In Awdijiwka können Kinder Waffen am Klang voneinander unterscheiden. Der Ort liegt direkt an der Front. Doch jetzt ist es ruhiger geworden.

Die Erde im Donbas ist schwarz und fruchtbar. Doch je näher man sich der Frontlinie nähert, desto häufiger liegt dieser Boden brach. Die abgestellten rostigen Maschinen auf diesen Flächen sehen aus, als würden sie nie wieder funktionieren. Vereinzelt zieht ein weißer Geländewagen der OSZE-Beobachtermissionan der Landschaft vorbei, an den pyramidenartigen Kohlebergen, auf deren Gipfel eine ukrainische Fahne weht, und den Feldern, die sich sanft heben und senken. Hier, vier Kilometer von der Frontlinie zu dem von Rebellen kontrollierten Gebiet entfernt, befindet sich die Kleinstadt Awdijiwka.
„Das letzte Mal haben die Fenster im Juli gezittert“, erinnert sich die Lokaljournalistin Vera Khomenko. Irgendwo in der Nähe war eine Granate niedergegangen. „Man kann es sich so vorstellen“, sagt sie nüchtern, zückt ihr Smartphone und zeigt ein Video. Auf der Aufnahme sieht man den strahlend blauen Himmel an einem Nachmittag im Mai 2019. Dann sind Geschütze zu hören, und dazwischen Khomenkos Töchter, heute vier und acht Jahre alt, die hysterisch schreien und weinen. „Die ältere Tochter erinnert sich noch daran, was Frieden bedeutet. Mit der Kleineren spreche ich noch nicht über den Krieg“, sagt Khomenko.
Khomenko wuchs in Donezk auf, in einer Stadt, die sich heute unter Kontrolle von durch Russland unterstützen Separatisten befindet. Wenn die 33-Jährige über die Separatisten und Russland spricht, wird sie wütend. Sie nennt die selbst ausgerufene Volksrepublik Donezk illegal und das Handeln der dortigen Behörden zynisch, vor allem jetzt, wo die ukrainische Armee die vier Grenzübergänge entlang der Frontlinie wieder geöffnet hat. „Die Separatisten hingegen lassen kaum jemanden durch. Sie begründen das mit der Coronapandemie, lassen aber Einreisen über Russland zu. Deshalb musste meine Mama von Donezk über Russland nach Awdijiwka reisen. Sie hat umgerechnet fast 100 Euro dafür bezahlt, um mich zu besuchen. Das ist mehr als ihre Monatsrente.“
<h3>Frühere Pendlerstadt, jetzt an einer Sackgasse gelegen</h3>
Seit mehr als sechs Jahren trennt die Frontlinie die beiden Nachbarstädte Donezk und Awdijiwka voneinander. Awdijiwka selbst war vor dem Krieg eine Satellitenstadt für Pendler. Es gibt hier keine Altstadt und keinen Hauptplatz, nur Plattenbauten, in denen gewohnt wird. Arbeit und Freizeitvergnügen fanden die Bewohner im nahen Donezk. In der 13 Kilometer entfernt gelegenen Millionenstadt gab es Kinos, Kulturveranstaltungen und Sportevents, darunter die Fußball-EM im Jahr 2012. Zwei Jahre später brach der Krieg aus und die Öl- und Benzinfirma, für die Khomenko damals im Call-Center Anrufe entgegennahm, verlagerte ihren Sitz von Donezk in die Südukraine. Khomenko zog mit. Als sie zum zweiten Mal schwanger wurde, kam sie in die Region und in die Nähe ihrer Eltern zurück, nach Awdijiwka.
In der Ukraine ist Awdijiwka zum Symbol für den Krieg geworden. Es gibt kaum ein Haus, das bei den Kämpfen nicht beschädigt worden ist. Nach Angaben des Büros des Hohen Kommissars der Vereinten Nationen für Menschenrechte ­(OHCHR)wurden seit 2014 mindestens 55 Zivilisten getötet und 169 verletzt. Tausende sind in den ersten Jahren des Krieges von hier geflohen. In den vergangenen Monaten habe sich aber vieles verbessert, sagt Khomenko. Gerade jetzt, während die Coronapandemie den Rest der Welt zum Stehen bringt, atmen die Menschen in Awdijiwka auf. Seit Ende Juli hält ein Waffenstillstand, der längste seit Beginn des Krieges und der erste, der diesen Namen auch verdient.
„Die Kinder in Awdijiwka erkennen am Geräusch, welche Waffen abgefeuert werden“, erzählt Vadym Yankovskyi. Er spricht langsam und bedacht. Yankovskyi ist Geschäftsführer des einzigen Kaufhauses der Stadt, das vor einem Jahr mit 30 Shops und 50 Angestellten wiedereröffnete. Jeden Tag sieht Yankovskyi nach dem Rechten. Er läuft über die grauen Fliesen und nickt den Verkäuferinnen zu, die in den Boutiquen, Drogerien und Spielwarenläden auf Kundschaft warten und dabei auf ihre Smartphones starren.
Die Zeit, als es weder Strom noch die Möglichkeit gab, das Mobiltelefon aufzuladen, liegt noch nicht lange zurück. „Im Jahr 2015 gab es in Awdijiwka nur noch zwei Geschäfte. Spätestens um zwei Uhr nachmittags waren die Straßen leer. Zu Hause ließen wir die Kellertür immer geöffnet, um schnell hinunterlaufen zu können, wenn geschossen wurde“, sagt der 64-jährige Yankovskyi. Noch immer steht ein fertig gepackter Koffer mit Dokumenten und dem Allernotwendigsten in seiner Wohnung. Er ist bereit für den Fall, dass er die Stadt plötzlich verlassen muss. „Jede Familie in dieser Stadt, jeder Bewohner, wird eine ähnliche Geschichte erzählen.“
<h3>Im „Café Schokolade“</h3>
Aus einem schweren Lautsprecher, der vor dem Eingang des Kaufhauscafés steht, dröhnen Pophits aus den 80er Jahren. Das „Café Schokolade“ habe Anfang Oktober eröffnet, erzählt Tatiana Korobova aufgeregt. In der Vitrine stehen Panna Cotta und Tiramisu, auf der Speisekarte Rucolasalat. Die 56-Jährige sticht mit ihrer guten Laune und ihrem strahlenden Lächeln heraus, in dieser Stadt, in der der Krieg auch in den Gesichtszügen der Menschen seine Spuren hinterlassen hat. Sie gestikuliert wie in Südeuropa, wo sie bis vor Kurzem auch gelebt hat.

Anfang der 90er Jahre wanderte Korobova nach Zypern aus, weil sie ihre Familie finanziell unterstützen musste. Fast zwei Jahrzehnte arbeitete sie dort in einem italienischen Restaurant. Als ihr Sohn alt genug war, nach Moskau zog und sein eigenes Geld verdiente, kam sie nach Awdijiwka zurück. Im Januar war das. „Die Leute haben mich für verrückt erklärt, als ich gesagt habe, dass ich wieder hierher ziehe. Aber ich habe mir all die Jahre gewünscht, nach Hause zu meiner Familie zu kommen“, sagt sie. Tatiana Korobova brachte ihren Bruder Serhii (49) und ihrer Mutter mit, die beide nach Charkiw geflohen waren. „Ich weiß, dass alles wieder besser werden wird. Wir können nicht jeden Tag Angst haben.“
Korobova hatte keinen Job, als sie nach Awdijiwka zurückkam. Also machte sie sich selbstständig. Yankovskyi, der sich ein Café im neu eröffneten Kaufhaus wünschte, einen Ort, an dem sich die Menschen treffen und unterhalten können, half ihr dabei. Freunde und Bekannte stellten Möbel, den Kühlschrank und Dekoration bereit und liehen Korobova das Geld für die neue Kaffeemaschine.
„Wir sind glücklich, dass Menschen wie Tatiana zurückkommen und hier etwas Neues aufbauen“, sagt Yankovskyi. Denn die Jungen, darunter sein Sohn, wandern zum Studieren und Arbeiten aus. Erst wenn es in Awdijiwka wieder mehr als nur die Aussicht gibt, als in der Koksfabrik des Oligarchen Rinat Akhmetov zu arbeiten, werden die Menschen hier langfristig eine Perspektive haben. Die Fabrik ist das Erste, was man von der Stadt sieht, eine gewaltige Anlage mit Kaminen, die dicke und meterhohe Rauchwolken in die Umwelt blasen. Die Chemikalien beißen in der Nase und kratzen im Hals. Die Fabrik gibt 3.500 Menschen einen Arbeitsplatz.
Vor vier Jahren lebten in Awdijiwka nur noch 10.000 Menschen, ein Viertel der ursprünglichen Bevölkerung. Mittlerweile liegt die Einwohnerzahl wieder bei 30.000. „Seit Ende 2019 erleben wir eine zweite Welle an Rückkehrern“, erklärt Vitaly Barabasch. Der 43-Jährige ist Leiter der zivilen Militärverwaltung, die von der Regierung in Orten nahe der Frontlinie eingesetzt wurde. „Die meisten von ihnen konnten sich die Mieten an anderen Orten in der Ukraine nicht mehr leisten. Und nicht jeder hat einen Job gefunden.“
<h3>Kein Bürgermeister, nur ein Chef der Militärverwaltung</h3>
Zwar ist ein Ende des Krieges noch immer nicht in Sicht, doch seit dem 27. Juli hält der Waffenstillstand. Die Schüsse und Explosionen, denen die Bewohner vorher täglich ausgesetzt waren, hört man jetzt nur noch alle zehn Tage, sagt Barabasch. In den Straßen flanieren Eltern mit ihren Kindern, vor dem Supermarkt hängen Jugendliche ab und hören Popmusik, die aus einem Smartphone dröhnt. Eine neue Normalität ist eingekehrt, die man so nahe an der Frontlinie nicht erwarten würde.
Vera Khomenko zeigt auf die kleinen Betonrampen, die den Zebrastreifen mit dem Bürgersteig verbinden. „Früher musste ich den Kinderwagen jedes Mal über die Bordsteine schieben.“ Die meisten Häuser wurden wiederaufgebaut und renoviert, aber es sind längst nicht alle. Bei manchen fehlt noch immer ein Stockwerk oder das Dach, die Einschläge der Artilleriegeschütze sind noch zu sehen. Auf dem Tennisplatz im Zentrum der Stadt spielen sich Soldaten in Zivilkleidung die Bälle zu und hören die Musik des belarussischen Rappers Xcho.
Vera Khomenko liebt das Kleinstadtflair von Awdijiwka. Dass jeder jeden kennt und dass man alles zu Fuß ablaufen kann. Sie gehört zu der jungen, pro-ukrainischen Generation, die in ihrer Stadt etwas verändern will. Zu Hause spricht sie mit ihren Kindern Ukrainisch. In ihren Artikeln für das regionale Blatt Donbass Inform schreibt sie über die Binnenvertriebenen, die hier ein neues Unternehmen aufbauen, über Soldaten und Ärzte, die trotz der Umstände in dieser Stadt arbeiten. Trotzdem fühlen sich viele Menschen in Awdijiwka vom Rest des Landes nicht richtig wahrgenommen.
„Die meisten Menschen, die in Awdijiwka leben, waren in ihrem Leben noch nie außerhalb des Donbas“, erzählt Khomenko. So, wie es in dieser Gegend üblich ist, haben viele der Bewohner Verwandte in Russland und schauen russische TV-Sender. „Bei jenen, die kein Kabelfernsehen haben, fängt die Antenne das Signal der Fernsehkanäle und Radios von Donezk und Russland ein.“
In ihrer schwierigen Situation wenden sich die Menschen entlang der Frontlinie demjenigen zu, der ihnen einfache Erklärungen und Lösungen verspricht. „Die älteren Menschen sind leichte Opfer für die russische Propaganda. Sie denken, dass das hier ein Bürgerkrieg ist, und haben nicht die Mittel, die Informationen, die sie bekommen, zu überprüfen. Viele von ihnen sind mental in der Sowjetunion stecken geblieben. Den Informationskrieg, vor allem in den Köpfen der älteren Menschen, verlieren wir leider noch immer.“
Die Möglichkeit, ihre lokale Vertretung selbst zu bestimmen, haben die Bewohner von Awdijiwka nicht. Die Stadt ist eine von 18 Siedlungen in der Nähe der Frontlinie, in der die Regierung eine zivile Militärverwaltung eingesetzt hat. Die Lokalwahlen im Oktober dieses Jahrs fanden hier nicht statt. Offiziell wird die Entscheidung mit der Sicherheitslage begründet. Für Khomenko ist der Schritt nachvollziehbar: „Wenn die Menschen hier wählen dürften, dann weiß man nicht, wer an die Macht kommt und welche Entscheidungen diese Person treffen würde. Die Regierung hat die militärisch-zivile Verwaltung in dieser Stadt ernannt und kann sich auf diese verlassen.“
Als Leiter dieser Militärverwaltung, sagt Barabasch, müsse er in der Lage sein, schnell Entscheidungen treffen zu können. „Ein Stadtrat agiert langsamer als eine Militärverwaltung.“ Die Artilleriegeschütze rund um die Stadt sind in den vergangenen Jahren nie ganz verstummt. Doch die Herausforderungen, vor denen die Stadt heute steht, sind anderer Natur. „Wir haben nur 40 Prozent der Ärzte, die wir bräuchten. Es gibt noch immer regelmäßig Wasser- und Stromausfälle, denn die Leitungen verlaufen durch das Gebiet jenseits der Frontlinie, das nicht unter der Kontrolle der ukrainischen Armee steht“, sagt Barabasch.
Ein Großteil der humanitären Hilfe vor Ort wird von internationalen Organisationen geleistet. Das Rote Kreuz wurde in Awdijiwka mit 40.000 Euro vom ukrainischen „Ministerium für die Wiedereingliederung der vorübergehend besetzten Gebiete“ unterstützt. Aus dem Staatshaushalt für 2020 sind erstmals seit Beginn des Krieges Zahlungen für Betroffene in der Ostukraine vorgesehen, deren Häuser oder Wohnungen zerstört wurden. Das Ministerium teilt mit, dass in diesem Jahr 66 Personen entschädigt werden sollen. Im kommenden Jahr sollen weitere 380 folgen.
<h3>Unterricht in einem Raum ohne Fenster</h3>
 
Das einstöckige, rote Backsteinhaus hinter dem Marktplatz hat die Kunstlehrerin Anna Kapitan selbst renoviert. In einem Raum ohne Fenster, der eng wirkt, aber den Eindruck hinterlässt, als sei er sicher bei Beschuss, unterrichtet Kapitan Kinder zwischen sechs und zehn Jahren. „Das hier ist unser Happy Place“, sagt die 40-Jährige und zeigt auf die Wand, wo die Kürbisse und Fledermäuse aus Papier hängen, die die Kinder gebastelt haben. „Als ich mit den Workshops anfing, konnten die Kinder nicht einmal eine Schere richtig halten, sie hatten ständig Angst. Mittlerweile sind sie sogar wählerisch, was die Bastelarbeiten betrifft.“ Leider könnten sich nicht alle Eltern in der Stadt die Workshops leisten. Für zusätzliche Einnahmen hat Kapitan im Nebenraum ein Fotostudio mit verschiedenen Themenwelten eingerichtet, mit Blumen und Sitzgelegenheiten, passend für Hochzeitsbilder.
Als der Krieg begann, arbeitete Kapitan als Krankenschwester in Donezk und ihr Mann in der Koksfabrik von Awdijiwka. Anna Kapitan floh mit ihren beiden Söhnen, die heute zehn und vierzehn Jahre alt sind. Ihr Mann blieb wegen seiner Arbeit zurück. „Am Anfang haben wir eine Wohnung in der Westukraine gemietet, das war sehr teuer für uns“, erzählt sie. Als Binnenvertriebene erhielten sie und ihre Söhne im Monat umgerechnet 120 Euro, hin und wieder half eine humanitäre Organisation mit Geld- und Sachspenden. Im Jahr 2015 ließen Kapitan und ihre Söhne ihr sicheres Leben und die finanzielle Not zurück und zogen wieder nach Awdijiwka. „Dieses permanente Angstgefühl ist nicht mehr da“, sagt sie.
Auch wenn der Begriff „Waffenruhe“ für sie relativ ist, vertraut die Kunstlehrerin Anna Kapitan darauf, dass sich in Awdijiwka alles zum Besseren wendet. „Wir erleben das seit sechs Jahren: Krieg, Waffenruhe, Krieg, Waffenruhe. Manchmal berichten die Medien, dass es in Awdijiwka Kämpfe gibt. Aber wir bekommen davon nichts mit, weil die ukrainischen Militärposten angegriffen werden. Und manchmal wird berichtet, dass es gerade einen Waffenstillstand gibt, aber wir hören Explosionen und Schüsse.
“Die Straße, die an Awdijiwka vorbei weiter Richtung Osten führt, wurde mittlerweile neu geteert. Doch die umgeknickten Strommasten an ihren Rändern erinnern noch immer an die Kämpfe, die um sie herum wüteten. Die Bahngleise am Stadtrand führen bis nach Kiew, knapp 600 Kilometer im Westen. Heute kommen nur noch Güterzüge an, hier, am Rande der Stadt, wo sich ein Minenfeld ausbreitet. Dahinter sieht man nachts die Lichter von Donezk.„Wir leben jeden Tag und genießen, was wir haben. Was morgen sein wird, wissen wir nicht“, sagt Vera Khomenko. Vor Kurzem habe sie mit einem Soldaten gesprochen. Sie habe ihn gefragt, wie lange dieser Konflikt noch andauern würde. Seine Antwort: „Mindestens sechs weitere Jahre, mit Sicherheit.“

Die ukrainische Kleinstadt Awdijiwka: Rückkehr an die Front

In Avdiivka, children can distinguish one weapon from another by its sound. The town is right on the Ukrainian front line. But now it has become quieter

The soil in the Donbass is black and fertile. But the closer you get to the front line, the more often this soil lies fallow. The rusty machines parked on these plots look as if they will never work again. Occasionally, a white SUV of the OSCE Observer Mission passes through the landscape, the pyramid-like coal mountains with a Ukrainian flag flying on top, and the fields gently rising and falling. Here, four kilometres from the front line to rebel-held territory, is the small town of Avdiivka.
"The last time the windows shook was in July," recalls local journalist Vera Khomenko. A shell had fallen somewhere nearby. "You can imagine it like this," she says soberly, pulling out her smartphone and showing a video. The recording shows a bright blue sky on an afternoon in May 2019, then gunfire, and in between Khomenko's daughters, now four and eight, screaming and crying hysterically. "The older daughter still remembers what peace means. I don't talk about the war with the younger one yet," Khomenko says.
Khomenko grew up in Donetsk, in a city now under control of Russian-backed separatists. When the 33-year-old talks about the separatists and Russia, she gets angry. She calls the self-proclaimed Donetsk People's Republic illegal, and the actions of the authorities in the region cynical, especially now that the Ukrainian army has reopened the four border crossings along the front line. "The separatists, on the other hand, hardly let anyone through. They justify it with the pandemic, but allow entries via Russia. That's why my mum had to travel from Donetsk to Avdiivka via Russia. She paid the equivalent of almost 100 euros to visit me. That's more than her monthly pension."
<h3>Former commuter town, now located on a dead-end road</h3>
For more than six years, the front line has separated the two neighbouring towns of Donetsk and Avdiivka. Avdiivka itself was a satellite town for commuters before the war. There is no old town or main square here, only prefabricated buildings in which to live. Residents found work and recreation in nearby Donetsk. The city of a million people, 13 kilometres away, had cinemas, cultural events and sporting events, including the European football championships in 2012. Two years later, war broke out; Khomenko was working in the call centre of an oil and petrol company at the time, which moved its headquarters from Donetsk to southern Ukraine. Khomenko moved with it. When she became pregnant for the second time, she came back to the region to be near her parents, in Avdiivka.
In Ukraine, Avdiivka has become a symbol of war. There is hardly a house that has not been damaged in the fighting. According to the Office of the United Nations High Commissioner for Human Rights (OHCHR) at least 55 civilians have been killed and 169 injured since 2014. Thousands fled the area in the early years of the war. In recent months, however, much has improved, Khomenko says. Right now, as the pandemic brings the rest of the world to a halt, people in Avdiivka are breathing a sigh of relief. A ceasefire has held since late July, the longest since the war began and the first worthy of the name.
"The children in Avdiivka can tell which weapons are being fired from the sound," Vadym Yankovskyi tells me. He speaks slowly and deliberately. Yankovskyi is the manager of the town's only department store, which reopened a year ago with 30 shops and 50 employees. Every day, Yankovskyi checks on things. He walks the grey pavements and nods to the saleswomen waiting for customers in the boutiques, drugstores and toy shops, staring at their smartphones.
It was not long ago that there was no electricity or way to charge a mobile phone. "In 2015, there were only two shops left in Avdiivka. By two o'clock in the afternoon at the latest, the streets were empty. At home, we always left the cellar door open, so we could run down quickly when there was shooting," says 64-year-old Yankovskyi. There is still a packed suitcase with documents and the bare necessities ready in his flat. He is prepared in case he has to leave the city suddenly. "Every family in this city, every resident, will tell a similar story."
<h3>At "Café Chocolate"</h3>
Pop hits from the 80s blast from a heavy speaker placed outside the entrance to the department store café. "Café Chocolate" opened at the beginning of October, Tatiana Korobova tells me excitedly. There is panna cotta and tiramisu in the display case, and rocket salad on the menu. The 56-year-old stands out with her good mood and radiant smile against the backdrop of this city, where the war has also left its mark on the facial features of the people. She gestures as if she were in southern Europe, where she also lived until recently.

Korobova emigrated to Cyprus in the early 1990s because she needed to support her family financially. She worked in an Italian restaurant there for almost two decades. When her son was old enough, he moved to Moscow and earned his own money, she came back to Avdiivka. In January, that was. "People called me crazy when I said I was moving back here. But I have spent all these years wishing I could come home to my family," she says. Tatiana Korobova brought her brother Serhii, 49, and her mother, both of whom had fled to Kharkiv. "I know that everything will get better. We can't be afraid every day."
Korobova had no job when she returned to Avdiivka. So, she set up her own business. Yankovskyi, who wanted a café in the newly opened department store, a place where people could meet and talk, helped her. Friends and acquaintances provided furniture, the refrigerator and decorations, and lent Korobova the money for the new coffee machine.
"We are happy that people like Tatiana are coming back and building something new here," Yankovskyi says. Because the boys, including his son, are emigrating to study and work. Only when there is more to life in Avdiivka than the prospect of working in oligarch Rinat Akhmetov's peat coke factory will the people here have long-term prospects. The factory is the first thing you see of the town, a massive facility with chimneys that blow thick clouds of smoke several metres high into the environment. The chemicals bite your nose and scratch your throat. The factory provides jobs for 3,500 people.
Four years ago, only 10,000 people lived in Avdiivka, a quarter of the original population. Now the population is back to 30,000. "Since the end of 2019, we have been experiencing a second wave of returnees," Vitaly Barabash explains. The 43-year-old is the head of the civilian-military administration, which was deployed by the government in places near the front line. "Most of them could not afford the rents in other places in Ukraine. And not everyone found a job."
<h3>No mayor, just a head of the military administration</h3>
While there is still no end in sight to the war, the ceasefire has held since 27 July. The gunfire and explosions that residents previously faced daily are now heard only every 10 days, Barabash says. Parents stroll the streets with their children, teenagers hang out in front of the supermarket listening to pop music blaring from a smartphone. A new normality has returned that you wouldn't expect so close to the front line.
Vera Khomenko points to the small concrete ramps that connect the crosswalk to the pavement. "I used to have to push the pram over the curbs every time." Most of the houses have been rebuilt and renovated, but it's far from all of them. Some are still missing a floor or the roof, and the impacts of artillery shells can still be seen. On the tennis court in the centre of the city, soldiers in civilian clothes rally with each other and listen to the music of the Belarusian rapper Xcho.
Vera Khomenko loves the small-town flair of Avdiivka. That everyone knows everyone and that you can walk everywhere. She belongs to the young, pro-Ukrainian generation that wants to make a change in her town. At home, she speaks Ukrainian with her children. In her articles for the regional paper Donbass Inform, she writes about the internally displaced people who are building a new business here, about soldiers and doctors who work in this city despite the circumstances. Despite this, many people in Avdiivka feel that they are not properly perceived by the rest of the country.
"Most people who live in Avdiivka have never been outside the Donbass in their lives," Khomenko tells us. So, as is common in this area, many of the residents have relatives in Russia and watch Russian TV channels. "For those who don't have cable TV, the antenna catches the signal of Donetsk and Russian TV channels and radios."
In their difficult situation, people along the front-line turn to whoever promises them easy explanations and solutions. "The elderly are easy victims of Russian propaganda. They think this is a civil war and don't have the means to verify the information they get. Many of them are mentally stuck in the Soviet Union. We're still losing the information war, especially in the minds of older people, unfortunately."
The residents of Avdiivka do not have the opportunity to determine their own local representation. The town is one of 18 settlements near the front line where the government has established a civilian-military administration. Local elections in October this year were not held here. Officially, the decision is justified by the security situation. For Khomenko, the move is understandable: "If people were allowed to vote here, then you don't know who would come to power and what decisions that person would make. The government has appointed the military-civilian administration in this city and can rely on it."
As the head of that military administration, Barabash says, he needs to be able to make decisions quickly. "A city council acts slower than a military administration." The artillery shells around the city have never quite died down in recent years. But the challenges facing the city today are of a different nature. "We only have 40 per cent of the doctors we would need. There are still regular water and electricity outages because the pipes run through the area beyond the front line, which is not under the control of the Ukrainian army," Barabash says.
Much of the humanitarian aid on the ground is provided by international organisations. The Red Cross was supported in Avdiivka with 40,000 euros from Ukraine's "Ministry for the Reintegration of Temporarily Occupied Territories." From the state budget for 2020, for the first time since the beginning of the war, payments are planned for those affected in eastern Ukraine, whose houses or flats were destroyed. The ministry says that 66 people will be compensated this year. Another 380 are to follow next year.
<h3>Lessons in a windowless classroom</h3>
The one-story, red-brick house behind the marketplace was renovated by art teacher Anna Kapitan herself. In a room without windows, which looks cramped but like it would be safe under fire, Kapitan teaches children ages six to 10. "This is our happy place," the 40-year-old says, pointing to the wall where the paper pumpkins and bats the children have made hang. "When I started the workshops, the kids couldn't even hold scissors properly, they were scared all the time. Now they're even picky about the crafts." Unfortunately, not all parents in the city could afford the workshops. For extra income, Kapitan has set up a photo studio in the next room with different themed worlds, with flowers and seating, suitable for wedding pictures.
When the war began, Kapitan was working as a nurse in Donetsk and her husband was working in the peat coke factory in Avdiivka. Anna Kapitan fled with her two sons, who are now 10 and 14. Her husband stayed behind because of his work. "In the beginning, we rented a flat in western Ukraine, it was costly for us," she says. As internally displaced persons, she and her sons received the equivalent of 120 euros a month, and now and then a humanitarian organisation helped with donations of money and goods. In 2015, Kapitan and her sons left behind their secure life and financial hardship and moved back to Avdiivka. "That permanent feeling of fear is no longer there," she says.
Even though the term "ceasefire" is relative for her, art teacher Anna Kapitan trusts that everything is changing for the better in Avdiivka. "We have been experiencing this for six years: war, ceasefire, war, ceasefire. Sometimes the media reports that there is fighting in Avdiivka. But we don't get to hear about it because Ukrainian military posts are under attack. And sometimes it is reported that there is just a ceasefire, but we hear explosions and gunfire."
The road that continues east past Avdiivka has since been resurfaced. But the damaged electricity pylons at its edges are still a reminder of the fighting that raged around them. The railway tracks on the outskirts of the city-run all the way to Kiev, nearly 600 kilometres to the west. Today, only freight trains arrive, here, on the outskirts of the city, where a minefield spreads. Behind it, at night, you can see the lights of Donetsk. "We live every day and enjoy what we have. We don't know what tomorrow will bring," says Vera Khomenko. Recently, she spoke with a soldier. She asked him how long this conflict would last. His answer: "at least six more years, for sure."

El suelo en el Donbás es negro y fértil. Pero mientras más cerca de la línea del frente, más a menudo está en barbecho. Parece que las máquinas oxidadas aparcadas en estas parcelas no volverán a funcionar. De vez en cuando, un todoterreno blanco de la Misión de Observación de la OSCE atraviesa el paisaje, las montañas de carbón con forma de pirámide mientras ondea una bandera ucraniana, y los campos ascienden y descienden suavemente. Aquí, a cuatro kilómetros de la línea de frente del territorio controlado por los rebeldes, está la pequeña ciudad de Avdivka.
"La última vez que las ventanas temblaron fue en julio", recuerda la periodista local Vera Khomenko. Un proyectil había caído en algún lugar cercano. "Puedes imaginártelo así", dice con sobriedad mientras saca su smartphone y muestra un vídeo. La grabación refleja un cielo azul brillante en una tarde de mayo de 2019, seguido de disparos y se puede escuchar a las hijas de Khomenko, que ahora tienen cuatro y ocho años, gritar y llorar desconsoladamente. "Mi hija mayor todavía recuerda lo que significa la paz y con la más joven todavía no hablo de la guerra", dice la periodista.
Khomenko creció en Donetsk, en una ciudad que ahora está bajo el control de los separatistas apoyados por los rusos. Cuando esta mujer de 33 años habla de los separatistas y de Rusia, se enfada. Califica de ilegal la autoproclamada República Popular de Donetsk y de cínicas las acciones de las autoridades de la región, sobre todo ahora que el ejército ucraniano ha reabierto los cuatro pasos fronterizos a lo largo de la línea del frente. "Por otra parte, los separatistas apenas dejan pasar a nadie. Lo justifican con la pandemia, pero permiten la entrada a través de Rusia. Por eso mi madre tuvo que viajar de Donetsk a Avdivka vía Rusia. Pagó el equivalente a casi 100 euros por visitarme, una cantidad que supera su pensión mensual".
<h3>Antiguo pueblo de paso, ahora situado en un camino sin salida</h3>
Durante más de seis años, la línea del frente ha separado las dos ciudades vecinas de Donetsk y Avdivka. La propia Avdivka era una ciudad satélite para los viajeros antes de la guerra. Aquí no hay casco antiguo ni plaza mayor, solo edificios prefabricados para vivir. Los residentes encontraron trabajo y recreación en la cercana Donetsk. La ciudad, de un millón de habitantes y a tan solo 13 kilómetros de distancia, tenía cines, eventos culturales y deportivos, incluyendo la Eurocopa de 2012. Dos años después, estalló la guerra. Khomenko trabajaba en la centralita de una petrolera en ese momento que trasladó su sede de Donetsk al sur de Ucrania. Khomenko también se mudó y cuando se quedó embarazada por segunda vez, regresó a la región para estar cerca de sus padres, en Avdivka.
En Ucrania, Avdivka se ha convertido en un símbolo de la guerra. Apenas quedan casas que no hayan sufrido daños en los combates. Según la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos (ACNUDH), desde 2014 han muerto por lo menos 55 civiles y 169 han resultado heridos. Miles de personas huyeron de la zona en los primeros años de la guerra. Pero las cosas han mejorado mucho en los últimos meses, afirma Khomenko. Ahora mismo, y mientras la pandemia pone al mundo en pausa, los habitantes de Avdivka respiran aliviados. Desde finales de julio se ha mantenido un alto el fuego, el más largo desde que empezó la guerra y el primero digno de recibir ese nombre.
"Los niños de Avdivka pueden decir qué armas están siendo disparadas por cómo suenan", afirma con un tono lento pero contundente Vadym Yankovskyi. Yankovskyi es el gerente de los únicos grandes almacenes de la ciudad, que reabrieron hace un año con 30 tiendas y 50 empleados. Todos los días hace una revisión del ambiente. Camina por aceras grises y asiente con la cabeza a las vendedoras que esperan a los clientes en las boutiques, farmacias y jugueterías, mientras miran a sus smartphones.&nbsp;
Hace no tanto tiempo era fácil no tener ni electricidad ni forma de cargar un teléfono móvil. "En 2015, solo quedaban dos tiendas en Avdivka. A las dos de la tarde a más tardar las calles estaban vacías. En casa siempre dejábamos la puerta del sótano abierta, para poder correr rápidamente cuando había disparos", dice Yankovskyi, de 64 años. Todavía hay una maleta llena de documentos y las necesidades básicas listas en su piso. Está preparado por si tiene que dejar la ciudad de repente. "Cada familia de esta ciudad, cada residente, contará una historia similar".
<h3>En el Café Chocolate</h3>
Un altavoz colocado en la entrada de la cafetería de los grandes almacenes emite éxitos de los 80. Café Chocolate abrió a principios de octubre, comenta emocionada Tatiana Korobova. Hay panna cotta y tiramisú en la vitrina, y ensalada de rúcula en el menú. Esta mujer de 56 años destaca por su buen humor y su radiante sonrisa con el telón de fondo de esta ciudad, donde la guerra también ha dejado su huella en los rasgos faciales de la gente. Hace gestos como si estuviera en el sur de Europa, donde también vivió hasta hace poco.

Korobova emigró a Chipre a principios de los 90 porque necesitaba mantener a su familia. Allí trabajó en un restaurante italiano durante casi dos décadas. Cuando su hijo tuvo la edad suficiente, se independizó en Moscú y ella regresó a Avdivka en enero. "La gente me dijo que estaba loca al volver aquí, pero todos estos años los he pasado deseando poder volver a casa con mi familia", dice. Tatiana Korobova trajo a su hermano Serhii, de 49 años, y a su madre, que habían huido a Jarkov. "Sé que todo mejorará. No podemos tener miedo todos los días".
Korobova no tenía trabajo cuando regresó a Avdivka. Así que montó su propio negocio. Yankovskyi la ayudó porque quería un café en los grandes almacenes recién abiertos, que fuera un lugar donde la gente pudiera reunirse y hablar. Amigos y conocidos le proporcionaron los muebles, las neveras y la decoración, y le prestaron a Korobova el dinero para una nueva máquina de café.
"Estamos contentos de que gente como Tatiana vuelva y construya algo nuevo aquí", dice Yankovskyi. Porque los chicos, incluyendo su hijo, están emigrando para estudiar y trabajar. La gente de aquí solo tendrá perspectivas a largo plazo cuando haya más vida en Avdivka que la perspectiva de trabajar en la fábrica de coque del oligarca Rinat Akhmetov. Esta instalación es lo primero que se ve sobre la ciudad. Chimeneas que expulsan densas nubes de humo de varios metros de altura al medio ambiente. Productos químicos que penetran en la nariz y te arañan la garganta. La fábrica da trabajo a 3.500 personas.
Hace cuatro años, solo 10.000 personas vivían en Avdivka, un cuarto de la población original. Ahora la población ha vuelto a ser de 30.000 personas. "Desde finales de 2019, hemos estado experimentando una segunda ola de retornos", explica Vitaly Barabash. Este hombre de 43 años es el jefe de la administración civil-militar, que fue desplegada por el Gobierno en lugares cercanos a la línea del frente. "La mayoría de ellos no podían pagar los alquileres en otros lugares de Ucrania. Y no todos encontraron un trabajo".
<h3>No hay alcalde, solo un jefe de la administración militar</h3>
Aunque todavía no se vislumbra el fin de la guerra, el alto al fuego se ha mantenido desde el 27 de julio. Los disparos y explosiones que los residentes enfrentaban diariamente se oyen ahora solo cada 10 días, dice Barabash. Los padres caminan por las calles con sus hijos, los adolescentes pasan el rato frente al supermercado escuchando música pop a todo volumen desde un teléfono inteligente. Ha vuelto una nueva normalidad que no se esperaría tan cerca de la línea del frente.
Vera Khomenko señala las pequeñas rampas de hormigón que conectan el cruce con la acera. "Solía tener que empujar el cochecito sobre los bordillos cada vez." La mayoría de las casas han sido reconstruidas y renovadas, pero todavía falta mucho por hacer. A algunas todavía les falta el suelo o el techo, y los impactos de los proyectiles de artillería todavía se pueden ver. En la cancha de tenis del centro de la ciudad, soldados vestidos de civil se reúnen y escuchan la música del rapero bielorruso Xcho.
A Vera Khomenko le encanta el ambiente de pueblo de Avdivka. Que todo el mundo se conozca y que se puede caminar por todas partes. Pertenece a la joven generación pro-ucraniana que quiere hacer un cambio en su ciudad. En casa, habla ucraniano con sus hijos. En sus artículos para el periódico regional Donbass Inform, escribe sobre los desplazados internos que están construyendo un nuevo negocio aquí, sobre los soldados y médicos que trabajan en esta ciudad a pesar de las circunstancias. A pesar de esto, gran parte de la población de Avdivka siente que no son bien percibidos por el resto del país.
"La mayoría de la gente que vive en Avdivka nunca ha estado fuera del Donbás en su vida", nos dice Khomenko. Así que, como es común en esta zona, muchos de los residentes tienen parientes en Rusia y ven canales de televisión rusos. "Para aquellos que no tienen televisión por cable, la antena capta la señal de Donetsk y de los canales de televisión y radios rusas."
En su difícil situación, la gente que vive en la primera línea se dirige a quien les promete explicaciones y soluciones fáciles. "Los ancianos son víctimas fáciles de la propaganda rusa. Piensan que esto es una guerra civil y no tienen los medios para verificar la información que reciben. Muchos de ellos están atrapados mentalmente en la Unión Soviética. Seguimos perdiendo la guerra de la información, especialmente en las mentes de los ancianos, por desgracia".
Los residentes de Avdivka no tienen la oportunidad de decidir su propia representación local. La ciudad es uno de los 18 asentamientos cerca de la línea del frente donde el Gobierno ha establecido una administración civil-militar. Este año las elecciones locales de octubre no llegaron hasta aquí. Oficialmente, la decisión está justificada por la situación de seguridad. Para Khomenko, el movimiento es comprensible: "Si a la gente se le permitiera votar aquí, no se sabe quién llegaría al poder y qué decisiones tomaría esa persona. El gobierno ha nombrado la administración civil-militar de esta ciudad y puede confiar en ella."
Como jefe de esa administración militar, Barabash dice, necesita ser capaz de tomar decisiones rápidamente. "Un consejo de la ciudad actúa más lentamente que una administración militar." Los proyectiles de artillería nunca se han apagado del todo en los últimos años. Pero los retos a los que se enfrenta lhoy en día esta localidad tienen una naturaleza diferente. "Solo tenemos el 40% de los médicos que necesitaríamos. Todavía hay cortes frecuentes de agua y de electricidad porque las tuberías atraviesan la zona más allá de la línea del frente, que no está bajo el control del ejército ucraniano", dice Barabash.
Gran parte de la ayuda humanitaria sobre el terreno la proporcionan organizaciones como Cruz Roja, que dio 40.000 euros a Avdivka con &nbsp;el apoyo del Ministerio de Reintegración de los Territorios Temporales Ocupados de Ucrania. Por primera vez desde el comienzo de la guerra, se prevén transferencias del presupuesto estatal para 2020 para los afectados en el este de Ucrania, cuyas casas o pisos fueron destruidos. El ministerio dice que 66 personas serán compensadas este año y otras 380 el año que viene.
<h3>Lecciones en una aula sin ventanas</h3>
La profesora de arte Anna Kapitan reformó la casa de ladrillos rojos de un piso detrás del mercado. En una habitación sin ventanas, que parece estrecha pero también segura bajo el fuego, Kapitan enseña a niños de 6 a 10 años. "Este es nuestro lugar feliz", dice esta mujer mientras señala la pared donde cuelgan las calabazas de papel y los murciélagos que los niños han hecho colgar. "Cuando empecé los talleres, los niños no podían ni siquiera sujetar las tijeras bien, estaban asustados todo el tiempo. Ahora hasta son puntillosos con las manualidades". Por desgracia, no todos los padres de la ciudad pueden pagar los talleres. Para tener un ingreso extra, Kapitan ha montado un estudio fotográfico en la habitación de al lado con diferentes mundos temáticos, con flores y asientos, adecuado para fotos de boda.
Cuando empezó la guerra, Kapitan trabajaba como enfermera en Donetsk y su marido en la fábrica de coque de turba en Avdivka. Anna Kapitan huyó con sus dos hijos, que ahora tienen 10 y 14 años. Su marido se quedó atrás por su trabajo. "Al principio, alquilamos un piso en el oeste de Ucrania, nos costó mucho dinero", dice. Como desplazados internos, ella y sus hijos recibían el equivalente a 120 euros al mes, y de vez en cuando una organización humanitaria les daba algo de dinero y comida. En 2015, Kapitan y sus hijos dejaron atrás su vida segura y sus dificultades financieras y volvieron a Avdivka. "Ese sentimiento permanente de miedo ya no existe", dice.
Aunque el término "alto al fuego" es relativo para ella, la profesora confía en que todo está cambiando para mejor en Avdivka. "Hemos estado experimentando esto durante seis años: guerra, cese del fuego, guerra, cese del fuego. A veces los medios de comunicación informan de que hay combates en Avdivka. Pero no nos enteramos porque los puestos militares ucranianos están siendo atacados. Y a veces se informa que solo hay un alto al fuego, pero escuchamos explosiones y disparos."
El camino que continúa hacia el este pasando por Avdivka ha sido repavimentado desde entonces. Pero los postes eléctricos dañados en sus bordes son todavía un recordatorio de los combates que se produjeron a su alrededor. Las vías de ferrocarril en las afueras de la ciudad corren hasta Kiev, casi 600 kilómetros al oeste. Hoy en día, solo llegan trenes de carga, aquí, en las afueras de la ciudad, donde se extiende un campo de minas. Detrás de él, por la noche, se pueden ver las luces de Donetsk. "Vivimos cada día y disfrutamos de lo que tenemos. No sabemos lo que nos deparará el mañana", dice Vera Khomenko. Hace poco habló con un soldado. Le preguntó cuánto tiempo duraría este conflicto. Su respuesta: "Al menos seis años más, seguro."

Regreso al frente en el pequeño pueblo ucraniano de Avdivka

Le sol du Donbass est noir et fertile. Mais plus on se rapproche de la ligne de front, plus ce sol se trouve en jachère. Les machines rouillées garées sur ces parcelles semblent ne plus pouvoir jamais fonctionner. De temps en temps, un 4x4 blanc de la Mission d'observation de l'Organisation pour la Sécurité et la Coopération en Europe (OSCE) traverse le paysage, des montagnes de charbon en forme de pyramide avec un drapeau ukrainien flottant au sommet, et des champs qui montent et descendent doucement. C'est ici, à quatre kilomètres de la ligne de front, en territoire tenu par les rebelles, que se trouve la petite ville d'Avdiivka.
« La dernière fois que les fenêtres ont tremblé, c'était en juillet », se souvient la journaliste locale Vera Khomenko. Un obus était tombé pas loin. « Vous pouvez l'imaginer en regardant ça », dit-elle sobrement, en sortant son smartphone et en montrant une vidéo. L'enregistrement montre un ciel bleu vif un après-midi de mai 2019, puis des coups de feu, et les filles de Mme Khomenko, aujourd'hui âgées de quatre et huit ans, en train de crier et pleurer hystériquement. « La fille aînée sait encore de ce que signifie le mot paix. Je ne parle pas encore de la guerre avec la plus jeune », dit-elle.
Vera Khomenko a grandi à Donetsk, dans une ville maintenant sous le contrôle de séparatistes soutenus par les Russes. Lorsque la jeune femme de 33 ans parle des séparatistes et de la Russie, elle se met en colère. Elle qualifie d'illégales la République populaire autoproclamée de Donetsk et de cyniques les actions des autorités de la région, surtout maintenant que l'armée ukrainienne a rouvert les quatre postes-frontières situés le long de la ligne de front. « Les séparatistes, par contre, ne laissent pratiquement passer personne. Ils prennent comme prétexte la pandémie mais autorisent les entrées via la Russie. C'est pourquoi ma mère a dû aller de Donetsk à Avdiivka en passant par la Russie. Elle a payé l'équivalent de près de 100 euros pour me rendre visite. C'est plus que sa retraite mensuelle ».
<h3>Une ville située sur une impasse</h3>
Depuis plus de six ans, la ligne de front sépare les deux villes voisines de Donetsk et Avdiivka. Avant la guerre, Avdiivka elle-même était une ville satellite pour les banlieusards. Il n'y a pas de vieille ville ni de place principale ici, seulement des bâtiments résidentiels préfabriqués. Avant, les habitants trouvaient du travail et des loisirs dans la ville voisine de Donetsk. Cette ville d'un million d'habitants, située à 13 kilomètres, avait des cinémas, des manifestations culturelles et des événements sportifs, dont les championnats d'Europe de football en 2012. Mais deux ans plus tard, la guerre a éclaté. Mme Khomenko travaillait à l'époque dans le centre d'appel d'une société pétrolière, qui a déplacé son siège de Donetsk vers le sud de l'Ukraine. Elle a déménagé avec son entreprise. Mais lorsqu'elle est tombée enceinte pour la deuxième fois, elle est revenue dans la région pour être près de ses parents, à Avdiivka.
En Ukraine, Avdiivka est devenu un symbole de la guerre. Il n'y a guère de maison qui n'ait été endommagée par les combats. Selon le Haut-Commissariat des Nations unies aux droits de l'homme, au moins 55 civils ont été tués et 169 blessés depuis 2014. Des milliers de personnes ont fui la région durant les premières années de la guerre. Mais ces derniers mois, la situation s'est beaucoup améliorée, selon Mme Khomenko. En ce moment même, alors que la pandémie fait vaciller le reste du monde, les habitants d'Avdiivka soupirent de soulagement. Un cessez-le-feu est en vigueur depuis la fin juillet, le plus long depuis le début de la guerre et le premier digne de ce nom.
« Les enfants d'Avdiivka peuvent reconnaître les armes tirées à partir du seul bruit qu'elles font », me dit Vadym Yankovskyi. Cet homme âgé de 64 ans à la diction lente dirige l'unique centre commercial de la ville, avec 30 boutiques et 50 employés, qui a rouvert il y a un an. Chaque jour, il vérifie que tout va bien. Il parcourt les trottoirs gris et fait un signe de tête aux vendeuses qui attendent les clients dans les boutiques, les drogueries et les magasins de jouets, en fixant leurs smartphones.
Il n'y a pas si longtemps, il n'y avait pas d'électricité, donc aucun moyen de recharger un téléphone portable. « En 2015, il ne restait plus que deux magasins à Avdiivka. À deux heures de l'après-midi au plus tard les rues étaient vides. À la maison, nous laissions toujours la porte de la cave ouverte, pour pouvoir descendre rapidement en cas de coups de feu », explique Mme Yankovskyi. Dans son appartement, il y a toujours une valise pleine de documents et avec le strict nécessaire pour le cas où il devrait quitter la ville précipitamment. « Chaque famille de cette ville, chaque habitant, raconte la même histoire. »
<h3>Au « Café Chocolat »</h3>
Des tubes pop des années 1980 sont diffusés par un haut-parleur placé à l'entrée du café du grand magasin. Le « Café Chocolat » a ouvert début octobre, me dit Tatiana Korobova avec enthousiasme. Il y a de la panna cotta et du tiramisu dans la vitrine, et de la salade de roquette au menu. La quinquagénaire se distingue par sa bonne humeur et son sourire radieux dans cette ville où la guerre a aussi laissé des traces sur les visages. Elle se comporte comme si elle était dans le sud de l'Europe, où elle a également vécu jusqu'à récemment.

Mme Korobova est partie vivre à Chypre au début des années 1990 parce qu'elle avait besoin de soutenir financièrement sa famille. Elle y a travaillé dans un restaurant italien pendant près de vingt ans. Lorsque son fils a grandi, il a déménagé à Moscou pour travailler. Elle est alors revenue à Avdiivka en janvier dernier. « Les gens me traitaient de folle quand je disais que je revenais vivre ici. Mais j'ai passé toutes ces années à souhaiter pouvoir revenir dans ma famille », dit-elle. Tatiana Korobova a fait venir son frère Serhii, 49 ans, et sa mère, qui avaient tous deux fui à Kharkiv. « Je sais que tout va aller mieux. Nous ne pouvons pas avoir peur tous les jours ».
Mme Korobova n'avait pas de travail lorsqu'elle est retournée à Avdiivka. Elle a donc créé sa propre entreprise. M. Yankovskyi, qui voulait un café dans le grand magasin nouvellement ouvert, un endroit où les gens pourraient se rencontrer et discuter, l'a aidée. Des amis et des connaissances lui ont fourni des meubles, le réfrigérateur et les décorations, et ont prêté à Mme Korobova l'argent nécessaire à la nouvelle machine à café.
« Nous sommes heureux que des gens comme Tatiana reviennent et construisent quelque chose de nouveau ici », dit M. Yankovskyi. Parce que les garçons, y compris son fils, émigrent pour étudier et travailler. Lorsque la vie à Avdiivka ne se limitera plus à la seule perspective de travailler dans l'usine de charbon de tourbe de l'oligarque Rinat Akhmetov, alors les gens d'ici auront des perspectives à long terme. Il y a quatre ans, seulement 10 000 personnes vivaient à Avdiivka, soit un quart de la population d'origine. Aujourd'hui, la population est revenue à 30 000 personnes. « Depuis fin de 2019, nous connaissons une deuxième vague de retour », explique Vitaly Barabash. Âgé de 43 ans, il est le chef de l'administration civilo-militaire, qui a été déployée par le gouvernement dans des endroits proches de la ligne de front. « La plupart d'entre eux n'avaient pas les moyens de payer des loyers ailleurs en Ukraine. Si la fin de la guerre n'est pas en vue, le cessez-le-feu, lui, perdure depuis le 27 juillet. Les tirs et les explosions auxquels les habitants étaient auparavant confrontés quotidiennement ne se font plus entendre que tous les dix jours, explique M. Barabash. Les parents se promènent dans les rues avec leurs enfants et les adolescents traînent devant le supermarché en écoutant de la musique pop sur un smartphone. Une certaine normalité est revenue, à laquelle on ne s'attendrait pas si près de la ligne de front.
Vera Khomenko montre du doigt les petites rampes en béton qui relient la chaussée au trottoir. « J'avais l'habitude de devoir soulever le landau pour monter sur les trottoirs. » La plupart des maisons ont été reconstruites et rénovées, mais c'est loin d'être le cas de toutes. Il manque encore un étage ou le toit de certaines d'entre elles, et on peut toujours voir les impacts des obus d'artillerie. Sur le court de tennis du centre de la ville, des soldats en civil se rassemblent et écoutent la musique du rappeur biélorusse Xcho.
Vera Khomenko aime le charme d'Avdiivka. Que tout le monde se connaisse et qu'on puisse se promener partout. Elle appartient à la jeune génération pro-ukrainienne qui veut changer sa ville. À la maison, elle parle ukrainien avec ses enfants. Dans ses articles pour le journal régional Donbass Inform, elle écrit sur les personnes déplacées qui construisent une nouvelle entreprise ici, sur les soldats et les médecins qui travaillent dans cette ville malgré les circonstances. Et pourtant, de nombreuses personnes à Avdiivka ont le sentiment de ne pas être correctement perçues par le reste du pays.
« La plupart des gens qui vivent à Avdiivka ne sont jamais sortis du Donbass de leur vie », nous dit-elle. Ainsi, comme c'est souvent le cas dans cette région, beaucoup d'habitants ont de la famille en Russie et regardent les chaînes de télévision russes. « Pour ceux qui n'ont pas le câble, l'antenne capte le signal des chaînes de télévision et des radios russes et de Donetsk ».
Dans leur situation difficile, les personnes en première ligne se tournent vers celui qui leur promet des explications et des solutions faciles. « Les personnes âgées sont des victimes faciles de la propagande russe. Les habitants d'Avdiivka n'ont pas la possibilité de choisir leur propre représentation locale. La ville est l'une des 18 localités proches de la ligne de front où le gouvernement a mis en place une administration civilo-militaire. Les élections locales d'octobre de cette année n'ont pas eu lieu ici. Officiellement, la décision est justifiée par la situation sécuritaire. Pour Vera Khomenko, la décision se comprend : « Si les gens étaient autorisés à voter ici, alors vous ne savez pas qui arriverait au pouvoir et quelles décisions cette personne prendrait. Le gouvernement a nommé l'administration civilo-militaire de cette ville et peut compter sur elle ».
En tant que chef de cette administration, M. Barabash dit qu'il doit être capable de prendre des décisions rapidement. « Un conseil municipal agit plus lentement qu'une administration militaire. » Les tirs d'obus autour de la ville n'ont jamais vraiment cessé ces dernières années. Mais les défis auxquels la ville est confrontée aujourd'hui sont d'une autre nature. « Nous n'avons que 40 % des médecins dont nous aurions besoin. Barabash.
Une grande partie de l'aide humanitaire sur le terrain est fournie par des organisations internationales. La Croix-Rouge a reçu à Avdiivka 40 000 euros du « ministère de la Réintégration des territoires temporairement occupés » d'Ukraine. Pour la première fois depuis le début de la guerre, le budget de l'État pour 2020 prévoit des paiements pour les personnes affectées dans l'est de l'Ukraine, dont les maisons ou les appartements ont été détruits. Selon le ministère, 66 personnes seront indemnisées cette année, et 380 autres l'an prochain.
<h3>Des cours dans une classe sans fenêtre</h3>
La maison d'un étage en briques rouges, derrière le marché, a été rénovée par la professeure d'art Anna Kapitan elle-même. Lorsque la guerre a commencé, Mme Kapitan travaillait comme infirmière à Donetsk et son mari dans l'usine de charbon de tourbe à Avdiivka. Anna Kapitan s'est enfuie avec ses deux fils, qui ont maintenant 10 et 14 ans. Son mari est resté sur place à cause de son travail. « Au début, nous avons loué un appartement dans l'ouest de l'Ukraine, c'était cher pour nous », dit-elle. En tant que personnes déplacées, elle et ses fils ont reçu l'équivalent de 120 euros par mois, et de temps en temps l'aide d'une organisation humanitaire. Chomenko wychowała się w Doniecku, mieście obecnie znajdującym się pod kontrolą popieranych przez Rosjan separatystów. Kiedy 33-latka mówi o separatystach i Rosji, buzuje w niej złość. Samozwańczą Doniecką Republikę Ludową określa jako nielegalną, a działania jej władz uważa za cyniczne, zwłaszcza teraz, gdy ukraińska armia ponownie otworzyła cztery przejścia graniczne wzdłuż linii frontu. - Separatyści natomiast prawie nikogo nie przepuszczają.
