Taiwan mastered the pandemic in an exemplary manner, recording only nine deaths. The reason for this is Digital Minister Audrey Tang's strategy. 

The New Institute: What did Taiwan do right in the fight against Covid?&nbsp;
It is important to understand that this is our second encounter with this kind of virus. The first time was with SARS in 2003, and we just panicked. The central government said different things from the municipal governments, locking down an entire hospital unannounced. All in all, 73 people died. In 2004, the constitutional court charged the legislature to review everything we did wrong and set up a new mechanism, the Central Epidemic Control Center, to make sure that future communication is timely and the collective intelligence, the citizens’ input, can reach the CECC.
What are the central elements of your present Covid strategy?&nbsp;
We have acted along three principles: fast, fair and fun. Fast: there is a toll-free number that anyone can call to report an issue – for example a shortage of masks. Fair: we are ensuring through the single payer National Health Insurance scheme that more than 99.9% of citizens and residents alike can get access to rationed masks. And finally, fun, humour over rumour: we are battling the infodemic of conspiracy theories by creating memes and cute figures like Shiba Inu, which people share much more on social media than conspiracy theories.
Covid is more than a health crisis: how would you describe your role as the Digital Minister?&nbsp;
The most important technologies available in the Corona crisis are soap, sanitiser, the physical vaccine, and the mask. But we did use a lot of novel data applications to battle the pandemic, like an app developed by citizens – civic hackers, as we call them here. This app shows the availability of masks at pharmacies, enabling people to make evidence-based interpolations and base their critique on real data.
Transparency creates trust.&nbsp;
One key factor is alignment: everybody can see that pharmacists, to stay with this example, really share the goal of giving mask-access to as many people as possible. The other factor is accountability: not only can everybody check the app, but everybody can suggest better distribution methods.
How do you guarantee privacy?&nbsp;
We call it participatory self-surveillance. In high risk places like bars, we do require that people provide contact details in case of a local transmission. But all information is distributed and decentralised, and preserves the anonymity which is valued at such places.
And what exactly is a citizen hacker?&nbsp;
In Taiwan, there is a community called g0v. The idea is that all the digital services that the government offers can be forked – meaning they can go in different directions while preserving their core, shared value. This gets you into the shadow government, which is always more fun and involved, right?
What makes Taiwanese society so open to new technology and so quick to adapt?&nbsp;
One important factor is that, in Taiwan, democracy is really new. The first presidential election was in 1996; the world wide web already existed. We see democracy itself as a technology; an applied social technology. The constitution is something that you can tweak and change – we already did it five times and are now considering another change. In a way, democracy is not very different from a semiconductor design – anyone can improve it.
What is the other factor?
It is connected to the first: people who are 40 years old and over remember the years of martial law. Any technology that threatens to take society back to a more authoritarian era is an automatic non-starter in Taiwan. We just say: do you want to go back to martial law? Do you want to go back to white hair?
What are non-authoritarian technologies for you?&nbsp;
We are very focused on democratising technologies like free software, open-source, and the distributed ledger of the blockchain. We also question historic rituals of democracy, like having an election every four years. Is that really a good idea? We ask: how can you get the best input for democratic institutions? We've augmented the election process and introduced referenda, participatory budgeting, e-petitions – you name it.
Western democracies seem to be struggling in this pandemic, showing very disparate reactions to the challenge of Covid. What is your take on this?&nbsp;
The great thing about democracy is its resilience. It relies on people actually having scientific understanding and renewing the institution. It will be better the next time around. Just as Taiwan set up new infrastructure in 2004 and did yearly drills, augmenting with the latest digital technologies, I’m sure that now you have this societal exposure to SARS 2.0, you will do better when SARS 3.0 comes around.
In many ways, is this new infrastructure that you talk about technological?&nbsp;
Yes and no. Participatory self-surveillance relies on broadband access as a human right. If there is no broadband access, people can still watch television and listen to radio, but they cannot report in real time. The second element is media competence and digital competence – everyone is essentially media. The twin pandemic – the infodemic – highlighted this necessity to teach people.
As a state institution, how do you cooperate with citizens and other societal actors?&nbsp;
We are building a norm around data that puts the social sector first. We don't put the public sector first, which would mean state surveillance and authoritarian intelligence, or the private sector, which would mean surveillance capitalism and the dependence on multinational companies. We always put people first in personal, public and private partnerships.
What is the responsibility of citizens in this crisis?&nbsp;
We appealed to the rational self-interest of the citizens. When you say: wear a mask to protect yourself from your own unwashed hand, this is universally applicable. When you say: wear a mask to protect the elderly, people who don’t live with elderly people or simply don’t care will not wear a mask. When you say: wear a mask to respect each other, then people who don’t want to respect each other wouldn’t wear a mask. Right? Individualism in light of self-interest is actually collectively speaking a better strategy than appealing to collectivism.

Είναι σημαντικό να καταλάβουμε ότι αυτή είναι η δεύτερη φορά που αντιμετωπίζουμε αυτόν τον τύπο ιού. Η πρώτη φορά ήταν το SARS το 2003 και απλά πανικοβληθήκαμε. Η κεντρική κυβέρνηση έλεγε διαφορετικά πράγματα από τις τοπικές αρχές, επιβάλλοντας lockdown σε ένα ολόκληρο νοσοκομείο χωρίς προειδοποίηση. Συνολικά, 73 άνθρωποι πέθαναν. Αμεσότητα: Υπάρχει ένας τηλεφωνικός αριθμός χωρίς χρέωση που μπορεί να καλέσει ο καθένας και να αναφέρει κάποιο πρόβλημα - για παράδειγμα μια έλλειψη μασκών. Δικαιοσύνη: Διασφαλίζουμε μέσω της εθνικής ασφάλισης υγείας ενιαίας πληρωμής ότι περισσότερο από το 99,9% των πολιτών, αλλά και των κατοίκων μπορούν να έχουν πρόσβαση σε διανομή μασκών. Και τι ακριβώς είναι ένας πολίτης χάκερ;
Στην Ταϊβάν, υπάρχει μια κοινότητα που ονομάζεται g0v. Η ιδέα είναι ότι όλες οι ψηφιακές υπηρεσίες που προσφέρει η κυβέρνηση μπορούν να διακλαδωθούν - πράγμα που σημαίνει ότι μπορούν να πάνε σε διαφορετικές κατευθύνσεις διατηρώντας παράλληλα την κεντρική, βασική τους αξία. Αυτό σε οδηγεί σε μια σκιώδη κυβέρνηση, η οποία είναι πάντα πιο διασκεδαστική και συμμετοχική, σωστά;
Τι κάνει την ταϊβανέζικη κοινωνία τόσο ανοιχτή στη νέα τεχνολογία, τόσο γρήγορη στην προσαρμογή;
Ένας σημαντικός παράγοντας είναι ότι στην Ταϊβάν η δημοκρατία είναι πραγματικά πρόσφατη. Οι πρώτες προεδρικές εκλογές έγιναν το 1996, ο παγκόσμιος ιστός υπήρχε ήδη. Βλέπουμε την ίδια τη δημοκρατία ως μια τεχνολογία, μια εφαρμοσμένη κοινωνική τεχνολογία. Το σύνταγμα είναι κάτι που μπορείς να τροποποιήσεις και να αλλάξεις - το έχουμε ήδη κάνει πέντε φορές και τώρα εξετάζουμε άλλη μια αλλαγή. Κατά ένα τρόπο, η δημοκρατία δε διαφέρει πολύ από τη σχεδίαση ημιαγωγών - ο καθένας μπορεί να τη βελτιώσει.
Ποιος είναι ο άλλος παράγοντας;
Συνδέεται με τον πρώτο: Οι άνθρωποι που είναι 40 ετών και πάνω θυμούνται τα χρόνια του στρατιωτικού νόμου. Και κάθε τεχνολογία που απειλεί να επαναφέρει την κοινωνία σε μια πιο αυταρχική εποχή είναι αυτομάτως καταδικασμένη σε αποτυχία στην Ταϊβάν. Θα πούμε απλώς: Θέλετε να επιστρέψετε στον στρατιωτικό νόμο; Θέλετε να ασπρίσουν ξανά τα μαλλιά σας;
&nbsp;Ποιες είναι οι μη αυταρχικές τεχνολογίες για εσάς;
Εστιάζουμε πολύ στις τεχνολογίες εκδημοκρατισμού όπως το ελεύθερο λογισμικό, τον ανοιχτό κώδικα ή το κατανεμημένο μητρώο του blockchain. Αμφισβητούμε επίσης τα ιστορικά τελετουργικά της δημοκρατίας, όπως τις εκλογές κάθε τέσσερα χρόνια. Είναι πράγματι καλή ιδέα; Ρωτούμε: πώς πετυχαίνουμε καλύτερη απόδοση για τους δημοκρατικούς θεσμούς; Αναπτύξαμε την εκλογική διαδικασία και εισάγαμε δημοψηφίσματα, συμμετοχικό προϋπολογισμό, ηλεκτρονικά ψηφίσματα - ό,τι θέλετε.
Οι δυτικές δημοκρατίες φαίνεται να δυσκολεύονται σε αυτήν την πανδημία, με πολύ διαφορετικές αντιδράσεις στις προκλήσεις του Covid. Ποια είναι η γνώμη σας για αυτό;
Το σπουδαίο πράγμα της δημοκρατίας είναι η ανθεκτικότητα της. Βασίζεται σε ανθρώπους που έχουν στην πραγματικότητα μια επιστημονική αντίληψη και ανανεώνουν τον θεσμό. Θα είναι καλύτερα την επόμενη φορά. Ακριβώς όπως η Ταϊβάν το 2004 δημιούργησε μια νέα υποδομή και έκανε ετήσιες ασκήσεις και ενισχύθηκε με τις τελευταίες ψηφιακές τεχνολογίες, είμαι βέβαι@ ότι τώρα που έχετε αυτή την κοινωνική έκθεση στο SARS 2.0, θα τα πάτε καλύτερα όταν εμφανιστεί το SARS 3.0.
Αυτή η νέα υποδομή για την οποία μιλάτε είναι από πολλές απόψεις τεχνολογική;
Και ναι και όχι. Η συμμετοχική αυτοεπιτήρηση βασίζεται στην ευρυζωνική σύνδεση ως ανθρώπινο δικαίωμα. Εάν δεν υπάρχει ευρυζωνική πρόσβαση, οι άνθρωποι μπορούν ακόμα να παρακολουθούν τηλεόραση και να ακούνε ραδιόφωνο - αλλά δεν μπορούν να κάνουν αναφορές σε πραγματικό χρόνο. Το δεύτερο στοιχείο είναι η ικανότητα των μέσων ενημέρωσης και η ψηφιακή επάρκεια - ο καθένας είναι ουσιαστικά ένα μέσο ενημέρωσης. Η διπλή πανδημία – η πληροφοριακή πανδημία – τόνισε αυτήν την αναγκαιότητα εκπαίδευσης των ανθρώπων.
Ως κρατικός θεσμός, πώς συνεργάζεστε με πολίτες και άλλους κοινωνικούς παράγοντες;
Χτίζουμε έναν κανόνα γύρω από τα δεδομένα που βάζει πρώτο το κοινωνικό τομέα. Δε βάζουμε πρώτα τον δημόσιο τομέα, που θα σήμαινε κρατική επιτήρηση και αυταρχικές υπηρεσίες πληροφοριών, ούτε τον ιδιωτικό τομέα, που θα σήμαινε εποπτεία από τον καπιταλισμό και εξάρτηση από πολυεθνικές εταιρείες. Πάντα δίνουμε προτεραιότητα στους ανθρώπους, στις προσωπικές, δημόσιες και ιδιωτικές συνεργασίες.
Ποια είναι η ευθύνη των πολιτών σε αυτήν την κρίση;
Κάναμε επίκληση στο ορθολογικό συμφέρον των πολιτών. Όταν λέμε φορέστε μάσκα για να προστατέψετε τον εαυτό σας από το βρώμικο χέρι σας, αυτό ισχύει καθολικά. Όταν λέμε φορέστε μάσκα για την προστασία των ηλικιωμένων, τότε τα άτομα που δε ζουν με ηλικιωμένους ή ειλικρινά δε νοιάζονται δε θα φορέσουν μάσκα. Όταν λέμε φορέστε μια μάσκα για να σέβεστε ο ένας τον άλλον, τότε οι άνθρωποι που δε θέλουν να σέβονται ο ένας τον άλλον, δε θα φορέσουν μάσκα. Σωστά; Ο ατομικισμός στο πλαίσιο του προσωπικού συμφέροντος σε συλλογικό επίπεδο είναι μια καλύτερη στρατηγική από μια επίκληση στον κολεκτιβισμό.

«Βλέπουμε την ίδια τη δημοκρατία ως μια τεχνολογία»

Qu'est-ce que Taïwan a fait de bien dans la lutte contre Covid ?
Il est important de comprendre qu'il s'agit de notre deuxième confrontation avec ce type de virus. La première fois, c'était le SRAS en 2003, et nous avons paniqué. Le gouvernement central a dit des choses différentes des municipalités, fermant notamment un hôpital entier à l'improviste. Au total, 73 personnes sont mortes. En 2004, la Cour constitutionnelle a chargé le Parlement de revenir sur toutes nos erreurs et a mis en place un nouveau mécanisme, le Centre de contrôle central des épidémies (CECC). Le but ? S'assurer de la pertinence des futures échanges entre autorités décisionnelles et faire en sorte que l'intelligence collective, c'est-à-dire l'apport des citoyens, puisse remonter au CECC.
Quels sont les éléments centraux de votre stratégie actuelle face à la pandémie de Covid-19 ?
Nous avons agi selon trois axes : vitesse, équité et divertissement. Vitesse : un numéro vert est à la disposition de tous afin de signaler par exemple une pénurie de masques. Équité : nous garantissons, grâce à un système d'assurance maladie public à payeur unique (« single payer »), que plus de 99,9 % des citoyens, mais aussi des résidents, puissent avoir accès à des masques rationnés. Et enfin, le divertissement, l'humour plutôt que la rumeur : nous luttons contre l'« infodémie » à l'aide de mèmes et de jolis personnages comme un Shiba Inu (une race de chien prisée à Taïwan, ndlr) que les gens partagent beaucoup plus sur les réseaux sociaux que les théories du complot.
La pandémie de Covid est plus qu'une crise sanitaire. Comment décririez-vous votre rôle de ministre du Numérique ?
Les technologies les plus importantes dans la crise du coronavirus sont le savon, les désinfectants, le vaccin et le masque. Mais nous avons utilisé beaucoup de nouvelles applications pour lutter contre la pandémie, notamment une application développée par ceux que nous nommons ici les hackers citoyens. Cette application montre la disponibilité des masques dans les pharmacies, ce qui permet aux gens de faire des interpolations basées sur des preuves et de fonder leur critique sur des données réelles.
La transparence crée la confiance.
Un facteur clé est l'alignement : tout le monde peut voir que les pharmaciens, pour rester dans cet exemple, partagent vraiment l'objectif de donner accès aux masques au plus grand nombre de personnes possible. L'autre facteur est la responsabilité : non seulement tout le monde peut vérifier l'application, mais tout le monde peut suggérer de meilleures méthodes de distribution.
Comment garantissez-vous la protection de la vie privée ?
Nous appelons cela « l'autosurveillance participative ». Dans les lieux à haut risque comme les bars, nous exigeons que les gens permettent d'être contactés en cas de transmission locale. Mais toutes les informations sont distribuées et décentralisées et préservent l'anonymat, qui est valorisé dans ces lieux.
Et qu'est-ce qu'un hacker citoyen ?
À Taïwan, il existe une communauté appelée « g0v ». L'idée est que tous les services numériques offerts par le gouvernement peuvent être bifurqués - ce qui signifie qu'ils peuvent aller dans différentes directions tout en préservant leur valeur fondamentale. Qu'est-ce qui rend la société taïwanaise si ouverte aux nouvelles technologies, si prompte à s'adapter ?
Un facteur important est qu'à Taïwan, la démocratie est vraiment nouvelle. La première élection présidentielle a eu lieu en 1996, quand le World Wide Web existait déjà. Nous voyons la démocratie elle-même comme une technologie, une technologie sociale appliquée. La Constitution est quelque chose que vous pouvez modifier et changer - nous l'avons déjà fait cinq fois et nous envisageons maintenant un autre changement. D'une certaine manière, la démocratie n'est pas très différente de la conception des semi-conducteurs : tout le monde peut l'améliorer.
Quel est l'autre facteur ?
Il est lié au premier : les gens qui ont 40 ans et plus se souviennent des années de la loi martiale. Et toute technologie qui menace de ramener la société à une ère plus autoritaire est automatiquement vouée à l'échec à Taïwan. Nous demandons simplement : voulez-vous revenir à la loi martiale ? Voulez-vous revenir aux cheveux blancs ?
Quelles sont les technologies non autoritaires pour vous?
Nous sommes très attachés à la démocratisation de technologies comme les logiciels libres, l'open-source ou la blockchain. Nous remettons également en question les rituels historiques de la démocratie, comme un vote tous les quatre ans. Est-ce vraiment une bonne idée ? Nous nous interrogeons : comment obtenir les meilleures contributions pour les institutions démocratiques ? Nous avons amélioré le processus électoral et introduit les référendums, le budget participatif, les e-pétitions, etc.
Les démocraties occidentales semblent lutter contre cette pandémie de manière très disparate. Quel est votre point de vue sur la question ?
Ce qui est formidable avec la démocratie, c'est sa résilience. Elle repose sur le fait que les gens ont une compréhension scientifique et renouvellent l'institution. Ce sera mieux la prochaine fois. Tout comme Taïwan en 2004 a mis en place une nouvelle infrastructure et a procédé à des exercices annuels et à un renforcement avec les dernières technologies numériques. Je suis sûre que maintenant que vous avez cette exposition de la société au SARS-CoV-2, vous aussi ferez mieux quand le SARS-CoV-3 arrivera.
Cette nouvelle infrastructure dont vous parlez est à bien des égards technologique ?
Oui et non. « L'autosurveillance participative » repose sur le haut débit en tant que droit humain. S'il n'y a pas d'accès à haut débit, les gens peuvent toujours regarder la télévision et écouter la radio - mais ils ne peuvent pas faire de reportages en temps réel. Le deuxième élément est la compétence médiatique et la compétence numérique - tout le monde est essentiellement un média. La pandémie jumelle, l'« infodémie », a mis en évidence cette nécessité d'éduquer les citoyens aux médias.
Comment coopérez-vous, en tant qu'institution étatique, avec les citoyens et les autres acteurs de la société ?
Nous construisons une norme autour de données qui donnent la priorité au secteur social. Nous ne faisons pas passer le secteur public avant, ce qui signifierait une surveillance étatique et un renseignement autoritaire, ni le secteur privé, ce qui signifierait un capitalisme de surveillance et une dépendance aux multinationales. Nous faisons toujours passer les gens en premier parmi les partenariats individuels, publics et privés.
Quelle est la responsabilité des citoyens dans cette crise ?
Nous avons fait appel à l'intérêt rationnel des citoyens. Quand vous dites : portez un masque pour vous protéger de votre propre main non lavée, cela est universellement applicable. Quand vous dites : portez un masque pour protéger les personnes âgées, les personnes qui ne vivent pas avec des personnes âgées ou qui ne s'en soucient pas n'en porteront pas. Lorsque vous dites : portez un masque pour vous respecter les uns les autres, alors les personnes qui ne veulent pas se respecter mutuellement n'en porteront pas. N'est-ce pas ? Faire appel à un individualisme basé sur l'intérêt personnel est en réalité une meilleure stratégie collective que faire appel au collectivisme.

Was hat Taiwan im Kampf gegen Covid richtig gemacht?
Es ist wichtig zu verstehen, dass dies unsere zweite Begegnung mit einem solchen Virus ist. Das erste Mal war mit SARS im Jahr 2003, und wir gerieten einfach in Panik. Die Zentralregierung sagte etwas anderes als die Stadtverwaltungen und sperrte unangekündigt ein ganzes Krankenhaus ab. Alles in allem starben 73 Menschen. Im Jahr 2004 beauftragte das Verfassungsgericht die Legislative, alles, was wir falsch gemacht hatten, zu überprüfen und einen neuen Mechanismus einzurichten, das Zentrale Epidemie-Kontrollzentrum. Was sind die zentralen Elemente Ihrer derzeitigen Covid-Strategie?
Wir haben nach drei Prinzipien gehandelt: schnell, fair und humorvoll. Schnell heißt: Es gibt eine gebührenfreie Nummer, die jeder anrufen kann, um ein Problem zu melden – zum Beispiel eine Knappheit an Masken. Fair heißt: Weil bei uns die Gesundheitsversorgung über eine Bürgerversicherung geregelt ist, ist sichergestellt, dass mehr als 99,9 Prozent der Einwohner Zugang zu rationierten Masken erhalten. Und schließlich Spaß, Humor statt Gerüchte: Wir bekämpfen die Infodemie der Verschwörungstheorien mit Memes und niedlichen Figuren wie Shiba Inu, die die Menschen in den sozialen Medien viel öfter teilen als Verschwörungstheorien.
Covid-19 ist mehr als eine Gesundheitskrise: Wie würden Sie Ihre Rolle als Digitalministerin beschreiben?
Die wichtigsten Technologien, die in der Corona-Krise zur Verfügung standen, sind Seife, Desinfektionsmittel, der Impfstoff und die Maske. Aber wir haben viele neuartige Datenanwendungen genutzt, um die Pandemie zu bekämpfen, wie eine App, die von Bürgerinnen und Bürgern entwickelt wurde – Civic Hackers, wie sie hier genannt werden. Diese App zeigt die Verfügbarkeit von Masken in Apotheken an und ermöglicht es evidenzbasierte Interpolationen vorzunehmen und Kritik auf reale Daten zu stützen.
Transparenz schafft Vertrauen.
Ein Schlüsselfaktor ist der Abgleich: Jeder kann sehen, dass beispielsweise die Apotheken wirklich das Ziel teilen, so viele Menschen wie möglich mit Masken zu versorgen. Der andere Faktor ist die Verantwortlichkeit: Jeder kann sich mit der App informieren, und auch bessere Verteilungsmethoden vorschlagen.
Wie garantieren Sie die Privatsphäre?
Wir nennen es partizipative Selbstüberwachung. An Orten mit hohem Risiko, wie beispielsweise Bars, verlangen wir zwar, dass die Leute ihre Kontaktdaten angeben, wenn es zu einer Ansteckung kommt. Aber alle Informationen werden verteilt und dezentralisiert und achten das Bedürfnis an Anonymität, das an solchen Orten besonders ausgeprägt ist.
Und was genau ist ein "Civic Hacker"?
In Taiwan gibt es eine Community namens "g0v". Die Idee ist, dass alle digitalen Dienste der Regierung "geforkt", also gegabelt werden können – das heißt, sie können in verschiedene Richtungen gehen, während ihr Kern, ihr gemeinsamer Wert, erhalten bleibt. Man wird Teil der Schattenregierung, was immer mehr Spaß macht, weil es viele involviert, richtig?

Ein wichtiger Faktor ist, dass in Taiwan die Demokratie wirklich neu ist. Die erste Präsidentschaftswahl war 1996, das World Wide Web gab es schon. Wir sehen die Demokratie selbst als eine Technologie, eine angewandte soziale Technologie. Die Verfassung ist etwas, das man anpassen und ändern kann – wir haben das schon fünfmal getan und erwägen jetzt eine weitere Änderung. In gewisser Weise ist die Demokratie nicht viel anders als das Halbleiterdesign – jeder kann sie verbessern.
Was ist der andere Faktor?
Es hängt mit dem ersten zusammen: Menschen, die 40 Jahre alt und älter sind, erinnern sich an die Jahre des Kriegsrechts. Jedwede Technologie, die droht, die Gesellschaft in eine autoritärere Ära zurückzubringen, ist in Taiwan automatisch ein Non-Starter. Wir sagen einfach: Wollt ihr zurück zum Kriegsrecht? Wollt ihr zurück zur Politik der Weißhaarigen?
Was sind für Sie nicht-autoritäre Technologien?
Wir sind sehr fokussiert auf demokratisierende Technologien wie freie Software, Open-Source und der Distributed-Ledger-Technologie, mit der man Transaktionen dokumentiert. Wir hinterfragen auch historische Rituale der Demokratie, wie etwa alle vier Jahre eine Wahl abzuhalten. Ist das wirklich eine gute Idee? Wir fragen: Wie kann man den besten Input für demokratische Institutionen bekommen? Wir haben den Wahlprozess erweitert und Volksabstimmungen, Bürgerhaushalte, E-Petitionen – was auch immer – eingeführt.
Die westlichen Demokratien scheinen sich in dieser Pandemie schwer zu tun und zeigen sehr unterschiedliche Reaktionen auf die Herausforderungen von Covid-19. Was ist Ihre Meinung dazu?
Das Großartige an der Demokratie ist ihre Widerstandsfähigkeit. Sie beruht darauf, dass die Menschen tatsächlich ein wissenschaftliches Verständnis haben und die Institution erneuern. Beim nächsten Mal wird es besser sein. So wie Taiwan 2004 eine neue Infrastruktur aufgebaut und jährliche Übungen durchgeführt hat, ergänzt mit den neuesten digitalen Technologien, bin ich mir sicher, dass Sie jetzt, da es diese gesellschaftliche Erfahrung mit SARS 2.0 gibt, besser abschneiden werden, wenn SARS 3.0 auftritt.
Ist diese neue Infrastruktur, von der Sie sprechen, in vielerlei Hinsicht technologisch?
Ja und nein. Die partizipative Selbstüberwachung ist auf den Breitbandzugang als Menschenrecht angewiesen. Wenn es keinen Breitbandzugang gibt, können die Menschen zwar noch fernsehen und Radio hören, aber sie können nicht in Echtzeit berichten. Das zweite Element ist Medienkompetenz und digitale Kompetenz – jeder Mensch ist im Wesentlichen ein Medium. Die Zwillingspandemie – die Infodemie – hat diese Notwendigkeit, Menschen zu schulen, deutlich gemacht.
Wie kooperieren die staatlichen Institutionen mit der Bevölkerung?
Wir bauen eine Norm rund um Daten auf, die den sozialen Sektor an erster Stelle setzt. Wir stellen bewusst nicht den öffentlichen Sektor an die erste Stelle, was staatliche Überwachung und autoritäre Geheimdienste bedeuten würde. Und auch nicht den privaten Sektor, was Überwachungskapitalismus und die Abhängigkeit von multinationalen Unternehmen bedeuten würde. Wir stellen den Menschen in persönlichen, öffentlichen und privaten Partnerschaften immer an die erste Stelle.
Wo liegt die Verantwortung der Bevölkerung in dieser Krise?
Wir haben an das rationale Eigeninteresse der Bürger appelliert. Wenn Sie sagen: trage eine Maske, um dich vor deiner eigenen ungewaschenen Hand zu schützen, ist das universell anwendbar. Wenn Sie sagen: trage eine Maske, um ältere Menschen zu schützen, dann werden Menschen, die nicht mit älteren Menschen zusammenleben oder denen es einfach egal ist, keine Maske tragen. Wenn Sie sagen: Tragen Sie eine Maske, um sich gegenseitig zu respektieren, dann würden Menschen, die sich nicht respektieren wollen, keine Maske tragen. Oder? Rapidez porque hay un número de teléfono gratuito al que cualquiera puede llamar e informar, por ejemplo, de la escasez de mascarillas. Justicia por medio del seguro sanitario nacional de pagador único con el que garantizamos que más del 99,9% de los ciudadanos y residentes tengan acceso a mascarillas racionadas. Por último, la diversión, el humor por encima del rumor. Hemos combatido las teorías de la conspiración con memes como los del perro Shiba Inu, que la gente comparte en las redes sociales mucho más que las tesis conspiranoicas.
El coronavirus es más que una crisis sanitaria: ¿cómo describiría su papel como ministra digital?&nbsp;
Las tecnologías más importantes en la crisis del coronavirus son el jabón, el desinfectante, la vacuna y la mascarilla. Pero hemos utilizado muchas aplicaciones de datos novedosas para luchar contra la pandemia, como una aplicación desarrollada por ciudadanos, "hackers cívicos", como los llamamos aquí. Vemos la democracia como una tecnología, una que tiene aplicación social. La Constitución se puede retocar y cambiar; ya lo hemos hecho cinco veces y estamos considerando volver a introducir cambios. ¿Cuál es el otro factor?

Parece que las democracias occidentales están sufriendo con esta pandemia, y muestran reacciones muy dispares ante el reto del covid. &nbsp;¿Qué opina al respecto?
Lo mejor de la democracia es su resiliencia. Depende de que la gente tenga conocimientos científicos y renueve las instituciones para que sea cada vez mejor. Así como Taiwán creó una nueva infraestructura en 2004, hizo simulacros anuales y la amplió con las últimas tecnologías digitales, estoy segura de que tras esta exposición social al SARS 2.0 se hará mejor cuando llegue el SARS 3.0.
¿Esta nueva infraestructura es tecnológica?
Sí y no. La autovigilancia participativa se basa en la banda ancha como derecho humano. Si no hay acceso a la banda ancha, la gente puede ver la televisión y escuchar la radio, pero no puede informar en tiempo real. El segundo elemento es la competencia mediática y digital: todo el mundo es mediático. Ha habido una doble pandemia que es la infodemia, y eso ha puesto de manifiesto la necesidad de enseñarle a la gente.
¿Cómo cooperan ustedes, como institución estatal, con los ciudadanos y otros actores de la sociedad?

No priorizamos al sector público, que implicaría vigilancia estatal e inteligencia autoritaria, ni al privado, que significaría capitalismo de vigilancia y dependencia de las multinacionales. ¿Cuál es la responsabilidad de los ciudadanos en esta crisis?
Apelamos al propio interés racional de los ciudadanos. Cuando se dice: «Ponte una mascarilla para protegerte de tu propia mano sucia», eso se aplica a todo el mundo. Si decimos: «Ponte una mascarilla para proteger a los ancianos», la gente que no vive con ancianos o a la que no le preocupa no se pondrá una. Cuando dices: «Lleva mascarilla para respetar al otro», quien no quiera hacerlo no la lleva. ¿No es así? Wspaniałą cechą demokracji jest jej odporność. Polega ona na tym, że ludzie rzeczywiście potrafią kierować się wiedzą naukową i odnawiać instytucje. Następnym razem będzie lepiej. Tak jak Tajwan w 2004 roku stworzył nową infrastrukturę, wprowadził coroczne ćwiczenia i stworzył najnowsze technologie cyfrowe. Jestem pewna, że teraz, kiedy społeczeństwo jest narażone na SARS 2.0, wy również poradzicie sobie lepiej, kiedy pojawi się SARS 3.0.
