In der Klimafrage drehen wir uns um uns selbst – und gehen dabei langsam unter. Aber die Wende ist möglich. Gabriel Baunach und Leopold Schwarz-Schütte von Climaware stellen eine greifbare, klare und globale Lösung vor. 

Die Klimakrise ist längst eingetreten. Der Countdown bis zum Verlassen der sicheren Erwärmungszone für uns Menschen läuft unaufhaltsam ab. Im September zeigte die Klima-Uhr der beiden Künstler Gan Golan und Andrew Boyd am Union Square in New York City noch etwas mehr als sieben Jahre an. Unser CO2-Budget für das Einhalten des 1,5°C-Erwärmungsziels wird dann aufgebraucht sein [1]. Bei einer höheren Erderwärmung würde die Wahrscheinlichkeit steigen, dass unumkehrbare und teilweise abrupte Kipppunkte — sogenannte „points of no return“ — im Klimasystem aktiviert werden. Die dann drohenden sozialen, ökonomischen und ökologischen Folgen sind kaum abschätzbar; im schlimmsten Fall wären sie für die Weltordnung existenziell bedrohlich. Um dieses Szenario zu vermeiden, muss die Klimakrise als ein globales Problem mit einem möglichst effektiven, globalen Lösungsansatz bekämpft werden — und zwar jetzt.
Der gegenwärtige Lösungsansatz der Staatengemeinschaft basiert jedoch bloß auf freiwilligen Klimaschutz-Zusagen im Rahmen des Pariser Klimaabkommens. Es ist ein ambitioniertes und richtungsweisendes Abkommen, gleichzeitig jedoch ein zahnloses. Dem Abkommen und dem UN-Klimasekretariat fehlt ein starker Mechanismus, ein effektiver Werkzeugkoffer, mit dem man die drohende Katastrophe abwenden könnte.
Utopische Ideen können uns den Weg für das Machbare aufweisen – ähnlich dem Polarstern bei tiefer Nacht auf hoher See. Eine solche utopische Idee soll in diesem Artikel an das politische Firmament geheftet werden, um uns an Bord des bedrohten Schiffes namens Erde zu konstruktiver Diskussion und entschlossenem Handeln anzuregen.
<h3>Das UN-Klimasekretariat als Schöpfer und Wächter eines globalen Emissionshandels</h3>
Die internationale Staatengemeinschaft muss dem Klimasekretariat des Klimarahmenabkommens der Vereinten Nationen (UNFCCC) einmalig und zeitlich befristet exekutive politische Macht und Verantwortung übertragen. So könnte schnellstmöglich ein globaler CO2-Emissionshandel aufgebaut werden. Durch einen solchen marktbasierten Mechanismus wären dann alle Verursacher von CO2-Emissionen — meist große, multinationale Unternehmen — dazu gezwungen, einen Preis für ihren CO2-Ausstoß zu zahlen.
Der globale CO2-Emissionshandel könnte wie folgt ausgestaltet werden: Das UN-Klimasekretariat reduziert die zulässige Emissionsmenge, was unmittelbar zu einem steigenden CO2-Preis führen würde. Diese zulässige Emissionsmenge müsste sich an den Erkenntnissen des Weltklimarats (Intergovernmental Panel on Climate Change, IPCC) orientieren. Der Ausstoß von CO2 wäre ab einem gewissen Preis für die verantwortlichen Unternehmen unwirtschaftlich. Sie müssten ihre Prozesse auf klimaneutrale, also CO2-arme oder sogar emissionsfreie Technologien anpassen. Fossile Energieträger würden vom Markt verdrängt, Investitionen in klimaneutrale Technologien würden rasant steigen und umweltfreundliche Innovationen beflügeln. Die Politik nennt das eine „effiziente, marktgesteuerte Dekarbonisierung der Weltwirtschaft“.
<h3>Anhaltendes Scheitern der Weltgemeinschaft</h3>
Die jetzige politische Weltordnung stößt in der Klimakrise an ihre Grenzen. Spätestens seit des ersten Berichts des Weltklimarates IPCC vor über 30 Jahren sind der maßgebliche Einfluss der Menschheit auf den Klimawandel und die potenziell desaströsen Folgen wissenschaftlich anerkannt. 1992 wurde das UNFCCC-Vertragswerk verabschiedet sowie das zugehörige UN-Klimasekretariat gegründet.
Seit nunmehr über 25 Jahren werden auf den jährlichen Weltklimakonferenzen die gleichen Fragen diskutiert, jedoch ohne messbare Erfolge. Nach Daten des Global Carbon Projekts (GCP) steigt der CO2-Ausstoß der Welt Jahr für Jahr und erreichte 2019 ein Rekordhoch von 37 Gigatonnen. Die in 2020 durch die Corona-Pandemie hervorgerufenen CO2-Reduktionen fasst das GCP als zufälligen, einmaligen Effekt auf.
Eine dieser Klimakonferenzen hat im Jahr 2015 das bereits erwähnte Pariser Klima-Abkommen hervorgebracht, welches mittlerweile von fast allen Ländern der Welt ratifiziert wurde. Das Problem ist jedoch: Die vereinbarten Ziele sind für die einzelnen Länder rechtlich nicht bindend. Es gibt also weder handfeste Anreize, seinen nationalen Verpflichtungen nachzukommen, noch konsequente Sanktionen, wenn Länder ihre Versprechen brechen. Kein Wunder, dass die meisten Länder gegenwärtig weit davon entfernt sind, ihren Beitrag zur Erreichung der Pariser Klimaziele zu leisten.
Das Pariser Abkommen von 2015 ist nicht viel mehr als eine gemeinsame Absichtserklärung, dass die globale Erderwärmung nicht um viel mehr als 1.5 ℃ ansteigen darf. Aber reine Lippenbekenntnisse und das Aufschieben konkreter Maßnahmen können wir uns nicht mehr leisten. Eine robuste globale Strategie und ein effektiver weltweiter Mechanismus, um dieses Ziel tatsächlich zu erreichen, fehlt.
<h3>Das Versagen der Marktwirtschaft</h3>
Man kann die Klimaproblematik im Kern auf ein Marktversagen unseres globalen Wirtschaftssystems reduzieren: Die globale Wirtschaft belastet die Atmosphäre nämlich fast ausschließlich, ohne dafür zahlen zu müssen. Unsere Atmosphäre — die Luft, die wir alle täglich atmen — dient quasi als kostenlose, globale Müllkippe. Die alltäglichen, normalen Preise für alle angebotenen Dienstleistungen und Produkte spiegeln nicht die gesamten, echten Kosten wider. Vielmehr werden die aktuellen Preise aller Produkte und Dienstleistungen stark von der Natur, von den Ärmsten der Welt und von unseren eigenen Kindern, Enkelkindern und allen zukünftigen Generationen subventioniert. Genau diese Problematik ist mit dem Begriff Marktversagen gemeint. Aus volkswirtschaftlicher Perspektive müssen bei einem Marktversagen die wirtschaftlichen Anreize der Akteure im Markt verändert werden. Konkret auf den Klimawandel bezogen, bei dem die Kosten in Form von Klima-Schäden von der Allgemeinheit, und nicht vom Verursacher getragen werden, kann das erreicht werden, indem die Treibhausgasemissionen einen eigenen Preis erhalten, der mit der Zeit ansteigen sollte, so sieht es das Economists' Statement on Carbon Pricing vor. So würden die Verursacher an den zukünftigen Kosten durch Klima-Schäden beteiligt werden. Das Marktversagen wäre behoben — und die Atmosphäre keine kostenlose Müllkippe mehr.
Eine solche „Einpreisung von Umwelt-Externalitäten“, wie es in der Ökonomie heißt, hat schon mehrfach funktioniert. So konnte zum Beispiel das US-amerikanische “Acid Rain Programme” den nationalen Energiesektor von den bis dahin exzessiven Schwefelemissionen befreien.
Im Falle des Klimawandels wäre eine solche Marktkorrektur allerdings nur mit globaler Beteiligung vielversprechend. Die Länder, die an einer CO2-Bepreisung nicht teilnehmen würden, hätten Wettbewerbsvorteile. Dass sich einzelne Akteure so auf Kosten der Allgemeinheit bereichern, kann nur durch gleiche Regeln und Transparenz für alle Marktteilnehmer umgangen werden.
Laut The Economist ist ein globaler CO2-Emissionshandel sowohl effizienter als auch effektiver als andere — oft vereinzelte und unkoordinierte — Klimaschutzmaßnahmen. Der globale Emissionshandel ist also das Mittel der Wahl, um die Klimakrise schnellstmöglich und effektiv in den Griff zu bekommen. Nur wie genau ließe er sich unter Führung des UN-Klimasekretariats ausgestalten?
Das Klimasekretariat würde die Menge von CO2-Emissionen festlegen, welche die Weltgemeinschaft jedes Jahr weltweit emittieren darf. Dabei sollte es sich an den CO2-Budgets und Reduktionspfaden des IPCC orientieren. Jede Organisation — wie etwa ein Erdöl-Unternehmen —, die eine bestimmte Menge an CO2 direkt ausstoßen oder in den Markt einbringen will, muss sich beim Klimasekretariat passende CO2-Zertifikate ersteigern. Diese Zertifikate können auf einem globalen Emissionsmarkt frei gehandelt werden. So entsteht ein Preis, der das Verhältnis zwischen Angebot und Nachfrage reflektiert.
Nach und nach würde das UN-Klimasekretariat die Menge an Zertifikaten reduzieren, um die Reduktionsziele des IPCC einzuhalten. Der CO2-Preis würde steigen. So kann das UN-Klimasekretariat genau festlegen, wann die Menge an Zertifikaten — und damit des weltweiten CO2-Ausstoßes — nahe Null liegen soll; beispielsweise im Jahr 2050.
Zurzeit gibt es mehrere Ansätze solcher Emissionshandelssysteme für Treibhausgase, zum Beispiel in der EU und in Kalifornien. Aber sie sind auf einzelne Wirtschaftssektoren beschränkt und die CO2-Preise sind noch zu niedrig. Es fehlt noch an globaler politischer Durchsetzungskraft, um einen internationalen Emissionshandel über alle Wirtschaftssektoren hinweg aufzubauen. Aber genau hier kommt die anfangs erwähnte utopische Idee ins Spiel.
<h3>Eine "Koalition der Willigen" als Nukleus der Utopie</h3>
Hätte das UN-Klimasekretariat für einen Übergangszeitraum exekutive politische Macht, könnte es einen solchen globalen Emissionshandel in der kurzen Zeit, die uns noch bleibt, aufbauen. Es liegt schließlich auch im nationalen Interesse der fünf größten CO2-Emittenten China, USA, Indien, der EU und Russland den Klimawandel zu bekämpfen. Einerseits geht es ihnen um eine moralische und politische Führungsrolle, um internationales Gewicht in geopolitischen Fragen und die Umsetzung der Forderungen ihrer nationalen Wählerinnen und Wähler. Das gilt besonders für die USA, die EU und Indien. Andererseits streben sie nach zukunftssicheren Arbeitsplätzen und einem technologischen Vorsprung in wirtschaftlichen Schlüsselsektoren des 21. Jahrhunderts, zu denen erneuerbare Energien mittlerweile gehören.
Zwei dieser fünf Großmächte haben bereits ein Klimaneutralitätsversprechen abgelegt: die EU und China. Unter US-Präsident Biden könnten die USA dazukommen. Mit ihrem weltpolitischen Gewicht müssen diese drei Akteure jetzt eine „Koalition der Willigen“ gründen, die dem UN-Klimasekretariat die Verantwortung und Macht zur Errichtung eines internationalen — und letztendlich globalen — CO2-Emissionshandels überträgt. Durch politischen Druck, wirtschaftliche Anreize und Strafzölle auf klimaschädliche Importe könnte dieser gigantische Wirtschaftsraums — zu Beginn bestehend aus den USA, China und der EU — Indien, Russland und den Rest der Welt zum Einlenken bewegen. Wenn sich tatsächlich die größten Volkswirtschaften der Welt dem UN-Klimasekretariat zur Errichtung eines Emissionshandels unterwerfen würden, hätten wir gute Chancen, die Ziele des Pariser Abkommens noch rechtzeitig zu erreichen. Auf effektive und faire Weise.
<h3>Strikte Regeln für mehr Flexibilität</h3>
Vorausgesetzt solch eine globale "Koalition der Willigen" käme zustande — wie würde solch ein globaler Emissionshandel unter der Führung des UN-Klimasekretariats dann genau aussehen? Das Klimasekretariat bräuchte exekutive Macht, um die komplexen Strukturen eines Emissionshandels aufbauen zu können. Das fängt mit einer transparenten, starken und rechenschaftspflichtigen Rahmenordnung an. Diese könnte von einem unabhängigen Expertengremium erstellt werden. Auch die Autorität für die Durchsetzung des Emissionshandels müsste beim Klimasekretariat liegen. Entscheidend ist hier die Rechtssicherheit: Wenn ein Unternehmen etwa in Land A mehr CO2 ausstößt, als es durch erworbene Zertifikate abgedeckt hat, dann muss Land A dieses Unternehmen gerichtlich zur Rechenschaft ziehen. Und wenn ein Land die Regeln des Emissionshandels bricht, muss das Klimasekretariat dieses Land mit Strafzöllen belegen können. Alles andere hätte nur ein weiteres zahnloses internationales Vertragswerk und ergebnislose Bürokratie zur Folge.
Die Auktion der CO2-Zertifikate würde dem Klimasekretariat erhebliche Summen einbringen. Wie aber würde das Klimasekretariat die Gelder aus dem Emissionshandel verwenden? Sie könnten für zweierlei Zwecke eingesetzt. Ein Teil des Geldes könnte in den Green Climate Fond (GCF) fließen. Dieser globale Klima-Fond ist bereits Teil des Pariser Klimaabkommens und stellt die Klimafinanzierung in Entwicklungsländern bereit. Ein anderer Teil könnte als Klima-Dividende an alle Länder ausgezahlt werden, proportional zu ihrer Bevölkerungsgröße. Diese Gelder könnten national für grüne Forschung ausgegeben werden oder den teilweise gravierenden Strukturwandel für die Bevölkerungen sozialverträglich gestalten helfen.
<h3>Eine Utopie in Kürze</h3>
Die nationalen Regierungen haben es seit mehr als 25 Jahren nicht geschafft, einen funktionierenden globalen Mechanismus einzuführen, der die Treibhausgas-Emissionen effektiv und im verfügbaren Zeitrahmen senkt. Kostbare Zeit ist verstrichen, in der die globale Erderwärmung nicht gestoppt werden konnte.
Wenn die USA unter Biden dem Pariser Abkommen wieder beitreten, wird der globale Klimaschutz neu belebt werden. Eine internationale Koalition der Willigen unter der Führung der USA könnte entstehen, und die Lösungsidee dieses Artikels wäre schon weniger utopisch: Dem UN-Klimasekretariat zeitlich befristet echte Verantwortung und politische Macht zu übertragen, damit schnellstmöglich ein globaler Emissionshandel mit gleichen Regeln für alle Länder aufgebaut werden kann. Das wäre der ideale Weg aus der Klimakrise. Auch wenn dieser Ansatz manchen als utopisch und unrealistisch erscheinen mag; zumindest Teile der Idee könnten tatsächlich umgesetzt werden. Eine Verbesserung der aktuellen Lage wäre das allemal.
Nun müssen weltweite Bürgerbewegungen — wie etwa Fridays for Future — den nötigen Druck auf ihre nationalen Regierungen aufrechterhalten. Nur so kann das UN-Klimasekretariat in den kommenden sieben Jahren tatsächlich den Sinn und Zweck seiner Gründung im Jahre 1992 umzusetzen: “eine gefährliche, menschenverursachte Störung des Klimasystems zu verhindern”.

The climate crisis is already happening. The countdown to exceeding the safe warming limit is ticking away. In September, Gan Golan and Andrew Boyd's New York City Climate Clock gave us little more than seven years until our CO2 budget for the 1.5°C global warming target is exhausted [1]. If global warming were to increase beyond that temperature, it would dramatically increase the probability for irreversible and abrupt tipping points – the so-called "points of no return" – to be activated within the climate system. The social, economic and ecological consequences are as dangerous as they are impossible to predict. In the worst-case scenario, they pose an existential threat to the current world order. To avoid this scenario, the climate crisis must be tackled as a global problem with the most effective global solution. And it has to happen right now.
However, the current approach of the international community is based solely on the voluntary climate protection commitments of the Paris Agreement. It is an ambitious and groundbreaking agreement, but it is essentially toothless. The Paris Agreement and the UN Climate Secretariat lack a strong mechanism that could prevent the impending climate disaster.
Utopian ideas can help guide us to what is actually feasible, much like the north star guiding ships at high seas in the dark of night. With this article, we hope to pin a utopian idea to the political horizon to inspire constructive discussion and decisive action aboard the endangered ship we call Earth.
<h3>The UN Climate Change Secretariat as creator and guardian of a global emissions trading system</h3>
The international community must grant executive political power and responsibility to the Climate Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) for a limited period of time. This would be necessary to establish a global CO2 emissions trading system as soon as possible. With such a market-based mechanism, we could ensure all those producing vast quantities of CO2 emissions – mostly large, multinational companies – pay the price of their consumption.
A Global CO2 emissions trading system could be structured as follows: the UN Climate Secretariat reduces the level of emission it permits based on the findings of the Intergovernmental Panel on Climate Change (IPCC), leading directly to a rise in the price of CO2. Above a certain price, CO2 emissions become increasingly uneconomic. Large emitters of CO2 would have to adapt their processes to climate-neutrality, that is, low CO2 or even emission-free technologies. Fossil energy sources would be forced out of the market, leading investment in climate-neutral technologies to increase rapidly, stimulating environmentally-friendly innovation. Politicians call this an "efficient, market-driven decarbonisation of the global economy".
<h3>Continuing failure of the world community</h3>
Concerning the climate crisis, the current political world order is way out of its depth. The significant influence of humankind on climate change and its potentially disastrous consequences have been acknowledged scientifically for at least 30 years now, with the first report of the Intergovernmental Panel on Climate Change.&nbsp;
For more than 25 years now, the same issues have been discussed at annual world climate conferences, but there have been no measurable outcomes. According to the Global Carbon Project (GCP), the world's CO2 emissions increase year by year, reaching a record high of 37 gigatonnes in 2019. The GCP considers the CO2 reductions caused by the corona pandemic in 2020 to be a random, one-off effect.
In 2015, one of these climate conferences generated the infamous Paris Agreement, which has now been ratified by almost all countries in the world. The problem, however, is that the agreed targets are not legally binding for the individual countries. Therefore, there are no incentives to meet national commitments, nor consistent sanctions when countries break promises. No wonder most countries aren't even close to the level of agreed contributions needed to reach the Paris climate targets.
Essentially, the Paris Agreement of 2015 is little more than a joint declaration of intent for global warming to not increase by more than 1.5 ℃. But we can no longer afford to pay lip service and postpone concrete measures. We still lack a robust global strategy and an effective global mechanism to achieve this goal.
<h3>The failure of the market economy</h3>
The climate problem is essentially a market failure in our global economic system: the global economy pollutes the atmosphere, almost always without paying for it. Our atmosphere – the air that we all breathe every day – serves as a free global dumping ground. Our everyday, normal prices for services and products on offer do not reflect the total, actual costs. Rather, the current prices of all products and services are heavily subsidised by nature, by the world's poorest people, by our own children, grandchildren, and all future generations. This is the very definition of market failure. From a macroeconomic perspective, market failure requires a change in the economic incentives of market players. In the case of climate change, where the costs are borne by the general public rather than the by polluters, this can be achieved by assigning a price to greenhouse gas emissions, which, according to Economists' Statement on Carbon Pricing, should increase over time. This way, large polluters can share the future costs of climate damage. Market failure would be eliminated – and the atmosphere would no longer be used as a scrapyard.
Such a system of "pricing in environmental externalities", as it is called in economics, has already been done several times successfully. The US "Acid Rain Programme", for example, was able to free the national energy sector from excessive sulphur emissions, according to the US Environmental Protection Agency.
In the case of climate change, however, such a market correction would require global participation, as countries that choose to opt-out of a CO2 pricing system would have certain competitive advantages. Individual players enriching themselves at the expense of the public can only be avoided with equal rules and transparency for all market participants.
According to The Economist, global CO2 emissions trading is both more efficient and effective than other – often isolated and uncoordinated – climate protection measures. Global emissions trading is, therefore, the measure available to tackle the climate crisis as quickly and effectively as possible. But how exactly could a global trading system headed by the UN Climate Change Secretariat be designed?
The Climate Secretariat would set a CO2 emissions yearly threshold for the global community based on the CO2 budgets and reduction paths of the IPCC. &nbsp;Organisations wishing to emit a certain amount of CO2 directly must bid for suitable CO2 certificates from the Climate Secretariat, which can then be traded on a global emissions market. The result is a price that reflects the relationship between supply and demand.
The UN Climate Secretariat would gradually reduce the number of certificates to meet the IPCC reduction targets. The price of CO2 would rise. This would enable the UN climate secretariat to determine exactly when the number of certificates – and thus global CO2 emissions – should be close to zero; in 2050, for example.
Currently, there are several greenhouse gas emissions trading schemes in place in the EU and California. But they are limited to individual economic sectors, and CO2 prices remain low. There is still a lack of global political assertion to establish international emissions trading across all economic sectors. But here's where the utopian idea comes into play.
<h3>A coalition of the willing as the nucleus of utopia</h3>
If the UN Climate Secretariat had executive political power for a transitional period of time, it would be capable of setting up a global emissions trading scheme within the short time we have left. After all, it is also in the national interest of the five largest CO2 emitters, China, the USA, India, the EU and Russia, to combat climate change. On the one hand, they are concerned with their role in moral and political leadership. They want to remain heavyweights in geopolitical issues and implement the demands of their national voters. This is particularly true for the US, the EU and India. On the other hand, these economies are increasingly seeking future-proof jobs and look forward to leading key economic sectors in the 21st century – which now include renewable energies.
Two of these five major powers have already pledged climate neutrality: the EU and China. Under the new President Biden, the US could join them. With their weight in world politics, these three actors must now form a coalition of the willing, which will give the UN climate secretariat the responsibility and the power to establish an international – and ultimately global – CO2 emissions trading scheme. Through political pressure, economic incentives and punitive trade tariffs on climate-damaging imports, this gigantic economic area – initially consisting of the USA, China and the EU – could eventually comprise India, Russia and the rest of the world. If the world's largest economies were indeed subordinate to the UN Climate Secretariat in setting up an emissions trading system, we would have a good chance of achieving the objectives of the Paris Agreement in time. Effectively and fairly.
<h3>Strict rules for more flexibility</h3>
Assuming that this global coalition of the willing should come about – what exactly would such a global emissions trading scheme under the leadership of the UN Climate Change Secretariat look like? The Climate Secretariat would require executive power to set up the complex structures of an emissions trading system. This starts with a transparent, strong and accountable framework, which could be drawn up by an independent panel of experts. The authority to enforce emissions trading would also have to rest with the Climate Secretariat. Legal security is crucial here: if, for example, a company in country A emits more CO2 than it has covered by the certificates it purchased, then country A must hold this company accountable in court. And if a country breaks the rules of emissions trading, the Climate Secretariat must be able to impose punitive trade tariffs on that country. Anything else would only result in further toothless international agreements and fruitless bureaucracy.
The auctioning of CO2 certificates would bring the Climate Secretariat considerable sums of money. But how would the Climate Secretariat use the money from emissions trading? It could be used for two purposes. A part could go to the Green Climate Fund (GCF). This global fund is already part of the Paris Agreement and provides climate financing in developing countries. Another part could be paid out as a climate dividend to all countries, in proportion to the size of their population. This money could be spent nationally on green research or help make serious structural changes more socially bearable for local populations.
<h3>A utopia in brief</h3>
For more than 25 years, national governments have failed to put in place a functioning global mechanism to reduce greenhouse gas emissions effectively and within the available time frame. Precious time has passed during which global warming could not be halted.
When the USA rejoins the Paris Agreement under Biden, global climate protection will be revived. An international coalition of the willing could emerge under the USA's leadership. Kryzys klimatyczny: utopijne idee odpowiedzią na dystopijne perspektywy

Comment serait structuré un tel système mondial d'échange de droits d'émission de CO2 ? Le Secrétariat des Nations unies pour le climat réduirait le niveau d'émission qu'il autorise, sur la base des conclusions du Groupe d'experts intergouvernemental sur l'évolution du climat (GIEC), ce qui entraînerait directement une hausse du prix du CO2. Les grands émetteurs de CO2 devraient adapter leurs procédés à la neutralité climatique, c'est-à-dire à des technologies à faible émission de CO2 ou même sans émission. Les sources d'énergie fossile seraient évincées du marché, ce qui entraînerait une augmentation rapide des investissements dans les technologies neutres pour le climat, stimulant ainsi l'innovation respectueuse de l'environnement. Les politiciens appellent cela une « décarbonisation efficace de l'économie mondiale, axée sur le marché ».
<h3>L'échec persistant de la communauté mondiale</h3>
En ce qui concerne la crise climatique, l'ordre politique mondial actuel est loin d'être parfait. L'influence significative de l'humanité sur le changement climatique et ses conséquences potentiellement désastreuses sont reconnues scientifiquement depuis au moins 30 ans maintenant, avec le premier rapport du Groupe d'experts intergouvernemental sur l'évolution du climat. En 1992, le traité de la CCNUCC a été adopté et le Secrétariat des Nations unies pour le climat a été fondé.
Depuis plus de 25 ans maintenant, les mêmes questions sont débattues lors des conférences mondiales annuelles sur le climat, sans résultats tangibles. Les émissions mondiales de CO2 augmentent d'année en année, atteignant un niveau record de 37 gigatonnes en 2019. En 2015, l'une de ces conférences sur le climat a donné lieu au tristement célèbre Accord de Paris, désormais ratifié par presque tous les pays du monde. Le problème, cependant, est que les objectifs convenus ne sont pas juridiquement contraignants pour les différents pays. Il n'existe donc pas d'incitations à respecter les engagements nationaux, ni de sanctions cohérentes lorsque les pays ne tiennent pas leurs promesses. <h3>L'échec de l'économie de marché</h3>
Le problème climatique est essentiellement une défaillance du marché dans notre système économique mondial : l'économie mondiale pollue l'atmosphère, presque toujours sans en payer le prix. Dans le cas du changement climatique, cependant, une telle correction du marché ne nécessiterait qu'une participation mondiale. Selon The Economist, l'échange mondial de droits d'émission de CO2 est plus efficace que d'autres mesures de lutte contre le réchauffement climatique, souvent isolées et non coordonnées. L'échange mondial de droits d'émission est donc la mesure disponible pour lutter contre la crise climatique aussi rapidement et efficacement que possible. Mais comment concevoir un système d'échange mondial dirigé par le Secrétariat des Nations unies pour climat ?
Le Secrétariat fixerait une quantité déterminée d'émissions de CO2 que la communauté mondiale est autorisée à émettre chaque année, en fonction des budgets et des pistes de réduction du CO2 du GIEC. Toute organisation - une société pétrolière par exemple - qui souhaiterait émettre une certaine quantité de CO2 directement ou la mettre sur le marché devrait faire une offre pour obtenir des certificats de CO2 appropriés auprès du Secrétariat. Ces certificats pourraient être négociés librement sur un marché mondial des émissions. Le résultat serait un prix qui reflète la relation entre l'offre et la demande.
Le Secrétariat des Nations unies pour le climat réduirait progressivement le nombre de certificats pour atteindre les objectifs de réduction du GIEC. Le prix du CO2 augmenterait. Cela permettrait au Secrétariat de déterminer exactement quand le nombre de certificats - et donc les émissions mondiales de CO2 - devrait être proche de zéro. En 2050, par exemple.
Il existe actuellement plusieurs systèmes d'échange de droits d'émission de gaz à effet de serre, par exemple dans l'UE et en Californie. Mais ils sont limités à des secteurs économiques particuliers, et les prix du CO2 sont encore trop bas. Il manque encore une affirmation politique mondiale pour établir un système international d'échange de droits d'émission dans tous les secteurs économiques. C'est là que l'utopie entre en jeu.
<h3>Une coalition de volontaires, noyau de l'utopie</h3>
Si le Secrétariat des Nations unies pour le climat disposait d'un pouvoir politique exécutif pendant une période transitoire, il serait capable de mettre en place un système mondial d'échange de quotas d'émission dans le peu de temps qu'il nous reste. Après tout, il est également dans l'intérêt national des cinq plus grands émetteurs de CO2, que sont la Chine, les États-Unis, l'Inde, l'UE et la Russie, de lutter contre le changement climatique. D'une part, ils sont préoccupés par leur rôle de leader moral et politique. D'autre part, ils veulent rester des poids lourds dans les questions géopolitiques et mettre en œuvre les demandes de leurs électeurs nationaux. Cela est particulièrement vrai pour les États-Unis, l'UE et l'Inde. D'autre part, ces économies sont de plus en plus à la recherche d'emplois d'avenir et se réjouissent d'être à la tête de secteurs économiques clés au XXIe siècle - qui incluent désormais les énergies renouvelables.
Deux de ces cinq grandes puissances ont déjà promis la neutralité climatique : l'UE et la Chine. Avec le nouveau président Joe Biden, les États-Unis pourraient les rejoindre. Leur poids dans la politique mondiale doit maintenant permettre à ces trois acteurs de former une « coalition de volontaires », qui donnera au Secrétariat des Nations unies pour le climat la responsabilité et le pouvoir d'établir un système international - et à terme mondial - d'échange de droits d'émission de CO2. Grâce à des pressions politiques, des incitations économiques et des droits de douane punitifs sur les importations nuisibles au climat, cette gigantesque zone économique - initialement composée des États-Unis, de la Chine et de l'UE - pourrait à terme comprendre l'Inde, la Russie et le reste du monde. Si les plus grandes économies du monde étaient effectivement subordonnées au Secrétariat dans la mise en place d'un système d'échange de droits d'émission, nous aurions de bonnes chances d'atteindre les objectifs de l'accord de Paris à temps. De manière efficace et équitable.
<h3>Des règles strictes pour plus de flexibilité</h3>
En supposant que cette coalition mondiale émerge, à quoi ressemblerait exactement un tel système mondial d'échange de droits d'émission ? Le Secrétariat aurait besoin d'un pouvoir exécutif pour pouvoir mettre en place les structures complexes d'un système d'échange de droits d'émission. Cela commence par un cadre transparent, solide et responsable, qui pourrait être élaboré par un groupe d'experts indépendants. Le pouvoir de faire appliquer le système d'échange de quotas d'émission devrait également être confié au Secrétariat. La sécurité juridique est ici cruciale : si, par exemple, une entreprise d'un pays A émet plus de CO2 qu'elle n'a couvert par les certificats qu'elle a achetés, alors le pays A doit tenir cette entreprise pour responsable devant les tribunaux. Et si un pays enfreint les règles du commerce des émissions, le Secrétariat doit pouvoir lui imposer des tarifs commerciaux punitifs. Toute autre solution ne ferait qu'entraîner de nouveaux accords internationaux sans effet et une bureaucratie inutile.
La mise aux enchères des certificats de CO2 apporterait au Secrétariat des sommes considérables. Mais comment le Secrétariat utiliserait-il l'argent provenant de l'échange de droits d'émission ? Il pourrait être utilisé à deux fins. Une partie pourrait aller au Fonds vert pour le climat (GCF). Ce fonds mondial fait déjà partie de l'accord de Paris et fournit un financement pour le climat dans les pays en développement. Une autre partie pourrait être versée sous forme de dividende climatique à tous les pays, proportionnellement à la taille de leur population. Cet argent pourrait être dépensé au niveau national pour la recherche verte ou contribuer à rendre les changements structurels parfois graves plus supportables pour les populations locales.
<h3>Une utopie, à quel point ?</h3>
Depuis plus de 25 ans, les gouvernements nationaux n'ont pas réussi à mettre en place un mécanisme mondial opérationnel pour réduire les émissions de gaz à effet de serre de manière efficace et dans les délais impartis. Un temps précieux s'est écoulé pendant lequel le réchauffement climatique n'a pas pu être arrêté.
Lorsque les États-Unis rejoindront l'accord de Paris sous la direction de Joe Biden, la lutte mondiale contre le réchauffement climatique sera relancée. Une coalition internationale de volontaires pourrait émerger sous la direction des États-Unis. La solution présentée dans cet article serait alors déjà moins utopique : donner au Secrétariat des Nations unies pour le climat une responsabilité et un pouvoir politique réels pour une période limitée, afin qu'un système mondial d'échange de droits d'émission avec les mêmes règles pour tous les pays puisse être mis en place le plus rapidement possible. Ce serait la solution idéale pour sortir de la crise climatique. Même si cette approche peut paraître utopique et irréaliste aujourd'hui, certains de ses éléments pourraient au moins être mis en œuvre pour améliorer la situation actuelle.
Aujourd'hui, les mouvements citoyens mondiaux tels que Fridays for Future doivent maintenir la pression sur leurs gouvernements nationaux. C'est la seule façon pour le Secrétariat de mettre en œuvre l'objectif pour lequel il a été crée en 1992 lors des sept prochaines années : « Prévenir les perturbations dangereuses du système climatique causées par l'homme ».

La crisis climática es una realidad y la cuenta atrás para superar el límite de seguridad del calentamiento global está corriendo. En septiembre, el Reloj Climático de Gan Golan y Andrew Boyd en Nueva York nos dio poco más de siete años para ajustar las emisiones de CO₂ al objetivo de calentamiento global de 1,5 °C. De aumentar más allá de esa temperatura, se dispararía la probabilidad de llegar a puntos de inflexión irreversibles y abruptos —los llamados "puntos de no retorno"— dentro del sistema climático. Las consecuencias sociales, económicas y ecológicas son peligrosas e imposibles de predecir con exactitud. En el peor de los casos, suponen una amenaza existencial para el orden mundial actual. Para evitar este escenario, la crisis climática debe abordarse como un problema global y con la solución global más efectiva posible. Y tiene que ser ahora.
Sin embargo, el enfoque de la comunidad internacional se basa en los compromisos voluntarios de protección del medioambiente del Acuerdo de París. Es un acuerdo ambicioso e innovador, pero inútil en esencia. El Acuerdo de París y la Convención Marco de las Naciones Unidas sobre el Cambio Climático carecen de un mecanismo sólido y herramientas eficaces para prevenir un desastre inminente.
Las ideas utópicas pueden marcar el camino y ayudarnos a encontrar lo realmente factible, así como la estrella Polar guía a los barcos en alta mar en la oscuridad de la noche. Con este artículo esperamos situar una idea utópica en la cúpula política, para que inspire un debate constructivo y una acción decisiva a bordo de ese barco a la deriva que llamamos Tierra.
<h3>La ONU es creadora y guardiana de un sistema mundial de comercio de emisiones</h3>
La comunidad internacional debe otorgarle poder político ejecutivo y responsabilidad a ONU Cambio Climático (CMNUCC). Es necesario para establecer un sistema global de comercio de emisiones de CO₂ lo antes posible. Con ese mecanismo, basado en el mercado, nos aseguraríamos de que quienes producen grandes cantidades de emisiones de CO₂, en su mayoría grandes empresas multinacionales, paguen el precio de su consumo.
Un sistema global de comercio de emisiones de CO₂ podría estructurarse, primero, con una reducción del nivel de emisiones permitido por parte de ONU Cambio Climático, basándose en las conclusiones del Grupo Intergubernamental de Expertos sobre el Cambio Climático (IPCC, por sus siglas en inglés) y eso aumentará el precio del CO₂. A partir de un determinado precio, las emisiones de dióxido de carbono se volverán cada vez menos rentables. Los grandes generadores de emisiones tendrían que adaptar sus procesos a la neutralidad climática, es decir, a tecnologías con bajo o nulo contenido de CO₂. Las fuentes de energía fósil se verían obligadas a abandonar el mercado, lo que llevaría a que la inversión en tecnologías de neutralidad climática aumentara rápidamente, estimulando la innovación respetuosa con el medioambiente. Los políticos llaman a esto una "descarbonización eficiente, impulsada por el mercado de la economía mundial".
<h3>El fracaso de la comunidad internacional</h3>
El orden político mundial está muy lejos de comprender la profundidad de la crisis climática. La importante influencia de la humanidad en el calentamiento global y sus consecuencias potencialmente desastrosas han sido reconocidas científicamente desde hace por lo menos treinta años, con el primer informe del IPCC. En 1992 se aprobó el tratado de la Convención de la ONU Climática y se fundó la secretaría correspondiente.
Desde hace más de veinticinco años se han debatido los mismos temas en las conferencias mundiales anuales sobre el medioambiente, pero no ha habido resultados medibles. Las <a href="https://climateclock.world/">e</a>misiones de CO₂ del mundo aumentan año tras año, alcanzando un récord de 37 gigatones en 2019, y el Global Carbon Project (<a href="https://climateclock.world/">GCP</a>) considera que la bajada de las emisiones causadas por la pandemia del coronavirus en 2020 son un efecto aleatorio y único.
En 2015, una de estas conferencias sobre el clima generó el infame Acuerdo de París, ratificado por casi todos los países del mundo. El problema es que los objetivos acordados no son vinculantes, así que no hay incentivos para cumplir los compromisos ni sanciones cuando se incumple lo pactado. No es extraño entonces que la mayoría de los países ni siquiera estén cerca de alcanzar su contribución acordada para lograr los objetivos acordados.
El Acuerdo de París de 2015 es poco más que una declaración de intenciones conjunta de que el planeta no debe aumentar su temperatura más de 1,5 ℃. Pero ya no podemos darnos el lujo de limitarnos a hablar y posponer medidas concretas. Nos sigue faltando una estrategia global sólida y un mecanismo también global y eficaz para lograr este objetivo.
<h3>El fracaso de la economía de mercado</h3>
El problema del medioambiente es, en esencia, un fallo de mercado en nuestro sistema económico mundial. La economía global contamina la atmósfera, y casi siempre lo hace sin consecuencias. Nuestra atmósfera, el aire que respiramos todos los días, es como un vertedero global gratuito. Los precios normales de todos los servicios y productos que se ofrecen no reflejan los costos totales reales. Más bien, los precios actuales de todos los productos y servicios están subvencionados por la naturaleza, por la gente más pobre del mundo, por nuestros propios hijos, nietos y por todas las generaciones futuras. Esta es la definición misma de fallo del mercado. Desde una perspectiva macroeconómica, el fallo del mercado necesita un cambio en los incentivos económicos de los agentes del mercado. En el caso del cambio climático, en el que quienes asumen los costes es la población general y no los contaminadores, puede lograrse asignando un precio a las emisiones de gases de efecto invernadero y que debería aumentar de manera progresiva. Así, quienes contaminan, compartirían los futuros costes de los daños climáticos, se eliminaría el fallo del mercado y la atmósfera dejaría de ser un vertedero gratuito.
Este sistema de "fijar precios sobre las externalidades ambientales", como se denomina en economía, ya se ha hecho varias veces con éxito. El Acid Rain Programme de Estados Unidos, por ejemplo, logró liberar al sector energético nacional del exceso de emisiones de azufre.
Pero en cuanto al cambio climático, esa corrección de mercado necesitaría participación global. Los países que no participaran en un sistema de fijación de precios del CO₂ tendrían ventajas competitivas. El enriquecimiento individual de ciertos actores a expensas del público mundial solo puede evitarse con reglas iguales y transparencia para todos los participantes del mercado.
Según The Economist, el comercio mundial de emisiones de CO₂ es más eficiente y eficaz que otras medidas de protección del clima, a menudo aisladas y no coordinadas. Esta medida es, por tanto, la única alternativa para enfrentar la crisis climática de la manera más rápida y eficaz. Pero, ¿cómo puede diseñarse un sistema de comercio mundial encabezado por ONU Climática?
La Secretaría establecería una cantidad fija de emisiones de CO₂ que la comunidad internacional puede emitir cada año basándose en los presupuestos de CO₂ y las vías del IPCC para reducir sus emisiones. Cada organización —una petrolera, por ejemplo— que quiera emitir o poner en el mercado una cierta cantidad de dióxido de carbono debe hacer una oferta para obtener los certificados pertinentes por parte de ONU Cambio Climático. Estas autorizaciones pueden comercializarse en un mercado de emisiones mundial y el resultado sería un precio que refleje la relación entre la oferta y la demanda.
Además, la organización reduciría gradualmente el número de certificados para cumplir los objetivos de reducción del IPCC y el precio del CO₂ aumentaría. Esto permitiría determinar cuándo el número de certificados, y por lo tanto las emisiones mundiales de CO₂, deberían acercarse a cero. En 2050, por ejemplo.
Ya existen varios planes de comercio de emisiones de gases de efecto invernadero, como los de la Unión Europea y California, pero se limitan a sectores económicos puntuales y los precios del CO₂ siguen siendo demasiado bajos. Todavía falta una posición política global para establecer un comercio internacional de emisiones en todos los sectores económicos, y aquí entra la idea utópica.
<h3>Una coalición de voluntarios como núcleo de la utopía</h3>
Si ONU Cambio Climático tuviera un poder político ejecutivo durante un período de transición, podría establecer un esquema de comercio de emisiones globales en el poco tiempo que nos queda. Después de todo, a los cinco mayores emisores de CO₂ —China, Estados Unidos, India, la Unión Europea y Rusia— también les interesa combatir el calentamiento global. Por un lado, les preocupa su papel en el liderazgo moral y político. Quieren seguir siendo pesos pesados en la geopolítica y hacer cumplir las exigencias de sus propios votantes. Ocurre sobre todo en Estados Unidos, la Unión Europea y la India. Estas economías buscan cada vez más empleos con miras al futuro y esperan liderar sectores económicos clave en el siglo XXI, entre esos las energías renovables.
Dos de estas cinco grandes potencias ya han prometido la neutralidad climática: la UE y China. Con el nuevo presidente Joe Biden, Estados Unidos podría unirse. Con su peso en la política mundial, estos tres actores deben formar ahora una "coalición de voluntarios", que dará a ONU Cambio Climático la responsabilidad y el poder de establecer un esquema internacional —y en última instancia mundial— de comercio de emisiones de CO₂. Con presión política, incentivos económicos y aranceles comerciales punitivos sobre las importaciones que perjudican el medioambiente, esta gigantesca zona económica inicialmente compuesta por Estados Unidos, China y la UE podría llegar a abarcar la India, Rusia y el resto del mundo. Si las mayores economías del mundo estuvieran realmente subordinadas a este organismo en un sistema de comercio de emisiones, podríamos lograr los objetivos del Acuerdo de París a tiempo y de manera efectiva y justa.
<h3>Reglas estrictas para una mayor flexibilidad</h3>
Suponiendo que esta coalición mundial de voluntarios se dé, ¿cómo sería exactamente un plan de comercio de emisiones mundial bajo la dirección de ONU Cambio Climático? Esta necesitaría poder ejecutivo para poder establecer las complejas estructuras de un sistema de comercio de emisiones, comenzando por un marco transparente, fuerte y responsable que podría elaborar un grupo de expertos independientes. La autoridad para hacer cumplir el comercio de emisiones también tendría que recaer en la Secretaría. La seguridad jurídica es crucial: por ejemplo, si una empresa de un país emite más CO₂ del que cubren los certificados que compró, ese país debe hacer responsable a la empresa ante los tribunales. Y si un país rompe las reglas del comercio de emisiones, este organismo debería imponer aranceles comerciales punitivos a ese país. Otro camino solo resultaría en más acuerdos internacionales inútiles y burocracia infructuosa.
La subasta de los certificados de CO₂ le daría mucha &nbsp;liquidez a ONU Cambio Climático, pero ¿cómo usaría el dinero del comercio de emisiones? Podría emplearse con dos fines. Una parte podría ir al Fondo Verde del Clima (GCF, por sus siglas en inglés). Este fondo ya forma parte del Acuerdo de París y da financiación a países en desarrollo. Otra parte podría pagarse como un dividendo climático a todos los países, en proporción al tamaño de su población. Esta suma podría gastarse a nivel nacional en investigaciones ecológicas o ayudar a que los cambios estructurales, a veces graves, sean más soportables socialmente para las poblaciones locales.
<h3>En resumen, una utopía</h3>
Durante más de veinticinco años, los gobiernos no han logrado establecer un mecanismo mundial que funcione para reducir las emisiones de gases de efecto invernadero de manera eficaz y en el plazo disponible. Ha pasado un tiempo clave en el que no se pudo detener el calentamiento global.
Cuando Estados Unidos con Biden al mando se reincorpore al Acuerdo de París, la protección mundial del medioambiente se reavivará. Bajo el liderazgo del país norteamericano podría surgir una coalición internacional de voluntarios. La solución que ofrece este artículo sería entonces menos utópica: dar a la Secretaría del Cambio Climático de la ONU responsabilidad real y poder político por un período de tiempo limitado para que se pueda establecer un sistema de comercio de emisiones global con las mismas reglas para todos los países lo más rápido posible. Esa sería la forma ideal de salir de la crisis climática. Aunque este enfoque pueda parecer utópico y poco realista por ahora, ya hay partes de la idea que pueden aplicarse. Seguramente mejoraría la situación actual.
Ahora, movimientos ciudadanos globales como Fridays for Future deben mantener la presión sobre sus gobiernos. Es la única manera para que la Secretaría de la ONU para el Cambio Climático pueda lograr de aquí a los próximos siete años el propósito de su fundación en 1992: "Proteger el sistema climático contra el cambio inducido por el ser humano".
