Να αποπληρώσει η Ευρωπαϊκή Επιτροπή και όχι τα &nbsp;κράτη-μέλη το νέο δημόσιο χρέος που θα προκύψει από τη δανειοδότηση &nbsp;μέσω του Ταμείου Ανάκαμψης και Ανθεκτικότητας, προτείνει ο γενικός &nbsp;γραμματέας της Συνομοσπονδίας Ευρωπαϊκών Συνδικάτων (ETUC), Λούκα Βισεντίνι.
Εφσυν: Πώς σχολιάζετε την πρόταση των εκατό επιφανών οικονομολόγων και προσωπικοτήτων για «κούρεμα» από την ΕΚΤ του χρέους των ευρωπαϊκών κρατών;
Λούκα Βισεντίνι: Η ιδέα για τη μείωση ή την αναδιάρθρωση του χρέους είναι πάντα ενδιαφέρουσα και δεν είμαστε αντίθετοι σε αυτό. Αλλά το μείζον πρόβλημα &nbsp;που αντιμετωπίζουμε τώρα δεν είναι το χρέος στην ΕΚΤ, αλλά το δημόσιο &nbsp;χρέος που αυξήθηκε και συνεχίζει να αυξάνεται κατά τη διάρκεια της &nbsp;πανδημίας λόγω των μέτρων στήριξης των εισοδημάτων και της απασχόλησης. Προέχει η αντιμετώπισή του, πολύ περισσότερο που στο πλαίσιο της &nbsp;χρηματοδότησης από το Ταμείο Ανθεκτικότητας και Ανάπτυξης ποσοστό 40% ή και περισσότερο είναι δάνεια και όχι επιχορήγηση. Δάνεια τα οποία πρέπει &nbsp;να απορροφηθούν από όσες χώρες κάνουν χρήση μέχρι το 2026. Αυτό το νέο δημόσιο χρέος πρέπει να εξοφληθεί από την Ε.Ε. Αυτή πρέπει να &nbsp;αποπληρώσει τα ομόλογα που εκδόθηκαν για τη χρηματοδότηση της ανάκαμψης.
Η ΕTUC από την αρχή της πανδημίας υποστήριξε τα σχήματα μείωσης του &nbsp;χρόνου εργασίας με επιδότηση από τον ευρωπαϊκό Μηχανισμό SURE. Ποιο, &nbsp;κατά τη γνώμη σας, είναι το επόμενο βήμα;
Αυτός ο Μηχανισμός ενδείκνυται κυρίως για έκτακτες ανάγκες. Είναι ένα μέτρο &nbsp;χορήγησης επιδοτήσεων σε συνθήκες επείγουσας κατάστασης, είτε απευθείας σε επιχειρήσεις είτε στους εργαζόμενους, ανάλογα με τον σχεδιασμό των εθνικών συστημάτων. Από τη στιγμή που οι άνθρωποι θα επιστρέψουν στην &nbsp;εργασία και δεν θα υπάρχουν επιδοτήσεις, το SURE δεν θα είναι αποτελεσματικό.
<blockquote>Θα απαιτηθεί πολύς χρόνος μέχρι να επιστρέψει η ανάκαμψη</blockquote>
Εννοείτε στην περίοδο της ανάκαμψης;
Η &nbsp;ανάκαμψη είναι μια διαφορετική ιστορία. Για να επιτευχθεί απαιτούνται επενδύσεις, μαζικές επενδύσεις και δημιουργία μαζικών θέσεων εργασίας. Αλλά είναι απολύτως κρίσιμο θέμα, όταν οι εργαζόμενοι επιστρέψουν στις δουλειές τους να μη βρεθούν μπροστά στον κίνδυνο της απόλυσης. Οι εταιρείες πρέπει να διατηρήσουν το προσωπικό τους και να δημιουργήσουν νέες ποιοτικές θέσεις εργασίας. Γι’ αυτόν τον λόγο προτείνουμε τη μετατροπή του SURE σε ένα μόνιμο και σταθερό σύστημα χρηματοδότησης των επιδομάτων ανεργίας και των ενεργών πολιτικών απασχόλησης.
Είστε αισιόδοξος για την επόμενη ημέρα;
Οχι, καθόλου αισιόδοξος γιατί βλέπουμε ότι στη συμπεριφορά των κυβερνήσεων &nbsp;κυριαρχεί ο κατακερματισμός. Συμπεριφέρονται πολύ διαφορετικά ως προς την αξιοποίηση των πολιτικών που θα χρηματοδοτηθούν από το Ταμείο Ανάκαμψης. Κάποιες σοβαρές σχεδιάζουν ήδη επενδύσεις για την ψηφιακή μετάβαση και την πράσινη οικονομία, ενώ άλλες δεν κάνουν απολύτως &nbsp;τίποτε. Δεν έχουν σχέδιο ανάκαμψης για τις οικονομίες τους.
Επιπροσθέτως, υπάρχει ένα θέμα με την παράταση των προσωρινών μέτρων στήριξης. &nbsp;Χρειάζεται να επεκταθούν τουλάχιστον για ακόμη ένα έτος. Aκόμη κι αν γίνουν οι σωστές επενδύσεις με χρηματοδότηση από το Ταμείο Ανάκαμψης, θα απαιτηθεί πολύς χρόνος ώστε να επιστρέψει η ανάκαμψη. Γι’ αυτό είναι πολύ σημαντικό τα έκτακτα μέτρα να συνεχιστούν τουλάχιστον μέχρι και το 2022!

Πλαίσιο κατώτατου μισθού στην Ευρωπαϊκή Ένωση. Υπάρχει ελπίδα να υιοθετηθεί η Οδηγία για τον κατώτατο μισθό όταν διατυπώνονται ισχυρές αντιρρήσεις από την ευρωπαϊκή οργάνωση εργοδοτών ΒusinessEurope;
Mε όλα είναι αντίθετη η BusinessEurope. Ακόμη και με την εξισορρόπηση επαγγελματικής και οικογενειακής ζωής. Αλλά πάντα αποτυγχάνει. Είμαι &nbsp;βέβαιος ότι και τώρα θα αποτύχει.Η Οδηγία για τον κατώτατο μισθό είναι ήδη καθ’ οδόν. Η διαδικασία έχει ήδη ξεκινήσει στο Ευρωκοινοβούλιο με τις &nbsp;πολιτικές ομάδες να καθορίζουν τους εισηγητές τους. Επίσης το Συμβούλιο &nbsp;έχει δημοσιοποιήσει μια θετική νομική γνωμοδότηση. Το σχέδιο Οδηγίας συζητήθηκε προ ημερών, ενώ από τη συζήτηση στο EPSCO (Συμβούλιο υπουργών Απασχόλησης, Κοινωνικών Υποθέσεων και Υγείας) προέκυψε ότι εκφράζεται &nbsp;σκεπτικισμός από τρία ή τέσσερα κράτη-μέλη. Θα αναζητηθούν συμβιβασμοί και μέχρι το τέλος του χρόνου πιστεύω ότι η Οδηγία θα εγκριθεί.
<h3>«Να αλλάξει ριζικά το Σύμφωνο Σταθερότητας»</h3>
Στη &nbsp;συνέντευξή του στην «Εφ.Συν.» προτάσσει τη διόγκωση του δημόσιου χρέους &nbsp;ως κορυφαίο ζήτημα το οποίο, όπως αναφέρει, αν αντιμετωπιστεί μόνο από &nbsp;τα κράτη-μέλη, θα συναντήσουν τρομακτικά εμπόδια στην ανάταξη των &nbsp;οικονομιών τους. «Το χρέος το οποίο αναλαμβάνουν μετά την έκδοση των &nbsp;ευρωπαϊκών ομολόγων δεν πρέπει να αποπληρωθεί από τις χώρες αλλά από την ίδια την Ευρωπαϊκή Επιτροπή ενεργοποιώντας τα εργαλεία της φορολογίας &nbsp;που έχει και από τα οποία μπορεί να εξασφαλίσει πρόσθετους πόρους, όπως &nbsp;είναι η φορολογία για τα δικαιώματα άνθρακα, για τη ρύπανση ή ο ψηφιακός πόρος», επισημαίνει ο γ. γ. της ETUC.
«Δεν μπορεί να υπάρξει επιστροφή σε μη αναγνωρισμένες πολιτικές που δίνουν &nbsp;προτεραιότητα στις περικοπές δαπανών από τη δημιουργία θέσεων εργασίας. Το Σύμφωνο Σταθερότητας δεν πρέπει απλώς να αναβληθεί, αλλά να αλλάξει ριζικά, ώστε να επιτρέψει στις μαζικές επενδύσεις που να προσφέρουν πλήρη απασχόληση και να προστατεύσουν το περιβάλλον. Η Ευρώπη πρέπει να δώσει στα κράτη-μέλη το πράσινο φως για τις τεράστιες επενδύσεις που απαιτούνται για να μας φέρουν πιο ενωμένους στις κοινωνικές, οικονομικές και περιβαλλοντικές κρίσεις».

ETUC General Secretary Luca Visentini expresses doubts regarding the fragmented approach of EU member states to recovery and argues for a radical change to the Stability Pact

The European Commission, rather than the member states, should pay off the new public debt resulting from borrowing through the Recovery and Resilience Fund, proposes the general secretary of the European Trade Union Confederation (ETUC), Luca Visentini.
Efsyn: How do you assess the proposal of a hundred prominent economists and public figures that the ECB give a "haircut" to the debt of European countries?
Luca Visentini: The idea of debt reduction or restructuring is always interesting and we are not opposed to it. But the major problem we are now facing is not the debt to the ECB, but public debt. This has increased, and continues to increase, throughout the pandemic due to the measures in place to support incomes and employment. It is a priority to address it, all the more so because 40 percent or more of the funding from the Resilience and Development Fund is in the form of loans and not grants. Loans that must be absorbed by the countries using them by 2026. This new public debt must be repaid by the EU; it is the EU that ought to repay the bonds issued to finance the recovery.
From the beginning of the pandemic the ETUC has supported working time reduction schemes subsidised by the European SURE Mechanism. What, in your opinion, is the next step?
This Mechanism is mainly suitable for emergencies. It is a measure to grant subsidies in emergencies, either directly to companies or to workers, depending on the design of national systems. Once people are back to work and there are no subsidies, SURE will not be effective.
<blockquote>It will take a long time for recovery to return</blockquote>
You mean in the recovery period?
Recovery is a different story. Achieving it requires investments, massive investments and massive job creation. But it is absolutely critical that when workers return to work they do not face the risk of redundancy. Companies need to retain their staff and create new, quality jobs. That is why we propose to transform SURE into a permanent and stable system for financing unemployment benefits and active employment policies.
Are you optimistic about the next step?
No, I am not optimistic at all, because we see that the behaviour of governments is dominated by division. They are behaving very differently in regard to taking advantage of the policies to be financed by the Recovery Fund. Some more serious ones are already planning investments for the digital transition and the green economy, while others are doing absolutely nothing. They have no recovery plan for their economies.
In addition, there is an issue with the extension of the temporary support measures. They need to be extended for at least another year. Even if the right investments are made with money from the Recovery Fund, it will take a long time for recovery to return. That is why it is very important that the emergency measures continue until at least 2022!
<blockquote>The European Minimum Wage Directive will be adopted despite employers' objections</blockquote>
A minimum wage framework in the European Union. Is there any hope of the Adequate Minimum Wage Directive being adopted when the European employers' organisation BusinessEurope is raising such strong objections?
BusinessEurope is opposed to everything, even to balancing work and family life. But it always fails. I am sure it will fail now. The Minimum Wage Directive is already on its way. The process has already started in the European Parliament with the political groups nominating their speakers. The Council has also published a positive legal opinion. The draft of the Directive was discussed a few days ago and the discussion in EPSCO (Employment, Social Policy, Health and Consumer Affairs Council) revealed that only three or four member states are sceptical. Compromises will be sought and by the end of the year I believe that the Directive will be adopted.
<h3>"The Stability Pact must radically change"</h3>
In his interview with Efsyn, Visentini argues that the ballooning public debt is the top issue which, he says, if member states tackle alone, they will face formidable obstacles to the recovery of their economies. "The debt that they take on after issuing European bonds should not be repaid by the countries but by the European Commission itself by activating the tax instruments it has and from which it can secure additional resources, such as taxes on carbon rights, on pollution or the digital tax", the ETUC secretary general points out.
"There can be no return to unrecognised policies that prioritise spending cuts over job creation. The Stability Pact must not just be postponed, but radically changed to allow for massive investments that provide full employment and protect the environment. Europe must give member states the go-ahead for the huge investments needed to bring us closer together in the face of social, economic and environmental crises."

"Efsyn": Jak ocenia Pan propozycję stu wybitnych ekonomistów i osób publicznych, aby Europejski Bank Centralny (ECB) wykonał "haircut" [redukcję wartości aktywów o określony procent - red.] długu państw europejskich?
Luca Visentini: Idea redukcji lub restrukturyzacji długu jest zawsze interesująca i nie jesteśmy jej przeciwni. Głównym problemem przed którym obecnie stoimy nie jest jednak dług wobec EBC, ale dług publiczny. Wzrósł on (i nadal rośnie) w czasie trwania pandemii z powodu rozwiązań wprowadzonych w celu wspierania dochodów i zatrudnienia. Zajęcie się tym problemem jest priorytetem, tym bardziej że co najmniej 40 proc. środków z Funduszu Odbudowy, ma formę pożyczek, a nie dotacji. Pożyczek, które muszą zostać zaciągnięte przez korzystające z nich kraje do 2026 roku. Ten nowy dług publiczny powinien zostać spłacony przez UE. To Unia powinna spłacić obligacje wyemitowane w celu sfinansowania odbudowy.
Od początku pandemii ETUC popiera programy skrócenia czasu pracy subsydiowane przez europejski mechanizm SURE. Jaki pana zdaniem powinien być następny krok?
Mechanizm ten jest odpowiedni przede wszystkim w sytuacjach kryzysowych. Umożliwia przyznawanie w takich okolicznościach dotacji albo bezpośrednio przedsiębiorstwom, albo pracownikom, w zależności od kształtu krajowych systemów gospodarczych. Kiedy ludzie wrócą do pracy i nie będzie dalszych dotacji, SURE przestanie być skuteczny.
<blockquote>Powrót do normalności zajmie dużo czasu.</blockquote>
Ma pan na myśli okres odbudowy?
Odbudowa to zupełnie inna historia. Będzie wymagać inwestycji, ogromnych inwestycji i masowego tworzenia miejsc pracy. Ale absolutnie kluczowe jest to, żeby pracownicy wracający do pracy nie byli narażeni na ryzyko zwolnień. Przedsiębiorstwa muszą zatrzymać swoich pracowników i tworzyć nowe miejsca pracy wysokiej jakości. Dlatego też proponujemy przekształcenie SURE w stały i stabilny system finansowania zasiłków dla bezrobotnych i aktywnej polityki zatrudnienia.
Czy jest pan optymistą, jeśli chodzi o następne kroki?
Nie, w ogóle nie jestem optymistą, ponieważ widzimy, że w zachowaniu rządów dominują podziały. Zachowują się one bardzo w bardzo zróżnicowany sposób, jeśli chodzi o rozwój narzędzi polityki publicznej, które mają być finansowane przez Fundusz Odbudowy. Niektóre rządy, te bardziej poważne, planują już inwestycje na rzecz transformacji cyfrowej i gospodarki ekologicznej, podczas gdy inne nie robią zupełnie nic. A co jeśli chodzi o ramy płacy minimalnej w Unii Europejskiej? Czy jest jakakolwiek nadzieja na przyjęcie "Dyrektywy w sprawie adekwatnych wynagrodzeń minimalnych w UE", biorąc pod uwagę to, jak ostre zastrzeżenia wobec niej zgłasza europejska organizacja pracodawców BusinessEurope?
BusinessEurope sprzeciwia się wszystkiemu, nawet godzeniu pracy i życia rodzinnego, ale zawsze ponosi porażkę. Jestem pewien, że teraz też przegra. Dyrektywa o minimalnym wynagrodzeniu jest już w drodze. Proces rozpoczął się już w Parlamencie Europejskim, gdzie grupy polityczne nominują swoich przedstawicieli. Komisja Europejska opublikowała z kolei pozytywną opinię prawną. Projekt dyrektywy został przedyskutowany kilka dni temu i dyskusja w EPSCO (Rada ds. Zatrudnienia, Polityki Społecznej, Zdrowia i Ochrony Konsumentów) ujawniła, że tylko trzy lub cztery państwa członkowskie są sceptycznie nastawione. Będziemy szukać kompromisów i wierzę, że do końca roku dyrektywa zostanie przyjęta.

W wywiadzie dla "Efsyn" Visentini przekonywał również, że rosnący w nieskończoność dług publiczny jest najważniejszym problemem. Jego zdaniem, jeśli państwa członkowskie będą musiały poradzić sobie z nim w pojedynkę, oznaczać będzie to ogromne przeszkody w drodze do ożywienia ich gospodarek. Jak podkreśla sekretarz generalny ETUC: "Dług, który zaciągną po emisji europejskich obligacji, nie powinien być spłacany przez kraje, ale przez samą Komisję Europejską poprzez uruchomienie instrumentów podatkowych, którymi dysponuje i z których może pozyskać dodatkowe środki, takich jak podatki od praw do emisji dwutlenku węgla, od zanieczyszczeń czy podatek cyfrowy"
Jak mówi: "Nie może być powrotu do nieuznawanych polityk, które przedkładają cięcia wydatków nad tworzenie miejsc pracy. Pakt Stabilności musi być nie tylko odłożony, ale radykalnie zmieniony, aby umożliwić masowe inwestycje zapewniające pełne zatrudnienie i chroniące środowisko. Europa musi dać państwom członkowskim zielone światło na ogromne projekty inwestycyjne – niezbędne, aby zbliżyć nas do siebie w obliczu kryzysów społecznych, gospodarczych i środowiskowych.

Niech Unia spłaci dług za pandemię

El secretario general de la Confederación Europea de Sindicatos (CES), Luca Visentini, sugiere que debe ser la Comisión Europea quien pague la nueva deuda pública que surja a partir del Fondo de Recuperación de la Unión Europea en vez de los Estados miembros.
Efsyn: ¿Cómo valora la propuesta de un centenar de destacados economistas y personalidades públicas para que el Banco Central Europeo condone la deuda de los países comunitarios?
Luca Visentini: La idea de reducir o reestructurar la deuda es siempre interesante y no nos oponemos a ella. Pero el principal problema al que nos enfrentamos ahora no es la deuda con el Banco Central Europeo, sino la deuda pública. Esta ha aumentado, y seguirá haciéndolo a lo largo de la pandemia por las medidas de apoyo a los ingresos y al empleo. Es prioritario abordarla, sobre todo porque el 40% o más de la financiación del fondo de recuperación se emitirá en forma de préstamos y no de subvenciones. Estos pagos deben ser absorbidos por los países que los utilizan antes de 2026. Esta nueva deuda pública debe ser devuelta por la UE; es el club quien debe devolver los bonos emitidos para financiar la recuperación.
Desde el principio de la pandemia la CES ha apoyado los planes de reducción del tiempo de trabajo subvencionados por el mecanismo europeo SURE. En su opinión, ¿cuál es el siguiente paso?
Este mecanismo es adecuado sobre todo para las emergencias. Es una medida que sirve para conceder subsidios en casos excepcionales, ya sea directamente a las empresas o a los trabajadores, dependiendo del diseño de los sistemas nacionales. Cuando la gente vuelva a trabajar y no haya subsidios, el SURE no será efectivo.
<blockquote>La recuperación tardará mucho tiempo en volver</blockquote>
¿Se refiere al periodo de recuperación?
La recuperación es una historia diferente. Lograrla requiere inversiones masivas y creación de empleo a gran escala. Además, es absolutamente esencial que cuando los trabajadores regresen a sus puestos no se enfrenten al riesgo de despido. Las empresas tienen que retener a su personal y crear nuevos empleos de calidad. Por eso proponemos transformar el SURE en un sistema permanente y estable de financiación de las prestaciones por desempleo y de las políticas activas de empleo.
¿Es optimista respecto al siguiente paso?
No, no soy nada optimista, porque vemos que el comportamiento de los gobiernos está dominado por la división. Se está actuando de forma muy diferente en lo que respecta a aprovechar las políticas que financiará el Fondo de Recuperación. Algunos países más serios ya están planeando inversiones para la transición digital y la economía verde, mientras que otros no están haciendo nada. No tienen ningún plan de recuperación para sus economías.
Además, hay un problema con la extensión de las medidas de apoyo temporal. Es necesario prorrogarlas al menos un año más. Aunque se realicen las inversiones adecuadas con el dinero del fondo, la recuperación tardará mucho tiempo en llegar y por eso es importante que las medidas de emergencia continúen al menos hasta 2022.
<blockquote>La directiva europea sobre el salario mínimo se aprobará a pesar de las objeciones de los empresarios</blockquote>
Un marco salarial mínimo en la Unión Europea. ¿Hay alguna esperanza de que se apruebe la directiva europea sobre salarios mínimos adecuados cuando la patronal europea BusinessEurope pone objeciones tan fuertes?
BusinessEurope se opone a todo, incluso a la conciliación de la vida laboral y familiar. Pero siempre fracasa. Estoy seguro de que ahora también lo hará. La directiva sobre el salario mínimo ya está en marcha. El proceso ya ha comenzado en el Parlamento Europeo, con los grupos políticos nombrando a sus ponentes. El Consejo también ha publicado un dictamen jurídico positivo. El proyecto de directiva se debatió hace unos días y la discusión en el EPSCO (Consejo de Empleo, Política Social, Sanidad y Consumidores) reveló que solo tres o cuatro Estados miembros son escépticos. Se buscarán compromisos y creo que a finales de año se aprobará.

En su entrevista con Efsyn, Visentini sostiene que la abultada deuda pública es el principal problema y si los Estados miembros lo abordan en solitario, se enfrentarán a grandes obstáculos para recuperar sus economías. "La deuda que asumen tras la emisión de bonos europeos no debe ser reembolsada por los países, sino por la propia Comisión Europea, activando los instrumentos fiscales de los que dispone y de los que puede obtener recursos adicionales, como los impuestos sobre los derechos de emisión de carbono, sobre la contaminación o el impuesto digital", señala el secretario general de la Confederación Europea de Sindicatos.
"No se puede volver a las políticas no reconocidas que priorizan el recorte del gasto sobre la creación de empleo. El pacto de estabilidad no solo debe posponerse, sino que debe cambiarse radicalmente para permitir inversiones masivas que proporcionen pleno empleo y protejan el medio ambiente. Europa debe dar a los Estados miembros el visto bueno a las enormes inversiones necesarias para hacer frente a la crisis social, económica y medioambiental", concluye Visentini.

Le secrétaire général de la Confédération européenne des syndicats (CES), Luca Visentini, propose que la Commission européenne, plutôt que les États membres, rembourse la nouvelle dette publique résultant des emprunts effectués par le biais du Fonds de relance et de résilience.
Efsyn : Que pensez-vous de la proposition d'une centaine d'économistes et de personnalités publiques de premier plan que la BCE procède à un « haircut » (« décote », ndlr ) de la dette des pays européens ?
Luca Visentini: L'idée de réduire ou de restructurer la dette est toujours intéressante et la CES n'y est pas opposée. Le problème majeur auquel nous sommes confrontés aujourd'hui n'est pas la dette envers la BCE, mais la dette publique. Celle-ci a augmenté, et continue d'augmenter durant la pandémie en raison des mesures mises en place pour soutenir les revenus et l'emploi. Il est prioritaire de s'y attaquer, d'autant plus que 40 % ou plus des financements du Fonds de relance européen prennent la forme de prêts et non de subventions. Des emprunts qui doivent être absorbés par les pays qui les utilisent d'ici 2026. Cette nouvelle dette publique doit être remboursée par l'UE. Il lui appartient de rembourser les obligations émises pour financer la reprise.
Dès le début de la pandémie, la CES a soutenu les programmes de réduction du temps de travail subventionnés par le mécanisme européen SURE. Quelle est, à votre avis, la prochaine étape ?
Ce mécanisme est adapté aux situations d'urgence. Il s'agit d'une mesure permettant d'accorder des subventions en cas d'urgence, soit directement aux entreprises, soit aux travailleurs, en fonction de chaque système national. Une fois que les gens auront repris le travail et qu'il n'y aura plus de subventions, SURE ne s'appliquera plus.
<blockquote>La relance prendra beaucoup de temps</blockquote>
Vous voulez dire pendant la période de relance ?
La relance est une autre histoire. Pour y parvenir, il faut des investissements, des investissements massifs et une création massive d'emplois. Mais il est absolument essentiel que quand les travailleurs retourneront au travail, ils ne risquent pas de se faire de licencier. Les entreprises doivent conserver leur personnel et créer de nouveaux emplois de qualité. C'est pourquoi nous proposons de transformer SURE en un système permanent et stable de financement des allocations de chômage et des politiques actives de l'emploi.
Êtes-vous optimiste quant à la prochaine étape ?
Non, je ne suis pas du tout optimiste, car nous constatons que les gouvernements sont essentiellement divisés. Ils se comportent de manière très différente pour profiter des politiques qui seront financées par le Fonds de relance. Certains, plus sérieux, prévoient déjà des investissements pour la transition numérique et l'économie verte, tandis que d'autres ne font absolument rien. Ils n'ont pas de plan de relance pour leur économie.
En outre, l'extension des mesures de soutien temporaire pose problème. Elles doivent être prolongées d'au moins un an. Même si les bons investissements sont réalisés avec l'argent du Fonds de relance, il faudra beaucoup de temps pour que la reprise revienne. C'est pourquoi il est très important que les mesures d'urgence se poursuivent au moins jusqu'en 2022 !

Un cadre pour le salaire minimum dans l'Union européenne. Y a-t-il un espoir que la directive relative à des salaires minimaux adéquats soit adoptée alors que l'organisation patronale européenne Business Europe s'y oppose fortement ?
Business Europe s'oppose à tout, même à l'équilibre entre vie professionnelle et vie familiale. Mais l'organisation patronale échoue toujours. Je suis sûr qu'elle va à nouveau perdre. La directive sur les salaires minimaux est déjà lancée. Le processus a déjà commencé au Parlement européen, et les groupes politiques ont désigné leurs orateurs. Le Conseil a aussi publié un avis juridique positif. Le projet de directive y a été discuté il y a quelques jours et il s'avère que seuls trois ou quatre États membres émettent des doutes. Il faudra rechercher des compromis et, d'ici la fin de l'année, je pense que la directive sera adoptée.

Dans son entretien avec Efsyn, M. Visentini affirme que le gonflement de la dette publique est le problème numéro un. Selon lui, si les États membres s'y attaquent seuls, ils seront confrontés à des obstacles redoutables pour la reprise de leurs économies. « La dette qu'ils contractent après avoir émis des obligations européennes ne devrait pas être remboursée par les Etats, mais par la Commission européenne elle-même, en activant les instruments fiscaux dont elle dispose et à partir desquels elle peut obtenir des ressources supplémentaires, comme les taxes sur les droits d'émission de carbone, sur la pollution ou la taxe numérique », souligne le secrétaire général de la CES.
« Il ne peut y avoir de retour à des politiques non reconnues qui privilégient la réduction des dépenses publiques à la création d'emplois. Le Pacte de stabilité ne doit pas seulement être reporté, mais radicalement modifié pour permettre des investissements massifs qui assurent le plein emploi et protègent l'environnement. L'Europe doit donner aux États membres le feu vert pour mener les investissements massifs nécessaires à nous rapprocher face aux crises sociales, économiques et environnementales. »

EGB-Generalsekretär Luca Visentini äußert Zweifel an der fragmentierten Vorgehensweise der EU-Mitgliedsstaaten für den Wiederaufbau. Er plädiert für eine radikale Änderung des Stabilitätspakts.

Die Europäische Kommission und nicht die Mitgliedsstaaten sollten die neuen öffentlichen Schulden, die aus der Kreditaufnahme durch den Konjunktur- und Resilienzfonds resultieren, abtragen, schlägt der Generalsekretär des Europäischen Gewerkschaftsbundes (EGB), Luca Visentini, vor.
Efsyn: Wie beurteilen Sie den Vorschlag von hundert renommierten Ökonomen und Persönlichkeiten des öffentlichen Lebens, dass die EZB den europäischen Ländern einen Schuldenschnitt gewährt?
Luca Visentini: Die Idee eines Schuldenschnitts oder einer Umstrukturierung ist immer interessant und wir sind grundsätzlich nicht dagegen. Das Hauptproblem, mit dem wir jetzt konfrontiert sind, sind jedoch nicht die Schulden bei der EZB, sondern die öffentlichen Schulden. Diese sind durch die Maßnahmen zur Sicherung von Einkommen und Beschäftigung gestiegen und steigen weiter an. Es handelt sich um ein entscheidendes Thema, mit dem wir uns befassen müssen, insbesondere weil mindestens 40 Prozent der Mittel aus dem Wiederaufbaufonds in Form von Darlehen und nicht als Zuschüsse fließen. Darlehen, für die die Länder, die sie in Anspruch nehmen bis 2026 aufkommen müssen. Diese neuen Staatsschulden müssen von der EU zurückgezahlt werden; die EU sollte die Anleihen zurückzahlen, die zur Finanzierung des Wiederaufbaus ausgegeben wurden.
Von Beginn der Pandemie an hat der EGB Arbeitszeitverkürzungsprogramme unterstützt, die durch den europäischen SURE-Mechanismus subventioniert werden. Was ist Ihrer Meinung nach der nächste Schritt?
Dieser Mechanismus ist hauptsächlich für Notfälle geeignet. Es ist eine Maßnahme, um in Notfällen Subventionen zu gewähren, entweder direkt an Unternehmen oder an Arbeitnehmende, je nach Ausgestaltung der nationalen Systeme. Sobald die Menschen wieder arbeiten und es keine Subventionen gibt, wird SURE nicht mehr wirksam sein.

Sie meinen, in der Phase der wirtschaftlichen Erholung?
Die wirtschaftliche Erholung ist etwas anderes. Sie zu erreichen, erfordert Investitionen, massive Investitionen und die Schaffung von Arbeitsplätzen in großem Umfang. Es ist jedoch absolut entscheidend, dass sich die Arbeitnehmenden, wenn sie an ihren Arbeitsplatz zurückkehren, nicht Sorgen über Entlassungen machen müssen. Die Unternehmen müssen ihre Mitarbeitenden halten und zusätzliche Arbeitsplätze schaffen. Deshalb schlagen wir vor, SURE in ein dauerhaftes und stabiles System zur Finanzierung von Arbeitslosengeld und aktiver Beschäftigungspolitik umzuwandeln.
Sind Sie optimistisch, was den nächsten Schritt angeht?
Nein, ich bin überhaupt nicht optimistisch, denn wir sehen, dass das Verhalten der Regierungen von Spaltung geprägt ist. Sie verhalten sich sehr unterschiedlich, wenn es darum geht, die Maßnahmen zu nutzen, die aus dem Konjunkturfonds finanziert werden sollen. Einige, die seriöser sind, planen bereits Investitionen für den digitalen Wandel und die grüne Wirtschaft, während andere absolut nichts unternehmen. Sie haben keinen Konjunkturplan für ihre Volkswirtschaften.
Darüber hinaus gibt es ein Problem mit der Verlängerung der temporären Unterstützungsmaßnahmen. Sie müssen mindestens um ein weiteres Jahr verlängert werden. Selbst wenn mit dem Geld aus dem Konjunkturprogramm die richtigen Investitionen getätigt werden, wird es lange dauern, bis die Erholung wieder einsetzt. Deshalb ist es sehr wichtig, dass die Notmaßnahmen bis mindestens 2022 weiterlaufen!

Bezüglich eines Mindestlohnrahmen in der Europäischen Union: Gibt es irgendeine Hoffnung, dass die Richtlinie über angemessene Mindestlöhne in der EU verabschiedet wird, wenn die europäische Arbeitgeberorganisation "BusinessEurope" so starke Einwände erhebt?
"BusinessEurope" ist gegen alles, auch gegen die Vereinbarkeit von Beruf und Familie. Bisher scheiterte die Organisation immer wieder und ich bin sicher, dass sie auch jetzt scheitern wird. Die Mindestlohnrichtlinie ist bereits auf dem Weg. Im Europäischen Parlament hat der Prozess bereits begonnen, die Fraktionen haben ihre Sprecher benannt. Auch der Rat hat ein positives Rechtsgutachten veröffentlicht. Der Entwurf der Richtlinie wurde vor einigen Tagen diskutiert. Laut Epsco, dem Rat für Beschäftigung, Sozialpolitik, Gesundheit und Verbraucherschutz, seien nur drei oder vier Mitgliedsstaaten skeptisch. Man wird nach Kompromissen suchen und ich glaube, dass die Richtlinie bis zum Ende des Jahres verabschiedet wird.

Im Interview mit Efsyn argumentierte Visentini weiter, dass die ausufernde Staatsverschuldung das Hauptproblem sei, das die Mitgliedsstaaten, wenn sie es alleine angehen, vor gewaltige Hindernisse für die Erholung ihrer Wirtschaft stellen werde. "Die Schulden, die sie nach der Ausgabe von europäischen Anleihen aufnehmen, sollten nicht von den Ländern zurückgezahlt werden, sondern von der Europäischen Kommission selbst. Beispielsweise, indem sie die Steuerinstrumente aktiviert, über die sie verfügt und aus denen sie zusätzliche Mittel erhalten kann, wie etwa Steuern auf Kohlenstoffrechte, auf Umweltverschmutzung oder die Digitalsteuer", so der EGB-Generalsekretär.
"Es kann keine Rückkehr zu einer nicht anerkannten Politik geben, die Ausgabenkürzungen den Vorrang vor der Schaffung von Arbeitsplätzen einräumt. Der Stabilitätspakt muss nicht nur aufgeschoben, sondern radikal geändert werden, um massive Investitionen zu ermöglichen, die Vollbeschäftigung schaffen und die Umwelt schützen. Europa muss den Mitgliedsstaaten grünes Licht für umfassende Investitionen geben, die nötig sind, um uns angesichts der sozialen, wirtschaftlichen und ökologischen Krisen näher zusammenzubringen."
