Ningún otro gobierno europeo tiene tanto poder como el presidente español y su equipo respecto a la gestión del Fondo de Reconstrucción de la UE 

<p>El ejecutivo vivió en noviembre una batalla pública para formar parte del equipo de gestión de las ayudas europeas del Plan de Recuperación por la pandemia. No es para menos: 140.000 millones de euros inyectará la Unión Europea en España, unos 70.000 de manera directa y sin préstamos. Un auténtico maná que solo Italia supera (209.000 millones). &nbsp;</p>
<p>Pedro Sánchez, para solventar la pugna con su socio de Gobierno, amplió el equipo de gestión a todo el Consejo de Ministros. Inicialmente se conformaba con una selección interministerial en la que el PSOE tenía el control casi pleno de los fondos y en la que no estaba el vicepresidente, Pablo Iglesias. De la parte morada del Ejecutivo, solo se incluía a Yolanda Díaz, la que tiene mejor consideración en la parte socialista. &nbsp;</p>
<p>La presión intensa del líder de Podemos llevó al presidente a una solución salomónica: todos los ministros formarán parte del equipo. Es decir, un regate para no alterar lo fundamental: Sánchez y su equipo de confianza están en la cúspide y dirigirán el proceso, con un poder sin equivalente entre los países de referencia en Europa. La posición jerárquica del presidente nunca ha cambiado, desde que a finales de julio hiciese el primer esbozo ante los líderes autonómicos. Entonces, al frente de la Unidad de Seguimiento del Fondo de Recuperación aparecía su jefe de Gabinete, Iván Redondo. Y en noviembre, cuando se perfiló el proyecto, al frente de la coordinación de la Comisión para la recuperación, transformación y resiliencia se colocaba el propio Sánchez. A esa Comisión contribuían 11 ministerios, no Iglesias. La solución final de café para todos no altera la posición del presidente, gran <em>Rey Midas</em> de Europa. &nbsp;</p>
<p>Todo pasará por su equipo —para agilizar los mecanismos, se justifica— sin que haya ninguna entidad independiente o semipública que, al menos, aconseje. Una situación sin equivalente entre las grandes economías continentales ni en los países del sur europeo. En esos países ya se esbozan o se instituyen asesorías independientes, hay diversos niveles de auditoría, una presencia efectiva de agentes sociales o un control parlamentario superior a España.</p>
<h2>Francia</h2>
<p>Emmanuel Macron, como presidente de la República, tiene una comisión de expertos para temas económicos que encabezan Jean Tirole, nobel de Economía en 2014, y Olivier Blanchard, ex economista jefe del FMI. Y ha nombrado a un veterano centrista y aliado, François Bayrou, alto comisario del Plan para que «reflexione a largo plazo sobre el futuro». A la hora de repartir dinero, solo hay un órgano que decide y gestiona, el gobierno del primer ministro Jean Castex. Fue él quien presentó el plan de relanzamiento que tiene por objetivo crear 160.000 empleos en dos años, periodo en el que prevé invertir 100.000 millones de euros. Detallado en 900 páginas y dividido en tres capítulos enfocados a la «competitividad económica», la «Transición Ecológica» y «la cohesión social y territorial». En el primero (34.000 millones) se contabiliza la bajada de impuestos; en el segundo (30.000 millones) las ayudas a la renovación energética de las viviendas y un apoyo decidido al ferrocarril; en el tercero (36.000 millones) el plan de empleo juvenil y las inversiones en sanidad. Todo centralizado, como corresponde a la tradición francesa, pero con figuras asesoras externas.</p>
<h2>Italia</h2>
<p>Italia ha afrontado con cierta tensión el diseño de su equipo para la coordinación y gestión de los fondos. Principalmente por dos motivos: es el país que más ayudas recibirá (209.000 millones de euros) y, según admitieron desde el Ejecutivo, el plan de recuperación, que se ha presentado esta semana, ha llegado con cierto retraso. &nbsp;El Gobierno italiano ha optado por centralizar en el Palazzo Chigi, la sede del Consejo de Ministros y la Presidencia, las decisiones sobre el reparto de fondos. En este sentido, y pese a que el primer ministro, Giuseppe Conte, encabezará la sala de control junto a los ministros de Economía, Roberto Gualtieri, y Desarrollo, Stefano Patuanelli, la gestión se dividirá en seis grandes subgrupos. Así, los hilos con los que confeccionar el plan de recuperación quedarán en manos de decenas de especialistas coordinados por gerentes técnicos. La formación de dichos equipos ha sido el principal rompecabezas para el Ejecutivo en las últimas fechas. El plan responde así al diseño que avanzó semanas atrás el ministro de Asuntos Europeos, Enzo Amendola. Este doble nivel (técnico y político) es otra diferencia con el modelo español. Además, en la estrategia de reconstrucción tras la primera ola de la pandemia el diseño correspondió a un equipo independiente liderado por el que fuera CEO de Vodafone, Vittorio Colao. &nbsp;</p>
<p>Pese al anunciado retraso en los tiempos de diseño del plan, Italia seguirá cumpliendo con los plazos marcados por Europa, que permite la entrega de los planes hasta el 30 de abril de 2021. «Italia va por buen camino», tranquilizó recientemente la presidenta de la Comisión Europea, Ursula von der Leyen.</p>
<h2>Grecia</h2>
<p>La conocida como Comisión Pissarides ha sido la encargada de diseñar el plan de recuperación económico griego y de distribución de los 72.000 millones que recibe el país de los fondos europeos. Está formada por el premio Nobel de Economía Christoforos Pissarides y por los profesores universitarios Dimitris Vagianos, Nikos Vetta y Costas Megir. Asesoran al Ejecutivo de manera independiente y, según cuenta la prensa griega, sus propuestas no suponen una decisión directamente gubernamental. El documento elaborado por esta comisión, de 244 páginas de extensión y titulado «Plan de desarrollo para la economía griega» fue publicado a finales de noviembre. El primer ministro griego, Kyriakos Mitsotakis, lo consideró la «hoja de ruta» a seguir para poner fin al encadenamiento de crisis que acumula Grecia desde hace una década.</p>
<p>La apuesta del Gobierno es contraria a la del Gobierno español, pues pasa, en primer lugar, por una bajada de impuestos. Además, se prevé un incremento de las ayudas a familias, la mejora de la transparencia e independencia de la administración y el impulso de la infraestructura tecnológica de las grandes empresas. La ambiciosa estrategia ha sido diseñada con el objetivo de crecer a un ritmo del 3,5% en 2030. La oposición, encabezada por Alexis Tsipras, afín a Iglesias, pronosticó un empeoramiento de la situación económica y anunció una alternativa, un plan «anti-Pissarides», con el reforzamiento del sistema de salud griego como primer objetivo.</p>
<h2>Portugal</h2>
<p>La reestructuración portuguesa la encabezó António Costa Silva, CEO de la petrolífera Partex, con la redacción del «Plan de Recuperación y Resiliencia», donde detalla 66 puntos de actuación, a modo de asesoramiento independiente para el Ejecutivo. La gestión de los 15.300 millones de euros que el país luso recibirá de los fondos europeos recae en un modelo estructurado en cuatro niveles, en los que están presentes los máximos mandatarios políticos, un comité técnico, otro de interlocutores sociales independientes y, por último, una comisión de auditorías y seguimiento. A nivel político, y como ocurre en España, Presidencia tiene un importante peso: el primer ministro, António Costa, junto a los ministros de Economía, Planificación, Presidencia, Medio Ambiente y Acción Climática, son los miembros destacados del comité directivo. Pero junto a ellos, en coordinación y a diferencia de España, una comisión de seguimiento independiente valora los criterios del reparto. Está formada por una decena de actores no gubernamentales, que representan a actores sociales y empresariales. Además, otras entidades, tanto europeas como nacionales, monitorizan el control de las ayudas. El ideólogo del plan sobre el que se cimienta la recuperación portuguesa, Costa Silva, reconoció hace unas semanas en O Jornal Económico que quizá haga falta una «simplificación» del modelo y centrar así la toma de decisiones en «una ventanilla única» para «agilizar» y «simplificar» los procedimientos y unificar el diálogo con las empresas.</p>
<h2>Alemania</h2>
<p>Alemania recibirá 28.800 millones de euros de los fondos europeos para la recuperación de la crisis causada por la pandemia del coronavirus, el quinto país de la Unión Europea más beneficiado en el reparto y, uno de los que menos urgencia tiene por recibirlos. Prueba de ello es que la decisión sobre cómo se utilizarán esas ayudas se encuentra en fase inicial y no hay fecha para la conclusión de ese proceso. Alemania ha empezado la casa por los cimientos y el maestro de obras no es Angela Merkel, sino el Ministerio de Finanzas, pues el dinero se destinará a proyectos financiados por el gobierno federal en el marco del paquete de medidas anticrisis puesto ya en marcha.</p>
<p>Según informa a este diario fuentes de Finanzas, se está trabajando en el plan nacional que Alemania deberá presentar a la Comisión Europea. En las deliberaciones participan todos los ministerios del Gabinete de la canciller Angela Merkel y los grupos que forman la coalición de Gobierno, la Unión Cristianodemócrata (CDU) su ala bávara, la Unión Socialcristiana (CSU), y el Partido Socialdemócrata (SPD). Una vez perfilado el plan, se someterá a votación en el consejo de ministros y al Bundestag. Será el final de una hoja de ruta acordada por la coalición de gobierno el pasado 25 de octubre y en la que no se contempla recurrir a la parte de las ayudas comunitarias en créditos. Alemania no lo necesita.</p>
<h2>Bélgica</h2>
<p>La digestión de los fondos europeos ha generado discusiones en Bélgica, como en todas partes, pero la gestión, no, o no mucha. Y eso que la persona encargada, un secretario de Estado, fue durante años la mano derecha de Paul Magnette, líder de los socialistas francófonos y candidato hasta el último minuto a presidir el Ejecutivo de coalición. A que no haya tantas tensiones ayuda, probablemente, que el gobierno que asumió el poder el 1 de octubre preparó el organigrama teniendo en mente ya la absorción del dinero comunitario. Y por eso el secretario de Estado, Thomas Dermine, de 34 años, tiene una cartera de Recuperación e Inversiones Estratégicas, un diseño a la medida de las necesidades.</p>
<p>Bélgica ha dejado el poder en manos de un asesor de confianza del Gobierno, ingeniero comercial de formación y exconsultor, pero en realidad el poder es relativo, pues la clave estará en el reparto entre los territorios, para lo que se ha creado un «comité de concertación», un figura que no se ha valorado en España, pese a la descentralización. En Bélgica, Flandes, el motor económico, exige más de la mitad del pastel. Y de aquí a final de año se aprobará el desembolso, según criterios «equitativos». No hay un plan definido, pero se habla de cinco áreas claves en las que Bélgica necesita un revulsivo, gracias a esos más de 5.000 millones en transferencias directas: clima, movilidad, productividad, digitalización y lo que llama solidaridad. El control será del Gobierno, no hay una figura independiente ni una coordinación público-privada, pero sí un referente distinto del presidente y entidades de coordinación territorial que no existen en España.</p>

Pedro Sánchez, el 'Rey Midas' de Europa: nadie concentra tanto control sobre los fondos

No other European government has as much power as the Spanish Prime Minister and his team with respect to the management of the EU Reconstruction Fund 

<p>During November, the Spanish government was involved in a public battle to create the management team for European aid under the recovery plan. It makes sense. The European Union will allocate €140 billion to Spain and about 70 billion will go directly to the country, without loans. A real boost that only Italy exceeds with €209 billion.</p>
<p>In order to overcome the conflict with Podemos, part of the coalition government, Pedro Sánchez extended the management team to the entire Council of Ministers. Initially, he was satisfied with an interministerial selection in which the Socialists had almost full control of the funds and in which the deputy prime minister, Pablo Iglesias, was not present. Only Yolanda Díaz, Minister of Labour and Social Affairs, was included because she is the most highly regarded member of Podemos inside the Socialist camp.</p>
<p>After intense pressure from Pablo Iglesias, the prime minister came up with a Solomonic solution. All the ministers will be part of the team. In other words, he bargained but did not alter the fundamentals. Sánchez and his trusted team are on top and will lead the process. This provides them with unparalleled power among the leading countries in Europe. The prime minister's hierarchical position has remained unchanged since he presented the first draft to the regional leaders in July. At that time, the head of the recovery fund monitoring unit was his chief of staff, Iván Redondo. And in November, when the project was outlined, the head of the coordination of the Commission for Recovery, Transformation and Resilience was Sanchez himself. 11 ministries would contribute to the Commission, but Pablo Iglesias would not. However, this solution of making everyone a winner does not alter the position of the prime minister: the great King Midas of Europe.</p>
<p>Everything will go through his team in order to speed up the mechanisms, he justifies. There will not be any independent or semipublic entity that at least provides advice. This is a scenario that has no equivalent among the large continental economies or in the countries of southern Europe. There are already independent consultancy firms being outlined or set up in these countries, with several levels of auditing, effective participation of social agents and parliamentary control superior to that of Spain.</p>
<h2>France</h2>
<p>As a President of the Republic, Emmanuel Macron has a commission of experts on economic issues headed by Jean Tirole, Nobel Prize winner in Economics in 2014, and Olivier Blanchard, former chief economist of the IMF. And he has appointed a veteran centrist and ally, François Bayrou, high commissioner of the Plan to "reflect on the future in the long term". When it comes to distributing money, there is only one body that decides and manages it. This is the government of Prime Minister Jean Castex. He has presented the plan to relaunch the economy, aiming to create 160,000 jobs in two years and investing €100 billion in the process. It is detailed in 900 pages and divided into three chapters focusing on "economic competitiveness", "ecological transition" and "social and territorial cohesion". In the first €34 billion, it includes tax reductions; in the second €30 billion, it includes aid for the energetic renovation of housing and strong support for the railway; in the third €36 billion, it includes the youth employment plan and investment in health. Everything is centralised, as in the French tradition, but with external advisors.</p>
<h2>Italy</h2>
<p>Italy has faced some tension in the design of its team for the coordination and management of the funds. Mainly for two reasons: it is the country that will receive the most aid (€209 billion) and, as admitted by their government, the recovery plan, presented this week, has arrived with some delay. The Italian government has chosen to centralise the decisions on the distribution of funds in the Palazzo Chigi, the seat of the Council of Ministers and the Presidency. Despite the fact that Prime Minister Giuseppe Conte will lead the monitoring room, along with the Ministers of Economy Roberto Gualtieri and Development Stefano Patuanelli, the management will be divided into six large subgroups. This way, the strings needed to draw up the recovery plan will be in the hands of dozens of specialists coordinated by technical managers. <p>Despite the announced delay in the time taken to draw up the plan, Italy will continue to meet the deadlines set by Europe, which allows the delivery of the plans until April 30, 2021. "Italy is on the right track," &nbsp;European Commission President Ursula von der Leyen recently reassured.</p>
<h3>Greece</h3>
<p>The so-called Pissarides Commission has been in charge of designing the plan for Greece's economic recovery and the distribution of the €72 billion that the country will be receiving from European funds. Its members include Nobel Prize winner Christoforos Pissarides and university professors Dimitris Vagianos, Nikos Vetta and Costas Megir. They advise the administration independently and, according to the Greek media, their proposals do not involve a direct government decision. The 244-page document prepared by this committee, titled "Development plan for the Greek economy", was published at the end of November. The Greek Prime Minister, Kyriakos Mitsotakis, considered it to be the "road map" to follow in order to put an end to the crisis chain that Greece has been suffering for a decade.</p>

In addition, there are plans to increase aid to families, improve the transparency and independence of the public administration and boost the technological infrastructure of large companies. The ambitious strategy has been designed with the aim of growing at a rate of 3.5% in 2030. The opposition, led by Alexis Tsipras, a supporter of Pablo Iglesias, predicted a worsening of the economic situation and announced an alternative, an "anti-Pissarides" plan, with the strengthening of the Greek health system as the first objective.</p>
<h2>Portugal</h2>
<p>The Portuguese restructuring was led by António Costa Silva, CEO of the oil company Partex, with the drafting of the "Recovery and Resilience Plan". In it, he details 66 points of action as a piece of independent advice for the government. The €15.3 billion euros that Portugal will receive from European funds are managed by a four-tier model, with the presence of the highest political leaders, a technical committee, another of independent social partners and, finally, an audit and monitoring committee. On a political level, and as is the case in Spain, the prime minister has significant weight. António Costa, together with the ministers of the Economy, Planning, the Presidency, the Environment and Climate Action, are the leading members of the steering committee. But alongside them, in coordination and unlike Spain, an independent monitoring committee assesses the criteria for distribution. The committee is made up of ten non-governmental actors, representing social and business stakeholders. In addition, other entities, both European and national, monitor the control of the aid. The ideologist behind the plan acknowledged a few weeks ago in O Jornal Económico that there may be a need to "simplify" the model and thus focus decision-making on "a one-stop window" to "speed up" and "simplify" procedures and standardise talks with companies.</p>
<h3>Germany</h3>
<p>Germany will receive €28.8 billion in European funds for recovery from the crisis caused by the coronavirus pandemic, the fifth highest beneficiary country in the European Union in terms of distribution and one of the least in need of receiving them. Proof of this is that the decision on how this aid will be used is at an early stage and there is no date for the conclusion of this process. Germany has started the house from the foundations and the master builder is not Angela Merkel, but the Ministry of Finance, as the money will be spent on projects financed by the federal government within the framework of the anticrisis package already in place.</p>
<p>According to financial sources, work is underway on the national plan that Germany is to present to the European Commission. All of the ministries in Angela Merkel's cabinet and the groups that make up the government coalition, the Christian Democratic Union (CDU), its Bavarian wing, the Christian Social Union (CSU), and the Social Democratic Party (SPD) are taking part in the considerations. Once the plan has been drawn up it will be put to a vote in the Council of Ministers and the Bundestag. It will be the end of a roadmap agreed on by the government coalition last October, which does not envisage using the part of EU aid in credits. Germany does not need it.</p>
<h2>Belgium</h2>
<p>The processing of European funds has generated debates in Belgium, as everywhere else, but not much in the way of management. And that's because the person in charge, secretary of State for Scientific Policy, Recovery Program and Strategic Investments Thomas Dermine, was the right-hand man for years of Paul Magnette, leader of the French-speaking socialists and candidate (until the very last minute) to be appointed prime minster. The fact that the government that took office on 1st October prepared the organisational chart with the absorption of community money in mind probably helps to ease tensions. And that is why Dermine, who is 34, has a Strategic Recovery and Investment portfolio, which is tailored to the needs.</p>
<p>Belgium has left power in the hands of a trusted advisor to the government, a trained commercial engineer and a former consultant, but in reality power is relative, as the key will be in the distribution between the territories, for which a "consultation committee" has been created, a figure that has not been valued in Spain, despite decentralisation. Flanders, the economic engine in Belgium, demand more than half of the cake. And between now and the end of the year, disbursement will be approved, according to "equitable" criteria. There is no definite plan, but there is talk of five key areas where Belgium needs a revival, thanks to more than five billion in direct transfers: climate, mobility, productivity, digitalisation and what they call 'solidarity'. The Government will be in control, there is no independent figure or public-private coordination, but there is a different reference to the prime minister and territorial coordination entities that do not exist in Spain.</p>

<p>En novembre, le gouvernement espagnol s'est engagé dans une bataille publique pour créer l'équipe de gestion de l'aide européenne dans le cadre du plan de relance. Rien de surprenant à cela. L'Union européenne va allouer 140 milliards d'euros à l'Espagne et environ 70 milliards iront directement au pays, sous forme de subvention. Un véritable soutien que seule l'Italie dépasse avec 209 milliards d'euros.</p>
<p>Afin de surmonter le conflit avec Podemos, le parti de gauche qui fait partie du gouvernement de coalition, Pedro Sánchez a étendu l'équipe de direction à l'ensemble du Conseil des ministres. Dans un premier temps, il s'était contenté d'une sélection interministérielle dans laquelle les socialistes avaient le contrôle quasi total des fonds et où le vice-Premier ministre, Pablo Iglesias (leader de Podemos, ndlr), ne serait pas présent. Yolanda Díaz, ministre du Travail et des Affaires sociales, avait été incluse car elle est la membre la plus estimée de Podemos chez les socialistes.</p>
<p>Après une pression intense exercée par Pablo Iglesias, le Premier ministre a procédé à un jugement de Salomon. Tous les ministres feront partie de l'équipe. En d'autres termes, il a négocié mais n'a pas modifié les principes fondamentaux. M. Sánchez et son équipe de confiance restent au sommet et dirigeront le processus. Cela leur donne un pouvoir sans précédent parmi les pays leaders en Europe. La position hiérarchique du Premier ministre est restée inchangée depuis qu'il a présenté le premier projet aux dirigeants régionaux en juillet. À l'époque, le chef de l'unité de suivi du fonds de relance était son chef de cabinet, Iván Redondo. Et en novembre, lorsque le projet a été présenté, le chef de la coordination de la Commission pour le redressement, la transformation et la résilience n'était autre que M. Sánchez lui-même. Onze ministères allaient contribuer à la Commission, mais pas Pablo Iglesias. Cependant, cette solution consistant à faire de chacun un gagnant ne modifie pas la position du Premier ministre, roi Midas (dans la mythologie grecque, le roi de Phrygie acquit la capacité de changer en or ce qu'il touchait, ndlr) de l'Europe.</p>
<p>Tout passera par son équipe afin d'accélérer le processus, justifie-t-il. Il n'y aura pas d'entité indépendante ou semi-publique qui ne fournisse au moins des conseils. C'est un scénario qui n'a pas d'équivalent dans les grandes économies continentales ou dans les pays du sud de l'Europe. Il existe déjà dans ces pays des sociétés de conseil indépendantes en cours de création, avec plusieurs niveaux d'audit, une participation effective de la société civile et un contrôle parlementaire supérieur à celui de l'Espagne.</p>
<h3>France</h3>

Le gouvernement italien a choisi de centraliser les décisions relatives à la distribution des fonds au Palazzo Chigi, le siège du Conseil des ministres et de la présidence. Malgré le fait que le Premier ministre Giuseppe Conte dirigera la salle de contrôle, avec les ministres de l'Economie Roberto Gualtieri et du Développement Stefano Patuanelli, la gestion sera divisée en six grands sous-groupes. De cette façon, le pilotage du plan de relance sera entre les mains de dizaines de spécialistes coordonnés par des responsables techniques. La constitution de ces équipes a été un défi majeur pour M. Conte. Le plan suit la conception que le ministre des Affaires européennes, Enzo Amendola, a avancée il y a quelques semaines. Ce double niveau - technique et politique - constitue une différence supplémentaire par rapport au modèle espagnol. En outre, la stratégie de reconstruction après la première vague de pandémie a été conçue par une équipe indépendante dirigée par l'ancien PDG de Vodafone, Vittorio Colao.</p>
<p>Malgré le retard annoncé dans l'élaboration du plan, l'Italie continuera à respecter les délais fixés par l'Europe, ce qui permettra une mise en oeuvre jusqu'au 30 avril 2021. « L'Italie est sur la bonne voie », a récemment rassuré la présidente de la Commission européenne, Ursula von der Leyen.</p>
<h3>Grèce</h3>
<p>La Commission Pissarides a été chargée de concevoir le plan de relance économique de la Grèce et de distribuer les 72 milliards d'euros que le pays recevra des fonds européens. Parmi ses membres figurent le prix Nobel Christoforos Pissarides et les professeurs d'université Dimitris Vagianos, Nikos Vetta et Costas Megir. Ils conseillent l'administration de manière indépendante et, selon les médias grecs, leurs propositions n'impliquent pas une décision directe du gouvernement. Le document de 244 pages préparé par ce comité, intitulé « Plan de développement de l'économie grecque », a été publié fin novembre. Le Premier ministre grec, Kyriakos Mitsotakis, l'a considéré comme la « feuille de route » à suivre pour mettre fin à la chaîne de crise dont souffre la Grèce depuis une décennie.</p>
<p>L'engagement du gouvernement grec est à l'opposé de celui du gouvernement espagnol, puisque son principal engagement est de réduire les impôts. En outre, il est prévu d'augmenter l'aide aux familles, d'améliorer la transparence et l'indépendance de l'administration publique et de renforcer l'infrastructure technologique des grandes entreprises. Cette stratégie ambitieuse a été conçue dans le but d'atteindre un taux de croissance de 3,5 % en 2030. L'opposition, menée par Alexis Tsipras, un partisan de Pablo Iglesias, a prédit une aggravation de la situation économique et a annoncé une alternative, un plan « anti-Pissarides », avec comme premier objectif le renforcement du système de santé grec.</p>
<h3>Portugal</h3>
<p>La relance portugaise a été menée par António Costa Silva, PDG de la compagnie pétrolière Partex, avec l'élaboration du « Plan de redressement et de résilience ». Ce dernier détaille 66 points d'action, sous forme de conseil indépendant pour le gouvernement. Les 15,3 milliards d'euros que le Portugal recevra des fonds européens sont gérés selon un modèle à quatre niveaux : un comprenant les plus hauts dirigeants politiques, un comité technique, des partenaires sociaux indépendants et un comité d'audit et de suivi. Sur le plan politique, et comme c'est le cas en Espagne, le Premier ministre a un poids important. António Costa, ainsi que les ministres de l'Economie, de la planification, de l'Environnement et de l'Action pour le climat et la présidence sont les principaux membres du comité directeur. Mais à leurs côtés, en coordination et à la différence de l'Espagne, un comité de suivi indépendant évaluera les critères de répartition. Ce comité compte dix acteurs non gouvernementaux, représentant les acteurs sociaux et économiques. En outre, d'autres entités, tant européennes que nationales, assureront le suivi du contrôle de l'aide. Le responsable à l'origine du plan a reconnu, il y a quelques semaines, dans <em>O Jornal Económico,</em> qu'il pourrait être nécessaire de « simplifier » le modèle et donc de concentrer la prise de décision sur un « guichet unique » pour « accélérer » et « simplifier » les procédures et standardiser les entretiens avec les entreprises.</p>
<h3>Allemagne</h3>
<p>L'Allemagne recevra 28,8 milliards d'euros de fonds européens pour la relance de la crise provoquée par la pandémie de coronavirus. Elle est le cinquième pays bénéficiaire de l'Union européenne en termes de distribution et l'un de ceux qui ont le moins besoin de les recevoir. La preuve en est que la décision sur la manière dont cette aide sera utilisée n'en est qu'à ses débuts et qu'il n'y a pas de date pour la conclusion de ce processus. L'Allemagne a commencé la construction des fondation de la maison et le maître d'œuvre n'est pas Angela Merkel, mais le ministère des Finances, car l'argent sera dépensé pour des projets financés par le gouvernement fédéral dans le cadre du paquet anticrise déjà en place.</p>
<p>Selon des sources financières, le plan national que l'Allemagne doit présenter à la Commission européenne est en cours d'élaboration. Tous les ministères du cabinet d'Angela Merkel et les groupes qui composent la coalition gouvernementale, l'Union chrétienne-démocrate (CDU), son aile bavaroise, l'Union chrétienne-sociale (CSU) et le Parti social-démocrate (SPD) participent aux réflexions. Une fois le plan élaboré, il sera soumis à un vote au Conseil des ministres et au Bundestag. Ce sera la fin d'une feuille de route convenue par la coalition gouvernementale en octobre dernier, qui n'envisage pas d'utiliser la part de l'aide de l'UE sous forme de crédits. L'Allemagne n'en a pas besoin.</p>
<h2>Belgique</h2>
<p>Le traitement des fonds européens a suscité des débats en Belgique, comme partout ailleurs, mais pas beaucoup sur le plan de la gestion. Et ce, parce que le responsable, le secrétaire d'État pour la Relance et les investissements stratégiques, Thomas Dermine, a été pendant des années le bras droit de Paul Magnette, leader des socialistes francophones et candidat (jusqu'à la dernière minute) au poste de Premier ministre. Le fait que le gouvernement, qui a pris ses fonctions le 1er octobre, ait préparé l'organigramme en pensant à la gestion à venir de l'argent communautaire contribue probablement à apaiser les tensions. Aussi M. Dermine, 34 ans, dispose-t-il d'un portefeuille de relance stratégique et d'investissement, qui est adapté aux besoins.</p>
<p>La Belgique a laissé le pouvoir entre les mains d'un conseiller de confiance du gouvernement, un ingénieur commercial de formation et un ancien consultant. Mais dans les faits son pouvoir est relatif, car la clé se trouvera dans la répartition de l'argent entre les territoires, pour laquelle un « comité de consultation » a été créé, une donnée pas prise en compte en Espagne, malgré la décentralisation. La Flandre, moteur économique de la Belgique, réclame plus de la moitié du gâteau. Et le déboursement doit être approuvé d'ici la fin de l'année, selon des critères « équitables ». Il n'y a pas de plan précis, mais on parle de cinq domaines clés où la Belgique a besoin d'une relance, grâce aux plus de cinq milliards de transferts directs : le climat, la mobilité, la productivité, la numérisation et ce qu'on appelle la « solidarité ». Le gouvernement sera aux commandes, il n'y a pas de figure indépendante ni de coordination public-privé, mais il est fait référence au Premier ministre et aux entités de coordination territoriale qui n'existent pas en Espagne.</p>

Pedro Sánchez, roi Midas de l'Europe  

Aucun autre gouvernement européen n'aura autant de pouvoir que le Premier ministre espagnol et son équipe pour la gestion du Fonds de relance de l'UE.

<p>W listopadzie rząd hiszpański uczestniczył w publicznej batalii o utworzenie zespołu zarządzającego pomocą europejską w ramach planu naprawczego. Nie bez przyczyny. Unia Europejska przyzna Hiszpanii 140 mld euro, z czego około 70 mld euro zostanie jej przekazanych bezpośrednio, nie w formie pożyczek. To realne ekonomiczne wsparcie; tylko Włochy otrzymają większą kwotę, 209 mld euro.</p>
<p>W celu przezwyciężenia konfliktu z koalicyjnym partnerem Podemos, Pedro Sánchez rozszerzył zespół zarządzający tak, by zawierał całą Radę Ministrów. Początkowo preferował międzyresortową grupę, w której socjaliści mieli prawie pełną kontrolę nad funduszami i w której nie było wicepremiera Pablo Iglesiasa. Do zespołu włączona została jedynie Yolanda Díaz, minister pracy i spraw socjalnych, która w obozie socjalistycznym jest najbardziej cenionym członkiem partii Podemos.</p>
<p>Po intensywnych naciskach Pablo Iglesiasa, premier zaproponował salomonowe rozwiązanie: członkami zespołu będą wszyscy ministrowie. Innymi słowy, wziął udział w politycznych targach, ale nie zmienił swojej podstawowej decyzji. Sánchez i jego zaufany zespół znajdują się na szczycie i będą prowadzić ten proces. Zapewnia im to niezrównaną siłę wśród przodujących krajów Europy. Pozycja premiera na szczycie hierarchii nie zmieniła się od lipca, kiedy przywódcom regionalnym przedstawiono pierwszy projekt. W tym czasie szefem jednostki monitorującej fundusz naprawczy był szef sztabu premiera, Iván Redondo. A w listopadzie, gdy projekt został już nakreślony, szefem koordynacji Komisji ds. Odbudowy, Przekształceń i Odporności został sam Sanchez. Z Komisją współpracować będzie 11 ministrów, bez Pablo Iglesiasa. Żadna inna gospodarka kontynentalna ani krajów południowej Europy nie zdecydowała się na podobne rozwiązanie. W krajach tych przewidziano już powołanie lub utworzono niezależne firmy doradcze, oraz mechanizmy kilkupoziomowego audytu, kontrole ze strony przedstawicieli społecznych i skrupulatniejsze niż w Hiszpanii kontrolą parlamentarną.</p>
<h3>Francja</h3>
<p>Emmanuel Macron, jako prezydent Republiki, dysponuje komisją ekspertów ds. gospodarczych, na której czele stoją Jean Tirole, laureat Nagrody Nobla w dziedzinie ekonomii w 2014 r. oraz Oliver Blanchard, były główny ekonomista MFW. Ponadto mianował centrystycznego weterana i swojego politycznego sojusznika François Bayrou wysokim komisarzem ds. planu odbudowy. Ma on za zadanie "zastanowić się nad przyszłością w dłuższej perspektywie". Jeśli chodzi o dystrybucję funduszy, tylko jeden organ podejmuje decyzje w tej kwestii: rząd premiera Jeana Castexa, który przedstawił plan odbudowy gospodarki, mający na celu stworzenie w ciągu dwóch lat 160 tys. miejsc pracy i zainwestowanie w ten proces 100 mld euro. Plan został rozpisany na 900 stronach i podzielony na trzy rozdziały poświęcone "konkurencyjności gospodarczej", "przemianom ekologicznym" i "spójności społecznej i terytorialnej". W pierwszym z nich 34 mld euro obejmuje ulgi podatkowe; w drugim - 30 mld euro - pomoc na renowację energetyczną budynków mieszkalnych i silne wsparcie dla kolei; trzeci - 36 mld euro - plan zatrudnienia młodzieży i inwestycje w zdrowie. Wszystko jest scentralizowane, zgodnie z francuską tradycją, ale za to przewiduje się zewnętrzny system doradztwa.</p>
<h3>Włochy</h3>
<p>Projektowanie zespołu ds. koordynacji i zarządzania funduszami we Włoszech wywołało z kolei pewne napięcia. Głównie z dwóch powodów: Włochy otrzymają największą pomoc (209 mld euro) i, jak przyznał rząd, przedstawiony w tym tygodniu plan naprawczy dotarł z pewnym opóźnieniem. Rząd włoski postanowił scentralizować decyzje w sprawie podziału środków w Palazzo Chigi, siedzibie Rady Ministrów i premiera. Choć premier Giuseppe Conte będzie prowadził monitoring wraz z ministrami gospodarki Roberto Gualtierim i rozwoju Stefano Patuanellim, kierownictwo zostanie podzielone na sześć dużych podgrup. W ten sposób niezbędne do opracowania planu naprawczego narzędzia znajdą się w rękach dziesiątków specjalistów koordynowanych przez kierowników technicznych. Budowanie tych zespołów było w ostatnim czasie dużym wyzwaniem dla Contego. Plan jest zgodny z projektem, który minister spraw europejskich, Enzo Amendola, przedstawił kilka tygodni temu. To dwupoziomowe rozwiązanie - techniczne i polityczne - stanowi jedną z różnic w stosunku do modelu hiszpańskiego. Ponadto strategia odbudowy po pierwszej fali pandemii została opracowana przez niezależny zespół kierowany przez byłego dyrektora generalnego Vodafone, Vittorio Colao.</p>
<p>Pomimo zapowiadanego opóźnienia w opracowywania planu, Włochy dotrzymują terminów wyznaczonych przez Europę, co pozwala na realizację planów do 30 kwietnia 2021 r. - Włochy są na dobrej drodze - zapewniła niedawno przewodnicząca Komisji Europejskiej Ursula von der Leyen.</p>
<h3>Grecja</h3>
<p>W Grecji za opracowanie planu naprawy gospodarczej i redystrybucję 72 miliardów euro, które kraj ten otrzyma z funduszy europejskich odpowiedzialna jest tak zwana komisja Pissaridesa. W jej skład wchodzą laureaci nagrody Nobla Christoforos Pissarides oraz profesorowie uniwersyteccy Dimitris Vagianos, Nikos Vetta i Costas Megir. Są niezależnymi doradcami administracji rządowej i -według greckich mediów - ich propozycje nie wiążą się z bezpośrednimi decyzjami rządu. <p>Zaangażowanie greckiego rządu jest odwrotnie proporcjonalne do zaangażowania rządu hiszpańskiego, ponieważ jego głównym zobowiązaniem jest obniżenie podatków. Ponadto istnieją plany zwiększenia pomocy dla rodzin, poprawy przejrzystości i niezależności administracji publicznej oraz zwiększenia infrastruktury technologicznej dużych przedsiębiorstw. Ta ambitna strategia została opracowana z myślą o wypracowaniu wzrostu gospodarczego na poziomie 3,5 proc. do 2030 roku. <p>Na czele portugalskiej restrukturyzacji stanął António Costa Silva, obecnie dyrektor generalny spółki naftowej Partex [były socjalistyczny premier Portugalii - red.], który opracował "Plan odbudowy i odporności". Przedstawił w nim 66 punktów działania w formie niezależnych porad dla rządu. Kwotą 15,3 mld euro, którą Portugalia otrzyma z funduszy europejskich, urzędnicy będą dysponować w ramach czteropoziomowego modelu, z udziałem najwyższych przywódców politycznych, komitetów technicznych, niezależnych partnerów społecznych i wreszcie komitetów audytu i monitorowania. Na szczeblu politycznym, podobnie jak w Hiszpanii, &nbsp;duże znaczenie ma premier. António Costa i ministrowie gospodarki, planowania, prezydencji UE, środowiska i działań na rzecz klimatu, są kluczowymi członkami komitetu sterującego. Ale obok nich, w przeciwieństwie do Hiszpanii, istnieje skoordynowany z ich pracą niezależny komitet monitorujący, który ocenia kryteria dystrybucji. W skład komitetu wchodzi dziesięć podmiotów pozarządowych, reprezentujących zainteresowane strony społeczne i biznesowe. Ponadto inne podmioty, zarówno europejskie, jak i krajowe, monitorują kontrolę pomocy. Autor planu przyznał kilka tygodni temu w "O Jornal Económico", że może zaistnieć potrzeba "uproszczenia" modelu, a tym samym skoncentrowania procesu decyzyjnego na tzw. pojedynczym okienku, aby "przyspieszyć" i "uprościć" procedury oraz ujednolicić rozmowy z przedsiębiorstwami.</p>
<h3>Niemcy</h3>
<p>Niemcy na odbudowę po kryzysie otrzymają z funduszy europejskich 28,8 mld euro. Są tym samym piątym krajem w Unii Europejskiej pod względem wielkości dystrybucji i jednym z najmniej potrzebujących. Dowodem na to jest fakt, że decyzja dotycząca sposobu wykorzystania tej pomocy jest na wczesnym etapie i wciąż nie znamy daty zakończenia tego procesu. Niemcy rozpoczęły budowę od fundamentów, a głównym budowniczym nie jest Angela Merkel, ale Ministerstwo Finansów, ponieważ pieniądze zostaną wydane na projekty finansowane przez rząd federalny w ramach istniejącego już pakietu antykryzysowego.</p>
<p>Według źródeł z Ministerstwa Finansów trwają prace nad narodowym planem, który Niemcy mają przedstawić Komisji Europejskiej. Udział biorą w nich wszystkie ministerstwa w rządzie Angeli Merkel oraz grupy tworzące koalicję rządową: Unia Chrześcijańsko-Demokratyczna (CDU), jej bawarskie skrzydło, Unia Chrześcijańsko-Społeczna (CSU) oraz Socjaldemokratyczna Partia Niemiec (SPD). Po opracowaniu planu zostanie on poddany pod głosowanie w Radzie Ministrów i w Bundestagu. Będzie to finalizacja uzgodnionego przez koalicję rządową w październiku planu działania, który nie przewiduje wykorzystania części pomocy unijnej w kredytach. Niemcy jej nie potrzebują.</p>
<h3>Belgia</h3>
<p>Wykorzystanie funduszy europejskich wywołało w Belgii, jak wszędzie indziej, debaty, ale niekoniecznie na temat sposobu zarządzania środkami. A to dlatego, że istnieje osoba odpowiedzialna za tę sprawę: sekretarz stanu ds. polityki naukowej, programu odbudowy i inwestycji strategicznych Thomas Dermine, który przez lata był prawą ręką Paula Magnette'a, lidera francuskojęzycznych socjalistów i do niedawna kandydata na stanowisko premiera. Fakt, że rząd, który zaczął urzędować 1 października, przygotował schemat organizacji redystrybucji środków, prawdopodobnie pomaga załagodzić napięcia. I właśnie dlatego Dermine, która ma 34 lata, posiada strategiczne narzędzia naprawcze i inwestycyjne, dostosowane do jego potrzeb.</p>
<p>Belgia pozostawiła władzę w rękach zaufanego doradcy rządu, wyszkolonego specjalisty i byłego konsultanta, ale w rzeczywistości władza jest względna, ponieważ kluczem będzie podział między regiony, dla których stworzono "komitet konsultacyjny". Hiszpania, mimo decentralizacji kraju, nie zdecydowała się na podobne rozwiązanie. Flandria, siła napędowa gospodarki w Belgii, domaga się ponad połowy tortu. A od teraz do końca roku wypłaty będą zatwierdzane zgodnie z kryteriami "adekwatności". Nie ma konkretnego planu, ale mówi się o pięciu kluczowych obszarach, w których Belgia potrzebuje ożywienia, dzięki ponad pięciu miliardom bezpośrednich transferów: klimat, mobilność, produktywność, digitalizacja i to, co określa się "solidarnością". Kontrolę nad tym procesem będzie sprawował rząd. Nie przewidziano powołania niezależnych podmiotów, ani koordynacji publiczno-prywatnej, choć pozycja premiera i rola jednostek koordynacji terytorialnej jest inna niż w Hiszpanii.</p>

Pedro Sánchez, europejski król Midas

Żaden inny europejski rząd nie ma takiej władzy jak hiszpański premier i jego zespół w odniesieniu do zarządzania funduszem na rzecz odbudowy UE.

<p>Beim Streit um den Aufbau des Managementteams für die europäischen Hilfen im Rahmen des Wiederaufbauplans im November war auch die spanische Regierung involviert. Natürlich. Die Europäische Union wird Spanien schließlich 140 Milliarden Euro zur Verfügung stellen, etwa 70 Milliarden direkt und ohne Darlehen. Ein echter Finanzschub, der nur von Italien übertroffen wird, das 209 Milliarden Euro bekommen soll.&nbsp;</p>
<p>Um den Konflikt mit Podemos, die Teil der Regierungskoalition ist, zu überwinden, hat Pedro Sánchez das Führungsteam auf den gesamten Ministerrat ausgedehnt. Erst hatte es eine interministerielle Auswahl geben sollen, bei der die Sozialisten fast die volle Kontrolle über die Mittel gehabt hätten. Der stellvertretende Ministerpräsident Pablo Iglesias wäre nicht dabei gewesen. Lediglich Yolanda Díaz, Ministerin für Arbeit und Soziales, wurde in dem Plan berücksichtigt, da sie bei den Sozialisten das angesehenste Podemos-Mitglied ist.</p>
<p>Nachdem Pablo Iglesias intensiv Druck ausgeübt hatte, fand der Premierminister eine salomonische Lösung. Alle Minister werden Teil des Teams sein. Mit anderen Worten: Er verhandelte, änderte aber nicht die Grundlagen. Sánchez und sein Team an Vertrauten stehen an der Spitze und werden den Prozess anführen. Niemand aus den führenden Ländern Europas hat so viel Macht in diesem Prozess. Die Führungsposition des Premierministers ist unverändert geblieben, seit er im Juli den Regionalvorsitzenden den ersten Entwurf vorgelegt hatte. Damals war sein Stabschef, Iván Redondo, Leiter der Überwachung des Wiederaufbaufonds. Und im November, als das Projekt skizziert wurde, war Sánchez selbst Leiter der Koordination der betreffenden Kommission. Elf Ministerien sollten an der Kommission beteiligt werden, Pablo Iglesias jedoch nicht. Diese Lösung, einfach alle zu Gewinnern zu machen, ändert jedoch nichts an der Position des Premierministers: Er blieb der große König Midas von Europa.</p>
<p>Alles wird über sein Team laufen – um die Prozesse zu beschleunigen, wie er sich rechtfertigte. Es wird keine unabhängige oder halböffentliche Instanz geben, die zumindest beratend tätig werden könnte. Ein solches Szenario hat unter den großen globalen Volkswirtschaften oder in den Ländern Südeuropas keine Entsprechung. In diesen Ländern gibt es bereits unabhängige Beratungsfirmen, die schon länger bestehen oder die gerade gegründet werden. Es gibt mehrere Ebenen der Finanzprüfung, eine wirksame Beteiligung sozialer Akteure und ein parlamentarisches Kontrollsystem, das dem in Spanien überlegen ist.</p>
<h2>Frankreich</h2>
<p>Emmanuel Macron hat eine Expertenkommission für Wirtschaftsfragen unter der Leitung von Jean Tirole, Nobelpreisträger für Wirtschaft im Jahr 2014, und Oliver Blanchard, ehemaliger Chefökonom des IWF, einberufen. Den altgedienten Zentristen und Verbündeten, François Bayrou, ernannte er zum Hochkommissar des Wiederaufbauplans, um "über die langfristige Zukunft nachzudenken". Er umfasst 900 Seiten und ist in drei Kapitel mit den Schwerpunkten "wirtschaftliche Wettbewerbsfähigkeit", "ökologischer Übergang" und "sozialer und territorialer Zusammenhalt" aufgeteilt. Im ersten Schritt sind 34 Milliarden Euro für Steuersenkungen vorgesehen; im zweiten 30 Milliarden Euro Hilfen für die energetische Renovierung von Wohnungen und umfangreiche Mittel für die Eisenbahn, und im dritten 36 Milliarden Euro für einen Jugendbeschäftigungsplan und Investitionen in die Gesundheit. Alles ist zentralisiert, wie in der französischen Tradition, aber mit externen Beratern.</p>
<h2>Italien</h2>
<p>Italien ist bei der Zusammenstellung seines Teams für die Koordinierung und Verwaltung der Mittel mit einigen Spannungen konfrontiert. Vor allem aus zwei Gründen: Es ist das Land, das mit 290 Milliarden Euro meisten Hilfen erhalten wird. Außerdem ist, wie die Regierung zugegeben hat, der diese Woche vorgelegte Wiederaufbauplan etwas verspätet gekommen. Die italienische Regierung hat sich dafür entschieden, die Entscheidungen über die Verteilung der Mittel beim Palazzo Chigi, dem Sitz des Ministerrats und des Präsidenten, anzusiedeln. Obwohl Premierminister Giuseppe Conte zusammen mit den Wirtschaftsministern Roberto Gualtieri und Stefano Patuanelli die Überwachung leiten wird, wird die Verwaltung in sechs große Untergruppen aufgeteilt. Auf diese Weise werden die für die Ausarbeitung des Wiederaufbauplans erforderlichen Fäden in den Händen von Dutzenden von Spezialisten liegen, die von technischen Managern koordiniert werden. Der Aufbau dieser Teams war eine der großen Herausforderungen der letzten Zeit für Conte. Der Plan folgt dem Entwurf, den der Minister für europäische Angelegenheiten, Enzo Amendola, vor Wochen vorgelegt hat. Diese doppelte Ebene – technisch und politisch – ist ein weiterer Unterschied zum spanischen Modell. Außerdem wurde die Wiederaufbaustrategie nach der ersten Welle der Pandemie von einem unabhängigen Team unter der Leitung des ehemaligen Vodafone-CEO Vittorio Colao entworfen.</p>
<p>Trotz der angekündigten zeitlichen Verzögerung bei der Erstellung des Plans wird Italien weiterhin die von Europa gesetzten Fristen einhalten, was die Lieferung der Pläne bis zum 30. April 2021 erlaubt. "Italien ist auf dem richtigen Weg", versicherte kürzlich die Präsidentin der Europäischen Kommission, Ursula von der Leyen.</p>
<h3>Griechenland</h3>
<p>Die sogenannte Pissarides-Kommission hat den Plan für die wirtschaftliche Erholung Griechenlands und die Verteilung der 72 Milliarden Euro, die das Land aus europäischen Fonds erhalten wird, entworfen. Zu ihren Mitgliedern gehören der Nobelpreisträger Christoforos Pissarides und die Universitätsprofessoren Dimitris Vagianos, Nikos Vetta und Costas Megir. Sie beraten die Verwaltung unabhängig, und nach Angaben der griechischen Medien sind ihre Vorschläge keine direkte Regierungsentscheidung. Das von diesem Ausschuss vorbereitete 244-seitige Dokument mit dem Titel "Entwicklungsplan für die griechische Wirtschaft" wurde Ende November veröffentlicht. Der griechische Premierminister Kyriakos Mitsotakis sah darin den "Fahrplan", der befolgt werden sollte, um die Reihe von Krisen zu beenden, unter denen Griechenland seit einem Jahrzehnt leidet.</p>
<p>Das Engagement der griechischen Regierung besteht im Gegensatz zu dem der spanischen darin, die Steuern zu senken. Darüber hinaus gibt es Pläne, die Hilfen für Familien zu erhöhen, die Transparenz und Unabhängigkeit der öffentlichen Verwaltung zu verbessern und die technologische Infrastruktur großer Unternehmen auszubauen. Die ehrgeizige Strategie wurde mit dem Ziel entworfen, bis 2030 eine Wachstumsrate von 3,5 Prozent zu erreichen. Die Opposition, angeführt von Alexis Tsipras, einem Anhänger von Pablo Iglesias, sagte eine Verschlechterung der wirtschaftlichen Lage voraus und kündigte eine Alternative an, einen "Anti-Pissarides"-Plan, mit der Stärkung des griechischen Gesundheitssystems als erstem Ziel.</p>
<h3>Portugal</h3>
<p>Die portugiesische Umstrukturierung wurde von António Costa Silva, dem CEO der Ölgesellschaft Partex, entworfen. Er leitete die Ausarbeitung des "Recovery and Resilience Plan". Darin führt er, als unabhängiger Berater, 66 Aktionspunkte für die Regierung auf. Die 15,3 Milliarden Euro, die Portugal aus europäischen Fonds erhalten wird, werden nach einem vierstufigen Modell verwaltet, in dem die höchsten politischen Amtsträger, ein technischer Ausschuss, ein weiterer unabhängiger Sozialpartner und schließlich ein Prüfungs- und Überwachungsausschuss vertreten sind. Auf politischer Ebene hat der Premierminister, wie in Spanien, erhebliches Gewicht. António Costa ist zusammen mit den höchsten Vertretern der Ministerien für Wirtschaft, für Planung, der Präsidentschaft und für Umwelt und Klima das führende Mitglied des Lenkungsausschusses. Aber neben ihnen, im Gegensatz zu Spanien, koordiniert und bewertet ein unabhängiger Kontrollausschuss die Kriterien für die Verteilung. Der Ausschuss setzt sich aus zehn nicht-staatlichen Akteuren zusammen, die gesellschaftliche und wirtschaftliche Interessengruppen vertreten. Darüber hinaus überwachen andere Instanzen, sowohl europäische als auch nationale, die Kontrolle der Hilfen. Der Ideologe, der hinter dem Plan steht, räumte vor einigen Wochen in O Jornal Económico ein, dass das Modell eventuell "vereinfacht" werden müsste und somit die Entscheidungsfindung auf ein "einziges Fenster" zu konzentrieren, um die Verfahren zu "beschleunigen" und zu "vereinfachen" und die Gespräche mit den Unternehmen zu standardisieren.</p>
<h3>Deutschland</h3>
<p>Deutschland erhält europäische Mittel in Höhe von 28,8 Milliarden Euro für die Bewältigung der durch die Coronavirus-Pandemie verursachten Krise. Deutschland ist das fünftgrößte Empfängerland in der Europäischen Union, und eines der Länder, die diese Mittel am wenigsten benötigen. Ein Beleg dafür ist, dass sich die Entscheidung über die Verwendung dieser Hilfe in einem frühen Stadium befindet und es kein Datum für den Abschluss dieses Prozesses gibt. Deutschland hat den Bau des Hauses vom Fundament aus begonnen, aber die Bauherrin ist nicht Angela Merkel, sondern das Finanzministerium. Denn das Geld wird für Projekte ausgegeben, die von der Bundesregierung im Rahmen des bereits bestehenden Antikrisenpakets finanziert werden.</p>
<p>Nach Angaben aus Finanzquellen wird bereits an dem nationalen Plan gearbeitet, den Deutschland der Europäischen Kommission vorlegen soll. An den Überlegungen beteiligen sich alle Ministerien im Kabinett von Angela Merkel sowie die Fraktionen der Regierungskoalition, also die CDU, ihr bayerischer Flügel, die CSU und die SPD. Sobald der Plan erstellt ist, wird er dem Ministerrat und dem Bundestag zur Abstimmung vorgelegt. Er wird das Ende eines Fahrplans darstellen, auf den sich die Regierungskoalition im vergangenen Oktober geeinigt hat und der nicht vorsieht, den Teil der EU-Hilfe an Darlehen zu verwenden. Deutschland braucht ihn nicht.</p>
<h3>Belgien</h3>
<p>Die Planung für die europäischen Gelder hat auch in Belgien Debatten ausgelöst, wobei es in diesen weniger um die genaue Verwaltung ging. Das liegt daran, dass der Verantwortliche, der neue Staatssekretär für Wissenschaftspolitik, Wiederaufbau und strategische Investitionen, Thomas Dermine, jahrelang die rechte Hand von Paul Magnette, dem Chef der französischsprachigen Sozialisten war – und bis zur letzten Minute – Kandidat für den Posten des Premierministers. Die Tatsache, dass die Regierung, die am 1. Oktober antrat, ihr Organigramm im Hinblick auf die Absorption von Gemeinschaftsgeldern erstellt hat, trägt wahrscheinlich zur Entspannung bei. Und deshalb verfügt Dermine, der 34 Jahre alt ist, über ein auf die Bedürfnisse zugeschnittenes Portfolio für strategischen Wiederaufbau und Investitionen.</p>
<p>Belgien hat die Zügel in den Händen eines vertrauenswürdigen Regierungsberaters, eines ausgebildeten Wirtschaftsingenieurs und eines ehemaligen Beraters gelassen. Eigentlich ist diese Macht aber relativ, denn der Schlüssel liegt in der Verteilung zwischen den betreffenden Gebieten, für die ein "Beratungsausschuss" geschaffen wurde – Positionen, die in Spanien trotz der Dezentralisierung nicht berechnet wurden. Flandern, der Wirtschaftsmotor Belgiens, verlangt mehr als die Hälfte vom Kuchen. Und bis Ende des Jahres wird die Auszahlung nach "gerechten" Kriterien genehmigt. Es gibt keinen definitiven Plan, aber es ist die Rede von fünf Schlüsselbereichen, in denen Belgien, dank mehr als fünf Milliarden an direkten Transfers, &nbsp;eine Wiederbelebung anstrebt: Klima, Mobilität, Produktivität, Digitalisierung und das, was "Solidarität" genannt wird. Die Regierung wird die Kontrolle haben, es gibt keine unabhängige Person und keine öffentlich-private Koordinierung. Aber es gibt einen anderen Bezug zum Premierminister und zu territorialen Koordinierungsstellen, die es in Spanien nicht gibt.</p>
