from there. And who knows if some secular miracle is about to come true in Italy.

Δεδομένου ότι ο πρόεδρος της Δημοκρατίας, ο αυστηρός Χριστιανοδημοκράτης Σέρτζιο Ματαρέλα, αποφάσισε να καλέσει τον πρώην πρόεδρο της Ευρωπαϊκής Κεντρικής Τράπεζας (ΕΚΤ) για να σχηματίσει νέα κυβέρνηση, μια πραγματική «Ντραγκιμανία» ξέσπασε στην Ιταλία.
Πολλοί χαιρέτισαν την απόφαση Ματαρέλα να αποφύγει τις νέες εκλογές λόγω ιστορικότητας της περιόδου. Ο Ντράγκι, σε αντίθεση με άλλους τεχνοκράτες του παρελθόντος που επίσης έγιναν πρωθυπουργοί, όπως ο Κάρλο Αζέλιο Σιάμπι ή ο Μάριο Μόντι, &nbsp;είναι κάτι πολύ περισσότερο από έναν τεχνοκράτη για πολλούς. Οι υπερασπιστές του τον περιγράφουν ως εθνικό ήρωα, τον άνθρωπο που έσωσε το ευρώ, τον Άγιο Μάριο Ντράγκι, τον Supermario ή τον πιο σεβαστό Ιταλό οικονομολόγο στον κόσμο.
Ήταν αρκετό ο Ματαρέλα να προφέρει το όνομά του για να αρχίσει ένα ράλι στο χρηματιστήριο του Μιλάνου το επόμενο πρωί και για να μειωθεί το spread μεταξύ ιταλικών και γερμανικών κρατικών ομολόγων. Ο παραιτηθείς ο πρωθυπουργός Τζουζέπε Κόντε, ο οποίος μέχρι πριν από λίγες ώρες ήταν ο επικεφαλής του ετερογενούς κεντροαριστερού &nbsp;«giallo rosso» (κίτρινο-κόκκινο) στρατού, ξαφνικά μετατράπηκε σε μια παλιά είδηση. Και ο Ματέο Ρέντσι, ο έξυπνος γερουσιαστής από τη Φλωρεντία, ο οποίος, αποσύροντας την υποστήριξή του στην κυβέρνηση Κόντε τον περασμένο Ιανουάριο, πυροδότησε την κρίση, χαιρετίζεται από τα μέσα ενημέρωσης και τα κοινωνικά δίκτυα ως ο συγγραφέας ενός πραγματικού πολιτικού «αριστουργήματος»: έβγαλε τον Κόντε από τη μέση και έγινε ρυθμιστής της ιταλικής πολιτικής.
<h3>Μια δημοφιλής επιλογή</h3>
Αλλά ο Ματαρέλα ζήτησε από τον Ντράγκι να σχηματίσει μια κυβέρνηση υψηλού επιπέδου για να αντιμετωπίσει τις «σοβαρές καταστάσεις έκτακτης ανάγκης στον τομέα της υγείας, την κοινωνία, την οικονομία και στα χρηματοοικονομικά», είναι επειδή γνωρίζει ότι ο Ντράγκι δεν απολαμβάνει απλά την εμπιστοσύνη εκατομμυρίων Ιταλών: εκτιμάται ιδιαιτέρως από το βιομηχανικό και χρηματοπιστωτικό κατεστημένο στη βόρεια Ιταλία, από την υψηλή γραφειοκρατία στη Ρώμη, από ακαδημαϊκούς κύκλους και μέσα μαζικής ενημέρωσης στο Μιλάνο, από πρώην αρχηγούς κυβερνήσεων όπως ο Ρομάνο Πρόντι και ο Σίλβιο Μπερλουσκόνι, και από τους Καθολικούς. Είναι σπάνιο για την Ιταλία να ενωθεί γύρω από έναν άνθρωπο, αλλά προς το παρόν, φαίνεται ότι αυτό θα συμβεί.
Ο Ντράγκι είναι επίσης δημοφιλής στις Βρυξέλλες, στη Φρανκφούρτη και στο Βερολίνο, καθώς και στους οικονομικούς, ακαδημαϊκούς και οικονομικούς κύκλους των ΗΠΑ. Η προσωπική ιστορία του Ντράγκι είναι ένα σύμβολο του ιταλικού θαύματος, μιας χώρας που στη δεκαετία του 1950 ήταν πολύ φτωχή, επαρχιακή και περιθωριακή και σήμερα, παρά τα πολλά της ελαττώματα, είναι μια πλούσια, βιομηχανική και αρκετά διεθνοποιημένη χώρα.
<h3>&nbsp;Η ιστορία του</h3>
Ο Ντράγκι γεννήθηκε στη Ρώμη το 1947. Ο πατέρας του εργαζόταν σε τράπεζα και καταγόταν από το Βένετο, μια αγροτική περιοχή στα βόρεια και η μητέρα του ήταν φαρμακοποιός από τη νότια Ιταλία. Ήταν μια αστική οικογένεια στη Ρώμη, μια πόλη που μόλις είχε αρχίσει να ξεχνάει το τραύμα του Β' Παγκοσμίου Πολέμου και έγινε η πρωτεύουσα της Dolce Vita. Ενώ ήταν ακόμη έφηβος, ο Ντράγκι έχασε και τους δύο γονείς του, μια τραγωδία που δεν τον εμπόδισε να σπουδάσει (και να παίζει μπάσκετ) σε ένα εξαιρετικό σχολείο που διοικούσαν οι Ιησουίτες και να πάρει πτυχίο από το Πανεπιστήμιο Σαπιέντσα της Ρώμης, όπου έκανε τη διατριβή του με έναν από τους καλύτεροι οικονομολόγους στην ιστορία της Ιταλίας, τον Φεντερίκο Καφέ.
Μετά την αποφοίτησή του, απέκτησε το διδακτορικό του στο Ινστιτούτο Τεχνολογίας της Μασαχουσέτης (MIT), ένα από τα καλύτερα πανεπιστήμια στον κόσμο από τότε. Είχε την ευκαιρία να σπουδάσει, μεταξύ άλλων, με τον Φράνκο Μοντιλιάνι, βραβευμένο με Νόμπελ στα Οικονομικά και με τον Ρόμπερτ Σολόφ, μια άλλη ιδιοφυΐα της «θλιβερής επιστήμης». Παντρεύτηκε σε ηλικία 26 ετών και αφιέρωσε τη διδακτορική του διατριβή στο MIT στη σύζυγό του, Σερένα.
Στην Ιταλία, ο Ντράγκι γρήγορα καθιερώθηκε ως ένας από τους πιο λαμπρούς οικονομολόγους της γενιάς του. Δίδαξε σε πολλά αναγνωρισμένα πανεπιστήμια (Τρέντο, Πάδοβα, Βενετία, Φλωρεντία…), τη δεκαετία του 1980 ήταν ένας από τους πιο σεβαστούς τεχνοκράτες στη Ρώμη και το 1991 διορίστηκε Γενικός Διευθυντής του Υπουργείου Οικονομικών από τον ισχυρό πρωθυπουργό Τζούλιο Αντρεότι. Εκείνη την περίοδο, η ιταλική οικονομία υπέστη ένα βαθύ μετασχηματισμό, προς το καλύτερο ή το χειρότερο, που χαρακτηριζόταν από ιδιωτικοποιήσεις, απελευθέρωση των χρηματοπιστωτικών αγορών και προσπάθεια μείωσης του χρέους. Ο Ντράγκι έπαιξε καθοριστικό ρόλο, τον οποίο σήμερα επικρίνουν πολλοί στα αριστερά του Δημοκρατικού Κόμματος (και του ευρωσκεπτικιστικού δεξιού). Σε τελική ανάλυση, μόνο τα τελευταία χρόνια, και ειδικά κατά τη δεύτερη κυβέρνηση Κόντε, το ιταλικό κράτος διαδραμάτισε και πάλι έναν κάπως σημαντικό οικονομικό ρόλο.
<h3>&nbsp;Ένας «φιλελεύθερος σοσιαλιστής»</h3>
Το 2005, αφού διετέλεσε αντιπρόεδρος για την Ευρώπης στην Goldman Sachs, διορίστηκε διοικητής της Τράπεζας της Ιταλίας και για άλλη μια φορά έπαιξε βασικό ρόλο στον εκσυγχρονισμό του απαρχαιωμένου και κατακερματισμένου τραπεζικού τομέα της Ιταλίας. Το 2015, περιέγραψε τον εαυτό του ως «φιλελεύθερο σοσιαλιστή» (μια μάλλον αόριστη φόρμουλα στην Ιταλία), αλλά στις αρχές της δεκαετίας του 2000, ο Ντράγκι δεν ήταν πολύ διαφορετικός από τους άλλους «αρχιερείς» του διεθνούς φιλελευθερισμού. Ωστόσο, λόγω της μετριοπαθούς ορθοδοξίας του κατάφερε να γίνει - χάρη στη συνεργασία μεταξύ Γαλλίας και Ιταλίας και την έγκριση του Βερολίνου - πρόεδρος της Ευρωπαϊκής Κεντρικής Τράπεζας το 2011.
Ως πρόεδρος της ΕΚΤ, έπαιξε καθοριστικό ρόλο στην προστασία του ευρώ στις χειρότερες στιγμές του. Στις 26 Ιουλίου 2012, στο Παγκόσμιο Συνέδριο Επενδύσεων στο Λονδίνο, ο Ντράγκι πρόφερε τη φράση που έχει ήδη γίνει κομμάτι της συλλογικής ταυτότητας της Ιταλίας: «Μέσα στα όρια της εντολής μας, η ΕΚΤ είναι έτοιμη να κάνει ό,τι χρειάζεται για να σώσει το ευρώ. Και πιστέψτε με, θα είναι αρκετό».
Το ευρώ σώθηκε και αυτό το «ό,τι χρειάζεται» έγινε θρύλος για εκατομμύρια Ιταλούς. Αυτή την Τρίτη, ο Ματαρέλα είπε αυτός το «ό,τι χρειάζεται» καλώντας τον Ντράγκι το επόμενο πρωί στο Κουιρινάλε, το προεδρικό παλάτι που κάποτε ήταν η κατοικία των Ιταλών βασιλιάδων. Ήταν ένα βήμα που πολλοί σχολιαστές περίμεναν εδώ και χρόνια (υπήρχε ήδη συζήτηση για τον Ντράγκι στη θέση του πρωθυπουργού έκτακτης ανάγκης το 2012) και κάτι που τους τελευταίους μήνες πολλοί ισχυρίστηκαν ότι θα συνέβαινε, όπως για παράδειγμα ο πρώην Πρόεδρος της Γερουσίας Μαρτσέλλο Πέρα είπε στο elDiario.es στα μέσα Ιανουαρίου.
Ο Ματαρέλα γνωρίζει ότι στο ταραγμένο ιταλικό κοινοβούλιο, λίγοι έχουν τη δύναμη να πουν όχι στον Ντράγκι. Δεν την έχει ούτε το Δημοκρατικό Κόμμα, ούτε το κόμμα του Μπερλουσκόνι, το Forza Italia. Και ίσως ούτε καν τα Πέντε Αστέρια (M5S). Αναθέτοντας στον Ντράγκι να σχηματίσει κυβέρνηση για τη διοίκηση της χώρας σε περιόδους ακραίας δυσκολίας, ο Ματαρέλα αναγκάζει τους γερουσιαστές και τους βουλευτές να αναλάβουν τις ευθύνες τους, ειδικά στη διαχείριση του Ταμείου Ανάκαμψης, το οποίο πολλοί στην Ιταλία βλέπουν ως την τελευταία ευκαιρία να εκσυγχρονίσουν πραγματικά μια εύθραυστη οικονομία που δε λειτουργεί για τους νέους, τις γυναίκες και την καινοτομία.
Ο Ντράγκι περνά τον ελεύθερο χρόνο του στην ύπαιθρο της Ούμπρια, μια περιοχή στην κεντρική Ιταλία που έχει τη φήμη ως γη των θαυμάτων: ο Άγιος Βενέδικτος της Νουρσίας και ο Άγιος Φραγκίσκος της Ασίζης προέρχονται από εκεί. Και ποιος ξέρει, ίσως κάποιο κοσμικό θαύμα πρόκειται να πραγματοποιηθεί στην Ιταλία.

Les amoureux de la langue italienne adorent Dante, les cinéphiles sont fous de Fellini, les fans de Naples adorent Maradona. La bourgeoisie italienne a aussi son idole : il s'appelle Mario Draghi, et arbore un sourire ironique. Depuis que le président de la République, l'austère chrétien démocrate Sergio Mattarella, a décidé de convoquer l'ancien président de la Banque centrale européenne (BCE) pour former un nouveau gouvernement, une véritable « draghimania » a éclaté en Italie.
Beaucoup ont salué la décision de Sergio Mattarella d'éviter de nouvelles élections comme historique. Mario Draghi, contrairement à d'autres technocrates du passé également devenus premiers ministres, comme Carlo Azeglio Ciampi ou Mario Monti, est pour beaucoup bien plus qu'un technocrate. Ses défenseurs le décrivent comme un héros national, l'homme qui a sauvé l'euro, Saint Mario Draghi, Supermario, ou l'économiste italien le plus respecté au monde.
Il a suffi que M. Mattarella prononce son nom pour que la bourse de Milan progresse le lendemain matin et que l'écart entre les obligations d'État italiennes et allemandes diminue. Le Premier ministre démissionnaire, Giuseppe Conte, qui était jusqu'à il y a quelques heures le champion d'une armée hétérogène de centre gauche, « giallo rosso » (jaune-rouge), est soudainement devenu dépassé. Et Matteo Renzi, l'astucieux sénateur florentin qui, en retirant son soutien au gouvernement Conte en janvier dernier, a déclenché la crise, est salué par les médias et les réseaux sociaux comme l'auteur d'un véritable « chef-d'œuvre » politique : écarter M. Conte de sa route et devenir l'arbitre de la politique italienne.
<h3>Un choix populaire</h3>
Mais si Sergio Mattarella a demandé à Mario Draghi de former un gouvernement de haut niveau pour faire face aux « graves urgences sanitaires, sociales, économiques et financières » auxquelles l'Italie est confrontée, c'est parce qu'il sait que ce dernier ne jouit pas seulement de la confiance de millions d'Italiens : il est surtout apprécié par l'establishment industriel et financier du nord de l'Italie, par la haute administration de Rome, par les milieux universitaires et les médias de Milan, par d'anciens chefs de gouvernement comme Romano Prodi et Silvio Berlusconi, et par les catholiques. Il est rare que l'Italie s'unisse derrière un seul homme, pourtant il semble que cela soit ce qui est en train de se passer.
Mario Draghi est également très apprécié à Bruxelles, Francfort et Berlin, ainsi que dans les milieux financiers, universitaires et économiques américains. Son histoire personnelle semble symboliser la rédemption de l'Italie, un pays qui, dans les années 1950, était très pauvre, provincial et marginal et qui, aujourd'hui, malgré ses nombreux défauts, est un pays riche, industrialisé et ouvert à l'international.
<h3>Son histoire</h3>
Mario Draghi est né à Rome en 1947. Son père travaillait dans une banque et était originaire de Vénétie, une région rurale du nord, et sa mère était pharmacienne dans le sud de l'Italie. C'était une famille bourgeoise de Rome, une ville qui commençait tout juste à oublier le traumatisme de la Seconde Guerre mondiale et à devenir la capitale de la Dolce Vita. Encore adolescent, Mario Draghi a perdu ses deux parents. Cette tragédie ne l'a pas empêché d'étudier (et de jouer au basket) dans une excellente école jésuite et d'obtenir son diplôme de l'université Sapienza de Rome, où il a fait sa thèse avec l'un des meilleurs économistes de l'histoire italienne, Federico Caffè.
Une fois diplômé, il a obtenu un doctorat au Massachusetts Institute of Technology (MIT), déjà à l'époque l'une des meilleures universités du monde. Il a pu étudier, entre autres, avec Franco Modigliani, prix Nobel d'économie, et avec Robert Solow, un autre génie de la « science lugubre ». Marié à 26 ans, il a dédié sa thèse de doctorat du MIT à sa femme, Serena.
En Italie, Draghi s'est rapidement imposé comme l'un des plus brillants économistes de sa génération. Il a enseigné dans plusieurs universités prestigieuses (Trente, Padoue, Venise, Florence...), dans les années 1980 il était l'un des technocrates les plus respectés de Rome, et en 1991 il a été nommé directeur général du Trésor par le puissant Premier ministre Giulio Andreotti. Au cours de cette période, l'économie italienne a subi une profonde transformation, pour le meilleur comme pour le pire, avec des privatisations, la libéralisation des marchés financiers et les efforts pour réduire la dette. Mario Draghi a joué un rôle décisif, que beaucoup de personnes de la gauche du parti démocrate (et de la droite eurosceptique) critiquent aujourd'hui. Après tout, ce n'est que ces dernières années, et surtout sous le second gouvernement Conte, que l'État italien a de nouveau joué un rôle économique important.
<h3>Un « socialiste libéral »</h3>
En 2005, après avoir été vice-président pour l'Europe chez Goldman Sachs, il a été nommé gouverneur de la Banque d'Italie et a de nouveau joué un rôle clé dans la modernisation du secteur bancaire italien, archaïque et fragmenté. En 2015, il se décrivait comme un « socialiste libéral » (une formule plutôt vague en Italie), mais au début des années 2000, il n'était pas très différent des autres « grands prêtres » du libéralisme international. Pourtant c'est grâce à une orthodoxie modérée que M. Draghi a réussi à devenir - avec le soutien de la France et l'approbation de Berlin - président de la Banque centrale européenne en 2011.
En tant que président de la BCE, il a joué un rôle décisif dans la protection de l'euro aux pires moments. Le 26 juillet 2012, lors de la Conférence mondiale sur l'investissement, à Londres, Mario Draghi prononce une phrase qui est déjà devenue un morceau de l'identité collective de l'Italie : « Dans le cadre de notre mandat, la BCE est prête à faire tout ce qu’il faudra pour préserver l'euro. Et, croyez-moi, ce sera suffisant. »
L'euro a été sauvé et ce « quoi qu'il en coûte » est devenu une légende pour des millions d'Italiens. Ce mardi, c'est M. Mattarella qui a invoqué son propre « quoi qu'il en coûte » en convoquant M. Draghi le lendemain matin au Quirinal, le palais présidentiel, autrefois la résidence des rois italiens. De nombreux commentateurs attendaient ce moment depuis des années (on parlait déjà de Mario Draghi comme Premier ministre de secours en 2012) et, ces derniers mois, beaucoup pressentait que cela allait arriver, comme le confiait par exemple l'ancien président du Sénat, Marcello Pera, à elDiario.es, à la mi-janvier.
Sergio Mattarella sait qu'au sein du difficile Parlement italien, peu de gens ont la force de dire non à Mario Draghi. Le parti démocrate, tout comme le parti de Silvio Berlusconi, Forza Italia, n'ont pas la force de lui dire non. Et peut-être même pas le Mouvement 5 Etoiles. En chargeant Mario Draghi de former un gouvernement pour diriger le pays en ces temps d'extrême difficulté, M. Mattarella oblige les sénateurs et les députés à prendre leurs responsabilités, notamment dans la gestion du fonds de relance européen, que beaucoup en Italie considèrent comme la dernière chance de moderniser véritablement une économie fragile, qui tient peu compte des jeunes, des femmes et de l'innovation.
Mario Draghi passe son temps libre dans la campagne de l'Ombrie, une région du centre de l'Italie célèbre pour être une terre de miracles : Saint Benoît de Nursie et Saint François d'Assise y sont nés. Et qui sait si un miracle séculier n'est pas sur le point de se réaliser en Italie.

« Supermario » Draghi au secours de l'Italie ?

Viele Menschen in Italien sehen in dem ehemaligen Präsidenten der EZB die Lösung für die ewige politische Instabilität des Landes. Draghi, seit seiner Jugend verwaist, wurde an den besten Universitäten in Italien und den Vereinigten Staaten ausgebildet. Sein "Koste es was es wolle"-Ansatz aus der Euro-Krise blieb in Erinnerung.

Wer die italienische Sprache liebt, verehrt Dante. Wer Cineast ist, ist verrückt nach Fellini. Wer Fan von Napoli ist, ist es auch von Maradona. Und wer zur italienischen Bourgeoisie gehört, hat ein neues Idol: Er heißt Mario Draghi. Er ist der Mann, der einen stets wissend anzulächeln scheint. Seit der Präsident der Republik, der strenge Christdemokrat Sergio Mattarella, beschlossen hat, den ehemaligen Präsidenten der Europäischen Zentralbank (EZB) zur Bildung einer neuen Regierung zu berufen, ist in Italien eine regelrechte "Draghimania" ausgebrochen.
Viele haben Mattarellas Entscheidung, Neuwahlen zu vermeiden, als historisch gefeiert. Draghi ist, im Gegensatz zu anderen Technokraten der Vergangenheit, die ebenfalls Premierminister wurden, wie Carlo Azeglio Ciampi oder Mario Monti, für viele weit mehr als ein Technokrat. Seine Befürwortenden bezeichnen ihn als Nationalhelden, den Mann, der den Euro gerettet hat, der heilige Mario Draghi, Supermario! Der angesehenste italienische Ökonom der Welt!
Es reichte, dass Mattarella seinen Namen aussprach, um die Werte an der Mailänder Börse am nächsten Morgen steigen zu lassen; der Spread zwischen italienischen und deutschen Staatsanleihen fiel umgehend. Der zurückgetretene Premierminister Giuseppe Conte, der bis vor wenigen Stunden noch der Champion der heterogenen Mitte-Links-Armee "giallo rosso" (gelb-rot) gewesen war, war plötzlich Schnee von gestern. Und Matteo Renzi, der scharfsinnige florentinische Senator, der durch den Entzug seiner Unterstützung für Contes Regierung im vergangenen Januar die Krise ausgelöst hatte, wird von den Medien und den sozialen Netzwerken als Autor eines wahren politischen "Meisterstücks" gefeiert: Conte aus dem Weg zu räumen und zum Schiedsrichter der italienischen Politik zu werden.
<h3>Eine beliebte Wahl</h3>
Aber wenn Mattarella ausgerechnet Draghi bittet, eine Regierung zu bilden, die sich mit "den ernsten gesundheitlichen, sozialen, wirtschaftlichen und finanziellen Notlagen" Italiens befassen soll, dann nicht nur aus dem Grund, weil er weiß, dass Draghi das Vertrauen von Millionen Italienern genießt: Er wird vor allem vom Industrie- und Finanzestablishment in Norditalien, von der hohen Bürokratie in Rom, von akademischen Kreisen und den Medien in Mailand, von ehemaligen Regierungschefs wie Romano Prodi und Silvio Berlusconi und von den Katholiken geschätzt. Es ist selten, dass sich Italien in solchem Maße auf einen Mann einigen kann.&nbsp;
Draghi ist auch in Brüssel, Frankfurt und Berlin sowie in US-amerikanischen Finanz-, Wissenschafts- und Wirtschaftskreisen sehr beliebt. Draghis Leben scheint ein Symbol für die italienische Erfolgsgeschichte zu sein; ein Land, das in den 1950er-Jahren sehr arm, provinziell und marginal war und das heute trotz seiner vielen Mängel ein reiches, industrialisiertes und recht internationalisiertes Land ist.
<h3>Seine Geschichte</h3>
Draghi wurde 1947 in Rom geboren. Seine Mutter war eine Apothekerin aus dem Süden Italiens, sein Vater arbeitete in einer Bank und stammte ursprünglich aus Venetien, einer ländlichen Region im Norden. Sie waren eine der bürgerlichen Familien Roms; eine Stadt, die gerade begonnen hatte sich aus dem Trauma des Zweiten Weltkriegs herauszuarbeiten und die Hauptstadt des Dolce Vita zu werden. Als Teenager verlor Draghi beide Eltern. Er besuchte eine Jesuiten-Schule und genoss dort eine ausgezeichnete Ausbildung, die es ihm erlaubte, an der Sapienza-Universität in Rom seinen Abschluss zu machen. Er schrieb seine Abschlussarbeit bei dem berühmten Ökonomen Federico Caffè.
Nach seinem Abschluss wurde er am Massachusetts Institute of Technology (MIT) in den Vereinigten Staaten promoviert. Dort wurde er unter anderem von Franco Modigliani, Nobelpreisträger für Wirtschaftswissenschaften, und bei Robert Solow, einem weiteren Genie der "Dismal Science", unterrichtet. Seine Doktorarbeit am MIT widmete er seiner Frau Serena. Die beiden heirateten, als er 26 war.
In Italien etablierte sich Draghi schnell als einer der brillantesten Wirtschaftswissenschaftler seiner Generation. Er lehrte an mehreren renommierten Universitäten (unter anderem Trient, Padua, Venedig, Florenz), in den 1980er-Jahren war er einer der angesehensten Technokraten in Rom, und 1991 wurde er vom mächtigen Premierminister Giulio Andreotti zum Generaldirektor des Finanzministeriums ernannt. In dieser Zeit erlebte die italienische Wirtschaft eine tief greifende Transformation, die von Privatisierungen, der Liberalisierung der Finanzmärkte und dem Bemühen um Schuldenabbau geprägt war – im Guten wie im Schlechten. Draghi spielte dabei eine entscheidende Rolle, was heute viele vom linken Flügel der Demokratischen Partei (und der euroskeptischen Rechten) kritisieren. Schließlich hat der italienische Staat erst in den letzten Jahren und vor allem während der zweiten Conte-Regierung wieder eine einigermaßen wichtige wirtschaftliche Rolle gespielt.
<h3>Ein "liberaler Sozialist"</h3>
Nachdem er Vizepräsident für Europa bei Goldman Sachs war, wurde er 2005 zum Gouverneur der Bank von Italien ernannt und spielte erneut eine Schlüsselrolle bei der Modernisierung von Italiens archaischem und fragmentiertem Bankensektor. Im Jahr 2015 bezeichnete er sich selbst als "liberalen Sozialisten" – eine ziemlich vage Bezeichnung für italienische Verhältnisse. In den frühen 2000er-Jahren aber war Draghi dann kaum noch von anderen "Hohepriestern" des internationalen Liberalismus zu unterscheiden. Dennoch war es seiner, quasi gemäßigten, orthodoxen Haltung zu verdanken, dass er – dank der Zusammenarbeit zwischen Frankreich und Italien und der Zustimmung Berlins – 2011 Präsident der Europäischen Zentralbank werden konnte.
Als Präsident der EZB spielte er eine entscheidende Rolle, als es darum ging, den Euro zu schützen. Am 26. Juli 2012, auf der "Global Investment Conference" in London, sprach Draghi dann einen Satz aus, der Teil der kollektiven Identität Italiens geworden ist: "Im Rahmen unseres Mandats ist die EZB bereit, alles Notwendige zu tun, um den Euro zu erhalten. Und glauben Sie mir, es wird genug sein."
Der Euro war gerettet, und das "koste es, was es wolle" wurde für Millionen von Italienern zur Legende. An diesem Dienstag war es Mattarella, der sein eigenes "Alles-Notwendige" beschwor, indem er Draghi für den nächsten Morgen in den Quirinale, den Präsidentenpalast und einstige Residenz der italienischen Könige einlud. Es war ein Schritt, auf den viele Kommentatoren seit Jahren gewartet hatten (schon 2012 war von Draghi als Notfall-Premierminister die Rede), und der in den letzten Monaten viel beschworen wurde (wie beispielsweise der ehemalige Senatspräsident Marcello Pera Mitte Januar gegenüber elDiario sagte).
Mattarella weiß, dass in dem unruhigen italienischen Parlament nur wenige die Kraft haben, "Nein" zu Draghi zu sagen – weder die Demokratische Partei, noch Berlusconis Partei Forza Italia. Und vielleicht nicht einmal die Fünf-Sterne-Bewegung. Indem er Draghi beauftragt, eine Regierung für diese schwierigen Zeiten zu bilden, zwingt Mattarella die Senatoren und Abgeordneten dazu, Verantwortung zu übernehmen – vor allem, wenn es um die Verwaltung des Konjunkturfonds geht, den viele in Italien als die letzte Chance sehen, eine fragile Wirtschaft wirklich zu modernisieren. Eine Wirtschaft, die bisher wenig Rücksicht auf junge Menschen und Frauen nahm und wenig Innovation förderte.
Draghi verbringt seine Freizeit auf dem Land in Umbrien, eine Region in Mittelitalien, die als Land der Wunder bekannt ist: Der heilige Benedikt von Nursia und der heilige Franz von Assisi stammen von dort. Und wer weiß: Vielleicht wird bald auch ein weltliches Wunder in Italien wahr.

Mario Draghi, Idol der italienischen Bourgeoisie: Wird er das Land vor einer weiteren Krise retten?

Es ist selten, dass sich Italien so sehr auf eine Person einigen kann. Bevölkerung, Wirtschaft und Politik unterstützen ihn. Wer ist Mario Draghi?

Wielu Włochów postrzega znanego byłego prezesa Europejskiego Banku Centralnego jako rozwiązanie problemu wiecznej niestabilności politycznej w kraju. Miłośnicy języka włoskiego uwielbiają Dantego, kinomani szaleją za Fellinim, kibice Napoli czczą Maradonę. Włoska burżuazja również ma swojego idola: nazywa się Mario Draghi i ma zawadiacki uśmiech. Odkąd prezydent Republiki, surowy chrześcijański demokrata Sergio Mattarella, postanowił wezwać byłego prezesa Europejskiego Banku Centralnego (EBC) do utworzenia nowego rządu, we Włoszech wybuchła istna "Draghimania".
Wielu uznało decyzję Mattarelli o uniknięciu nowych wyborów za historyczną. Draghi, w przeciwieństwie do innych technokratów z przeszłości, którzy mianowani byli na stanowisko premiera, takich jak Carlo Azeglio Ciampi czy Mario Monti, dla wielu jest kimś więcej niż technokratą. Jego obrońcy określają go mianem bohatera narodowego, człowieka, który uratował euro, świętego Mario Draghiego, Supermario, czy też najbardziej szanowanego na świecie włoskiego ekonomisty.
Wystarczyło, że Mattarella wypowiedział jego nazwisko, by następnego ranka giełda w Mediolanie wzrosła, a spread między włoskimi i niemieckimi obligacjami rządowymi spadł. Zrezygnowany premier Giuseppe Conte, który jeszcze kilka godzin temu był liderem wewnętrznie zróżnicowanej centrolewicowej armii "giallo rosso" (żółto-czerwonej), nagle stał się przeszłością. A Matteo Renzi, błyskotliwy florencki senator, który w styczniu ubiegłego roku wycofując swoje poparcie dla rządu Conte, wywołał kryzys, został okrzyknięty przez media i portale społecznościowe autorem prawdziwego politycznego "arcydzieła": usunął Conte z drogi i stał się arbitrem włoskiej polityki.
<h3>Popularny wybór</h3>
Jednak Mattarella poprosił Draghiego o utworzenie rządu, który zająłby się "poważnymi problemami społecznymi, gospodarczymi, &nbsp;finansowymi i dotyczącymi zdrowia publicznego", z którymi borykają się Włochy, ponieważ wie, że Draghi cieszy się nie tylko zaufaniem milionów Włochów: jest ceniony przede wszystkim przez establishment przemysłowy i finansowy północnych Włoch, biurokratyczną elitę w Rzymie, środowiska akademickie i media w Mediolanie, byłych szefów rządów, takich jak Romano Prodi i Silvio Berlusconi, a także przez katolików. Rzadko się zdarza, by Włochy jednoczyły się w poparciu dla jednego człowieka, ale na razie wygląda na to, że tak właśnie się stanie.
Draghi jest lubiany również w Brukseli, Frankfurcie i Berlinie, a także w amerykańskich kręgach finansowych, akademickich i gospodarczych. Jego osobista historia wydaje się być symbolem odkupienia Włoch, kraju, który w latach 50. był biedny, prowincjonalny i marginalny, a dziś, mimo wielu problemów, jest krajem bogatym, uprzemysłowionym i o dość mocnej pozycji międzynarodowionym.
<h3>Historia idola</h3>
Draghi urodził się w Rzymie w 1947 roku. Jego ojciec pochodził z Veneto, wiejskiego regionu na północy i pracował w banku, a matka była farmaceutką z południa Włoch. Byli reprezentantami zamożnej klasy średniej w Rzymie, mieście, które właśnie zaczynało zapominać o traumie II wojny światowej i stawało się stolicą dolce vita. Będąc nastolatkiem Draghi stracił oboje rodziców, co nie przeszkodziło mu w nauce (i grze w koszykówkę) w doskonałej szkole prowadzonej przez jezuitów oraz w ukończeniu Uniwersytetu Sapienza w Rzymie, gdzie napisał pracę dyplomową u jednego z najlepszych ekonomistów w historii Włoch, Federico Caffè.
Po ukończeniu studiów doktoryzował się w Massachusetts Institute of Technology (MIT), już wtedy jednym z najlepszych uniwersytetów na świecie. Miał okazję studiować m.in. z Franco Modiglianim, laureatem Nagrody Nobla w dziedzinie ekonomii, oraz z Robertem Solowem, kolejnym geniuszem "ponurej nauki". Ożenił się w wieku 26 lat, a swoją pracę doktorską na MIT zadedykował żonie Serenie.
We Włoszech Draghi szybko stał się jednym z najbardziej błyskotliwych ekonomistów swojego pokolenia. Wykładał na kilku prestiżowych uniwersytetach (Trydent, Padwa, Wenecja, Florencja...), w latach 80. był jednym z najbardziej szanowanych technokratów w Rzymie, a w 1991 r. został mianowany dyrektorem generalnym ministerstwa skarbu przez potężnego premiera Giulio Andreottiego. W tym okresie włoska gospodarka przeszła głęboką transformację, na dobre i na złe, w wyniku prywatyzacji, liberalizacji rynków finansowych i dążenia do zmniejszenia zadłużenia. Draghi odegrał decydującą rolę, którą dziś wielu na lewicy Partii Demokratycznej (i eurosceptycznej prawicy) krytykuje. Uno es la Liga de Matteo Salvini, que cuenta con el 27% de apoyo, y el otro es Fratelli d’Italia (Hermanos de Italia), con más del 14%. Se opone a que se siga fortaleciendo la Unión Europea, pero en febrero, enfurecida con la Turquía de Erdogan, declaró que las fronteras exteriores de la Unión Europea deben ser defendidas por todos los medios necesarios.
Ha acusado al gobierno dirigido por Giuseppe Conte de aprovechar la emergencia causada por la pandemia de COVID-19 para consolidar su poder, aunque nunca ha negado la peligrosidad del virus. Siempre lleva la mascarilla (a ser posible verde, blanca y roja) y prefiere que los expertos, y no los políticos, hablen del asunto en los medios.
En la ciudad de Vicenza, en el norte del país, tres señoras distribuyen octavillas desde un puesto de Hermanos de Italia. Luca, un jubilado de casi 6 años, mira el puesto y dice a elDiario.es: "No voto por la derecha, nunca lo hice, pero creo que Meloni es una mujer inteligente. Y al menos es coherente". Angela, también jubilada, dice: "Nunca votaré por ella, es una política populista que sabe hablar bien. Una heredera de Berlusconi, eso es todo. Siempre habla de luchar contra la inmigración ilegal, pero los problemas son que la gente no tiene dinero, y el COVID. ¿Qué más dan los inmigrantes sin papeles?"
Nadia Urbinati es profesora de teoría política en la Universidad de Columbia de Nueva York. "Hermanos de Italia es un partido de derecha tradicionalista" explica. "Su verdadera fuerza es su líder, Giorgia Meloni, que aporta a su retórica populista un contenido nacionalista de derechas. Pero ahora mismo en Italia, todos los partidos se caracterizan por el protagonismo del líder. Empezó Craxi [líder del partido socialista italiano durante casi 20 años y jefe del gobierno entre 1983 y 1987] en los 80, y luego siguieron Berlusconi, Renzi, Salvini..."
Y como Berlusconi, Renzi y Salvini, Meloni está muy a gusto ante las cámaras y los micrófonos. Probablemente, esto se debe a su larga carrera política. Según Crosetto, Meloni gusta porque "es una persona seria, consciente de las dificultades de la política y del gobierno. Hay políticos que, cuando ganan las elecciones, celebran como si su equipo hubiera ganado el campeonato de fútbol, y luego hay políticos que, cuando ganan, sienten el peso del gobierno sobre sus hombros. Meloni pertenece a la segunda categoría".
A juicio de Brizzi, "el electorado de derechas percibe a Meloni como más fiable que Salvini. Por ejemplo, siempre estuvo en contra de un gobierno con el Movimiento 5 Estrellas, mientras que la Liga de Salvini gobernó con el movimiento durante un año. Meloni muestra, en resumen, una mayor coherencia, así como una fuerte autenticidad".
Giorgia Meloni vivió su juventud en la Garbatella, un barrio popular de Roma, tradicionalmente muy de izquierdas. Hablando con los vecinos del barrio, elDiario.es no encuentra muchos simpatizantes de Meloni. Un comerciante, riéndose, dice: "Nadie es profeta en su tierra. Y es precisamente en Roma, en la región de Lacio y en el sur del país donde Hermanos de Italia tiene su reserva de votos, como la tuvieron Alianza Nacional y, anteriormente, el MSI. Por ejemplo, el gobernador de la región de Abruzzo, en la frontera entre el centro y el sur de Italia, pertenece a Hermanos de Italia.
"Los partidos y movimientos de derechas siempre han tenido más éxito en el sur que en el norte", observa la politóloga Nadia Urbinati. "No olvidemos que después de la Segunda Guerra Mundial el sur votó a favor de preservar la monarquía". Urbinati no se sorprende de que un partido de derechas tan fuerte, arraigado en el sur de Italia, esté dirigido por una mujer. Brothers of Italy leader has become stronger after the regional elections, to the detriment of Matteo Salvini

Italy is currently a right-wing country. The government is in the hands of a centre-left coalition, but according to national polls, two of the three strongest parties are right-wing. One is Matteo Salvini's League, which has 27% support, and the other is Fratelli d'Italia (Brothers of Italy), with over 14%. Their leader is a woman, something still unusual in Italy. Giorgia Meloni is 43. According to some observers, she could even become the first female head of government in the country's history.
In the regional elections held on Sunday and Monday, which also coincided with the constitutional referendum on reducing the number of parliamentarians (approved by nearly 70% of votes in favour), the Brothers of Italy strengthened their position by conquering the Marche region, in the centre of the country, where the centre-left had been governing for 25 years.
An admirer of Donald Trump's Republicans and Hungarian Prime Minister Viktor Orban, Meloni has been a longtime pupil of Gianfranco Fini, the politician who turned the post-fascist Italian Social Movement, MSI, into the conservative National Alliance in the 90s. As a communicator, Meloni has few rivals: she gets her picture taken while preparing pizza in Naples or a spritz in northern Italy, is very active on social networks and her harsh messages in parliament have caught the attention (and criticism) of millions of Italians. She has a million followers on Twitter, about 300,000 less than Salvini.
"Without any doubt, Giorgia Meloni is a brilliant person," says Christian Democrat Marco Follini, former deputy prime minister of Italy. "She has the ability to tune in to her electorate. You can see that she has a lot of political experience, she is the representative of the last generation of a right-wing with roots. This makes her commit fewer mistakes and is more consistent than other politicians," says Follini.
Salvini is famous for his political ductility, as shown by the fact that when he was elected secretary of the League in 2013, the battle cry was "the North [of Italy] first", while today it is "the Italians [of the North and South] first". On the other hand, Meloni is a nationalist who has been repeating more or less the same concepts for years. Her lexicon is full of words like "honour", "nation", "homeland", "family" and "borders". Recently, in Parliament, she has taken a stand against the Italian government and its "immigration fury", as she likes to call it.
She is a Eurosceptic, and in the European Parliament her party is part of the European Conservatives and Reformists group (along with Vox, and Law and Justice, the extreme right-wing party that currently rules Poland), but she does not call for Italy's exit from the European Union. She opposes to the strengthening of the EU, but in February, in anger at Erdogan's Turkey, Meloni declared that the EU's external borders must be defended by all means necessary.
She has blamed the government led by Giuseppe Conte for taking advantage of the emergency caused by the Covid-19 pandemic to consolidate its power, although she has never denied the dangerous nature of the virus. She always wears a mask (green, white and red if possible) and prefers to have experts, rather than politicians, talking about the issue in the media.
In the city of Vicenza (northern Italy), three ladies distribute Brothers of Italy leaflets from a stand. Luca, a man who retired almost six years ago, looks at the stall and says to elDiario.es: "I don't vote for the right, I never did, but I think Meloni is an intelligent woman. And at least she is coherent". Angela, also retired, says: "I will never vote for her, she is a populist politician who knows how to speak well. A Berlusconi heiress, that's all. She always talks about fighting illegal immigration, but the problems are that people have no money, and coronavirus. What difference do undocumented immigrants make?"
Nadia Urbinati is a professor of political theory at Columbia University in New York. "Brothers of Italy is a traditionalist right-wing party," she explains. "Its real strength is its leader, Giorgia Meloni, who brings right-wing nationalist content to her populist rhetoric. But right now in Italy, the strength of all the parties is dictated by the leader's prominence. Craxi [leader of the Italian socialist party for almost 20 years and head of government between 1983 and 1987] began in the 1980s, and then Berlusconi, Renzi, Salvini...".
And like Berlusconi, Renzi and Salvini, Meloni is very comfortable in front of cameras and microphones. This is probably due to her long political career. She started out at 15 in the MSI youth organisation, became a member of parliament at just 29, and at 31 was appointed Youth minister in Silvio Berlusconi's fourth government; as the biography on her website emphasises, she is "the youngest minister in the history of the Italian Republic."
In December 2012, a year before the end of Berlusconi's fourth term in office, Meloni founded Brothers of Italy with two other well-known right-wing politicians. The name of the party alludes to the first words in Italy's national anthem. In 2016, she ran for mayor of Rome, and, as the biography on her website reads, it was "the first time that a pregnant woman ran for that position". However, another woman, Virginia Raggi, the candidate of the Five Star Movement, won. Still, it took Meloni eight years to transform a small right-wing party into Italy's third-largest political force.
"Brothers of Italy is the party of the Italian right," says Marco Follini. "Most of the leaders of the National Alliance have joined it, but also several former Christian Democrats, whom I respect even though I do not desire to follow them." According to Riccardo Brizzi, associate professor of contemporary history at the University of Bologna, "Brothers of Italy is a kind of National Alliance 2.0, in the sense that it is a careful and studied mixture of the past and the present".
Guido Crosetto is one of the three co-founders of the Brothers of Italy and he is their national coordinator. "The voters reward us because we are a coherent party, which has always done what it said it would do, and which tries to analyse the problems in a concrete way," he told elDiario.es. "As a party, I define it as 'a bit boring', in the sense that we do not pursue polls or social network trends, but operate on the basis of clear values and principles."
According to Crosetto, Meloni receives attention because "she is a serious person, aware of the difficulties of politics and government. There are politicians that after winning the elections, celebrate as if their team has won the football championship, and then there are politicians who, when they win, feel the weight of the government on their shoulders. Meloni belongs to the second class."
Brizzi states that "the right-wing voters perceive Meloni as more reliable than Salvini. For example, she was always against a government with the Five Star Movement, while Salvini's League was part of the coalition for a year. To sum up, Meloni shows greater consistency, as well as strong authenticity."
Giorgia Meloni spent her youth in the Garbatella, a popular neighbourhood in Rome, traditionally very left-wing. Talking to the residents of the neighbourhood, elDiario.es does not find many Meloni supporters. One shopkeeper, laughing, says: "no one is a prophet in their own land. But if she comes to power, let's hopes she remembers the people from La Garbatella."
From her Roman origins, Meloni retains the accent and direct style typical of the inhabitants of the Italian capital. And it is precisely in Rome, in the region of Lazio, and in the south of the country that the Brothers of Italy retain their votes, just as the National Alliance and, previously, the MSI had. For example, the governor of the region of Abruzzo, on the border between central and southern Italy, belongs to the Brothers of Italy.
"Right-wing parties and movements have always been more successful in the south than in the north," observes political scientist Nadia Urbinati. "Let's not forget that after World War II the south voted to keep the monarchy." Urbinati is not surprised that such a strong right-wing party, rooted in southern Italy, is led by a woman. "In the Catholic and traditionalist world, the idea of the woman as a home angel and mother is central. And in fact, Meloni often appears in her capacity as a mother," she explains. "She embodies the strong woman, the mother who knows how to make decisions, and with a strong sense of country and honour".
However, in recent years, Brothers of Italy has also gained ground in northern Italy, a historic bastion for the League, Berlusconi, and the Democratic Party. On the condition of anonymity a businessman from Emilia-Romagna, a traditionally left-wing region, said: 'me and many businessmen I know would still vote for Berlusconi, but it's time for him to retire. So, between Salvini and Meloni, they prefer her. Although she is not a successful businesswoman like Berlusconi, she has understood that Italy needs a strong state to help companies compete."
In fact, one of the workhorses of the Brothers of Italy is the modernisation of the bureaucracy and the tax system. "We Italians have a tax, bureaucratic and judicial system that will wipe out our economy," says Crosetto. "We must change it, so that it is more meritocratic, and prioritises business".
Salvini's League is calling for similar reforms. And if Salvini is the current leader of all the centre-right opposition, the growing political success of Meloni and Brothers of Italy must worry him. The success of Brothers of Italy during last weekend's regional elections indicates the weakness of Salvini's leadership: the League has achieved a mediocre result, and has not conquered the region of Tuscany, for which Salvini had bet a lot. Now, Meloni has even more reason to dream of becoming Italy's first female head of government.

L'Italie est actuellement un pays de droite. Le gouvernement est aux mains d'une coalition de centre-gauche, mais selon les sondages nationaux, deux des trois partis les plus forts sont de droite. L'un est la Ligue de Matteo Salvini, qui bénéficie d'un soutien de 27 %, et l'autre est Fratelli d'Italia (les frères d'Italie), avec plus de 14 %. Leur chef est une femme, ce qui demeure inhabituel en Italie. Giorgia Meloni a 43 ans. Selon certains observateurs, elle pourrait même devenir la première femme chef de gouvernement dans l'histoire du pays.
Lors des élections régionales de dimanche et lundi, qui ont également coïncidé avec le référendum constitutionnel sur la réduction du nombre de parlementaires (approuvé par près de 70 % des voix), Fratelli d'Italia ont renforcé leur position en conquérant la région des Marches, au centre du pays, où le centre-gauche gouvernait depuis 25 ans.

Elle est eurosceptique et, au Parlement européen, son parti est membre du groupe des Conservateurs et Réformistes européens (avec le parti d'extrême-droite espagnol Vox, et Droit et Justice, le parti ultraconservateur qui dirige actuellement la Pologne), mais elle ne demande pas la sortie de l'Italie de l'Union européenne. Elle s'oppose au renforcement de l'UE, mais en février, en colère contre la Turquie d'Erdogan, Mme Meloni a déclaré que les frontières extérieures de l'UE devaient être défendues par tous les moyens nécessaires.

Et au moins, elle est cohérente ». Angela, également retraitée, raconte : « Je ne voterai jamais pour elle, c'est une femme politique populiste qui sait bien parler. Une héritière de Berlusconi, c'est tout. Elle parle toujours de la lutte contre l'immigration clandestine, mais nos problèmes, ce sont le manque d'argent et le coronavirus. Quelle différence font les immigrés sans papiers ? »
Nadia Urbinati est professeur de théorie politique à l'université de Columbia à New York. « Fratelli d'Italia est un parti de droite traditionaliste », explique-t-elle. « Sa vraie force est sa cheffe, Giorgia Meloni, qui abreuve sa rhétorique populiste de nationalisme de droite. Mais en ce moment, en Italie, la force de tous les partis est dictée par l'importance du leader. « Fratelli d'Italia est le parti de la droite italienne », dit Marco Follini. « La plupart des dirigeants de l'Alliance nationale l'ont rejoint, mais aussi plusieurs anciens démocrates-chrétiens, que je respecte même si je ne souhaite pas les suivre ». Guido Crosetto est l'un des trois cofondateurs de Fratelli d'Italia et son coordinateur national. « Les électeurs nous récompensent parce que nous sommes un parti cohérent, qui a toujours fait ce qu'il avait dit qu'il ferait, et qui essaie d'analyser les problèmes de manière concrète », explique-t-il à elDiario.es. « En tant que parti, je le définis comme étant « un peu ennuyeux », dans le sens où nous ne suivons pas les tendances des sondages ou des réseaux sociaux, mais nous opérons sur la base de valeurs et de principes clairs ».
Selon M. Crosetto, Giorgia Meloni reçoit de l'attention parce qu'« elle est une personne sérieuse, consciente des difficultés de la politique et du gouvernement. Et c'est précisément à Rome, dans la région de la Lazio et dans le sud du pays que son parti maintient ses voix, tout comme l'Alliance nationale et, auparavant, le MSI. Par exemple, le gouverneur de la région des Abruzzes, à la frontière entre le centre et le sud de l'Italie, en est un membre.
« Les partis et mouvements de droite ont toujours eu plus de succès au Sud qu'au Nord », observe la politologue Nadia Urbinati. « N'oublions pas qu'après la Seconde Guerre mondiale, le Sud a voté pour le maintien de la monarchie ». Obwohl sie die Gefährlichkeit des Virus nie geleugnet hatte, beschuldigte sie die von Giuseppe Conte geführte Regierung die dafür, die Notlage der Covid-19-Pandemie ausgenutzt zu haben, um ihre Macht zu festigen. &nbsp;Sie trägt immer eine Maske (wenn möglich grün, weiß und rot) und zieht es vor, dass Experten anstatt Politikern in den Medien über das Thema sprechen.
In der Stadt Vicenza (Norditalien) verteilen drei Damen an einem Stand Flugblätter der Brüder Italiens. Luca, ein Mann, der vor fast sechs Jahren in den Ruhestand ging, schaut auf den Stand und sagt zu elDiario.es: "Ich wähle nicht rechts, das habe ich nie getan, aber ich halte Meloni für eine intelligente Frau. Und zumindest ist sie kohärent". Angela, ebenfalls im Ruhestand, sagt: "Ich werde nie für sie stimmen, sie ist eine Populistin, die gut zu sprechen weiß. Eine Berlusconi-Erbin, das ist alles. Sie spricht immer von der Bekämpfung der illegalen Einwanderung, aber die Probleme sind, dass die Menschen kein Geld haben, und das Coronavirus. Welchen Unterschied machen da illegale Einwanderer?"
Nadia Urbinati ist Professorin für politische Theorie an der Columbia University in New York. "Brüder Italiens ist eine traditionalistische Rechtspartei", erklärt sie. "Ihre wahre Stärke ist ihre Anführerin, Giorgia Meloni, die in ihre populistische Rhetorik rechtsnationalistische Inhalte einbringt. Aber im Moment wird in Italien die Stärke aller Parteien von der Prominenz des Führers diktiert. Craxi [seit fast 20 Jahren Vorsitzender der sozialistischen Partei Italiens und Regierungschef von 1983 bis 1987] begann diesen Trend in den 1980er-Jahren, dann Berlusconi, Renzi, Salvini...".
Und wie Berlusconi, Renzi und Salvini fühlt sich Meloni vor Kameras und Mikrofonen sehr wohl. Dies ist wahrscheinlich auf ihre lange politische Karriere zurückzuführen. Sie begann mit 15 Jahren in der Jugendorganisation MSI, wurde schon mit 29 Jahren Parlamentsabgeordnete und mit 31 Jahren Jugendministerin in der vierten Regierung von Silvio Berlusconi. Wie ihre eigene Website betont, ist sie "die jüngste Ministerin in der Geschichte der italienischen Republik".
Im Dezember 2012, ein Jahr vor dem Ende von Berlusconis vierter Amtszeit, gründete Meloni zusammen mit zwei anderen bekannten rechten Politikern die Brüder Italiens. Der Name der Partei bezieht sich auf die erste Worten der italienischen Nationalhymne. Im Jahr 2016 kandidierte sie für als Bürgermeisterin von Rom, und wie auf ihrer Website heißt, war es "das erste Mal, dass eine schwangere Frau für dieses Amt kandidierte". Doch eine andere Frau, Virginia Raggi, die Kandidatin der Fünf-Sterne-Bewegung, gewann. Dennoch brauchte Meloni nur acht Jahre, um aus einer kleinen rechten Partei die drittgrößte politische Kraft Italiens zu machen.
"Die Brüder Italiens ist die Partei der italienischen Rechten", sagt Marco Follini. "Die meisten Führer der Nationalen Allianz sind ihr beigetreten, aber auch einige ehemalige Christdemokraten, die ich respektiere, auch wenn ich ihnen nicht folgen möchte." Riccardo Brizzi, außerordentlicher Professor für Zeitgeschichte an der Universität von Bologna, meint: "Brüder Italiens ist eine Art Nationale Allianz 2.0, in dem Sinne, dass sie eine sorgfältige und bewusste Mischung aus Vergangenheit und Gegenwart ist."
Guido Crosetto ist einer der drei Mitbegründer der Brüder Italiens und ihr nationaler Koordinator. "Die Wähler belohnen uns, weil wir eine integere Partei sind, die immer das getan hat, was sie versprochen hatte, und die versucht, die Probleme konkret zu analysieren", sagte er gegenüber elDiario.es. "Als Partei definiere ich sie als 'ein bisschen langweilig', in dem Sinne, dass wir keine Umfragen oder Trends in sozialen Netzwerken verfolgen, sondern auf der Grundlage klarer Werte und Prinzipien arbeiten."
Laut Crosetto erregt Meloni Aufmerksamkeit, weil "sie eine ernsthafte Person ist, die sich der Schwierigkeiten von Politik und Regierungsgeschäft bewusst ist. Es gibt Politiker, die nach dem Wahlsieg feiern, als hätte ihre Mannschaft die Fussballmeisterschaft gewonnen, und dann gibt es Politiker, die, wenn sie gewinnen, das Gewicht des Regierung auf ihren Schultern spüren. Meloni gehört der zweiten Klasse an".
Brizzi erklärt, dass "die rechten Wähler Meloni als zuverlässiger wahrnehmen als Salvini". So war sie zum Beispiel immer gegen eine Regierung mit der Fünf-Sterne-Bewegung, während Salvinis Lega ein Jahr lang Teil der Koalition war. Zusammenfassend lässt sich sagen, dass Meloni mehr Konsequenz zeigt und sehr authentisch ist."
Giorgia Meloni verbrachte ihre Jugend in der Garbatella, einem beliebten Viertel in Rom, traditionell sehr links. Im Gespräch mit den Bewohnern des Viertels findet elDiario.es nicht viele Meloni-Anhänger. Eine Ladenbesitzerin sagt lachend: "Niemand ist ein Prophet in seinem eigenen Land. Aber wenn sie an die Macht kommt, hoffen wir, dass sie sich an die Leute von La Garbatella erinnert".
Von ihrer römischen Herkunft hat Meloni ihren typischen Akzent und den direkten Stil, der für die Bewohner der italienischen Hauptstadt typisch ist. Und gerade in Rom, in der Region Latium und im Süden des Landes behalten die Brüder Italiens ihre Stimmen, genau wie die Nationale Allianz und zuvor die MSI. So gehört zum Beispiel der Gouverneur der Region Abruzzen, an der Grenze zwischen Mittel- und Süditalien, den Brüdern Italiens an.
"Rechte Parteien und Bewegungen waren im Süden schon immer erfolgreicher als im Norden", stellt die Politikwissenschaftlerin Nadia Urbinati fest. "Vergessen wir nicht, dass der Süden nach dem Zweiten Weltkrieg für die Beibehaltung der Monarchie gestimmt hat". Urbinati ist nicht überrascht, dass eine so starke, in Süditalien verwurzelte Rechtspartei von einer Frau geführt wird. "In der katholischen und traditionalistischen Welt ist die Vorstellung von der Frau als engelsgleicher Hausfrau und Mutter zentral. Und in der Tat erscheint Meloni oft in ihrer Eigenschaft als Mutter", erklärt sie. "Sie verkörpert die starke Frau, die Mutter, die weiß, wie man Entscheidungen trifft, und mit einem starken Sinn für Land und Ehre".
Doch in den letzten Jahren haben die Brüder Italiens auch in Norditalien, einer historischen Bastion der Lega, Berlusconis und der Demokratische Partei, an Boden gewonnen. Unter der Bedingung anonym zu bleiben sagte ein Geschäftsmann aus der Emilia-Romagna, einer traditionell linksgerichteten Region: "Ich und viele Geschäftsleute, die ich kenne, würden immer noch für Berlusconi stimmen, aber es ist Zeit, dass er in den Ruhestand geht. Zwischen Salvini und Meloni bevorzugen sie also Meloni. Obwohl sie keine erfolgreiche Geschäftsfrau wie Berlusconi ist, hat sie verstanden, dass Italien einen starken Staat braucht, um Unternehmen im Wettbewerb zu unterstützen".
Tatsächlich ist eines der Arbeitspferde der Brüder Italiens die Modernisierung der Bürokratie und des Steuersystems. "Wir Italiener haben ein Steuer-, Bürokratie- und Justizsystem, das unsere Wirtschaft auslöschen wird", sagt Crosetto. "Wir müssen es ändern, damit es leistungsorientierter ist und der Wirtschaft Vorrang einräumt".
Salvinis Lega fordert ähnliche Reformen. Und wenn Salvini der derzeitige Führer der gesamten Mitte-Rechts-Opposition ist, muss ihn der wachsende politische Erfolg von Meloni und den Brüdern Italiens beunruhigen. Der Erfolg der Brüder Italiens bei den Regionalwahlen am vergangenen Wochenende zeigt die Schwäche der Führung Salvinis: Die Lega hat ein mittelmäßiges Ergebnis erzielt und die Region Toskana, auf die Salvini gesetzt hatte, nicht gewinnen können. Jetzt hat Meloni noch mehr Grund, davon zu träumen, die erste weibliche Regierungschefin Italiens zu werden.
